THIRD MID REGIONAL COORDINATION MEETING (MID RCM/3)
(Casablanca, Morocco, 1 December 2016)
SUMMARY OF DISCUSSIONS
1. WELCOME AND ADOPTION OF THE PROVISIONAL AGENDA
1.1 The Third MID Regional Coordination Meeting (MID RCM/3) was held at the Golden Tulip
Hotel, Casablanca, Morocco, on 1 December 2016.
1.2 Nine (09) participants attended the meeting from 5 organizations AACO, ACAC, CANSO,
IATA and ICAO. The list of participants is at Attachment A to the Summary of Discussions.
1.3 The meeting was opened by Mr. Mohamed Rahma, ICAO Regional Director, Middle East
Office, who welcomed the participants to Casablanca and thanked ACAC and in particular the Director
General, Eng. Mohamed Ibrahim Sherif, for hosting the MID RCM/3 and for the warm welcome and excellent
hospitality.
1.4 Mr. Rahma underlined the importance of such event to strengthen the cooperation between
the different Organizations in the Region, facilitate coordination of civil aviation activities and avoid
duplication of efforts. He highlighted that the MID RCM meetings are of informal nature which provide a
forum to discuss any issue pertaining to civil aviation, openly and frankly and facilitates bilateral and regional
cooperation in areas of common interest, in order to improve coordination of civil aviation activities in the
Region and join efforts for the enhancement of safety, air navigation capacity and efficiency, security and
reduction of CO2 emissions.
1.5 Eng. Mohamed Ibrahim Sherif, Director General of ACAC welcomed all the participants to
Casablanca and thanked them for their attendance. He highlighted the challenges facing the Civil Aviation
Community and confirmed that the best way to face these challenges is the cooperation between all
stakeholders including the International and Regional Organizations. In this respect, Eng. Sherif emphasized
that work in isolation would lead to duplication of efforts. He stated also that a face-to-face meeting between
the concerned Organizations at least once a year is very important to facilitate and improve communication
and sharing of information, plans, etc. In this respect, he thanked ICAO for the initiative to convene the MID
RCM meetings at least once a year.
1.6 Mr. Rahma acted as the Chairperson of the meeting.
1.7 The meeting agreed to the following Agenda:
Agenda Item 1: Welcome and Adoption of the Provisional Agenda
Agenda Item 2: Update on the MID Region Organizations Priorities, Projects, Initiatives and
Activities by Strategic Objective
Agenda Item 3: Work Programmes for 2017-Cooperation towards joint organization of
Regional Civil Aviation events and avoidance of duplication of efforts
Agenda Item 4: Future Work Programme
Agenda Item 5: Any other business
2. UPDATE ON THE MID REGION ORGANIZATIONS PRIORITIES, PROJECTS, INITIATIVES AND
ACTIVITIES BY STRATEGIC OBJECTIVE
2.1 AIR NAVIGATION:
The meeting was apprised of the different Organizations’ activities related to air navigation.
There was an agreement that, in accordance with the GANP, ASBU methodology and MID
Region Air Navigation Strategy, the top priorities are: PBN, ATS routes, Civil/Military
Cooperation and Flexible Use of Airspace (FUA), Air Traffic Flow Management (ATFM) and
AIDC/OLDI.
The meeting noted that the ACAC CNS/ATM study which is considered as the phase 1 of the
ARNOP project is being finalized, where the following joint events were identified during
2017 to support the study implementation:
ACAC/ICAO joint Workshop on GNSS vulnerabilities
ACAC/ICAO/CANSO Civil/Military Workshop
Joint ACAC/ICAO ASBU Symposium for Tunisia
2.2 AVIATION SAFETY
The discussions concerned mainly MENA RSOO and SSP/SMS implementation. The meeting
recalled that the MID SST/3 meeting agreed to the following Safety Enhancement Initiatives
related to SSP and SMS:
SEI: Improve the status of implementation of State Safety Programme (SSP) and Safety
Management System (SMS) in the MID Region
Actions Champion
Conduct of Safety Management Training Courses, Symposia and
Workshops.
