Introduction 1.1 Reference: Part 145, Sections 145.163 and 145.209(e)

1.2 Purpose: To provide an introduction and brief description of the Repair Station Training manual. This manual describes the training program supporting the operation of GAC domestic repair stations, certificated by the Federal Aviation Administration (FAA) under 14 CFR Part 145. 1.3 Responsibilities: All Repair Station personnel are required to be thoroughly familiar

with the requirements of this manual and all the applicable FAA regulations. 1.4 General: 1.4.1 Each employee assigned to perform maintenance, preventive maintenance, or

alterations, and inspection functions is capable of performing the assigned task. Required individual employee training is documented and retained for a minimum of two years after separation.

1.4.2 This training program:

Establishes the policies and procedures for training all employees employed by the repair station including:

Employees performing maintenance, preventive maintenance and alteration on civil

aviation products under the repair station certificate. These employees must be qualified and trained under the policies and procedures set forth in this document.

Employees performing functions that require other regulatory training, such as hazardous materials and confined spaces.

Employees who provide services that support the repair station’s activities. These employees are trained under this program at the company’s discretion.

Provides the means of establishing employee training requirements. It is the tool for management to assess both new employee and current employee capabilities and competency.

1.4.3 This training program manual describes how this repair station:

Identifies and describes jobs and job duties, including required tasks within each function, and skills within each task.

Establishes job qualifications, including minimum standards. Ensures employees are capable of performing assigned tasks. Assesses employees to determine competency. Ensures employees demonstrate competency. Establishes the criteria for initial and recurrent training of employees. Establishes and monitors training courses and curriculums

Documents training program activities. Establishes the method by which the manual is changed and approved by the

FAA before institution. 1.4.4 Definitions: The following definitions apply to all related information in the manual.

Body of Knowledge – Overall understanding and competency of a subject or competency to perform a task, established through training, education and/or experience.

Case Studies – Real or hypothetical situations used to test understanding and ability to apply knowledge or skill.

Certificate – A document issued as evidence of completion of a course of study, or to certify that a person may officially practice a profession or job function.

Classroom Training – Teaching in the form of instruction in a course environment.

Competence – Demonstrated ability to perform the skills or accomplish the tasks associated with the job assignment.

Contractor – Persons performing maintenance functions under contract.

Demonstrate – To establish or show by experiments, examples, practical application, explanations, or illustrations.

Education – Knowledge or skill obtained by a learning process.

Experience – Competency gained through participation in activities leading to the accumulation of knowledge, skill, or practical wisdom.

Gulfstream University – Intranet based training data base used for planning, course description and tracking of scheduled and completed training.

In-House Training – Training conducted by the repair station including OJT, case studies, classroom training, mentoring, self study, specialized training, and tutoring.

Initial Training – Learning the subject matter for the first time.

Job – A single position with documented attributes.

Job Function – A classification (by operational activity or along organizational lines) that consists of a group of jobs with related assignments, but with varying levels of expertise.

Maintenance Personnel – Employees assigned to perform maintenance, preventive maintenance, or alteration, and inspection functions.

Introduction

Mandatory – Those training topics that are required by law, such as confined spaces, Department of Transportation Hazardous Materials, drug and alcohol, and other training subjects that are stated in a federal, state, or local regulation or law or are required by contract.

On-the-Job-Training (OJT) - Acquiring knowledge and skills in an actual work environment.

Qualifications – The body of knowledge associated with accomplishing the assigned job.

Recurrent Training - Reinforce or refresh previously learned subjects, principals, or skills.

Self Study – Material absorbed on one’s own through workbook, tape, or compact disc (CD), computer based training (CBT) and exams or demonstrations that test the knowledge gained.

Seminar – Training by an expert in the field transferring knowledge to the attendees.

Skill – Technique required to correctly accomplish a task.

Task – Series of steps used in an assigned duty. The actual steps conducted to achieve a result.

Training – Processes for making employees proficient in assigned duties using instruction and/or practice. The process used by employees to gain skills or knowledge with the opportunity to demonstrate competency.

Tutoring – One-on-one instruction in an organized manner.

Training Needs Assessment 2.1 Reference: 14 CFR part 145, Section 145.163 (b) 2.2 Purpose: To provide a basic set of requirements regarding the overall Repair Station

training assessment. The company establishes requirements for all jobs that support the repair stations. This section contains the process for establishing those qualifications.

