Open Forum Mr. Allenstein welcomed the newly appointed EMFTS Board members, Dr. George, Ms. Jenkins, Mr. Devore, and Mr. Ferguson. Mr. Allenstein inquired if there were any guests who would like to address the Board. No guests were present.

Consent Agenda Mr. Allenstein requested a motion to approve the Consent Agenda items that were distributed prior to the meeting including the October 17, 2018 EMFTS Board meeting minutes, Certificates of Approval, Certificates of Accreditation, October 2018 90-Day Extension requests, November 2018 90-Day Extension requests, October 2018 EMS Certifications and November 2018 EMS Certifications.

Mr. Allenstein requested a correction in the October minutes under the Grants report. The draft minutes stated 12 agencies; however, it was reported incorrectly and should be 122 agencies.

ACTION: Motion to approve the Consent Agenda items that were distributed prior to the meeting including the October 17, 2018 EMFTS Board meeting minutes with correction to Grants section, Certificates of Approval, Certificates of Accreditation, October 2018 90-Day Extension requests, November 2018 90-Day Extension requests, October 2018 EMS Certifications and November 2018 EMS Certifications. EMS Case No. 2018-113-BE100, Anthony D. Gentile, Certificate No. 151469

EMS Case No. 2018-482-BE100, Gregory E. Echelberry, Certificate No. 148896

Report and Recommendation

EMS Case No. 2017-536-E300, Nicole L. Fountain, Certificate No. 166603 Mr. Allenstein recognized Assistant Attorney General Lidia C. Mowad for the purpose of providing a brief synopsis of the case and the recommendation for disciplinary action. Summary Suspension Synopsis

EMS Case No. 2018-113-BE100, Anthony D. Gentile, Certificate No. 151469. Mr. Gentile was certified as an emergency medical technician and had been active with the Perry Township Fire Department. The Chief contacted the Division of EMS to report that Mr. Gentile had admitted to stealing fentanyl from the department. The Division opened an investigation and found in the Stark County Court of Common Pleas that Mr. Gentile entered a guilty plea to four felonies. He was sentenced to “the Chance Program”. The Division believes continued practice presents an immediate danger of public harm and requests a summary suspension.

EMS Case No. 2018-482-BE100, Gregory E. Echelberry, Certificate No. 148896. Mr. Echelberry was certified as a paramedic in Massillon, Ohio. On or about August 6, 2018, Mr. Echelberry submitted his renewal application and reported three (3) pending felony charges. On or about November 3, 2018, in the Cuyahoga County of Common Pleas, Mr. Echelberry entered a plea of guilty to a fourth-degree felony of Attempted Unlawful Sexual Conduct with a Minor. He was required to register as a Tier II Sex Offender and Child Offender. The Division believes continued practice presents an immediate danger of public harm and requests a summary suspension.

Report and Recommendation Synopsis

EMS Case No. 2017-536-E300, Nicole L. Fountain, Certificate No. 166603.

Ms. Fountain was a certified paramedic and when she submitted her EMS Renewal

Application on or about May 7, 2017, she certified that she had completed all educational

requirements. On or about June 15, 2017, the Division sent a letter advising Ms. Fountain

that she had been randomly selected for a continuing education audit. A second letter was

sent due to no response from Ms. Fountain. The Division sent a Notice of Opportunity for

Hearing to which Ms. Fountain did respond and requested a hearing. On or about June 18,

2018 a hearing was held and the department was then represented by Assistant Attorney

General Trista Turley. Ms. Fountain did not submit or present any proof of continuing

education and did not appear at the hearing. The Hearing Officer filed a report and

recommendation which recommended that Ms. Fountain’s paramedic certification be

revoked.

EMS Goldmans These proceedings were held before the Board pursuant to Goldman v. State Medical Board of Ohio where the respondents did not properly request a hearing in the cases. The individuals named did not have the ability to present written or oral testimony; however, they may be present to hear the proceedings and outcome. All Board members received the sworn affidavits and accompanying exhibits for the Goldman proceedings from the EMS investigators. The affidavits contained the evidence and testimony upon which was deliberated. There were eight adjudications. The proceedings were in the matters of:

EMS Case No. 2018-122-E300, Dawn R. Waldroff, Certificate No. 18709 Mr. Allenstein recognized Assistant Attorney General Lidia C. Mowad for the purpose of providing a brief synopsis of the case and the recommendation for disciplinary action.

