Winning projects will be commissioned by 1 January 2021. Auction took place on 29 April 2016. On 30 March 2016, the ceiling prices for each technology were announced: Wind: BRL 223/MWh, Biomass and coal: BRL 251/MWh, Natural Gas: BRL 290/MWh and hydro: BRL 227/MWh. There are 47.6 GW registered in this auction: 21.2 GW from wind projects, 529 MW from hydro projects, 21 MW from biogas and 3GW from biomass. On 29 April 2016, the auction took place contracting 529MW of installed capacity from 29 projects with an average price of BRL 195/MWh. No wind projects were selected. The government was looking for companies to build and operate 6,500 km (4,000 miles) of transmission lines in 20 Brazilian states that would connect new generation capacity to the grid. Third phase of Dubai's DEWA solar project attracts record low bid of US 2.99 cents/kWh Source: PV Magazine Date: 2 May 2016 Five bids worth a total of 800 MW of solar PV capacity have been submitted in the third phase tender for projects at the Dubai Electricity & Water Authority solar park; lowest bid of USD 2.99 c/kWh received. The highest offer was around 4.5 c/kWh. DEWA received 5 bids and all five were lower than then-world-record USD 5.85 c/kWh set by Saudi Arabia’s Acwa Power and its partner TSK of Spain. Fourth German solar tender awards 128 MW at average price of EUR 7.41 cents/kWh Source: Reuters Date: 11 May 2016 Germany's Federal Network Agency publishes results of the fourth solar PV project tender, which will deliver 128 MW solar capacity at a volume-weighted value of EUR 7.41 cents per kilowatt hour. The industry will now watch with bated breath to see when this latest round of projects will be implemented. The last bidding round in December last year saw the strike price fall to EUR 0.08/kWh, but only a handful of projects from the first three solar tenders have been delivered so far.

Germany sets out plans for 2.92 GW of offshore wind tender to be held in 2017 Source: renewables.seenews.com Date: 13 April 2016 Germany will hold two tenders for offshore wind capacity in 2017 for a total of 2.92 GW, according to draft plans released Friday by the country's economics and energy ministry (BMWi). This represents an increase from around 2.4 GW of capacity envisaged in earlier plans. Each of the tenders, with dates March 1 and December 1 next year, will seek a capacity of 1.46 GW. Only projects that have been licensed or are in advanced stage of development will be able to take part in the auctions. They will be slated for installation between 2020 and 2024. The draft offshore wind legislation is part of the proposed Renewable Energy Sources Act (EEG) 2016. According to it, Germany will exceed its target of 6.5 GW offshore wind by 2020 and will reach 7.7 GW by that date. As the 2030 offshore wind goal is kept at 15 GW, this leaves room for annual additions of 730 MW over the 10 years from 2021 to 2030, down from 800 MW envisioned previously. India (Karnataka state) announced results for its 500 MW solar PV auction at USD 72/MWh Source: PV Magazine Date: 13 April 2016 Karnataka tender sets tariff of USD 72/MWh with domestic companies winning out. Just one non-Indian solar bidder won in an auction dominated by India's power giants Adani, Tata, Acme Group and ReNew Power Ventures. The winning tariffs were closely aligned, with a lowest tariff of INR 4.78/kWh and the highest tariff of INR 4.8/kWh meaning there was barely 1 U.S. cent between them. On average, solar projects were secured at a tariff of USD 72/MWh. However, this latest tranche of winning bids is still far higher than the record low seen in January’s Rajasthan auction, which saw 420 MW of capacity awarded at just INR 4.34/kWh. Low preliminary results of the Zambia’s renewable energy auction Source: IDC.co.zm Date: 27 May 2016 Zambia’s Industrial Development Corporation (IDC) has opened bids from seven leading renewable energy developers seeking to build large-scale solar power plants in the southern African country where power shortages are acute. The bid tariffs ranged from US¢ 6.02/kWh to US¢ 10.6/kWh. The proposals, first submitted on Friday 6 May 2016, relate to the development of two utility-scale solar power projects of up to 50 MW each, the first large-scale solar IPPs in the country’s history and the inaugural projects for the World Bank Group’s Scaling Solar program. The winning bidders will be selected on the basis of the lowest proposed tariff. Provisional results indicate that NEOEN S.A.S. / First Solar Inc. and Enel Green Power S.p.A. will win the two projects at tariffs of US¢ 6.02/kWh and US¢ 7.84/kWh respectively.

