President's Addressby Ron Smale

Welcome to the Ontario Soccer Association’s 2011 Annual General Meeting in beautiful downtown Cambridge. I would like to extend my gratitude and thanks to Graham Williams, President, and the Board of Directors of the South West Region Soccer Association, for being our hosts. This is the first time that the OSA Annual General Meeting is being held in South Western Ontario.

As I reflect and look back on the first year of my Presidency, one of the main priorities this past year has been to “humanize” the OSA and “re-connect” with our membership and grassroots soccer. We have accomplished this by visiting with membership at District meetings, Town Hall meetings, Club and District President meetings and AGM’s, Referee Association meetings, and Club Award programs. We know we can service our membership better, but only when we all work together. It is important that we hear from you. There is strength, resource and enthusiasm in numbers and as the third largest sporting organization in Canada we have the ability and determination to reach the next level.

Again, as an Association in 2010, we have been able to maintain our financial stability even though our economy at times has struggled to improve. Our corporate sponsors have remained committed to the development of soccer in Ontario. Membership numbers remain relatively constant and we continue to maintain all current programs. In addition new programs are being developed and will be offered in the future to strengthen an already vibrant base of soccer development.

In July 2010, we saw Ontario’s soccer community come together to celebrate the 2010 World Cup with Clubs and Districts holding numerous activities across the province.

In conjunction with the World Cup, our athletes, coaches and referees continued to succeed at Provincial, National and International levels. Here is just a snapshot of some of those accomplishments:

over 600 teams competed in the Ontario Cup

Nutrilite National All Star Championships:

Gold medals for the U14 and U16 Girls teams

Silver medals for the U14 and U16 Boys Teams

The Ontario/Quebec Cup – Boys won the title;

Under 16 BMO Championships:

Gold medals for the Pickering Power U16 Girls,

Gold medal for the Ajax Strikers U16 Boys,

Nationals Club Championships:

Silver medal for Brams United U 14 Girls

Bronze medal for Brampton Blast U 14 Boys

Silver medal for Erin Mills Eagles U 18 Girls

Bronze medal for Vaughan Azzuri Under 18 Boys

Gold medal (Masters) for GS United

Gold medal (Classics) for Rexdale Re-United Elite.

17 provincial male players selected to train for the National U 17 program.

As an Association staff was successful in executing the following: stabilizing the AIMS program; Play Soccer toured over 45 venues and Soccer festivals; development and promotion of our OSA Touchline T.V. show; the Soccer Hall of Fame Dinner and Awards banquet at the Liberty Grand

was a tremendous success and tailoring of the Respect in Sport to being soccer Specific for our needs.

Of special significance was the accomplishment of staff members Bryan Rosenfeld, Manager of Player Development, and Patrick Tobo (Regional Coach). Bryan was appointed Head Coach of the CSA Women’s Under 17 National Team and Patrick was appointed to Assistant Coach of the CSA Men’s Under 17 National Team. Here is a snapshot of their success:

In March 2010 the U-17 Women's National Team defeated Mexico to win the gold medal at the CONCACAF U-17 Women's tournament in Costa Rica and become one of only two teams from the CONCACAF tournament to qualify for the FIFA U-17 Women's World Cup in Trinidad & Tobago. What made the success of the U-17 National Women's National team even more impacting was that they defeated the USA in a dramatic semi-final penalty shoot out. Canada’s win eliminated the US from possible qualification representing the first time that the US Women's National program did not qualify for a World Cup.

It was great to see 12 players from Ontario at the CONCACAF tournament. These players were selected from London, Welland, Ottawa and the greater Toronto area. Congratulations Ladies! The U-17 Women's team played 4 international games in preparation for the World Cup. The team remains undefeated in their past 6 matches prior to the World Cup with a record of 5 wins and 1 tie.

At the U-17 Women's World Cup the team was in a very tough group and unfortunately the team failed to qualify for the quarter finals. However in preparation for the World Cup they managed to defeat the 2010 U-17 World Champions and finalists, South Korea and Japan. From the U-17 Women's National Team, 3 Ontario players have already had call-ups with our Senior Women's Team (Diamond Simpson, Sabrina D' Angelo and Rachelle Beansland). Diamond Simpson has seen time on the field at the Senior International level and has earned the 2010 U-17 Women’s National Team Player of the Year.

On the Men’s side Patrick had a very successful year as well. Canada's Men's U-17 team won the 2e Tournoi International in Fort-de-France, Martinique. Canada's Men's U-17 team played its first full international match of 2010, at the 12-day USA and Jamaica camp. Canada's Men's U-17 team defeated the USA and Jamaica. A fantastic week of success! It is great to celebrate and see our athletes progress from the Club, District, Regional, and Provincial programs to the National and International level. These achievements are a real tribute to and result of a very successful Club system.

The third team on the field is “Referees” and this group has had a very successful year as well. Under the leadership of staff, DRC’s, CHR’s, Assessors and Instructors across the Province, some notable achievements include:

Carol-Anne Chenard, Steve DePeiro, Silviu Petrescu, Joe Fletcher, Justin Tasev, Geoff

Gamble received appointments at the International level. Pierre Cantave, John Oliva, and David Barrie received at the National level.

As Chairperson of the CSA Referees Committee, I received word and I am delighted to

inform you that Carol-Anne Chenard has been selected by FIFA, as a referee for the upcoming Women’s World Cup in Germany,in June 2011. I have written formally to congratulate her on behalf of the OSA. Congratulations!

These achievements are also a direct result of a strong Club referee program.

Congratulations to Leslie Payne of the Cambridge Soccer Club on receiving the Syl Apps Volunteer Award for 2010. The Syl Apps Special Achievement Award is presented annually by the Province of Ontario to Ontario volunteers nominated by their Provincial sports organizations who have contributed to the development of sport in the Province. Leslie was a Director at the Cambridge Youth Soccer (CYS) club for 5 years, serving as President for 2 years. He was Volunteer Chair of the CYS emergency special meeting and a committee member of the Indoor Soccer Facility and Club Room in Cambridge from 2006-2008. Leslie was also a coach of various teams from 1982-1990 and recently returned to coaching. On behalf of the membership,

congratulations Leslie.

Looking ahead, The Association will continue to focus on the day-to-day provision of policy and procedural support. There will be an increased emphasis upon improving membership service, especially in the areas of the development of players (LTPD), the development of coaches and referees at all levels, and enhancing human and financial resources. In addition, we will continue to manage the organizational expectations of The Association regarding the size, complexity and diversity of soccer in Ontario, and the continuing execution of the Strategic Framework, while reviewing the needs of the future.