EMS Case No. 2016-550-E300, Jay W. Weiss, Certificate No. 126551. Mr. Weiss was certified as an emergency medical technician. On or about May 11, 2016, Mr. Weiss submitted a renewal application, attesting he had completed all of the continuing education requirements. On or about June 15, 2016, the Division conducted a random audit to which he did not respond. The Division sent a Notice of Opportunity for Hearing on or about December 14, 2016 which was unclaimed and returned to the Division on March 1, 2017. On or about June 11, 2018 the Division spoke to Mr. Weiss and he advised that he had completed his refresher course and would mail the documentation. The Division never received the documentation and continued to contact Mr. Weiss; however, there was no response nor any documentation supplied for consideration and he did not request a hearing. The recommendation is to revoke Mr. Weiss’s certification as an emergency medical technician.

EMS Case No. 2017-137-BE300, Glenn D. Burel, Certificate No. 59805. Mr. Burel was certified as an emergency medical technician. On or about February 8, 2017, Mr. Burel submitted his renewal application, attesting he had completed all of the continuing education requirements. On or about July 23, 2015, Mr. Burel contacted the Division regarding an audit that was done for his fire certification and at that time he disclosed to the investigator that he had not completed any continuing education requirements for any of his certifications including his EMT certification since 2010. When he submitted his renewal application the Division sent Mr. Burel audit forms due to his prior information when he applied for renewal in 2017. On or about October 18, 2017, a Notice of Opportunity for Hearing was delivered to Mr. Burel via certified mail. Mr. Burel contacted the EMS Investigative Services on March 2, 2018 and the Division responded via email and informed him of his option to enter into a Consent Agreement. There was no response. Due to the foregoing and the necessity of continued education to ensure up-to-date administration of care, the recommendation is to revoke Mr. Burel’s emergency medical technician certification.

EMS Case No. 2017-48-E300, Alec Hartman, Certificate No. 150584. Mr. Hartman was certified as an emergency medical technician. On or about he submitted a renewal on August 11, 2016, attesting he had completed all of his continuing education requirements. On or about September 16, 2016 the Division conducted a random audit. There was no response from Mr. Hartman. A Notice of Opportunity for Hearing was issued on or about June 21, 2017 which was unclaimed. Mr. Hartman never responded or requested a hearing. Due to the necessity of continuing education to ensure up-to-date administration of care, the recommendation is to revoke Mr. Hartman’s emergency medical technician certification.

EMS Case No. 2017-50-E300, June L. Evans, Certificate No. 154686. Ms. Evans was a certified emergency medical technician. On or about May 17, 2016 she attested to completing all continuing education requirements. A random audit was conducted on or about September 16, 2016. Ms. Evans did not respond to any of the attempts to contact her. A Notice of Opportunity for Hearing was issued on or about July 19, 2017. Ms. Evans did not respond. Due to the necessity of continued education to ensure up-to-date administration of care, the recommendation is to revoke Ms. Evans emergency medical technician certification.

EMS Case No. 2017-60-E300, Charlene R. Clark, Certificate No. 127740 Ms. Clark was certified as an emergency medical technician. She submitted a renewal application on or about June 24, 2016, attesting completion of all continuing education requirements. A random audit notice was sent on or about September 16, 2016. A second notice was sent with certified confirmation of delivery on November 3, 2016. The investigative services sent a Notice of Opportunity for Hearing on or about July 19, 2017. No response from Ms. Clark. Due to the necessity of continued education to ensure up-to-date administration of care, the recommendation is to revoke Ms. Clark’s emergency medical technician certification.

EMS Case No. 2017-272-E300, Dawn M. Shank, Certificate No. 105135. Ms. Shank was certified as an emergency medical technician. She submitted a renewal application on or about May 23, 2016, attesting completion of all continuing education requirements. On or about September 16, 2016 a random audit was sent with no response. A Notice of Opportunity for Hearing was issued on or about December 13, 2017 and was delivered via certified mail on January 8, 2018. Ms. Shank did not respond after many attempts and did not request a hearing. Due to the necessity of continued education to ensure up-to-date administration of care, the recommendation is to revoke Ms. Shank’s emergency medical technician certification.