Argentina to hold first renewable energy auction with 1 GW of capacity to award Source: Bloomberg Date: 19 May 2016 Argentina set rules for its first planned auction for renewable energy, an event that’s expected to spur as much as 1 GW of new capacity led by wind and solar farms. The auction will be held in May or in June 2016. The auction may drive as much as USD 2 billion in investments, the government claims. The deadline to submit proposals is August 22

nd and the results will be announced September 28

th.

More than 60% of Argentina’s energy comes from fossil fuels, according to BNEF. The auction will include 600 MW of wind power, almost triple the 215 MW in operation now, and 300 MW of solar power, up from almost nothing, as well as 65 MW of biomass, 20 MW of small hydropower and 15 MW of biogas. Developers will be competing for 20-year contracts. Next renewable energy auction is scheduled for September 2016. nd March of the emergency bill amending the Electricity Act 1998 for the

timely realization of the objectives of the Energy Agreement for Sustainable Growth, the path for the tender of the first two offshore wind sites, Borssele I and II, is now clear. The tender opened on 10

The second tender, relating to Borssele III and IV, that was initially scheduled to open in October 2016, is now expected to take place in September 2016. Australian capital region commits to 100% renewables by 2020 and expands renewables auctions programme Source: renewables.seenews.com Date: 2 May 2016 The Australian Capital Territory (ACT) has committed to a 100% renewable energy target by 2020, for which it plans to increase the capacity in its large-scale renewable energy auction process. The new goal was announced on 6

th of May by Environment Minister Simon Corbell, who also said the

government will expand its current auction to 200 MW, from 109 MW previously. Additional capacity might be awarded depending on “the value for money of the proposals brought forward”. There will also be changes to the ACT feed-in-tariff (FiT) legislation to accommodate the extra capacity needed to meet the 100% green goal. “Adding an extra 91 MW of renewables to our current auction process will allow us to take advantage of the record low prices and significant local investment we have achieved in our recent auctions,” Corbell said. On Tuesday the government of Ontario announced that it will procure 930 MW-AC of renewable energy in the second phase of its Large Renewable Process (LRP). LRP is an auction process which replaced the province’s feed-in tariff for projects larger than 500 kW.

Feed-in/premium tariffs Germany plans 7.5% cut to wind FIT levels in 2017 Source: Reuters Date: 11 April 2016 The German government has proposed reducing support for onshore wind energy by 7.5 percent for two years from January 2017, according to a draft proposal for a meeting on renewable energy between the federal government and Germany's 16 states. That would slow down the rapid construction of onshore wind turbines and would apply to new wind turbines approved in 2017 and 2018, the draft seen by Reuters said. It also said that support for solar plants producing less than 1 MW, of which few are currently being built, should be adjusted more quickly. That would mean that the subsidy rates are cut more slowly than originally planned or could even be increased more quickly if installation of new plants is very low. th of May Denmark discontinued with immediate effect a support scheme for solar installations, after in

