1. ABOUT e-GOVERNANCE LEADERSHIP MEET

As part of the National eGovernance Plan, the Department of Information Technology, Government of India has proposed to provide training and exposure to various stakeholders under the Capacity Building Scheme covering all the States/ UTs. As part of this need, the “e-Governance Leadership Meet” aims to sensitize political and policy level officials on e-Governance and seek commitment in taking eGovernment projects forward in their respective state. This program will also enable the participants to understand the on-going state specific e-Government initiatives, challenges and the possible strategy to move forward.

2. ABOUT THE RAJASTHAN LEADERSHIP MEET

NISG along with Department of Information Technology and , Govt of Rajasthan has conducted a two-day Leadership Meet for the Government of RAJASTHAN, on 8-9 September, 2010, at Jaipur. In order to achieve the primary objective of the Leadership Meet, ie., to orient and spread the awareness among the political & policy level people about e-Governance and expose them to some of the good practices , the following learning events were organized,

� Experience sharing and Interactive sessions with eGov practitioners who shared their understanding of the eGov domain, NeGP and the various related projects;

� Short visual on NeGP taking the participants through a journey of transformation that e-Governance can bring among the citizens;

� Interactive group discussion exercises amongst the participants, enabling them share their observations, priorities, concerns, interest and action plan with each other.

The schedule is attached at Annexure 1. There were an inclusive gathering of 185 participants, comprised of 125 political level leaders and senior officers from various departments and domains of the state, along with around 60 officers and staff from RajCoMP, DIT&C Rajasthan and other departments. The list of participants is at Annexure -2.

3. SESSION-WISE BRIEFING OF THE MEET

SESSIONS TAKEN UP ON DAY-1 OF THE MEET

On 8th September, 2010, Leadership Meet started with a video clipping on NeGP on how Government services, enabled through technology, are coming closer to citizens. Subsequently Hon’ble Chief Minister of Rajasthan, Shri Ashok Gehlot accompanied by Hon’ble Minister IT&C Dr. Jitendra Singh and other distinguished guests, inaugurated the program through lightening of the lamp. Shri Sanjiv Mital, CEO, NISG welcomed all the participants and shared the objectives and structure of the meet.

In the inaugural session, Shri Shankar Aggarwal, Joint Secretary to GoI,presented an overview of the National e-Governance Plan (NeGP) and the Implementation Challenges thereon, in the applicability of the Plan through out the country. Detailing the vision and mission of NeGP, Shri .Aggarwal emphasized on the importance of the strategies and challenges behind the designing of the National e-Governance Plan, its status as on date and the various Mission Mode Projects conceptualized under this Plan. He further explained the Implementation Framework, Core Infrastructure, Standards, Awareness & Communication Strategies for the implementation of this nation-wide programme. Shri Aggarwal shared that about 40-50% of the population in the country is deprived of quality government services. He stressed upon the need to bring in the effectiveness and efficiency in the services provided to the citizens by the government, thereby improving the lifestyle of the citizens. He further mentioned that the government at Central level is keen on providing quality services to citizens in the country and has come up with NeGP to provide required assistance to the states.

Shri R.S. Sharma, DG, Unique Identification Authority of India, detailed the background and the processes involved in the creations of a Unique Identification Number for every Resident of India. Shri Sharma deliberated on the vision and mandate behind the conceptualization and creation of the UID, the features and benefits of UID (AADHAAR). He cited some ground reality examples to specify the importance of having a unique identity for every resident especially to ensure proper targeting and tracking of the beneficiaries of various government assistance programs. He also updated the audience on the current status of the UID.

Shri S Ahmad, Chief Secretary, Government of Rajasthan, referring to the Information Technology infrastructure that is being developed in the state, emphasized on the need to utilize it to the fullest extent to increase the efficiency of Government system and enable the government services reach the common masses.

