• Homeperformanceisaholisticapproachtoidentifyingandaddressingenergy-efficiency,comfort,health,andsafetyrelatedissuesinordertomakeahomeperformbetter.

• Homeperformancenowincludesabroadrangeofqualityproductsandservicessuchas:HVAC,Windows/Doors&Siding,Insulation&AirSealing,EnergyEvaluationsandEnergy-EfficientRenovations.

BRIEFHISTORYOFHOMEPERFORMANCE

• In 1986, the first Affordable Comfort conference in US was held to share ideas aboutmaking homes energy efficient, comfortable, and affordable without putting residentsor building structures at risk.

• Home performance more evolved in US, with a number of industry players providingcore programs, policy direction, home energy solutions and services throughout allsectors of the home performance industry.

• Forvariousreasonstheseprogramshavenotresultedincreatingconsistentandlong-termprofitablebusinessopportunitiesforcontractorsandsuppliers.

• Toaddressthis,theHPSChasbeendevelopedwithaprimarygoaltodeterminewhatgovernment,utilitiesandotherkeyindustryplayerscandotocreateamoresustainablehomeperformanceindustryinBritishColumbia.

ISSUE:INDUSTRYREPUTATION/QUALITY

• Needtodifferentiateprofessionalrenovatorsfromlowquality,lowcostcompanieswhoseworkandbehaviourreflectsontheentireindustryandmakesthesaleofqualityprojectsandinstallationsdifficult.Contractorselectionshouldbebasedonvalue,notprice.

• Lackofenforcementregardingpermitsandbylawsenableslowqualitywork/undergroundeconomy.

• RenovationTaxCreditfocussedonEE/homeperformance.• CertificationforrenovatorssimilartowhatCHBAdoesforbuilders(updateand

promote).• Consolidatetheindustryintothosefirmswhocanbetrustedtodoqualitywork.• Educateconsumers/potentialclientsastowhattoexpectinarenovation,what

• Qualitycontractorsareplacedatadisadvantageascomparedtothosewhobypasstherequiredapprovalprocess.

• Obtainingapprovalscanbeexpensiveandverytimeconsuming– farbeyondmanyclientexpectations,especiallyinVancouver.

• Governmentsandutilitiesneedtosystematicallyinvolvetheindustryinthedevelopmentofprograms,policies,andbylawstoensurerequirementsmakesenseandareimplementedinamannerwhichisassimpleandefficientaspossible.

• Speeduptheprocessforcertifiedprofessionalwhoaremuchlesslikelytogenerateproblems(similartocertifiedprofessionalbuilderinVancouver).

• Providetheindustrywithbetterandsystematicinformationregardingprograms,policesandbylaws.Provideadvancenoticeofchangesandnewinitiatives.

• Consistentregulationasmuchaspossiblethroughouttheprovince.• Educateinspectorstoachieveconsistencyininterpretationofrequirements.• Industryshouldengagewithmunicipalitiestomanageredtapeandtimedelays.

• Employersarereluctanttoinvestintrainingasthereislittlevalueascribedtoprofessionalcredentials.