just a few months it received over 9,000 applications for a combined 4.5 GW. All applications that have not yet been processed and approved for support will not be eligible for the so-called 60/40 solar scheme, transmission system operator (TSO). The 60/40 scheme offers solar power producers a fixed power purchase price of DKK 0.60 (USD 0.094 // EUR 0.081)/ kWh for 10 years and then DKK 0.40/kWh for another 10 years. This compares to a power price of some DKK 0.18/kWh currently. The surprising level of 4.5 GW under the 60/40 scheme was due to a surge in applications in March and April, Energinet.dk said. Denmark has about 790 MW of installed solar power generation capacity at present and the TSO projects the total may grow to 7.5 GW by 2040, thanks to a rise in residential deployment. Iran lowers FIT levels and expands the programme to include large solar installations Source: PV Tech Date: 12 May 2016 Iran has published new feed-in tariffs (FiTs) for solar PV including a new category for solar projects of greater than 30MW in capacity. Additionally tariffs fell by 18-43% for solar, from the initial rates, which were introduced in 2015 for the first time. Ghana to prolong its FIT contracts from 10 to 20 years Source: PV Tech Date: 20 April 2016 Ghana will soon update its feed-in-tariff (FiT) programme for solar to include the possibility of having contracts last for 20 years, a government official has announced.

OECD Poland's Sejm passes new and strict wind turbine distance rules and increasing property tax for wind turbines Source: Renewables.seenews.com Date: 23 May 2016 The lower house of parliament in Poland, the Sejm, passed legislation that introduces a minimum distance between new wind farms and residential zones of at least 10 times the total height of the turbine. The minimum distance rule proposal was announced in March, and the wind industry was quick to warn that adopting it would damage investor confidence and constrict future deployment, even though the country has huge potential. The property tax for wind power parks will also increase under the new regulations. Local media said 239 supported the measures, 147 were against and 16 abstained in the Sejm vote. Poland installed 1.27 GW of new turbines in 2015, making it the second largest wind power market in Europe last year. The figure comes as a result to a rush to complete wind projects before Poland moves to an auction-based support mechanism for renewables. That mechanism is to favor biomass over wind and solar, according to reports. The bill containing the distance rule and a proposal for regular renewal of permits was introduced by the Law and Justice Party several weeks after Poland’s ombudsman said it had “received more and more letters from citizens complaining about a deterioration of their health due to the wind turbines’ influence, as well as about the wind farm locating and building procedures”. The legislation most likely will enter into force at the end of 2016. Norway plans to leave green certificate system run jointly with Sweden 2020 and move to a more market based policy Source: Reuters Date: 15 April 2016 Further reading: Reuters, The Norwegian Mission to the EU Norway is seeking to leave a joint system with Sweden to subsidize renewable energy when the program closes to new entrants in 2020 and 2021. Norway joined the Swedish market-based electricity certificates system for subsidies in 2012 with the joint goal of adding 28.4 terawatt-hours of renewable generation by 2020. Since then renewable units with an average annual production of almost 14 terawatt-hours has been built in the two countries, 84 percent of them in Sweden. With prices in the certificates market dropping to a record low earlier this year and Nordic year ahead power prices falling 56 percent below 20 euros per megawatt-hour since 2012, not only renewable investors are struggling in Norway also its dominant hydro producers is facing shrinking margins. By ending subsidies, promoting more export cables abroad and simplifying administration for new permits government seeks to improve market conditions for all producers. “The government wants to prevent the value of our existing renewable production to weaken and will not introduce any new targets under the certificate system”. The proposal was quickly met by wind industry criticism. Withdrawal from the system was called as “premature” by Norwegian Wind Energy Association (NORWEA) in its press statement.

Germany considers new taxes for renewable energy consumers Source: PV Magazine Date: 24 May 2016 The German Ministry of Finance proposed a renewable energy tax of USD 0.02/kWh on power generated by solar systems used for self-consumption. The initiative by the Ministry of Finance proposes tax exemption only for small renewable plants up to 20 MW/h per year. th of May 2016 three new Decrees were published in the Official Journal introducing new support system