EMS Case No. 2017-575-E300, Dana M. Walker, Certificate No. 140624. Mr. Walker was certified as an emergency medical technician. He submitted a renewal application on or about June 29, 2017, attesting completion of all continuing education requirements. On or about July 17, 2017, a random audit was sent to Mr. Walker. He returned the audit form with continuing education documentation; however, after being reviewed it was found that the audit form lack the required signature and was deficient by 12 hours continuing education. A Notice of Opportunity for Hearing was sent on or about April 18, 2018 and delivered via certified mail. The Division tried to contact Mr. Walker multiple times with no response. Due to the necessity of continued education to ensure up-to-date administration of care, the recommendation is to revoke Mr. Walker’s emergency medical technician certification.

EMS Case No. 2018-122-E300, Dawn R. Waldroff, Certificate No. 18709. Ms. Waldroff was certified as an emergency medical technician. She submitted a renewal application on or about September 21, 2017, attesting completion of all continuing education requirements. On or about January 16, 2018, a random audit was sent to Ms. Waldroff. She submitted course completion certificates; however the audit documentation was incomplete. Ms. Waldroff contacted the Division and stated that she didn’t have additional continuing education hours to submit. A Notice of Opportunity for Hearing was sent on or about July 12, 2018 with the certified mail returned to the Division. There was no response from Ms. Waldroff and she did not request a hearing. Due to the necessity of continued education to ensure up-to-date administration of care, the recommendation is to revoke Ms. Waldroff’s emergency medical technician certification.

Having heard AAG Mowad’s synopses and recommended disciplinary actions for the cases, Mr. Allenstein requested a motion to admit the sworn affidavits and the accompanying exhibits in the aforementioned cases into evidence.

ACTION: Motion to admit the sworn affidavits and accompanying exhibits in the aforementioned case into evidence. Mr. Dutton – First. Ms. Beavers – Second. None opposed. Mr. Allenstein - abstained. Motion approved.

There being no further evidence to come before the Board, the proceedings closed at 10:30 a.m.

Mr. Allenstein requested a motion to recess the meeting for the purpose of entering into quasi-judicial deliberations on the following matters pursuant to Ohio Revised Code Chapter 119 and that are required to be kept confidential under R.C. 4765.102(B). The Board will reconvene following deliberations.

EMS Summary Suspension Motions

ACTION: In the matter of EMS Case Number 2018-113-BE100, Anthony D. Gentile, Certificate

Number 151469, I move that the Board issue an order to summarily suspend Mr. Gentile’s certificate to practice. There is clear and convincing evidence that Respondent’s continued practice presents a danger of immediate and serious harm to the public and that the certificate holder has pled guilty to Tampering with Records, Deception to Obtain a Dangerous Drug, Aggravated Possession of Drugs, and Theft in Office. The Board order shall include a Notice of Opportunity for Hearing for violations of Ohio Revised Code 4765.112 and Ohio Administrative Code 4765-10-03(B)(2)(a). Mr. Snyder – First. Dr. Tinkoff – Second. None opposed. Mr. Resanovich and Mr. Wright - abstained. Motion approved.

ACTION: In the matter of EMS Case Number 2018-482-BE100, Gregory E. Echelberry, Certificate

EMFTS Board Chair’s Report, Tom Allenstein

Mr. Allenstein stated that the EMFTS Board Retreat will be held on February 12th and 13th, and the Board meeting will be held on February 14, 2019. It is imperative that all Board members attend the retreat. It is important for Board members to be involved with membership to committees due to the fact that the law requires that each committee have a Board member as chair and vice chair. Therefore the Board members are encouraged to complete a committee application. Mr. Allenstein expressed his appreciation for the work completed on the strategic plan.

Dr. Cunningham reported that a list of proposed revisions of the scope of practice from the RPAB Chairs has been provided to the Medical Oversight Committee for consideration as the MOC workgroup assigned to this task begins this project. The Ohio EMS Medical Director Conference was a success. There were 158 registrants and the feedback has been positive. A conference will be planned for next year. Many thanks to Ohio ACEP, the Division of EMS staff, speakers, and to all of the participants. The Ohio Department of Health received a Coverdell Stroke grant to focus on how EMS can improve stroke systems in Ohio. The Center for Disease Control (CDC) site visit was held on November 15, 2018 with a report provided by Dr. Cunningham to include the updated stroke guideline with the new algorithm as well as the stroke center map on the EMS website.