2.3 Responsibilities to perform these functions are defined in the Appendix. 2.4 General 2.4.1 To determine the overall training requirements, the Accountable Manager and the

Managers of each technical area must review GAC operations specifications (Ops Specs); capability list; job position duties and responsibilities listed in the repair station quality manual; technical job functions and tasks; customer requirements; past, current, and expected scope of work; employment procedures for hiring; and current employee experience levels. a. This needs assessment will result in a description of the knowledge and skills

standards for each defined job position or function

b. Employees will then be assessed against the standard established for the position and tasks assigned. The assessments are conducted using a web-based assessment tool (RSPTNA) that combines Learning Management System (LMS) training records, a predefined list of required competencies (RSJFF), and available instruction that satisfies the compency gap, when found applicable. If is determined that an employee does not possess the capability to perform a maintenance (including inspection), preventative maintenance, or alteration tasks, appropriate training will be administrated.

c. Repair Station continuously evaluates its training needs. However, the training

program is revised when:

It identifies training needs. It makes significant changes to its work scope or has plans to make such

changes. The annual training program review indicates changes are needed.

Training Needs Assessment 2.4.2 Repair Station identifies training needs through:

The needs assessment outlined in this manual. FAA or other external agency oversight findings. Investigations that lead to voluntary disclosures. Quality Assurance Internal Audits. Feedback from employees or supervisors. The results from audits related to Maintenance Human Factors.

2.4.3 The Accountable Manager and the Chief Inspector regularly reviews the results and

reports for additional training needs. 2.4.4 The Chief Inspector or designee provides the results of the review to the appropriate

training departments. 2.4.5 The Repair Station will identify the responsible individual or position and ensure

appropriate action is taken based on the results of the training review. 2.4.6 Whenever GAC Centers are planning to change their facilities, equipment, or scope of

work as reflected in its Operations Specification or capability list, they will conduct a review of their current training programs.

2.4.7 The need for additional training will be based on an analysis of the new work to be

performed, the capability of the employees, and the availability of in-house training. 2.4.8 Appropriate changes will be made to initial, recurrent, and specialized training areas of

study, including, existing courses or the addition of new courses, positions, and individuals requiring the training, and when the new training needs to be implemented and completed.

2.4.9 The Repair Station will have an annual review of the training program and verify if any

changes that might affect training have been made. 2.4.10 As a part of this annual review, the Repair Station will analyze its job function form,

position, duty and task assignments; its employee experience levels, the method of delivery for various courses, new training techniques or commercially available courses. It will make any changes that are required to ensure employees are capable of performing assigned tasks in accordance with the procedures set forth in the manual. The analysis will be complied with in accordance of Section 2.4.1.

2.4.11 The Repair Station will document the annual training needs assessment in an annual

training requirements report, the report can be generated by the Chief Inspector or designee for final review and editing as necessary and then shall be provided to the Accountable Manager, and the Managers of any affected areas.

Training Needs Assessment 2.4.12 The Repair Station has established skill levels and qualifications for each job position

based upon technical functions and tasks. In addition GAC has developed methods to evaluate an individual to determine what knowledge, experience, or training that establishes capability to properly perform the work. The following methods are used:

a. The job. Determine the job function and level of expertise, and obtain the skills and

knowledge required for this job as stated on the Job Function form.

b. The employee. Evaluate the employee through testing or observation to determine the skills and knowledge possessed and completes an employee web-based assessment. Use the Repair Station Personnel Training Needs Assessment web-tool to document the employee’s demonstrated capability.

c. The gap. Analyze the gap between the employee’s current skills and knowledge as

recorded in the assessment web-tool, and the skills and knowledge required for the job as stated on the Job Function Form to determine which courses are required in order to provide the employee with the additional capability to perform his assigned duties.

d. The training. After the employee has successfully completed a training session,

document the success on an Employee Training Record in the LMS/Gulfstream University database.

2.4.13 Assessment is required under the following conditions:

New employee joins the company. Current employee transfers to a new job Setting a baseline for current employees to ensure they are compliant with

policies, procedures and regulations.

2.4.14 Each individual job performed at each repair station is described on a Job Function form. This form matrix is maintained by Human Resources Corporate Training Compliance department. This form will set forth, at a minimum, and in conjunction with Human Resources maintained job descriptions: Summary

2.4.15 Personnel supporting the repair station are grouped within the organization by Job

Family. Jobs within each family contain increasing levels of expertise.