We are blessed to have an excellent group of volunteers and Board members who like you are giving countless hours of time and energy in promoting soccer in the Province of Ontario. In addition our staff and facility employees continue to work in an effective and efficient manner to deliver programs and services to all our members. As well, our Provincial and Regional Coaches, their managers and trainers and our medical staff continue to produce an excellent product on the field. This is a direct result of the time and effort that all our coaches and staff across the Province have invested in our grassroots training.

In closing, there is still much work to be done. In my opinion, as I listen to the leaders within our organization, it is imperative that we build and strengthen our relationship and focus collectively on our athletes. Let’s keep the lines of communication open and dialog flowing. Together we can move this sport to the forefront of Canadian sports!!

Secretary's Reportby Dan Tomlinson

This past year the Board addressed a number of difficult issues such as a place for Soccer Academies in the Association, a new direction in the operations of The OSA and changes in staff positions. In each case, the Directors demonstrated their fervor for the advancement of soccer in Ontario and their conviction that improvement comes from challenging existing practices.

The Board implemented improvements to its meeting and decision-making processes and through measured steps, continued its evaluation of The OSA Governance structure. Recently, the Board has directed that an assessment of The OSA Committee and Board structures begin. All of these actions should help ensure the long-term health and sustainability of The OSA.

There have been many successes in this last year by our provincial and club teams and by our athletes and staff at the national level. Congratulations to all.

The efforts of the President and Executive Committee in attempting to cause change at the Canadian Soccer Association must be acknowledged. Their actions at a critical moment in the 2010 CSA Annual General Meeting, the intervening months and the 2011 CSA Special General Meeting were pivotal in persuading our fellow provincial soccer associations to accept change. This should have a very positive impact on The OSA in the next few years.

In closing, I would like to thank my Board colleagues and all of our volunteers for their efforts over the last twelve months. To Gerry Jennings and Cathy Watt, thank you for your assistance during this hectic year. And finally, I would like to thank the Membership for permitting me to be your Secretary.

Treasurer's Report and Financial Statementby Ugo Di Federico, Vice President

Today I report to you as a member of the Executive fulfilling the duties of Treasurer. Prior to the February Board of Director’s meeting I had advised the President and the Executive that I was prepared to perform these duties should the Treasurer position be vacated. At the February meeting the board passed a motion officially assigning me these duties.

In meeting its oversight role on behalf of the board the Ontario Soccer Association (OSA) Audit Committee met on April 12, 2011 (minutes on file). At that meeting two motions were passed:

that the OSA Consolidated 2010 audited financial statements and the 2010 Soccer 1.Centre (Ontario) audited financial statements be approved for presentation to the board and the members, andthat the audit firm of Grant Thornton LLP (name changed from PKF Hill LLP) be 2.re-appointed as auditors for 2011 for the OSA and the Soccer Centre.

The OSA Board of Directors met on April 14, 2011 through conference call (minutes on file) and approved the above-mentioned 2010 audited financial statements for presentation to the membership. The timing is a departure from prior years where the statements were approved by the board at its meeting just prior to the AGM. This change was brought on by new requirements for the auditor in meeting Canadian Auditing Standards.

The OSA 2010 Consolidated statements (comprising the accounts of the OSA, the Soccer Centre, Play Soccer and the Hall of Fame) and the Soccer Centre statements are certified by Grant Thornton LLP and, as in past years, contain unqualified opinions.

The consolidated results and financial position of the Association show it to be in good financial health – it is reporting a surplus of $478,000, has $2,452,000 of cash in the bank and its current assets exceed its current liabilities by almost $1 million. Although the cash balance reported at this time of the year is at the high end, its low point in April/May is still projected to be in the range of approximately $1.4 million. This position was reached as part of the “sustainability” outcomes set forth in the 2006 Strategic Framework. The Association’s good financial position now allows flexibility in how future surpluses can be used; to pay down debt, invest in facility infrastructure or expand/improve on programming. These are ultimately decisions of the board/membership.

One of the ways in which to gain an understanding of current results is to compare them with the prior year.

For the Association’s Consolidated Statement of Financial Position increases over 2009 are in:

cash by $305,000 due to the operating surplus generated; receivables by $57,000

due to a grant from the government of Ontario; prepaids relating to field rentals, team travel deposits and insurance premiums; deferred revenue by $248,000 relating to indoor fees, deposits from Trillium and government grant relating to corporate planning initiatives to be undertaken; the deferred government grant of $51,333 relates to the outside storage facility and is further explained in note 10 of the statements.

The decreases from 2009 are reported in:

The Ontario Soccer Association 2011 AGM Report Book Page 17 of 123

Page 20: REPORT BOOK 2011 TABLE OF CONTENTS - SportsEngine · REPORT BOOK 2011 TABLE OF CONTENTS General ... Sandra Wells Paul Dobson Noted Parliamentarian Auditor, PKF Hill LLP ... The OSA

property and equipment of $314,000 primarily from the annual amortization;

accounts payable of $233,000 as 2009 contained payables relating primarily to the new dome structure; long-term debt of $410,000 from the Soccer Centre payments made toward retiring the debt.

For the Association’s Statement of Financial Activities its total net revenue increased by $434,000 over 2009. The major components are as follows;

increases in

CSA fees primarily due to the additional $1 collected in 2010 over 2009; Play osoccer sponsorships of $70,000 from new sponsors; Travel fees of $88,000 collected for international travel of provincial teams; Corporate of $69,000 in game receipts due to additional games played in 2010 vs 2009; Competition fees of $113,000 mostly relating to hosting of nationals & strong showing in holiday tournaments; Soccer Centre additional field rentals from new field rentals and government grant toward outside storage facilities

decreases in

Player fees of $111,000 from reduction in 2010 registrations,oCoaching clinics from fewer participants and fewer clinics held; and in Special oprojects from less grants received.

In addition, the statement shows a category of “other “; the composition of which is primarily related to revenues from University games, Hall of Fame dinner & CSA contribution towards the Hall of Fame and the OSA awards banquet.

Total expenses had a net increase of $748,000 mostly explained by increases in Programmes of $367,000 relating in part to national teams travel and additional oexpenses in the holiday tournaments; CSA fees reflecting the increase in revenues discussed above; Membership services reflecting additional hires; Corporate from increased marketing fees relating to new sponsors and more non-team travel and meetings; Play soccer for higher costs in staging; Soccer Centre corporate for slightly higher staffing to support increased field rentals and maintenance

These were offset by decrease in Special projects as less grants were received and

slight decreases in interest and facilities development relating to the Soccer Centre operations.

The Soccer Centre (Ontario) statements show it to be in great financial position and once again shows respectable operating results bettering both the prior year and budget . The Soccer Centre is reporting excess of revenue over expenses of $322,000 in 2010 compared to $259,000 in 2009. This increase to the bottom line is primarily due to higher rental income and a slight increase in operating expenses. Dan Berger and the rest of the Soccer Centre staff once again deserve to be recognized for delivering the service and generating continued good financial results.