The State of Ohio Weapons of Mass Destruction Guideline will be reviewed this year. The utilization of the nerve agent guideline is mandated anytime there is a CHEMPACK deployment per the CDC. The Ohio Department of Health is revising their CHEMPACK program operations plan. DuoDote® is no longer available; therefore, the ATNAA® auto-injector will replace it. The CDC has divided up the pediatric population into infant and older child categories instead of just small child.

EMS Staff Legal Counsel, Michael Wise Mr. Wise introduced himself stating that he works for ODPS and is the legal counsel for the EMFTS Board and Homeland Security. He introduced Assistant Attorney General Lidia Mowad to the new Board members. Mr. Wise stated that there are five chapters ready to be filed with the Joint Committee on Agency Rule Review (JCARR).

Ms. Mowad introduced herself to the Board; reporting that she is originally from the Cleveland area and she is happy to be working with the EMFTS Board.

EMS Legislative Liaison, Emily Mayfield Ms. Mayfield was unavailable; therefore, Director House presented the summary of the legislative report she provided.

SB 229 Controlled Substances Regulation (Eklund, Lehner) This bill was amended last week and will see another sub bill Wednesday before being voted out of committee, get a floor vote, and concurrence. The sub bill includes changes to the appointment of board members. Executive Director House advised the Board that he will let them know which version gets adopted. This bill also includes the NEMSIS amendment that will permit the sharing of data. The other amendment would alter how Boards are appointed. The current process would continue; however, the amendment allowed the new Governor to select appointments if they have not received nominations from the nominating agencies in a timely manner. ED House thanked Dr. Schwartz and Dr. Cunningham for their work on this bill.

SB 119 Addiction Treatment and Prescriptions (Hackett, Hottinger) This bill took on amendments on December 5th and was passed by the House on December 6th. Part of HB 535 (Naloxone reporting) was amended into the bill and they added new language as well. There are EMS concerns related to the new language due to information that tends to identify the agency which is against our laws. This is something that can be cleaned up in the budget if necessary.

HB 7 Medical Care Protections (Cupp) This bill was passed by the Senate and the House concurred on amendments made by the Senate. This bill will be headed to the Governor for signature.

HB 38 Criminal Offenses-Violence (Greenspan) was passed by the Senate and the House concurred on Senate amendments. This increases penalties for criminal offenses against first responders. This bill will be headed to the Governor for signature.

HB 451 Crime Victim Privacy Protection (Retherford) This bill was reported out of Senate Judiciary as amended last week. This bill could be voted on the floor this week, get concurrence and be sent to the Governor.

SB 255 Occupational Licensing Boards Review (McColley) This bill received a sub bill and was reported out of committee. This bill was just re-referred to committee. This has the potential to be voted on the floor this week and go for concurrence. SB 320 Temporary Licenses Military (Beagle, Lehner) This bill received a sub bill and was reported out of Senate committee. All of EMS requested changes appear to be in this version.

of a temporary license or certificate to one year to provide time for the applicant to obtain a full license or certificate; being free of charge; clarifying “in good standing;” limiting scope of practice; requiring a criminal background check and that the individual be physically and mentally fit, unimpaired and not otherwise disqualified; and requiring rules and an annual report.

o This bill is unlikely to go during lame duck. Ms. Beavers suggested that if anyone reviews a bill that only states fire and law enforcement, the Board members should contact the sponsors so that EMS can be added.

Executive Director House reported that all of the EMFTS Board seats have been filled.

Staff Vacancies

Program Administrator 2 – Education. John Miller moving back to Pennsylvania due to family issues; and is last day is December 28, 2018. The position will be posted as soon as possible.

Program Administrator 3 – Education. Interviews were conducted with a job offer tendered; however, the candidate declined the position. New interviews being conducted.

Administrative 4 – Testing. This new position that will assist with firefighter, fire safety inspector, hazard recognition officer, EMS and fire instructor testing.

Ohio EMS Medical Directors Conference o The Division of EMS co-sponsored the first annual Ohio EMS Medical Directors

Conference with the State Board of Emergency Medical, Fire, and Transportation Services (EMFTS) and the Ohio Chapter of the American College of Emergency Physicians (ACEP) was held on November 14, 2018 in the ODOT Auditorium. The event included a wide range of speakers on topics important to Ohio’s EMS agency medical directors, EMS agency management, and EMS providers. There were 65 physicians, 85 EMS agency managers and EMS providers, and eight DEMS/Ohio ACEP staff members. The feedback has been very positive and discussions have been initiated regarding a potential second annual event.