2.4.16 The general levels of expertise for all jobs are established on the Job Function Form.

The Accountable Manager is responsible for establishing the general levels of expertise. 2.4.17 For each job function, the levels of expertise are listed on a Job Function Form for that

function. Management is responsible for authorizing new jobs, new job functions, establishing the levels of expertise within each job function, and determining the tasks required for each job.

2.4.18 Whenever the Repair Station hires a new employee or transfers an employee to a new

job position, the employee’s new supervisor will assess the individual’s skill level and qualifications against the requirements for the assigned functions or tasks. This is accomplished between the 45-90 day employment window of the new position. The supervisor and the Training Departments will determine what training is necessary and ensures the individual’s training record is updated to reflect the assessment and training requirements. The supervisor will also work with the Training Departments to ensure the individual receives the necessary training in an appropriate timeframe.

Course Definition 3.1 References: 14 CFR part 145 sections 145.163 3.2 Purpose: To provide detailed minimal information regarding training courses. 3.3 Responsibilities to perform these functions are defined in the Appendix 3.4 General: 3.4.1 The repair station will develop and revise areas of study, courses, and/or lessons based

on the results of a training needs assessment. An area of study will be developed to identify the entire scope of training available for a broad area of knowledge and skill requirements. It will include the appropriate number and level of courses or lessons to accomplish the defined objectives. The areas of study will define the initial and recurrent requirements for the associated courses and lessons.

3.4.2 Types of Training

Initial training will be provided to an employee for the first time.

a. Indoctrination Training (Initial and Recurrent) This is core training for all Repair Station personnel. The scope and depth of indoctrination training (Initial and Recurrent) will vary based on the individual’s assigned job function and department. However, indoctrination training is similar for all employees to establish a common company core of knowledge.

1. The Repair Station will determine the level of indoctrination training required for

each job function, through its training needs assessment process, described in section 2.4.1.

2. The following subjects are a part of this Repair Station’s indoctrination program:

Title 14 CFR and other regulatory requirements. Company manuals, policies, procedures, and practices. General Occupational Safety and Health Administration (OSHA) and

Environmental Protection Agency (EPA). Introduction to Human Factors. Computer systems and software. Facility security. Repair Station maintenance functions and authority as reflected on the

certificate and operations specifications.

Quality control process.

b. Technical Training The Repair Station’s technical courses for each job function of employee are separate and distinct from indoctrination training, and will apply to different employees within a given job position. Technical training requirements focus on providing employees with the appropriate skills and knowledge required to perform their jobs.

1. The Repair Station will make determination on the applicable scope and depth of

technical training based on each job function and each employee’s previous experience and capability established by the needs assessment (See section 2). The needs assessment is the basis for determining an individual’s Initial/Recurrent technical training requirements.

2. When developing the technical training courses of study, GAC takes into account

that all individuals may not have the same training, background, and skill level.

For example: Individuals that hold an A&P certificate. Individuals with prior experience at another repair station. Individuals with military aviation maintenance experience. Individuals with limited Aviation skills, experience or knowledge.

3. GAC has many technical courses of study for its employees.

The technical training courses include the following:

Maintenance Human Factors. Ground support equipment, and licensing. Tools and Test equipment. Materials and parts. Records and recordkeeping. Relevant OSHA and EPA requirements. Hazardous materials. Shop safety. Aircraft model specific systems training.

4. In all events, an individuals specific technical training requirements is based on a needs assessment.

c. Recurrent Training Recurrent maintenance training commonly includes training known as refresher and update training to ensure that all Repair Station employees remain current for the assigned job function. The Repair Station has procedures to determine the type and frequency of recurrent training for each of its employees through the needs assessment.

Note: Each Repair Stations recurrent training program will differ since it should be based on the Repair Station’s needs assessment, which will take into account its size, employees, customers, and complexity of ratings and operations.

1. The Repair Station has two different types of recurrent training:

That which updates the initial training requirements on a one-time basis. That conducted on a regular basis (refresher training).

2. The Repair Station one-time recurrent training courses of study include;

Changes in the regulations. New inspection procedures and maintenance techniques. New customer recordkeeping and procedure requirements.

3. The Repair Station provides recurrent training on a regular basis to address:

Maintenance procedures. Repair station and customer forms, procedures, and records. Required inspection item procedures. Practical skills. Aircraft model specific systems training. Maintenance Human Factors. Regulatory review.

d. Specialized Training

The Repair Station has policies and procedures that identify job assignments that require special skills.