I would also like to recognize the work of the 2010-2011 Finance Committee comprised of Wayne MacDougall (to February ’11), Robert Vizzaccaro, Liana Flabiano, Tammy Eskildsen and Mack Meloche and the OSA Executive Committee for their contributions as the Audit Committee. Of course last but certainly not least, I would like to recognize the efficient and timely close of the 2010 accounts by our staff Ron Kenny, Rose Ciarrocchi and Dan Berger. The challenge was somewhat greater this time around and they stepped up to do their part.

Discipline and Appeals Committeeby Brett Knox

Committee members:

Al Carrafiello ChairBrenda Nichols MemberChristine Orton MemberWinnie Brown Member Walter Eadie MemberJohn Wright MemberChristian Secker MemberBrett Knox OSA Staff

2011 was again a busy year for the Discipline & Appeals Committee; as we had 39 appeals submitted to the OSA of which, 2 were withdrawn, 15 were ruled out of order, 15 were upheld and 7 were denied.

Four certification courses were run throughout the Province, thus, certifying another 37 level one certified discipline chairs.

The Committee continued to re-tool the discipline chair certification program this past year to better deliver what the grass roots soccer clubs deal with for discipline. The discipline syllabus is now gear to 90% discipline and 10% towards appeals. A long term goal is to have a course that is solely dedicated to delivering discipline and then have an entirely separate course to deliver appeals.

With there such a high number of appeals that were ruled out of order again this year, Discipline Hearing Panels should be fully explaining that appeals to the Ontario Soccer Association or to the Canadian Soccer Association need to meet the appeals criteria as to avoid having the appeal ruled out of order. There were several frivolous appeals this year that were ruled out of order. Many decisions that are rendered by discipline hearing panels are not always popular, however that in of itself is not grounds to appeal.

Many thanks to Al Carrafiello, as chair of the committee, and to the committee members for their patience, time and knowledge.

Executive Committeeby Ron Smale

The Executive Committee’s role is to address any matters or issues between meetings of the OSA Board of Directors and to address issues being proposed or directed by our national governing body, the Canadian Soccer Association (“CSA”). Typically the committee meets monthly but has on occasion met more than that. Your Executive Committee (“Committee”) members and the Board of Directors (“BoD”) continue to make decisions that are in the best interest of your Association. The work of the Committee in conjunction with the BoD makes one aware of how fortunate this association is to have such dedicated volunteers and staff at all levels.

One of the important duties of the Committee is to attend annually the CSA AGM and ensure that the issues and concerns of our membership are addressed at the National level.

During the past year there have been two major issues that have required much time and effort in addressing. They are:

a new proposed CSA financial model levy system for the Provinces

a new CSA Governance model.

The reason for dedicating time and energy was that the membership in 2010 as in past years, has made it very clear to the BoD as a whole that the CSA registration fee of $8.00 per player is unacceptable. The message from membership to the BoD and the Committee has been to reduce or eliminate this fee from the backs of our recreational players. As such, the Committee opposed the new financial model being proposed by the CSA Finance Committee and the CSA Board of Directors for implementation in 2012. This financial model downloaded the issue of player registrations to the Provinces and will result each year in a 4% increase to our annual invoice. This increase will be in effect for 4 years. If this is passed or accepted at the upcoming CSA-AGM in 2011 it will go into effect in 2012.

This was not acceptable to the BoD and as directed, the Committee in conjunction with the CSA Finance Committee was involved in the coordination of the OSA – CSA Financial Symposium held in October 2010 which discussed and investigated the possibility of new revenue streams in an effort to address the issue of the $8.00 player registration fee. This process in all honesty did not reap any significant ideas going forward and it is obvious that more work and green lighting needs to be done. What the symposium did offer was an opportunity for every provincial association to voice their concern regarding their disdain for the $8.00 player registration fee.

The BoD continues to oppose the proposed financial model and through the Committee continues to dialogue and debate with the CSA Finance Committee and the CSA BoD in placing this new formula on hold for 2011. It is interesting to note that there has been a ground swell of support from other provincial associations across Canada in the past two months supporting our position. As your representative at the national level I will continue to lobby diligently to have this financial proposal placed on hold and sent back to Committee. The Committee will hopefully report back with a positive outcome after the CSA AGM on May 14th 2011.

The second important issue at the national level occurred at the May 2010, CSA AGM which was held in Winnipeg, Manitoba where the membership passed a governance model which would remove provincial representation from the CSA BoD. Over the course of the year debate and disputes occurred at the CSA level regarding this model. Subsequently at the

Page 51: REPORT BOOK 2011 TABLE OF CONTENTS - SportsEngine · REPORT BOOK 2011 TABLE OF CONTENTS General ... Sandra Wells Paul Dobson Noted Parliamentarian Auditor, PKF Hill LLP ... The OSA

Special AGM of the CSA in February 2011 the model was changed (watered down) and this issue of no representation (sitting on the CSA board) from Provinces with be phased in over the next three years. Although disappointing and discouraging the Committee and the BoD continues to keep the “fire” lit regarding this important governance change.

In addition to our national responsibilities as a provincial association, the Committee in conjunction with the BoD continues to examine, review and work to provide guidance and direction in the following areas impacting the OSA. This year as in the past, each Executive Member was asked to liaise with 3 districts to provide support and communication to that district. It is evident from feedback from the BoD, Committees and membership that effective, timely and accurate communication continues to be the most important element within our organization. We are making strides forward in communication but more work needs to be done.

Although it could be argued or debated that too much time and energy has been spent on National issues this past year, I want to ensure everyone that the Executive Committee and the BoD has kept OSA business front and centre to our discussions regularly , and although some of the items are daunting, slow moving and complex at times, let me assure you that they are moving forward towards resolution. They are:

A complete review and re-write of our Rules and Regulations

Review (AIMS) and direction of a new information management system for

registration of playersResources and funding for LTPD (Challenges / Opportunities)

Review of our Governance processes

Strategic Planning

Risk Management (Respect in Soccer)

Audit and Finance

League Reform

It has been a very busy year as we renew and review our direction and philosophy. Many of the Executive Committee and Board Members chair standing committees or participate on standing / operational committees. In addition they provide much support at the community and local levels. Here are just some examples of the level of involvement and commitment by the Executive and the BoD:

Ugo Difederico – Chair - Strategic Planning

Dan Tomlinson – Chair - Governance

Brenda Brown – Chair - Risk Management

Wayne MacDougall – Chair - Finance (Acting – Ugo Difederico)

Whole Executive Committee –Audit

Winnie Brown – Member – Competitions – Member – Strategic Planning

Bill Condy – Member - Strategic Planning – Member - Governance

Michael Allison – Member -AIMS – Member Rules re-write committee

Wayne MacDougall – Chair -AIMS – Member Technical – Member Rules re-write

Dana Nahrgang – Chair - League Management

Russ Turnbull – Chair - Central League Management

Nick Palomba – Member – AIMS Member – New Information Management System

The Committee continues to see a renewed interest and involvement in Committee work and this will result in improved accountability and responsibility as we move forward to improve the opportunities for our athletes and move the OSA to the next level.

