1 Report #CIP-21-03 To: Community Improvement Plan Evaluation Committee From: Mary Remmig, Planning Coordinator Date: April 14 th , 2021 Address: 11-21 Main Street West App. No.: CIP-21-02 Program 1 Sign Application ________________________________________________________________________ In March 2021, staff received an application under Program 1 for the production of two new signs for a commercial parking lot located at 21 Main Street West. The application requests funding for two signs: a ground sign centrally located on the property’s street frontage and a fascia sign/mural along an existing fence on the west side of the property’s street frontage. The ground sign centrally located on the street frontage will remain in the same location as the existing and will use the existing supporting structure which will be repaired and repainted. However, a new sign face is proposed to be installed with a photo of the falls indicating “Millar Brooke Plaza”. attached, page 3. The ground sign face will consist of acrylic material with 3D lettering and printed vinyl. The applicant also proposes to replace the existing internal fluorescent lighting with internal LED lighting for a more energy efficient option as the new lighting will require fewer replacements and will not contain the chemicals used in fluorescent bulbs. The fascia sign along the existing fencing is proposed to consist of three photos: a photo of Rob Dopson (hockey) on the east, a photo of Ian Millar (Olympian) in the centre and a photo of Brooke and Brittany Henderson on the west. attached page 5. The fascia sign will be an unlit 6 mm aluminum composite material (ACM) panel roughly 192 ft 2 in size. The applicant/owner has obtained approval from these individuals to use the photos presented. The applicant has provided two quotations for the production and installation of both signs totaling a maximum value of $13,750.00 before applicable taxes. attached, page 7. As per Schedule A of the CIP, eligible applicants are eligible to receive a “Matching grant of up to a maximum of 50% of eligible costs or a maximum of $10,000, whichever is less, per property.” In accordance with policy, the applicant has demonstrated an eligibility to receive funding up to a maximum of $6,875.00. Staff propose the Committee review the application and consider the following: 1) Is more information needed to adequately assess the application? 2) Does the application comply with the Downtown Core Design Guidelines? 3) In the opinion of the Committee, does the application appear to be eligible for some or all requested funding?

Prior to this meeting the Committee was circulated an evaluation survey to complete. Staff will calculate the average of each evaluation section of the survey to present to the Committee at the time of application discussion. After review of the application documentation and evaluation results, should the Committee be prepared to make a decision regarding the proposal, the recommendation can be accommodated in a motion.