1. Specialized training is limited to a small number of employees. Initial and

Recurrent training will be designated by each individual policy and procedure as needed for each course. Includes but is not limited to the following types of courses:

Welding. Non Destructive Testing (NDT). Aircraft Engine Run Up and / or Taxi. Special tool / test equipment. RVSM training to personnel required to return to service and the avionics

technicians involved in the certification and repair process.

e. Remedial Training The Repair Station uses Remedial Training procedures to rectify an employee’s demonstrated lack of knowledge or skill by providing information as soon as possible.

1. Remedial training can consist of a knowledgeable person reviewing procedures

with another individual through one on one training.

2. Remedial training courses of study will identify to an individual what happened, why it happened, and how to prevent it from happening again in a positive manner.

3.4.3 Topics Offered

The training topics used by GAC repair stations are listed on the Intranet under Gulfstream University. Each topic is identified if it is:

Selection of Training Methods and Sources 4.1 Reference: 14 CFR part 145 Section 145.163 4.2 Purpose: To provide a list of acceptable training methods for the Repair Station. 4.3 Responsibilities to perform these functions are defined in the Appendix. 4.4 General: Using information obtained during the course definition phase, GAC training

departments evaluate its training methods, sources, and instructors to determine whether the appropriate and necessary knowledge or skill is being transferred to the employees.

4.4.1 Training Methods

The Repair Station uses any of the following methods to ensure its employees have the body of knowledge necessary to fulfill their tasks.

Formal Classroom Seminars Workshops Self Study On-the-Job-Training (OJT) Distance Learning External Classes Computer Based Training (CBT)

4.4.2 The Repair Station will use all available resources to provide the appropriate training.

Many areas of study, courses, and lessons will be provided by more than one method. All the training provided will be documented in the employee’s record in the appropriate database for proper verification of capability.

4.4.3 Training Sources

a. Sources available for training will be continually monitored to ensure GAC training departments are aware of its alternatives. When a new or revised training need is identified, the available options will be reviewed. The process may include consultation with the FAA PMI, other repair stations, manufacturers, and local colleges for available for training.

b. If the training will be conducted by an outside vendor, an audit will be conducted to

ensure it provides appropriate information. The audit may include an observation of training, a review of course outlines and materials, contact with previous training customers and a review of instructor qualifications and experience. The extent of the audit will be based on an informal risk assessment related to the criticality of the training and the ability of the repair station to assess the information imparted.

Instructors shall be qualified based upon subject matter knowledge and teaching ability. Subject matter expertise may be established by experience, demonstrated knowledge, and/or certification. The ability to impart information can be determined by observation, demonstration, or experience. The evaluation of in-house instructors shall be documented in the appropriate database.

Training Documentation 5.1 Reference: 14 CFR part 145 Section 145.163 (c) 5.2 Purpose: To identify the acceptable training documentation permitted for use at this

Repair Station, access control to and restriction to records. 5.3 Responsibilities to perform these functions are defined in the Appendix. 5.4 General: Human Resources is responsible for establishing the standards for the

creation and retention of training records for all GAC employees that perform maintenance (including Inspection), preventative maintenance, and alteration tasks.

5.4.1 Recordkeeping

The company maintains an electronic summary of all training provided using the appropriate database. Each electronic report includes the employee’s name and job function, the needs assessment findings, a list of FAA certifications, other applicable certifications and degrees, GAC certifications and authorizations such as Engine Run and Taxi for a specific model, and for each course completed, the total time credited, the date provided, the instructor, the location, and the results of any associated examinations. GAC will make the training records of employees performing maintenance (including Inspection), preventative maintenance, and alteration tasks available to the FAA for review upon request.

5.1.1.1 Learning Management System (LMS) – Gulfstream employs and maintains a learning

management system to electronically record, monitor and report on employee training and certification actions. This system, while housed at the corporate Human Resources center applies and is applicable and used by all GAC domestic repair stations. This system powers Gulfstream University, a user interface for both management and technicians and is accessible through the GAC intranet. a. Detailed records, relating to individual employee training will be maintained for a

period of two years after employee separation and will include (at a minimum) the following forms generated by this training program:

Measurement of Training Effectiveness

6.1 Reference: 14 CFR part 145 Section 145.163 (b) 6.2 Purpose: Provide instructions that the Repair Station will use to measure training

effectiveness. This section also includes: audits, and evaluations. 6.3 Responsibilities to perform these functions are defined in the Appendix. 6.4 General 6.4.1 Measurement of Training Effectiveness: The Repair Station will identify the responsible

individual who will regularly evaluate each course for its content, time, and quality, of the training materials (courseware), training facilities, and instructor. This will be accomplished through observation, examination results, and feedback.