As President of the Ontario Soccer Association and on behalf of the Executive Committee and the BoD, I extend my thanks and gratitude for the support, dedication, commitment and work of all our volunteers, membership and staff. When it comes to Ontario we are the “engine” of Canada and working together we will be able to take the OSA to the next level which will improve the quality of life for all our athletes and volunteers involved in this great game. As we begin the 2011 Outdoor season I look forward to seeing some great games, festivals and tournaments throughout the Province of Ontario.

Finally, I wish to thank all staff, and our CEO Guy Bradbury for their work and dedication to the Ontario Soccer Association. As an Executive Committee and Board of Directors we continue to give the needs of membership a high focus in all our decision making processes. Moving forward, it is critical that effective, accurate and efficient communication is required so that decisions being made are the right decisions for our “athletes”. It is imperative that we “listen” to membership before we act or implement new services, programs or initiatives.

Futsal Committeeby Vince Tersigni

In 2010, the Futsal Committee remained active in promoting the game of futsal. With the growing popularity of Futsal across the province of Ontario, some committee members were involved in providing training to districts, club and leagues to enable proper start up. Areas including Sarnia, Innisfill, Durham, London and York where provided with one day coaching workshops.

With support from the CSA, The OSA ran the first ever FIFA Futsal Coaching Course in October 2010. Six provinces participated in this event. CSA also ran a FIFA referee course at the same time.

Members of the committee also assisted with the Futsal Cup in 2010. In 2011 the Ontario Futsal Cup will be hosted over 3 weekends and in two different locations. The Senior and U13/14 Boys and Girls divisions will be held at Durham College in Oshawa, and the U16 Boys and Girls division at Carleton University in Ottawa. While league retention was successful, growth of the Ottawa Carleton Futsal League by 10% as been recorded, a new league has started in the Ottawa area, with York and Durham expected to start in 2011. This increase in league participation is necessary to identify players for our Pan Am games in 2015, which Futsal will be played.

In conclusion, I would like to thank the committee members, Bob Tibbo, Kris Fernandez, Roy Blanche and Tony Harrison for their continued support in the developing of the game, and Chantal Poulin, our staff member, who has provided support and guidance to this committee. Want to wish her the best in her new career, (motherhood).

League Management Committeeby Cathy Watt

The OSA League Management Committee during 2010 was comprised of:

The Chair, appointed by the OSA Board (Walter Eadie)

The Chairs of the North, South, East, West and Central Regional LMCs (BettyLou

Minifie, Al Carrafiello, Bill Boyle, Steve Breen and Bill Spiers)Two members appointed by the Chair from applicants (Paul Dobson and Diarmuid

Salvadori)(non voting) representatives of each of the OSA Level 1 Leagues (Ontario S.L.,

Ontario Women’s S.L, Ontario Youth S.L. and Ontario Indoor S.L.)And supported by OSA Staff (Cathy Watt)

The League Management Committee meets four times a year, 3-5 weeks prior to OSA Board of Directors meetings.

The following are the key accomplishments of the League Management Committee during 2010:

The annual October LMC meeting continues to include representatives from the

Level 3 Youth leagues (ERSL, Central SL, CGSL, SRSL and WOYSL) to discuss issues of mutual concern. This year, the new regional Chairs (appointed for the term of 2011/2012) were invited to attend for the purpose of an orientation to the LMC and its meeting format.

LMC developed revisions to the application and approval process for senior teams

requesting permission to play in the United States (e.g. PDL and W-League)

With direction from North Region LMC, north region clubs will declare the ‘most

geographically appropriate adjacent region’ in which to play. Once compiled, this list shall serve as a guide for leagues should a northern club apply to its adjacent region when there is no league in its own region in which to play or if a club is pursuing Level 3 via a North Region Challenge game.

LMC has acknowledged the presence of Northern teams playing in adjacent

regions and the travel required, particularly for clubs located in far reaching areas, and, through a working group, will review the logistics of travel required for teams to participate and develop any necessary policies to address travel requirements for teams in a division in which substantial travel is required.

Despite a revision to eliminate inequities in the North Region Challenge process,

the revised policy is under review for addressing ambiguities in its interpretation.

LMC is in discussion on the process of checking Players’ and Officials’ Registrant

books that would allow for a consistent policy throughout leagues.

LMC eagerly anticipates the rollout of Long Term Player Development and the

support from LMC that will be required to assist the leagues in a smooth transition.

Ontario Cup Committeeby Joe Camacho

In 2010 / 2011, The Ontario Indoor Cup, Ontario Futsal Cup, Ontario Cup, and Masters/Classics Provincial Championships awarded Provincial Titles to 36 teams, while the National Club Championships and the Coupe Quebec-Ontario Cup provided a national and inter-provincial experience to 22 Ontario teams.

The 2010 Ontario Cup Competition began with 619 teams registered for play. Based on the maximum number of players allowed to register per youth team (18), the participation reaches a figure of over 11,100 players.

The Committee has discussed the format of the tournaments rounds, and it has been noted that we are restricted in this area due to the number of host organizations in each District Association as well as game officials. This year, in the Ontario Cup, 3 divisions had to be reverted to knock-out rounds due to a shortage of hosts. Nevertheless, there were 103 tournaments played in the Ontario Cup involving 64 different Clubs in Ontario.

In 2010, over 1100 games were played in a period of just over 120 days. Based on 3 refs per game, that would mean that over 3500 referees also participated in the Ontario Cup this year. All the Semi-Final games were played on the weekend of August 28-29, 2010, thanks to the assistance of 4 different District Associations; Scarborough, Hamilton and District, North York, and Peel Halton, as well as the Brantford Inter-City Soccer Cub and other volunteers of The Ontario Soccer Association.

The Ontario Cup Finals were held at The Soccer Centre in Vaughan, Ontario, on the weekends of September 11-12 and September 18-19, 2010. This year, the Special Olympics division was played again as part of the Finals. There were two Division A teams that played in a two game series to produce an Ontario Cup Champion.

In the Masters/Classics Provincial Championships, a total of 11 teams participated. For the very first time, the Classics division saw play in the Semi-Final Round as 4 teams played for the Title. Seven Over-35 teams participated in the Masters division.

