Task RequirementsPurpose
The purpose of this release is to include a set of high-priority enhancements to the Pricing Estimation Tool (PET), formerly referred to as the Cost and Pricing Estimation Tool (CPET).
CHG88292 – Change to Markup PercentUser Impact
· Contractors with CPRM access

· GSA Users with the following permissions: CPRM Admins, CPRM PCOs, CPRM Auditors, GSA CPRM OCOs
Impact to Workflow
No impact to the existing workflow.
Change Description
This change re-labels the field labeled ‘Markup Percent’ on the Price Indexing Tool form to ‘Indirect Rate Level’. Also, this change updates the options in the Indirect Rate Level select list from numeric values to ‘Low’, ‘Average’, and ‘High’. The changes are illustrated in Figure 1.

Change Description
This change updates the name of the tool from ‘Cost and Pricing Estimation Tool’ to ‘Pricing Estimation Tool’. The change is visible on the CPRM Welcome Page and shown in Figure 2.

CHG88389 – Make PET Accessible to Contractor UsersUser Impact

Change Description
This change adds contractor users with CPRM access to the access control list of user roles that have access to PET. The new access control list is as follows:
· Contractor users with CPRM access
· Client users with CPRM access
· GSA users with CPRM access (all roles: CPRM Admin, CPRM Auditor, CPRM PCO, CPRM Ordering Contracting Officer)
In addition, this change institutes a new business rule that enforces that a user may only view their own existing Independent Government Cost Estimates (IGCEs) created in PET, that is, no user may view an IGCE created by another user. An example of the system security message that appears if a user attempts to view another user’s IGCE is illustrated in Figure 3.

Change Description
This change updates the Experience and Qualifications Level (E&Q Level) field by adding Subject Matter Expert (SME) to the list of possible options in the dropdown field. The new option is depicted in Figure 4.

Impact to Workflow
No impact to the existing workflow.
Change Description
This change adds occupations that are ancillary to the standard set of OASIS labor categories to the list of options in the Occupation field selection list on the Price Indexing Tool form. An example of the new Occupation options is depicted in Figure 5. If a user selects an ancillary occupation, the system will display ‘Ancillary’ in the LCAT Title field and will update the form functionality as follows:
· E&Q Level selection options are displayed as ‘WL1’, WL2’, ‘WL3’, and ‘WL4’ to reflect increasing wage levels rather than the terms: ‘Junior’, ‘Journeyman’, ‘Senior’, and ‘SME’ as displayed for OASIS Labor Category occupations. WL stands for ‘Wage Level’. This change is illustrated in Figure 6.
· A new field labeled ‘Wage Scale’ is displayed on the form. The Wage Scale field enables the user to identify a Low, Medium, or High wage scale to use for the selected occupation. The Wage Scale option selection dictates the portion of the Bureau of Labor Statistics (BLS) source data that the system will use to calculate the estimated hourly rate for the IGCE. For example, if the user selects an ancillary occupation, WL1 option from the E&Q Level field, and the Low option from the Wage Scale field, then the system will base the estimated wage on the BLS 10th Percentile hourly wage rate for the Metropolitan Statistical Area (MSA) that is selected. The Wage Scale field is shown in Figure 7.