6.4.2 Course Observation.

a. The Repair Station or designee will evaluate all courses, and instructors (Qualifications / Requirements) on an on-going basis.

b. The Repair Station will identify the responsible individual who will provide feedback

to the appropriate training departments, who will ensure action is taken in a timely manner to rectify any problems.

c. The Repair Station will identify the responsible individual who will ensure the FAA is

provided access to observe any training course upon request. 6.4.3 Audits and Course Evaluations.

a. The Repair Station will identify the responsible individual who will ensure GAC Centers audit all outside training vendors and in-house training courses on a regular basis.

b. The Repair Station will ensure the appropriate departments are provided the results

of the training evaluations.

c. The training departments will work with the outside training vendor to resolve any discrepancies.

d. In-house training corrections will be resolved by the Repair Station or designee, and

the Human Resources Department. 6.4.4 Feedback on Individual Training Effectiveness.

a. Repair Station Managers and Supervisors shall submit feedback to the Training Coordinator if training completed by their employees does not result in acceptable levels of competencies.

Manual Revision, Distribution and Control Process 7.1 Reference: 14 CFR part 145 Section 145.163 (d), 145.209 (e) 7.2 Purpose: To provide guidelines for identifying and controlling the Repair Station

Training Manual sections. To establish a means of ensuring revisions to the Repair Station Training Manual, are electronically posted and also distributed, both in a timely manner.

7.3.1 Responsibilities to perform these functions are defined in the Appendix. 7.4 General: 7.4.1 Manual Revision, Distribution and Control Process

Note: This manual will be maintained current at all times. 7.4.2 Revision

a. The Chief Inspector is responsible for coordinating all revisions to this manual with the local Flight Standards District Office by forwarding a copy of the contemplated changes thirty (30) days prior to the issuance date for comment and approval. If comments are received; they will be dispositioned in accordance with the Federal Aviation Regulations (FARs). Revisions will not be instituted until the local FAA FSDO has signed the list of effective pages. The FAA shall indicate approval of the manual and its revisions by signing the List of Effective Pages and returning the signed page or document to the repair station. Distribution to the FAA will be hand carried, by certified mail, return receipt requested or electronic mail unless otherwise directed in writing by the local Flight Standards District Office.

b. Upon approval by the local FAA, the Chief Inspector shall copy the signed revised

List of Effective pages to indicate approval before copying, distribution and insertion. The Master Manual shall contain the revised documents signed by the FAA.

c. The Chief Inspector or designee is responsible for coordinating and distributing

revisions to this manual in the CD-ROM, electronic or paper format. Revisions will be distributed to all those assigned a controlled copy of the manual, along with an extra copy of the Record of Revisions.

d. The person named on the cover of the manual copy, or an individual delegated that responsibility will: Revise the manual Insert the updated Record of Revisions. Insert the updated List of Effective Pages. Sign and return one of the copies of the Record of Revisions.

Or: Discard the old CD-ROM and replace it with new Sign and return one copy of the Record of Revisions.

e. If Chief Inspector or designee does not receive the acknowledgement form of the

revision distribution, the individual responsible for the manual will be contacted.

f. When changes are contemplated, the local Flight Standards District office will be forwarded a copy of the contemplated changes electronically in a read-only format, thirty (30) days prior to the issuance date for comment. If comments are received, they will be dispositioned in accordance with the Federal Aviation Regulations (FARs). The FAA shall indicate approval of the manual and its revisions by printing a copy of the List of Effective Pages and returning the signed document to the repair station.

g. Upon approval by the FAA, the Chief Inspector shall update the revised List of

Effective pages to indicate approval before insertion. 7.4.3 Distribution of this manual will be in two formats:

a. Electronic Format.

1. The electronic format will be accessible by all employees via data terminals located throughout the facilities.

2. Electronic copies (server based & CD-ROM versions) will be released as “read

only” for write protection in Adobe Acrobat .pdf format containing the text “Uncontrolled Copy” when printed. The “Uncontrolled Copy” text will be hidden when viewed from a terminal.

3. The electronic manual will be server-based, which does not contain inherent

attributes that enable or disable access, or permit unauthorized modification of the data it contains. Therefore, users will access current media, and there is no need for each workstation to be audited for integrity.

a. CD-ROM formats will have a manual control number assignment with a unique number assigned to it. Assignment will be by title, not the name of the manual holder.

b. Controlled Paper Copy

1. The controlled paper copy issued by the Chief Inspector, to those that request it

and/or that are required to have one but do not have access to a computer terminal.