for renewable electricity generators in France. The Decrees introduce a feed-in premium payment paid on top of renewable electricity price paid on the market. The value of the premium is proportional to the electricity sold on the market and calculated as a difference between a reference price and a market price. The role of the premium is to cover renewable energy installations costs and to ensure profitability of the project. The premium will be paid for installations with capacity exceeding 500 kW. Smaller installations, in particular PV rooftop below 100 kW, wind turbines, some biogas and cogeneration plants will continue to benefit from FIT. The goal of the new framework is to improve integration of the renewables in the electricity market by allowing producers to sell the electricity on the market while limiting risks associated with the price volatility. French industry body backs ambitious renewable energy targets Source: Reuters Date: 15 April 2016 A French industry body on Friday increased draft government targets for onshore wind energy capacity ahead of their final publication. In coming weeks, the government will publish a decree with targets for renewable energy capacity, which will implement broad targets set in France's energy transition law and will give firms like EDF and Engie as well as smaller and foreign players clarity about future tender volumes. The energy law - voted last summer - specifies that 40 percent of French power production should come from renewables by 2030, while the share of nuclear should fall from the current 75 percent to 50 percent by 2025. The trajectory towards these targets is set by decree. The Conseil Superieur de l'Energie (CSE), a consultative industry body, on Friday approved by a large majority targets to boost onshore wind capacity from an estimated 15,000 megawatts (MW) end 2018 to as much as 25,000 MW by 2023, according to a document seen by Reuters. German conservatives urge 51 GW limit on onshore wind energy Source: Reuters Date: 13 April 2016 Germany should limit the expansion of onshore wind energy to 51 GW by 2020, according to a letter from the head of Chancellor Angela Merkel's parliamentary group to their coalition partners seen by Reuters. The letter sent by Volker Kauder to Thomas Oppermann, head of the parliamentary group for the Social Democrats (SPD), calls for an annual net volume quota of 2.5 GW as part of reforms to Germany's Renewable Energy Act (EEG). Moreover, Kauder says all wind farms above 30 KW should be included in a tender system that is due to replace current feed-in tariffs from 2017.

San Francisco has an ambitious goal of 100% of its electrical demand from renewable energy by 2025. San Francisco is not the first in California with this mandate—Sebastopol and Lancaster both require solar on new installations New Hampshire Senate passes bill to double net metering cap Source: PV Magazine Date: 8 April 2016 The 100 MW cap is more aggressive than a previous bill passed by the Senate, which would have only raised the cap to 75 MW. The bill also directs the state’s regulators to develop a new program to compensate distributed PV system owners after the 100 MW is reached. The 100 MW of available capacity will be split among the service areas of the state’s three investor-owned utilities. The current 50 MW cap was reached in the service area of utility Eversource in January, and local installers have stated that they were forced to lay off employees as a result.

Brazil Amazon dam project suspended over concerns for indigenous people Source: The Guardian Date: 22 April 2016 Brazil's Environment Ministry suspended the licensing process for the Sao Luiz do Tapajos dam, the largest hydroelectric plant scheduled to be built in the Brazilian Amazon, because a recent Federal Indian Agency (Funai) study said its reservoir would partially flood Indian land. Jordan launches plan to install solar on 6,000 mosques Source: PV Magazine Date: 16 March 2016 The government of Jordan government has announced plans to install solar PV systems on the country’s 6,000 mosques. The Ministry of Energy and Mineral Resources and the Ministry of Awqaf and Islamic Affairs are working together to begin implementing the project this year, according to The Jordan Times. Jordan, which imports about 96% of its energy needs annually, expects to connect about 1.65 GW of renewable energy projects to the grid by 2020.