ICAO
Establish the MENA RSOO to support States in the expeditious
implementation of SSP.
ACAC/ICAO
Improve the status of implementation of SMS at international
aerodromes.
Egypt and Saudi Arabia
Improve the status of implementation of SMS by ANSPs (ATM). CANSO
Improve the status of implementation of SMS by air operators. IATA
Improve the status of implementation of SMS by maintenance
organizations.
IATA and Boeing
Improve the status of implementation of SMS by training
organizations (involved in flight training).
TBD
The meeting agreed that ACAC Champion the Initiative related to the implementation of SMS
by the Aviation Training Organizations (ATOs).
The following joint events were identified for 2017:
ACAC/ICAO AIG Workshop
ACAC/IATA IOSA Workshop
In addition, CANSO indicating their intention to organize a Safety Management System SMS
workshop for Middle East and ACAC regions ANSPs , furthermore, ACAC will be
organising a SMS Workshop for Aviation Training Organizations, with support from ICAO
and IATA.
2.3 AVIATION SECURITY AND FACILITATION
The meeting agreed that all Organizations should join efforts for the implementation of the
Riyadh Declaration, including the development of the Roadmap and draft AVSEC and FAL
Targets. In this respect, it was agreed that the first MID SEC/FAL Development Group
meeting be held in Cairo, 31 January – 2 February 2017. The meeting noted also that, based
on a request by UAE, ICAO HQ will organize an Aviation Cyber Security Summit in Dubai,
4-6 April 2017; and a Regional FAL Seminar, 14-16 November 2017. All participated
organisations extended the willingness to support this workshop. A telecom will be taking
place for brainstorming and to agree how to go forward in the roadmap .
2.4 ENVIRONMENT
The discussions concerned mainly the States action plan on CO2 emission reduction and
GMBM/CORSIA. The meeting agreed also that it would be good to identify and highlight the
operational improvements implemented or planned by States, ANSPs, Airlines and Airport
Operators which have positive impact on environment (contribute to the reduction of CO2
emissions).
The meeting noted that ACAC is planning to organize a Joint ACAC/ECAC States’ Action
Plan Workshop; and recommended to widen the scope of the Workshop to address other
environmental issues, in particular GMBM/CORSIA.
The active participation and support from all Organizations was encouraged.
2.5 AIR TRANSPORT
The meeting noted that the following subjects are being addressed by the ACAC Air Transport
Committee:
Air Transport economy regulation and liberalization
Taxation
Charges for Airports and Air Navigation services
Forecasting, planning and economic analysis
Passengers rights
The meeting noted that ICAO will organize an Aviation Data and Analysis Seminar in Tehran,
20-23 February 2017. The meeting agreed that a similar Seminar might be organized by
ACAC with a full support from ICAO end of 2017 or beginning of 2018.
3. WORK PROGRAMMES FOR 2017-COOPERATION TOWARDS JOINT ORGANIZATION OF REGIONAL
CIVIL AVIATION EVENTS AND AVOIDANCE OF DUPLICATION OF EFFORTS
3.1 The meeting noted that the ICAO MID Regional Office has posted on the ICAO MID website
the Tentative Schedule of Meetings, Seminars and Workshops for the year 2017. It was also underlined that
each Organization should take into consideration the other Organizations Schedule of events when finalizing
their work programmes for the year 2017, in order to avoid conflict and overlapping, especially if the target
audience is the same. The meeting also encouraged the organization of joint events as mentioned above.
4. FUTURE WORK PROGRAMME
4.1 The meeting agreed that the Fourth MID Regional Coordination Meeting (MID RCM/4) will
be tentatively planned to be held on 16 October 2017 in Muscat, Oman (back-to-back with the DGCA-MID/4
meeting).
4.2 The meeting agreed that starting from the MID RCM/4 meeting, the discussions and planning
should be related to a period of 2 years (i.e. the upcoming year and the year after).
4.3 At the end, the meeting expressed gratitude to Eng. Mohamed Ibrahim Sherif, Director
General of ACAC for hosting the meeting and for excellent hospitality and thanked all the ACAC Team who
contributed in the preparation and conduct of the meeting.