2. Paper formats will have a manual control number assignment with a unique number assigned to it. Assignment will be by title, not the name of the manual holder.

7.4.4 Control Process

a. It will be the responsibility of the repair station to distribute a copy of this manual by one of the two means noted below to the FAA, Foreign Authorities and internally as applicable for their facility.

b. The repair station shall assign copies of its manual as required to ensure that all

personnel required to follow its procedures have easy and ready access to it. The local Flight Standards District Office shall be assigned a copy of this manual, CDROM or Paper, or have internet access to it. A complete list of the assigned copies of the manual will be recorded on the Manual Distribution List. To prevent access to information that is not current, no employee may make a copy of the manual or pages from the manual, without clearly identifying them as uncontrolled copies.

c. The repair station’s system to ensure currency and consistency for all users of the

manual is to maintain one master version of the manual in the paper format. The Chief Inspector is responsible for ensuring that the electronic version of the manual is kept current and accurate to reflect changes made to the paper master manual and to forward copies of any revised pages to paper copy holders.

d. Any employee can access the manual through the company intranet software system

using the workstations in any office or work location. Access is read-only to prevent any inadvertent changes to the information. The Chief Inspector shall be responsible for ensuring the most current approved manual is available.

Work Performed For Part 135 Operators 8.1 Reference: 14 CFR part 145 Section 145.163 (b) and 145.205 8.2 Purpose: Provide instruction on the handling and documentation of all training provided

by any 14 CFR part 135 operators that have maintenance or preventative maintenance performed at this Repair Station.

8.3 Responsibilities to perform these functions are defined in the Appendix.

8.4 General: 8.4.1 Work Performed for 14 CFR part 135 Operators

a Provide instruction on the handling and documentation of all training provided by any 14 CFR part 135 operators that have maintenance or preventative maintenance performed at this Repair Station.

Note: It is a regulatory requirement identified in 14 CFR part 135 that each part 135 operator ensure that each person (Including Inspection Personnel) who determines the adequacy of work done is fully informed about procedures and techniques and new equipment in use and is competent to perform that person’s duties. Specifically and included in this Part, a training program is a requirement.

b. GAC Centers perform work for certain Title 14 of the Code of Federal Regulations

(14 CFR) part 135 operators.

c. Each 14 CFR part 135 operator that provides training to GAC Center employees, provides specific procedures unique to that operator.

d. Accomplishment of individual 14 CFR part 135 operators training (initial, technical, or

specialized) are completely dependent upon the 14 CFR part 135 operator setting up a scheduled visit to provide the training. Renewal of training, record keeping, the schedule (1 year, 18 months, 24 months, etc…), and all matters pertaining to class criterion is at the discretion of the 14 CFR Part 135 operator and / or cognizant FAA offices.

e. Upon notification of any 14 CFR part 135 operator requested on-site training, the

Accountable Manager and / or Chief Inspector or designee will work with each operator to schedule applicable GAC employees for operator training.

8.4.2 The Chief Inspector or designee, shall update rosters to identify which individuals are

permitted to work on and / or sign for specific 14 CFR part 135 Operators aircraft and / or parts. A record of such authorizations will be kept up to date by the Quality Control / Quality Assurance Departments.

Work Performed For Part 135 Operators

8.4.3 Since the frequency and scheduling of 14 CFR Part 135 operator provided training is at the discretion / scheduling of the 14 CFR Part 135 operator and cognizant FAA office of the 14 CFR Part 135 operator, the training records of such authorizations applicable to this section will be retained on file for no less than 10 years.

8.4.4 Each 14 CFR Part 135 operator that has been or is scheduled to have maintenance or

preventative maintenance performed at the Repair Station and is not on record as having provided the required training shall be notified to that effect by the Accountable Manager and / or Chief Inspector or designee.

8.4.5 A record of conversation with the 14 CFR Part 135 operators, along with commentary

provided by the 14 CFR Part 135 operators will be retained by the Chief Inspector or designee.

Section 1 - Introduction

1.1 Reference: Gulfstream Aerospace Corporation (GAC) - Westfield Repair Station Training

Manual, Section 1.

1.2 Purpose: To provide an appendix document that is specifically for the Gulfstream-Westfield site that pertains to the roles and responsibilities of the Westfield site.