The 2010 National Club Championships were held over Thanksgiving Weekend and the Under 14 Girls and Boys divisions played in Moncton, New Brunswick, the Under 18's in Mount Pearl, Newfoundland and the Men and Women in Charlottetown, Prince Edward Island. Meanwhile, The Ontario Soccer Association hosted the Under 16 National Club Championships at The Soccer Centre in Vaughan. The Classics Over-35 Nationals were held in Victoria, British Columbia. The Masters Club Championships were held in Nova Scotia. Ontario teams earned a total of 8 medals at these National Championships.

Also over Thanksgiving Weekend, the third annual Quebec-Ontario Cup was held. The provincial league champions in Ontario played a two game series against the provincial league champions from Quebec. The female youth teams travelled to Quebec to play, while the male competition was held here in Ontario along with the women's division and played at the Hershey Centre in Mississauga. Ontario teams played well in Quebec and Ontario, but overall, the Quebec-Ontario Cup was won by Quebec in the female competition but Ontario took the male competition.

The Ontario Indoor Cup 2011 began in December 2010 and produced 8 Provincial Champions by the middle of February. There were 98 teams entered in the Competition in Under 13, Under 14, Under 16 and Under 18 Boys and Girls Divisions. Most of the preliminary rounds were played at the Soccer Centre in Vaughan while preliminary rounds were played in Ottawa and Sudbury. The

Final Rounds were played at The Ontario Soccer Centre over two weekends in January and February.

The Ontario Futsal Cup 2011 consisted of 18 teams in four divisions; Under 13 Boys, Under 13 Girls, Women and Men. All games were played at Durham College in Oshawa. Thanks to the O.S.A.'s Futsal Committee and Durham Region Soccer Association for all their work in helping to produce 4 provincial futsal champions.

In closing, I wish to express my heartfelt thanks to all the parents, coaches and players who participated in these programs. I would also like to thank all the volunteers, host personnel and game officials, as well as the OSA staff members who generate and manage all phases of these competitions.

These competitions are one area in soccer where everyone works together.

Referee Development Committeeby David Smith

Firstly, I must acknowledge the tremendous work Nicky Pearson and the Referee Department staff has done during the past year.

Even with the staff turnover we have experienced this year, the delivery of the programs was not greatly affected. This was in part due to Tony Camacho, who took the helm in the interim between managers and did an outstanding job.

Some of the key achievements met this year were –

· The Advance Referee Training program completed its first year and is moving forward with increased participation for 2011;· The Women in Soccer Enhancing Refereeing programme was commenced;· Instructor Advisory Group and Assessor Advisory Group formulated a Tactical Plan and Pathway To Excellence Strategic framework which is bringing consistency to the programs;· New initiatives were commenced regarding online reviews for all new course participants;· 47 new instructors were certified;· Commencement of a standardized Nationwide CSA training programme for training of Futsal Referees.· With the budgeted financial support of the OSA, continued to provide support for the District Assessor Program· Identified 3 top level Provincial Instructors and invited them to the OSA Advanced Referee Training Program where they will be trained and prepared for eventual nomination to the National List of Instructors.· Hosted a recertification Course for all Regional Level Assessors to stress the importance of the changes in the new marking scheme

We have achieved all our targets and deadlines that were set out in our operational plan and continue to be in line with the CSA guidelines and regulations.

The ongoing initiative of appointing all Senior Provincial level games centrally from the OSA is proving a great success in achieving our objectives of fair and equitable appointments for our senior referees.

The OSA hosted the CSA National Club Championships at the U16 age group and we had 34 Ontario referees (18 Provincial and 16 Regional) as part of the officiating team. Both the Tournament and referees were a huge success.

Also to note, was that in all CSA National Championship finals 8 Ontario referees were appointed as part of the officiating team – this is the most we have to date.

I also wish to acknowledge the contribution of the many people across the province - instructors, assessors, district referee coordinators, club head referees, schedulers and many more! - Whose time and effort are given freely towards the OSA referee programme.

My thanks to the 2010 referee development committee members, Eric Sanderson, Patty Peebles, Joe Piacente, Al Wielinga & Tony Camacho for their invaluable guidance.

Technical Development Committeeby Diarmuid Salvadori

The following individuals comprised the 2010 Technical Committee:

Volunteer members: Josef Komlodi Glen McClung Wayne McDougallJohn PughDiarmuid Salvadori

OSA StaffRandy Ragan (CTO)Estelle NichollsBryan RosenfeldIan Skitch

Throughout 2010, progress was made on a number of initiatives and proposals:

1. Long Term Player Development (LTPD)Randy was involved in a number of discussions with the CSA. Unfortunately, the

CSA was delayed in providing a coaching curriculum for the 2011 season. We are hoping that this will be available for the 2012 coaching program. It is envisaged that coaching education, especially for coaches of the Physical

Literacy age groups, will be facilitated by Clubs. Club Head Coaches and other technical staff will be trained by OSA Instructors in order to deliver these programs to a broader base of parent coaches and others involved with recreational and early-years programs.A document entitled “Summary of Key Principles for Competition Structure for the

Learning To Train Stage v1.1” was developed by the committee for future publication. This document provides the framework that U9 – U12 players in Ontario should follow. It takes the concepts of the CSA LTPD model and provides a practical approach to implementing the model in Ontario. The Technical Committee hopes to develop further documents for the other LTPD

stages with recommendations for LTPD implementation throughout the province.2. District Technical Staff

Input was provided and an RFD drafted regarding the role of District Technical

Directors. This RFD is pending until further LTPD details have been determined.3. Futsal

In October, a FIFA course was conducted in Laval, Quebec to provide training to

approximately 30 coaches of which 12 were Ontario instructors. Although this was originally thought to be a certification program, that was not the case. CSA has to develop a curriculum in order to certify coaches. The Technical Committee position is that Futsal should be the indoor game for

Ontario.More effort needs to be put toward developing the game and determining

resource requirements.4. 2010 Play Soccer Conference

Another successful conference was held with over 600 coaches attending.

The keynote sessions were conducted by Ray Clemence (English FA); Marco

Etcheverry (Bolivia); Romeo Jozac (Dinamo Zagreb); and Tosh Farrell.

5. AcademiesOSA also has to develop standards for Academy programs in general (completed

in February 2011).With detailed standards in place along with the requisite monitoring, quality

development opportunities for players may be provided; however, the standards have to be enforced.

Thank You

Unfortunately Randy decided to leave the CTO position in December due to personal commitments. I would like to thank him for his efforts and contribution to the OSA and the Technical Committee. He will be missed.

Thanks also must go to the OSA Staff who work tirelessly delivering programming throughout the province.

Finally, I would like to thank all the Committee members and others who gave generously of their time and their opinions. I know we all bring passion and a genuine desire to improve the game in Ontario. Progress was made on a number of fronts this year. Hopefully this can be accelerated in 2011.