ED House participated in the National Governor’s Association Opioid Roundtable held October 25-26, 2018 in Washington, DC.

Ms. Burgess reported that the grant cycle for 2018-2019 is coming to an end for the Priority 1 and Supplemental Grants. Ninety three (93) agencies have outstanding balances of $300 or more for a total of $222,067.00. The Division is communicating with those agencies so that they are aware that the funds have to be expended by December 31st and invoices are due by January 31, 2019. After January 31, 2019 the dollars are reallocated.

Director House stated that he and Deputy Director Wagoner are presented the “big checks” to several of the agencies in the rural areas. They are very appreciative.

Director House was invited by the Ohio EMS Chiefs Association to speak at their conference at which time they surprised him with the “Making a Difference” award. Director House stated that he was appreciative of the award and thanked Mr. Jennings.

Board Committee Reports

Trauma Committee, Diane Simon

Ms. Simon reported that the Trauma Committee met on November 14, 2018 and there was a quorum.

The Trauma Committee is in the process of developing their 3 year strategic plan. An EMS grant is doing a gap analysis for trauma education. The results will be available in June; therefore, the current plan will be extended until that time.

The 2017 Ohio Trauma Registry Annual Report was sent to all the Board members in the board packet. Ms. Simon thanked ODPS and the staff for putting the annual report together. A special thanks to Dr. George for his work on the project. A motion is requested for approval.

EMS Children Committee, Dr. Hamilton Schwartz

Dr. Schwartz stated that the committee met on December 11, 2018 and there was a quorum.

EMSC Performance Measures

Ohio EMSC is one of nine state programs to receive funding for the EMSC Pediatric Emergency Care Coordinator Learning Collaborative. The State of Ohio team is made up of pre-hospital and hospital providers and is working on a communication plan to promote PECC to EMS agencies throughout Ohio. Ohio EMSC is planning a registration system for agencies to identify their PECC and will work to provide additional resources for PECCs to succeed in their role. The Pediatric Champion workgroup met on December 4, 2018, and started plans for the project. Initial plans are to repeat the Ohio Department of Health survey of 2016 to determine if the gaps indicated then were still significant problems for ensuring quality pediatric emergency care. The discussion included development of a tiered system for categorizing hospitals, providing a self-assessment for hospitals to gauge their current pediatric care, and providing assistance to hospitals in implementing a Pediatric Champion in emergency departments. Other Activities

The Ohio Pediatric Disaster Preparedness Coalition met December 6, 2018. Most of the discussion was on the Pediatric Champion project, as well as the potential for regional drills and developing one-year and five-year plans for the Coalition. The next meeting will be March 13, 2018. The Ohio EMSC Committee is reviewing the current State of Ohio Pediatric EMS Guidelines and Procedures Manual to ensure its compatibility with the NASEMSO National Model EMS Clinical Guidelines. Dr. Schwartz is coordinating this effort for Dr. Cunningham.

The initial child maltreatment module, “Child Maltreatment Tutorial: Definitions and Epidemiology,” is now available on the Public Safety Training Campus and offers one hour of EMS continuing education. Christina Wedding, EMSC Family Representative, is working to get a speaker for the EMFTS Board Retreat on blood factor administration. The speaker would be affiliated with Danny’s Dose, a national organization dedicated to improving medical care for people with rare diseases and special medical needs in emergencies. The next meeting will be held at the Ohio Department of Public Safety on April 16, 2019.

EMS System Development, Deanna Harris

Ms. Harris reported that the committee met on December 11, 2018.

The committee is reviewing the non-transports where there is a financial concern as the percentage of non-transports may include diabetics who may be treated but not transported. Data is necessary to support this initiative in obtain funding for programs such as community paramedicine. Ms. Harris requested that the Board members reach out to their organizations.

The committee is working with Deputy Director Wagoner and Mike Snyder (Ohio CARES Coordinator) in building EMSIRS to integrate CARES data into run reports.