Dr. Jitendra Singh, Hon’ble Minister – IT&C, urged all his cabinet colleagues and the officials to actively participate in the Meet. The hon’ble minister said that the governments are encouraging IT in every state and the results are quite visible in education, health, PDS and other fields. He reiterated that the State Government is committed to provide good governance that can be enabled through IT and the respective administration should take all steps possible to realize this vision.

Shri Ashok Gehlot, Hon’ble Chief Minister of Rajasthan, participated in most of the sessions on the first day of the Meet. In the inaugural address,Hon’ble CM explicitly put across the essence of e-Governance. He emphasized that the true benefits of ICT revolution can be realized only if it can reach and benefit the rural masses. He underlined that though a lot of efforts in this direction have already been taken in Rajasthan, there is a lot more that can be done and respective departments have to come forward and take the ownership for this. He further underlined the need of change in mindset of the officials at the administrative levels in the government. The Hon’ble CM put across that e-Governance will lead to an accountable, transparent and sensitive administration which will bring down corruption to a large extent. He insisted upon the institutional change and departmental ownership that is needed to be brought in at all the levels in order to enable the ICT services reach the common man to help them lead better lifestyle. He further informed the audience that the government has made a provision to earmark 3 percent of their plan allocation on e-Governance and the budgetary allocation of this head can even be increased, if need be. He thanked DIT-GoI and NISG for taking up such an innovative programme and hoped all the participants shall equally benefit through it. He urged the employees up to ground level to be trained further for better implementation of e-Governance.

Prof. Subhash Bhatnagar, from IIM, Ahmedabad and Advisor to NISG, shared the results of impact assessment of various e-Governance initiatives in land records, property registration, transport – registration and driving licenses in various states. The report is derived from an independent assessment done by renowned Market Research firms under the guidance of IIM- A. During his presentation he covered (i) Significance of Impact Assessment; (ii) Measurement of Impact on the Users; (iii) Sampling Methodology; and (iv) Challenges. Describing on how the study was conducted in various states to find out the extent to which a common man is benefited from revolutionary system of ICT in

the government processes, he elucidated the various findings with comparative data on Number of trips a citizen has to make for the service, Average waiting time in each trip, Total time elapsed in availing service, overall experience of citizen with computerized and manual system etc.

He appraised the success of e-Governance through which the single-window system has been made possible. He further pointed the differences in citizen experiences across the states and underlined the fact that though computerization has helped improve the citizen service delivery, the full potential has yet to be achieved.

Shri Rajeev Chawla, Managing Director, MarkFed & ex-Secretary, e-Governance, Government of Karnataka shared his experiences on the “Role of Leadership in bringing e-Governance to the Masses”. Shri Chawla, one of the initial members to embrace e-Governance in India and the state of Karnataka, emphasized that 70% of the population of India is comprised of village folk who otherwise have limited access to Government. He mentioned that it is only imperative to replace the manual system with a transparent and efficient system, thereby reducing the corruption that tends to benefit the common user in the end. He urged the leaders to embrace e-Governance in such a way so that the common man is the utmost beneficiary of the system. He also quoted the examples of leakages in the civil supplies through fake ration cards and e-Procurement initiative in Karnataka, where e-Governance has helped plugging the leakages.

He further detailed the Land Record Management System (Bhoomi Project), implemented successfully in Karnataka and how the legal and process reforms such as mandating a computerized record in place of a hand-written one helped in successful implementation of ‘Bhoomi’. He explained how the farmer and the common man are benefited through the computerization of the land records.

Shri Piyush Gupta, Sr. General Manager, NISG in his presentation on “Critical Success Factors for e-Gov Projects” highlighted the need for transformation of governance in the country and underlined the importance of meticulous project planning and management of the e-Governance projects. He stressed upon the need of sufficient time and focus of top level leadership during planning phase and an effective institutional mechanism for implementation to improve upon the success rate of any e-Gov project. He detailed on the process, people, technology and resources that form the four pillars of e-Government.