Volunteer Screening and Harassment Committeeby Joyce Stewart

The elements of risk have certainly been front and centre in the news over the past year. The risk associated with concussions, the risk associated with Facebook, the risk associated with cyber bullying are but a few of the issues of the day.

Your Fiduciary Duty as Directors of your respective organizations has now become the most critical part of your volunteer life, and yet we are still faced with a large number of our volunteers who either don’t understand, or sadly, don’t wish to understand the importance of their role. You are the stewards of your organizations legacy. What you do with it can impact the lives of all involved within your program delivery system. Your passion and commitment are not questioned, but you need to ensure you conduct the affairs of your organizations in a manner that is built on fairness, transparency and accountability.

We have, as an organization, made significant strides in improving the game. The incidents of physical, sexual, verbal abuse have certainly lessened over the years. Members are challenging inappropriate behaviors, challenging decisions deemed to be unfair and our Clubs, Districts are, for the most part, working very hard to improve the lines of communication, improve the quality of their policies, and improve the management of their organizations. Kudos to those who have made risk management part of their organizational psyche.

The committee members continue to handle complaints and work with the Districts/Clubs to address their risk management concerns. As the OSA Corporation matures, it will expand its current committee structure to include a Risk Management Committee. Although still a work in progress, the leadership shown by the Board of Directors and Senior Staff is to be complemented. We look forward to the evolution of this important direction.

Respectfully submitted.

Governance Task Forceby Dan Tomlinson

In September 2009, the Board received and approved a commissioned report on an assessment of OSA governance. The assessment focused on:(1) Participation: the role and involvement of individual Board Members;(2) Processes: how the Board and its committees operate, and the relationships between Board and staff;(3) Performance: how Board activity is assessed in terms of results / outcomes.

The issue of Board size and structure was not in scope of the assessment and was not addressed in the report. The document contained seven broad recommendations related to the process and content for Board meeting agendas, Board engagement, the role of the Executive Committee, the roles and responsibilities of both individual Board Members and the Board, The OSA’s current committee arrangements, a Nominations Committee, and education of the districts on the role and value-added of the OSA.

Under the guidance of its chair, Ron Smale, the Task Force on Governance proceeded to address and successfully implement the recommendations related to Board meetings, agendas, Board engagements and roles of Directors.

The task force began its review of The OSA Committee structure in September 2010. Conference calls and face-to-face meetings allowed the task force to evaluate various committee structures. Participation in The OSA Committee Orientation weekend permitted the task force to request and receive committee members’ perspectives and recommendations for the Terms of Reference for their respective committees. Input from the weekend and other research allowed the task force to prepare and present a discussion paper on new concepts for committee structures, reporting relationships and staff and board accountabilities and responsibilities.

The Board reviewed the discussion paper at its February 2011 meeting and deferred a decision on approval of the recommendations contained in the paper. Instead, the Board expanded the mandate of the task force to include a review of the Board structure. The task force began its deliberations on Board structure during a meeting, held April 8th, 9th and 10th, which included a joint session between the Task Force on Governance and members of the Strategic Planning Group.

I would like to thank Gail Arbic, Ugo Di Federico, and Stephen Troy for their work on this task force since my appointment as chair in September 2010. I am confident this group (and future appointees) will present well-researched and thought-out recommendations for a Board structure. These recommendations may or may not include a proposal for retention of the current structure albeit with minor changes.

Yours in soccer,

Dan Tomlinson

Medical Advisory Groupby Dr. Robert Gringmuth, DC, FCCSS(C), FCCRS(C), Chair

Following are some of the key issues addressed and managed by the Medical Advisory Committee in the past year:

1. Injury Report of the 2009 – 2010 Provincial Program

As in past years, a recent report was published on the OSA web site outlining where most of the injuries reported to us were for our Provincial teams for 2009 – 2010. Our results were similar to previous years where most of the injuries fell into 3 categories as follows: ankle, leg soft tissue, and knee. One of the notable changes is in the category of female ACL injuries which have dropped from previous years. We found that this trend has continued where we are having less ACL events than in the past. Much of this improvement with reducing the number of ACL injuries continues to be due to a concentrated effort by our High Performance department and the Sports Centres in changing the training techniques to help the body prepare for the various demands with the game of soccer. The production of the ACL prevention video for our provincial and national athletes was a large success and took much time and dedication in its production by our director of high performance, Paolo Pacione.

2. Renewed Medical Advisory Committee

We have as in the past up dated and revised the list of members serving on the Medical Advisory Committee this year. An effort is always made to ensure that the key medical professions are represented which would provide the most help with the management of the athletes. Special thanks to Dr. Jack Mayer, neurosurgeon, who came quickly to assess some of our provincial players to determine return to play directives in the past few months. Typically it could take up to 4 to 6 months to get such a consult but he was there within weeks.

3. Advances made by some of our committee member i .e. Dr Ken Berger

It is worth noting that one of the Advisory Committee Members now practices Law in the field of Sports Medicine and its related issues. Congratulations to Dr. Ken Berger in completing his degree in Law. He is also licensed as a Medical Doctor with a specialty in Sports Medicine through CASM. Dr. Berger continues to assist us with some of sport related legal issues.

4. Integration with Teaching Institutions for Service Provider: Sheraton College, University of York, University of Waterloo, Guelph Humber University, Canadian Memorial Chiropractic College

We continue to maintain an integrated and varied group of health care providers for our High Performance provincial athletes here at the Ontario Soccer Centre. We have athletic therapy grads and students, kinesiology and exercise physiology grads and students and chiropractic grads and students from the above teaching institutions . As the High Performance Provincial Program is a development program for young aspiring soccer players so is the service provider pool. Many of the relationships the Sports Centres maintains with the above institutions include co-op programming and volunteer programming. This allows us to monitor and improve our health care

The Ontario Soccer Association 2011 AGM Report Book Page 62 of 123

programs which we offer to our athletes as things change throughout the health care delivery system.

5. Assessing Budget Options for Health Care Coverage of the Provincial High Performance Program, Coaching Clinics, Christmas and March Break Tournaments

The medical advisory committee continues to review current funding opportunities available for the delivery of health care for the provincial program and looks for new opportunities as they arise from both the public and private sector. Much of the public funding is tied to maintaining certifications and licensing at various levels with our service providers such as with the Canadian Sports Centres-Ontario where the service agreement has just been renewed for an additional 2 year period.