1.2.1 This document requires that the Repair Station Training Manual be reviewed concurrently. Failure to do so may result in misunderstanding of the overall detailed requirements and / or responsibilities.

1.3 Roles and Responsibilities:

1.3.1 The General Manager/Accountable Manager has overall responsibility to promote, support, and enforce the requirements of the Westfield Repair Station Training Manual and this Appendix.

1.3.2 All Repair Station personnel are required to be familiar with the requirements of the Westfield Repair Station Training Manual and this Appendix and applicable FAA regulations.

2.1 Reference: Gulfstream Aerospace Corporation (GAC) - Westfield Repair Station Training Manual, Section 2.

2.2 Purpose: To provide an appendix document that is specifically for the Westfield site that pertains to the roles and responsibilities of the Westfield site.

2.3 Roles and Responsibilities:

2.3.1 The Chief Inspector is responsible for:

2.3.1.1 Ensuring that the Repair Station and Individual Employee Training Needs Assessments are administered in accordance with the Repair Station Training Manual and this Appendix.

2.3.2 All Repair Station Managers and Supervisors are responsible for:

2.3.2.1 Assisting in the Repair Station Training Needs Assessment when required.

2.3.2.2 Accomplishing Individual Employee Training Needs Assessments for those personnel under their area of responsibility.

2.3.2.3 Notifying the Training Coordinator whenever they identify a training need as outlined in the (GAC) - Westfield Repair Station Training Manual.

2.3.3 The Human Resources Manager is responsible for:

2.3.3.1 Notifying the Training Coordinator and appropriate Manager or Supervisor whenever there is a change in an employee’s status such as transfer to a new job, or a newly hired employee, including contract employees, which would require a Training Needs Assessment to be accomplished as outlined in the (GAC) - Westfield Repair Station Training Manual.

2.3.3.2 Maintaining, through coordination with the corporate human resource organization, access to Job Description Forms as outlined in the Repair Station Training Manual.

2.3.4 The Training Coordinator is responsible for:

2.3.4.1 Coordination and documentation of Repair Station Training Needs Assessments reporting.

2.3.4.2 Assisting Repair Station Managers and Supervisors with Individual Employee Training Needs Assessments documentation and coordination as required.

2.3.4.3 Coordinating and scheduling employee training sessions.

2.3.4.4 Documenting completed employee training on the Employee Training Record in the appropriate database.

Section 6 - Measurement of Training Effectiveness

6.1 Reference: Gulfstream Aerospace Corporation (GAC) - Westfield Repair Station Training

Manual, Section 6.

6.2 Purpose: To provide an appendix document that is specifically for the Westfield site that pertains to the roles and responsibilities of the Westfield site.

6.3 Roles and Responsibilities:

6.3.1 The Chief Inspector is responsible for:

6.3.1.1 Ensuring that courses and instructors are evaluated and audited as outlined in the Repair Station Training Manual.

6.3.1.2 Ensuring feed back from Managers and employees on training effectiveness is provided to appropriate training departments as outlined in the Repair Station Training Manual. Any feed back that indicates training did not result in an acceptable level of competency for a student shall be investigated and appropriate action taken.

6.3.1.3 Ensuring the FAA is provided access for observation of training courses as required.

Manual, Section 7.

7.2 Purpose: To provide an appendix document that is specifically for the Westfield site that pertains to the roles and responsibilities of the Westfield site.

7.3 Roles and Responsibilities:

7.3.1 The Chief Inspector is responsible for:

7.3.1.1 Coordinating all revisions to the Repair Station Training Manual for submission to the Windsor Locks Flight Standards District Office for approval.

7.3.1.2 Approval by the Windsor Locks Flight Standards District Office shall be indicated by signing the Repair Station Training Manual and Appendix Lists of Effective Pages and/or by other means as determined by the Windsor Locks Flight Standards District Office.

7.3.1.3 Distribution and Control of this manual.

7.3.1.4 Maintaining the controlled copy distribution list.

7.4 General:

7.4.1 Proposed revisions to the Gulfstream Aerospace Corporation (GAC) - Westfield Repair Station Training Manual will be distributed to the Windsor Locks Flight Standards District Office for review.

7.4.2 Distribution and control of this manual, including both electronic and paper copies shall be accomplished as outlined in the Repair Station Training Manual, section 7.

8.1 Reference: Gulfstream Aerospace Corporation (GAC) - Westfield Repair Station Training

8.1.1 Note: The requirements listed in the Repair Station Training Manual, Section 8 pertaining to 14 CFR part 135 Operators shall apply equally to those Operators the Repair Station performs work for that are operating under 14 CFR parts 121, 125, and 129.

