Young Peoples Holiday Activities 2009

1. Introduction 1.1 Oxford City Council has funded the Holiday Activities for Young People since

March 2006.

1.2 The holiday activity scheme is an element of the Positive Futures Scheme, which is managed by the Active Communities Partnership Manager, within the Community Safety Team.

1.3 Six areas within Oxford, which were identified as areas of deprivation received these Holiday Activities. These areas were identified through the “Income Deprivation affecting children Index” (IDACI), a sub category of the Index of Multiple Deprivation 2007. These are Barton, Blackbird Leys, Rose Hill, Wood Farm, East Oxford and Cowley Marsh.

1.4 The area-based multi-activity sessions were tailored to the needs of the targeted age group from 5 to 19 years and were free or minimal charge at point of delivery.

1.5 In 2010-11 the scheme will expand to Littlemore.

1.6 Free activities such as swimming and the street sports sites have not been included in this report.

2. Providers & Activities 2.1 A number of providers were granted funds to provide 6 weeks of activities; 1

week during the Easter Holiday period, 4 weeks during the summer period and 1 week during the autumn, Christmas or February half term.

2.2 Providers applied for funding of activities for different age groups from 5 to 19 year olds.

2.3 Appendix 1 provides an overview of the providers and the activities they provided.

3. Performance Target 3.1 In 2009 it was agreed to incorporate the holiday activities within the Council’s

Corporate Plan. 3.2 The Council’s Performance Group agreed to set a target of 1000 young people

accessing holiday activities during the financial year 2009-10. For the year 2011-12 there is a target of a 10 per cent increase on the 2009-10 figures.

3.3 The number of individual young people accessing the holiday scheme for 2009-10 was 1035.

3.4 The general consensus from the young people who attended was extremely favourable. Appendix 2 provides some photos of the activities along with a few quotes from young people and parents.

4. Funding 4.1 The holiday activity scheme is funded through the Council’s General Fund,

and £163,300 budgeted was in 2009-10. Due to some prepayment of activities in 2008-09, and some organisations unable to provide activities during the Easter and Christmas holiday period the actual spend was £138,613.44.

4.2 The Community Safety Team manages the budget. 4.3 Chart 1 provides the average daily cost per child for each of the providers.

The average cost for the whole funding based on the average number of young people attending was £15.47 (represented by the red line on the chart).

4.4 The unit cost data is used to influence the decision making process in subsequent years.

4.5 To run a series of activities for additional neighbourhoods costs an extra £30,000 per neighbourhood.

5. Communication 5.1 To ensure maximum coverage, all providers were asked to produce their own

publicity. No information was provided to confirm whether this took place. Future monitoring forms will include a section about communicating activities within their respective areas.

5.2 Oxford City Council also produced flyers for each of the five areas incorporating the activities available. To ensure the correct take up of young people, flyers were delivered to all households the week before delivery of the

summer scheme. The flyers were delivered by a number of organisations; Street Wardens, Police Community Support Officers (PCSOs), Youth Workers and people attending the Probation Unpaid Work Scheme.

5.3 Young people attending the scheme were involved in a radio campaign by Jack FM. A number of adverts where young people and the providers spoke about their activities were aired. This initiative was funded by Oxford City Council.

5.4 Some of the activities were also advertised within “Oxfordshire Holiday Activities for Young People” that is distributed to all schools. The cost to include information within the booklet was £2000, which was more expensive than the flyers.

5.5 It is recommended that another form of advertisement within schools should be looked at for 2010.

5.6 Other media outlets were Oxford City Council’s Your Oxford, Oxford City Council’s web site and the Oxford Mail.

6. Attendance 6.1 All providers were requested to provide the name, postcode, age group,

gender and ethnicity of all young people attending theses activities. 6.2 Not all information was received. Ethnicity, postcode and age were omitted by

many of the providers. 6.3 Chart 2 provides details of attendance from each provider. Chart 3 provides

average daily attendance.

6.4 Data received from the providers highlighted some places were not taken up

during the Easter week. 6.5 To encourage maximum take up of places, it is recommended that all

providers improve communicating their scheme to the respective community. This action will be included within the project monitoring.

6.6 Map 1, on page 6 highlights the areas of Oxford where the young people who attended the holiday activities live.

6.7 There was a considerable take up from young people living in Barton, Blackbird Leys, Rose Hill and Wood Farm. East Oxford and Cowley Marsh also had a reasonable take up of young people. There were also small clusters of young people attending from other areas of Oxford.

6.8 National Statistics data shows there are 5,4691 young people aged 5 to 19 living in the areas that were targeted. As 1,035 young people from these areas attended the holiday activities, this equates to 19% (or one in five) of young people in these areas benefiting from the activities that were provided.

7.1 There was support from Oxfordshire PCT’s Smoking Cessation Officer, Evolve and Connexions who attended some sessions. No further information was supplied by the providers.

7.2 The future monitoring form will include a section on partnership working. 8. Community safety 8.1 The Community Safety Team has produced a Young People’s Needs

Assessment.2 The assessment looked at:

• Demographics of young people in Oxford, in addition to relevant domains from the Index of Multiple Deprivation 2007 and the Child Wellbeing Index 2009.

• People’s perceptions of young people, through Oxford City Council’s Talkback Survey 2009, Neighbourhood Action Group (NAG) priorities and Oxford Schools Neighbourhood Action Group Young People’s survey

• Young People as victims and offenders of crime 8.2 The report highlighted that the areas targeted by the holiday activity scheme

were the most deprived areas in Oxford. 8.3 Experience has shown that young people from surrounding localities also

attend the holiday activities. Map 1 on page 6 highlights this. The holiday activities are part of Oxford City Council’s Positive Futures Programme. This is monitored by Oxford City Council’s Community Safety Team.

Views from young people: • I liked the music and taking the pictures. I did not like activities outside on the playground.

• I enjoyed playing the football tournaments and table tennis. I would like to play pool a little bit more

• I learnt to throw a basket ball properly.

• I learnt how to spin the ball and table tennis

• I enjoyed everything

• I liked playing table tennis, playing pool and playing football. I did not like people fighting, people playing pool 3 times in a row and not sharing things when we had to go outside.

Views from parents:

• We know that the girls are well looked after at this club and it is an asset to the community. All parents are grateful for this club.

• M---- thoroughly enjoys these fun weeks. It gives her an opportunity to play with things she otherwise would have no access to, in an environment that is safe with people she likes. It makes half term a pleasure for her and for me.

• Its good value for money.

• Its great for the children to do something like this in the holiday. Thanks to all staff.

• The activities based in the hall was much better and the option of having breakfast is brilliant.