6. Future ConsiderationsThe following areas will be addressed over the next year by the Medical Advisory Committee:

Ongoing improvements to the Sports Medicine Clinic at the Ontario Soccer Centre a.looking at funding to update some of the equipment and diagnostic equipmentReviewing the effectiveness of our treatment and rehabilitation programs for b.athlete injury recovery particularly in the area of pre and post surgical rehabilitation.Reviewing the health care coverage provided to our athletes who are part of the c.regional and provincial programs throughout the province.Improving the injury reporting system to ensure that our tracking system d.provides the Ontario Soccer Association with the most up to date information possible. This past year, with the direction of Matt Greenwood of the OSA, the advisory medical committee participated in the consensus opinion think tank which is looking to develop more universal reporting guidelines to reach a wider scope of injury data. The spot light continues to focus on the issue of concussion and head injury e.management. I had the opportunity to discuss some of the more recent publications with City TV and the Globe and Mail Newspaper. Especially interesting was the concept that mouth guards apparently have an effect on the severity of concussion. However after careful consultation and literature review it was found that the use of mouth guards was effective for the prevention of dental injuries but not concussion of the head. The advisory committee will continue to monitor things as they develop in this and other areas of healthcare.

I would like to thank our committee members for their dedication and time.

I would also like to thank the Ontario Soccer Association for both its support and assistance in making this committee a viable and productive group of advisors. In particular Guy Bradbury and Bryan Rosenfeld for their advice and direction over the past year.

HighlightsHighlightsHighlightsHighlights ::::After 20+ years of trying, SASA successfully lobbied the City of Sault Ste.Marie and the Provincial Government, and have struck up a partnership to construct an indoor soccer facility . There will be two 100' x 200' playing surfaces, with the option of adding a third sometime in the future. We are happy to say we will be playing on Field Turf . In addition to the two fields there will be four change rooms with showers, a small concession area and glassed in viewing area for the spectators. The building itself is going to be a rigid pre-engineered building that will become West End Community Center (WECC). The cost of this stage is just under $11,000,000.00.

At the time of writing this report the construction has begun with the completion date of February or March of 2012.

Interesting FactsInteresting FactsInteresting FactsInteresting Facts ::::The number of youth players registered to SASA for 2010 accounted for 20.49% of all youth between the ages of 4 and 18 residing in Sault Ste. Marie. That number is steadily rising (e.g. in 2002 it stood at 15.8%) showing that the Sault Youth S.C. continues to "capture" a growing share of the youth population in Sault Ste. Marie.

2011 Board of Directors ElectionsPosition: Vice-President

Nominee: Wayne MacDougallNominated By: Eastern Ontario District S.A.

Biographical sketch of nominee:Education - Electrical EngineerSystems Engineer, Database Application Designer, Technical Director Electronic Warfare Programs

Soccer ExperienceMy involvement in Soccer started in 1997 with assisting my Children's teams when they were young. As they grew up I became involved in Coaching, including coaching at the Competitive level up to U13 Regional. I have since returned to coaching at the U5 to U7 level with my son. Ten years ago I started in the administration of soccer as a director with Cumberland United Soccer Club where I held the positions of Novice Director (U10 and U11), Competitive Director, President, Technical Director and Micro Director (U5 to U8). During my time in Cumberland I developed a multi-user web application to manage all registrations, assign players to teams, send emails to members, manage users and generate registration reports for the treasurer. The system is still used today and I continue to make improvements, most recently adding a feature to export the data required for the OSA import into AIMS.

As Director of Operations for the East Region Soccer League with over 500 teams, I gained valuable insight into the operation of Leagues and how the current structure does not support LTPD.

As President of the EODSA I have seen first hand the issues that have been created by AIMS and have participated as a member of the OSA AIMS Advisory Committee to help improve the process.

I have been involved in all aspects of the game from coaching to refereeing, to running a Club and a League, the EODSA and the OSA Board of Directors. This has enabled me to understand all of the issues people have.

Nominee's statement outlining:1. her/his vision of the future of The Ontario Soccer Association:

To help make the Ontario Soccer Association a revitalized and vibrant organization that, in partnership with our Districts and especially our Clubs, moves our Game forward to provide the optimum development environment for our Youth and the best place to play for those who love to play the Game.

To accomplish this we need to create an environment that encourages continued participation in the OSA. Today our organization is so over burdened with rules and regulations that our Recreational members wonder why they join and our Competitive members are confused and frustrated. Instead I see the future as one where the administration is simple, and the rules are limited only to those that are needed.

2. what she/he hopes to achieve:

In 2010 I put forward the idea of a complete rewrite of our rules and was pleased to see that accepted. There has not been as much progress as I would have liked but it has started. LTPD will lead the way for player development, but it also critical that the OSA be structured to support the many more players who play our Game for competition and pleasure. I believe that as your Vice President I would be in a position to lead this project and ensure it was completed within this term.

In parallel with the rules rewrite, I believe that the fundamental step towards simplifying the administration of soccer in Ontario is a change to a single, annual registration for each participant. This would also ensure fairness to our players, as under the current system, a player is charged all District, OSA and CSA fees for each team they are registered to.

Nominee's statement outlining:1. her/his vision of the future of The Ontario Soccer Association:

The volunteer aspect is vital to our association and must be reflected in what we do. Honesty, integrity and transparency are important values that in my opinion we need to aspire to for long-term success. We must continue to gain trust from our constituents through improved communication, the delivery of programmes and in the reporting of our financial affairs. Operations should incorporate a framework of responsibility and accountability. In addition to performing my duties as a Director and the Secretary of The OSA, I would like to remain or be appointed a member of committees and groups that are reviewing the Board and Committee structures, the Strategic Plan and the Published Rules. These initiatives will take time to finish and should not be considered complete until their interactions are fully understood and their impact adjusted to meet the wishes of the Members. As a member of these groups, I will participate in the research and comment on what may be needed, in the communication and understanding of recommendations for change and in the presentation of committee reports. I believe these groups and their members will effect change that will ensure the long term sustainability of the soccer in Ontario and the building of an organization capable of managing risks and having the resources to get through difficult periods.

Nominee's statement outlining:1. her/his vision of the future of The Ontario Soccer Association:

I want to ensure that all members can reach their goals within the association whether they are an athlete, coach, referee or volunteer. We need to ensure that the OSA provides support and resources necessary to achieve these goals. We also need to have clear effective communication from the association all the way down to the athlete.

2. what she/he hopes to achieve:

I believe we need to continue looking at one registration fee and this fee cannot be a barrier to anyone who wants to play the game. I will work with executive, board and staff to look at various streams of revenue so that we are not continually downloading the cost of programs to districts, clubs, teams and players. We also need to make sure that our fee to the CSA is properly managed and administered.

Nominee: Mack MelocheNominated By: Ontario Soccer Referees' Association

Biographical sketch of nominee:

Mack Meloche BA (Hons. Math), CMA

Over the last thirty years, I have participated in many facets of Soccer as a player, a coach, an administrator, a referee, a club volunteer and a tournament convenor. Currently, I am a referee in the highly regarded Provincial ART program, a instructor and assessor, and I am a member of The Ontario Soccer Association Finance Committee.