The committee is reviewing Ohio State Highway Patrol Crash Reports for fire and EMS to determine if there is anything that can be done for the safety of those being transported and for the providers.

The committee is researching other ways for funding in addition to the seat belt fines.

The next meeting will be held at the Ohio Department of Public Safety on April 16, 2019.

Homeland Security Subcommittee, Deanna Harris

Ms. Harris reported that the committee did not meet in December.

Ms. Harris stated that her Board seat expires in November 2019 and would like to plan for a succession plan for someone to step in and Chair the Homeland Security Subcommittee.

The next meeting will be held at the Ohio Department of Public Safety on January 4, 2019.

EMS Rural Committee, Karen Beavers

Ms. Beavers stated that they met on December 11, 2018; however, there was not a quorum.

The Paramedic Foundation and the Ohio Department was Health representatives were present and they explained the outcomes of their survey. Recruitment and retention is of the utmost importance and there is some grant money available. The Rural Flex program will have an area on website to allow documentation of any grants available and will publish in the monthly newsletter.

Mr. Snyder stated that a meeting was held on December 11, 2018; and there was a quorum.

The Medical Transportation Committee requested that the Education Committee review the Pro Trainings for approval for CPR training for ambulette drivers. After an extensive discussion their request for approval has been tabled. They are approved by the Commission on Accreditation for Prehospitcal Continuing Education (CAPCE) for face-to-face training; however, there is a question as to if they are approved for virtual training.

A discussion ensured regarding reciprocity. Executive Director House reported that there has been an issue with obtaining information from other states as to what training the EMS providers receive in comparison to the training in Ohio.

The Education Committee is appointing Chuck Sowerbrower to the Human Resources (HR) Ad Hoc Workgroup as their representative to this workgroup.

The next meeting will be held at the Ohio Department of Public Safety on April 16, 2019.

Medical Oversight Committee, Geoff Dutton

Mr. Dutton reported that the meeting was held on December 11, 2018 with a quorum.

Mr. Dutton thanked Mr. Resanovich for agreeing to be the vice chair for the Medical Oversight Committee.

The Ohio EMS Medical Director’s Conference was a great event. Many paramedics and fire fighters attended the conference as well as program directors.

In order to make some progress in the strategic plan it may be necessary to create some specific workgroups. This topic will be discussed in further detail at the Board Retreat.

Medical direction for EMS providers working in hospitals is still being researched. The MOC contemplated what issues may arrive in five years. There are many issues to be discussed regarding this matter.

The next meeting will be held at the Ohio Department of Public Safety on April 16, 2019.

Medical Transportation Committee, Tom Allenstein

Mr. Allenstein reported that the committee met December 11, 2018 and there was a quorum.

Prestige Patient Transport and LifeCare Medical Service have applied for approval of their passenger assistance program for ambulettes. Both services meet or exceed all stipulations. Mr. Allenstein requested a motion to approve these two programs.

Hospice facilities have requested permission about alternative type vehicles to transport patients. The committee is going to review different types of vehicles for in the future. An ad hoc workgroup will be created to move this issue forward.

The committee had a discussion regarding old ambulances that are decertified. The challenging question is whether this is our purview or the Bureau of Motor Vehicles area to pursue.

Critical Care Subcommittee, Julie Rose

Ms. Rose reported that the subcommittee had a meeting on December 11, 2018 and there was a quorum.

Ms. Rose stated that a position paper regarding interfacility transport of patients by EMS providers was sent it to the associations. Positive feedback was received.

The subcommittee is working on the air medical rules. Discussion ensued regarding satellite locations.

The committee continued to discuss the issue of endorsements. The committee voted to draft language to create a critical care endorsement to include the criteria needed to receive the endorsement. A rule change will be drafted and brought before the EMFTS Board.

EMS Star of Life Awards, Dr. Tallman

Dr. Tallman reported that the Ohio EMS Star of Life Awards nomination packet will be completed, will be available for distribution, and placed on the Division of EMS website by the end of December. He asked that each of the Board members let their organizations be aware of the awards and invite them to make nominations. The awards ceremony will be held Wednesday, May 22, 2019.

Old Business

Mr. Allenstein requested additional nominations for the chair and vice chair of the EMFTS Board for 2019. The nominations for vice chair at the October meeting included Geoff Dutton and Kent Appelhans. Mr. Dutton withdrew himself from the nominations.