8.2 Purpose: To provide an appendix document that is specifically for the Westfield site that pertains to the roles and responsibilities of the Westfield site.

8.3 Roles and Responsibilities:

8.3.1 The Repair Station Quality Control Supervisor is responsible for:

8.3.1.1 Coordinating operator training requirements for 14 CFR parts 121, 125, 129 and 135 Operators required training with the operator.

8.3.1.2 Maintaining rosters of personnel authorized by 14 CFR parts 121, 125, 129 and 135 Operators to work on and/or sign for work performed on the operators’ aircraft or parts.

8.3.1.3 Notifying 14 CFR parts 121, 125, 129 and 135 Operators of required training deficiencies and maintaining records of conversations as outlined in the Repair Station Training Manual section 8.

8.3.1.3.1 NOTE: Training records and authorizations for 14 CFR parts 121, 125, 129 and 135 Operators must be maintained on file for no less than 10 years. Reference the Repair Station Training Manual section 8.

Section 9 - Work Performed by Interim (Contract) Maintenance Providers

9.1 Reference: Aerospace Corporation (GAC) - Westfield Repair Station Training Manual,

Section 9.

9.2 Purpose: To provide an appendix document that is specifically for the Westfield site that pertains to the roles and responsibilities of the Westfield site.

9.3 Roles and Responsibilities:

9.3.1 The Chief Inspector is responsible for:

9.3.1.1 Ensuring that Individual Employee Training Needs Assessments are administered in accordance with the Repair Station Training Manual and this Appendix.

9.3.2 All Repair Station Managers and Supervisors are responsible for:

9.3.2.1 Accomplishing Individual Employee Training Needs Assessments for those personnel under their area of responsibility to include contract employees.

9.3.2.2 Notifying the Training Coordinator whenever they identify a training need as outlined in the Repair Station Training Manual.

9.3.2.3 Notifying the Training Coordinator and Human Resources Manager when personnel from other Gulfstream sites are borrowed for short term assignment

9.3.2.4 Reviewing training history of GAC employees loaned from other sites prior to assigning work.

9.3.3 The Human Resources Manager is responsible for:

9.3.3.1 Notifying the Training Coordinator and appropriate Manager or Supervisor whenever there is a change in an employee’s status such as transfer to a new job, or a newly hired employee, including contract employees, which would require a Training Needs Assessment to be accomplished as outlined in the Repair Station Training Manual.

9.3.4 The Training Coordinator is responsible for:

9.3.4.1 Assisting Repair Station Managers and Supervisors with Individual Employee Training Needs Assessments documentation and coordination as required.

9.3.4.2 Coordinating and scheduling employee training sessions.

9.3.4.3 Documenting completed employee training on the Employee Training Record in the appropriate database.

9.3.4.4 Providing Repair Station Managers and Supervisors with required training records for review for GAC employees on temporary loan from other sites.

9.4 General

9.4.1 Interim Maintenance Providers (Contract employees) are defined as those personnel for whom Gulfstream (GAC) has contracted with an outside agency for their services as technicians working directly under the supervision of Gulfstream as part of one of its’ work crews.

9.4.2 Individual contract employees shall receive the required training commensurate with the job assignment they are contracted to fulfill. Documentation of training shall be accomplished as outlined in this manual.

9.4.3 These training requirements do not extend to those outside maintenance provider vendors who are contracted by the Repair Station and who are performing maintenance under contract to the Repair Station under the provisions of 14 CFR part 145.217.

9.4.4 GAC employees on temporary loan from other sites are not considered “contract employees” for this purpose.

9.4.4.1 Note: Utilizing the shared resource of the Corporate Training Database Program, employees from other sites will have their training records reviewed by the Manager to whom the employee is temporarily assigned. Managers shall be able to make work assignment decisions based on a current Training Needs Assessment and training history documented in the database.

On the Job Training (OJT) Forms M-10 and M-11 Instructions OJT forms M-10 and M-11 are used to document on the job training pertaining to the employees position.

The forms are the same except that form M-10 has areas to record four training events while form M-11 has only one area to record training.

Either form may be used to record training, form M-11 merely allows more room to document complicated training events.

Technicians Name: Print the name of the technician receiving training.

Employee #: Print the technicians employee number.

Description of OJT: Provide a description of the training provided.

Trainer’s signature: The lead, supervisor, manager or other individual providing the training will sign this block.