In my professional career, I have spent over a decade at BMO Financial Group, an official corporate sponsor of The OSA, where I have gained varied experience in areas such as procurement and strategic sourcing, human resource management, cash management and cheque processing, international trade finance, commercial finance management and for the past two years, Risk Management. Prior to my involvement in the banking sector, I held various roles within the education, information technology and manufacturing sectors.

While at BMO, I have continued to build upon my Honours Bachelor of Mathematics degree from the University of Waterloo by taking courses in technology, project management and leadership. In addition, I am a Certified Management Accountant (CMA).

With my extensive background in soccer, my business experience and commitment to continuing education, I offer to bring to the role of Treasurer for The Ontario Soccer Association significant expertise beyond simple finances. I look forward to making a significant contribution to the future success of The OSA and its ability to accomplish its mission through this financial leadership role. I believe this role must embrace an outward-facing and transparent approach to communicating financial results to its membership and board.

Nominee's statement outlining:1. her/his vision of the future of The Ontario Soccer Association:

At best, the OSA has levelled off for the past two and a half years. We have to make a concerted effort to bring all parties together to work as a single team. There is nothing wrong with people having differing ideas, but these have to be communicated to each other in an open and transparent manner. Decisions have to be made in an efficient process but all board members and districts must have input.

2. what she/he hopes to achieve:

I hope to be the catalyst that once and for all, allows us to have a final governance model, featuring a relationship with an operational model (staff) that works to the satisfaction of all. There are many major projects that have been promised for years and because we have not been able to work properly together, these have not been brought to fruition. It is my intention that during the period between the close of nominations and the run up to the AGM, to bring to one and all, the awareness of all major projects that we should be working to complete. I have a confidence in all of us that we can, once and for all, bring the OSA to a level of productivity that matches its potential.

The Ontario Soccer Centreby Dan Berger

In November 2010 The Soccer Centre celebrated its thirteenth anniversary, and once again the facility was able to achieve all of its operational and financial targets for this past year. The Centre continued to operate at capacity throughout its prime time hours, and its non prime time bookings increased from both a usage as well as a revenue perspective. In addition to non soccer sports such as field hockey, touch football, and lacrosse, the facility also played host to a number of cultural and religious festivals.

From a financial perspective, the facility realized a profit of approximately $320,000. This represents the excess of revenue over expenses after all financing has been taken into account. Currently the annual amount of cash set aside for debt and interest payments is $575,000. The loan, which at December 31st, 2010 stood at approximately $2.8 million, is scheduled to be retired in full by October 25, 2017. Once this loan is retired, The Soccer Centre will have an annual positive cash flow in excess of $1 million.

Even though the facility is doing very well from a financial perspective, money continually needs to be re-invested in upgrades to ensure that the facility remains current , and although the debt load is completely manageable, it is still present. Currently, the major capital project that needs to be undertaken is the reconstruction and paving of the entire parking lot and driveways (approximately $500,000), and in subsequent years we will be looking at replacing the outdoor artificial turf (approximately $600,000). There is also the original investment from the promissory notes holders that has to be repaid (approximately $675,000).

In 2010, The Soccer Centre received approximately $85,000 in funding from both the Provincial and Federal levels of government. This money was used to build an on site storage facility for the dome in the summer months, as well as to undertake significant caulking repairs to both levels of the exterior roof.

The most notable operational change that the facility undertook in 2010 was the creation of the Provincial Indoor Soccer League. This League represented the first time that the building undertook its own programming. The League operated eight divisions and was comprised of 74 teams from seven different districts. It was run out of both Lamport Stadium as well as The Soccer Centre, and it was incredibly well received. Demand for the League was significantly greater than the number of hours available, and the goal for the 2011/12 indoor season will be to accommodate as many teams as possible. The Ontario Soccer Association continues to act as the community bookings agent for Maple Leaf Sports and Entertainment with respect to the operations at Lamport Stadium.

In sum, The Soccer Centre has had another great year, and no report would be complete without an acknowledgement to all of the user groups that work together with the staff to make the building a success.

There is definitely a need to build more indoor full field permanent soccer structures, and hopefully in the future years a significant portion of the profit from The Soccer Centre can be set aside to pursue this initiative.

The Soccer Hall of Fame and Museumby

This past year the Soccer Hall of Fame and Museum has concentrated on three key areas:To strengthening the presence of the organization in the community through outreach

activitiesTo continue with our collection management activities

To build new partnerships, collaborations and networks

The collection management activities included, reconciling outstanding and expired loans, developing collection management forms and inventorying and accessioning a large diverse collection. After considerable research, the Museum Collection Management Software “Past Perfect” was purchased along with a camera and photographic equipment. The program “Past Perfect” is enabling the museum to properly digitize the artifact and archival collections and will allow them to be more accessible and utilized on the museum’s new website. The community will be able to view the museum, experience virtual exhibits and explore never seen before areas of the museum’s exciting artifact collection. To date the artifact collection has been inventoried with 1200 items properly catalogued, photographed and entered into the database. This is an exciting step forward for the organization and will allow the museum to reach a greater audience, assist staff with public enquiries, aid in the development of school programs and support the development of future exhibits.

There were several new temporary exhibits created that were displayed both in house and off site that focused on the evolution of soccer equipment, women in soccer, Challenge Cup display, early Ontario soccer and Hall of Fame inductee and team displays. This year the museum developed a travailing library program that was delivered to various institutions throughout the GTA where children were able to share their soccer stories while learning about our rich soccer history! The Museum partnered with heritage and professional organizations such as The Ontario Museums Association, The Canadian Heritage Information Network and Fleming College’s Museum Management and Curatorship program. These initiatives have allowed the museum to have a greater presence within the building as well as awareness within the community.

There were many public inquiries ranging from specialized information on teams and players to possible donations. The inquiries regarding donations resulted in 12 new exciting acquisitions for the museum.

The 11th annual Induction Banquet was held on June 5, 2010 at The Liberty Grand and was a tremendous success.

The Inductees included:Players: Silvana Burtini, Gordon Ion, Walter ThompsonBuilders: Brian Avey, Stuart BrownPioneer: John RusselTeam of Distinction: 1976 Toronto Metros-CroatiaOrganization of Distinction: Vancouver Firefighters

The Museum created a new award named in honour of Brian Budd. This new award is not an induction into the Hall of Fame but rather recognizes outstanding individuals in promoting the game of soccer in Canada. The winner of the first Brian Budd Award of Distinction was the late Peter Zezel.

The Soccer Hall of Fame and Museum exhibits, celebrates and preserves Canada’s diverse soccer history by ensuring its safekeeping and creatively sharing it with the community.