Argentina established Fund for Development of Renewable Energies and number of policy mechanisms supporting RES deployment Source: PV Magazine Date: 7 April 2016 Text of the law: here [ES] Argentina adopted Decree No 531 that creates Fund for the Development of Renewable Energies (Fondo para el Desarrollo de las Energias Renovables) with yearly budget of ARS 12 million (USD 819 million) for development of new renewable capacities in support for country to reach its ambitious RES-E goals of 8% in 2017 and 20% in 2025. Additionally the Decree introduced following support mechanisms for renewable energy projects. 1) Exceptions on tax for imported equipment and capital goods for renewable projects, support available until 21

st December 2017;

2) Obligation for large users, including large demand from distribution system (over 300kW demand), to manage to the same national targets under threat of penalty - obligation to pay their missing at a price equal to the variable cost of electricity production, of imported diesel as fuel source; 3) Introduction of clean energy purchase options: directly with generators, through distribution companies, from a Trader, or from CAMMESA. 4) The Law caps the price at $113/MWh for renewable energy purchase. 5) The regulations also exempt companies tax on the distribution of dividends or income to the extent they are reinvested in a new infrastructure project in the country. Adoption of the law comes after enforcement of the Law 27.191 at the end of Argentina to boost ethanol blending mandate to 26% in 2017 Source: Biofuels Digest Date: 11 April 2016 In Argentina, the government plans to introduce a 26% ethanol blending mandate from next year, a major increase from the current 12%, that will bring the country in line with other countries in the region such as Brazil and Paraguay who both have ethanol mandates of 25% or higher. The blend was raised from 10% in February to counteract the current energy shortage. Saudi Arabia targets 9.5 GW of renewable by 2030 Source: Al Arabiya Date: 26 April 2016 Further read: here SA Vision 2030: here Saudi Arabia plans to generate 9.5 GW of electricity from renewable energy by 2030, it said on Monday as it approved its Vision 2030 reform plan. The plan, a package of economic and social policies is designed to free the kingdom from dependence on oil exports. “Even though we have an impressive natural potential for solar and wind power, and our local energy consumption will increase threefold by 2030, we still lack a competitive renewable sector at present.” “To build up the sector, we have set ourselves an initial target of generating 9.5 GW of renewable energy,” according to a text of the vision on state news agency SPA. In 2012, the world’s top oil exporter said it would install 17 GW of nuclear power by 2032 as well as around 41 GW of solar capacity.

India to introduce new support for small hybrid PV+wind installations Source: PV Magazine Date: 26 May 2016 Indian Ministry of New and Renewable Energy (MNRE) will support installation of ten solar and wind hybrid systems to promote development of such projects in the future. First demo-installation will be placed at the wind turbine test station of National Institute of Wind Energy in the Tamil Nadu state. This hybrid system will have an installed capacity of 25 kW. MNRE will provide financial assistance for community users willing to install one of the systems, covering up to 50% of the project costs. Indonesia to develop renewable energy for rural electricity Source: ANTARAnews.com Date: 23 April 2016 The Indonesian government is planning to build power generators using new and renewable energies (EBT) to provide electricity for the country’s rural areas or villages. The planned use of new and renewable energy is part of the country’s electrification program called “Indonesia Terang" (Bright Indonesia). Renewable energy is expected to help cover 23% of the government’s target to produce 35 thousand megawatts (MW) of electricity by 2019.

The plants are more than 25 years old and have turned uneconomical, said chairman of the Central Electricity Authority, the planning wing of the country’s power ministry. They will be replaced by super-critical units, which are more efficient, at the same sites, he said, without giving a timeline.

Climate financing for renewables World Bank aims for 30GW of renewable energy in its new climate action plan Source: PV Tech Date: 8 April 2016 World Bank Group Climate Change Action Plan: here The World Bank Group unveiled an ambitious new plan to aid developing countries fulfil their COP21 pledges by adding 30GW of renewable energy in around 40 countries – doubling its current contributions to global energy capacity. The private-sector arm of the international financial organization plans to increase its USD 2.3 billion-a-year spending on fighting climate change to USD 3.5 billion a year by 2020. Officials hope to spur USD 13 billion a year in similar private investments. The World Bank Group said it spends about USD 10.3 billion a year on climate, which is slated to rise to USD 16 billion a year by 2020.