He emphasized the importance of internal capacity building of government officers directly involved in e-Governance projects and training needs at different levels and stages of e-Governance projects and further explained the approach of specialized training programs that are being conceptualized by NISG as part of the NeGP capacity building scheme. He also shared the information on eGPX (e-Governance Program for Executives) which has been taken up by NISG,

supported by DIT GoI with a long-term vision to build capacities of the executives in the e-Governance domain.

Smt. Vineeta Dixit, Principal Consultant, NeGD, DIT-GoI in her interaction with the participants, stressed on the importance of Awareness & Communication Strategy for NeGP. Through a brief presentation, Smt. Dixit shared the seven laws of Communication as indicated by Prof. Osmo A. Wiio, a communications expert, to relate on the importance of communications in the implementation of the NeGP and the challenges therein. She further explained the Target Groups and the campaign objectives of the Plan.

Post these sessions, all the participants were divided into four groups to have focused deliberations in the area of – (1) Revenue and Registration & Stamps, (2) Public Distribution System, (3) Rural Development & Panchayati Raj and (4) Urban Development & Housing. The four groups deliberated on various aspects within their respective group members. Each group was chaired by the Honb’le Ministers from the respective and related departments of Rajasthan

and involved other senior officers. The discussions were focused to list the following:

� Long term Vision, major Objectives of e-Gov initiatives in the respective sector

� Suggested Implementation Strategy and key Challenges in implementing these project in the respective Department

� Phases / Milestone and broad timelines of implementation.

The discussions prolonged even beyond the evening and participants have enthusiastically presented their recommendations and conclusions on the second day of the Leadership Meet. The presentation on deliberations and group recommendations were submitted post-discussion on day 2.

SESSIONS TAKEN UP ON DAY-2 OF THE MEET

With the enthusiasm and keenness of day one, the second day (9th September, 2010) of the Leadership Meet started with a brief presentation by Dr. Rajendra Kumar, Director (Projects), NeGD, DIT-GoI on theNational Population Register. This project aims at creating a comprehensive database of all residents in India with UID numbers.

The project timelines and background was also shared. He further detailed the roles and responsibilities of different functional group involved in National Population Register project.

The second session was delivered by Shri. V. Siva Subramanian, Director (Strategic Planning) NeGD, DIT-GoI on the conceptualization and implementation of Common Service Centers & Special Purpose Vehicle. While briefing the participants on the intended objectives of various Mission Mode Projects and the infrastructure designed to support the implementation of the Plan, Shri Subramanian shared the Implementation Structure and detailed about the stakeholders for setting up of the Common Service Centers, which are deemed to be the front-end delivery points for Government, Private and social sector services to rural citizens. He explained about the concept and need of the Special Purpose Vehicle setup to facilitate the implementation management and more important, for ensuring the sustenance of the Common Service Centers. He also shared how this initiative could help the CSC in increasing their revenue share.

Shri Bhushan Mohan, Principal Consultant, NeGD, DIT-GoI, in his session on Strategic Control, discussed about outsourcing of the implementation of e-Governance projects in the country and further discussed the way e-Governance projects are being outsourced. He enumerated the call for strategic control of the outsourced e-Governance projects, the reason and benefits behind doing so.

He further emphasized the primary requirement set forth in the conceptualization and implementation of various e-Governance projects and the governance structure to ensure the strategic control over the said projects. He mentioned the necessity of setting up the Project e-Mission teams at the Central and State levels. He deliberated on the roles and responsibilities of these teams and the mechanism involved in ensuring a strategic control over the projects which are outsourced.

Shri. Srinath Chakravarthy, Vice President, NISG in his session on “Select e-Governance project Initiatives / MMPs - Public Distribution System (PDS), and e- Municipalities (Under JnNRUM), brought out the learning’s from other states and shared the on-going central implementation approach of the respective central line Ministry / Department.

He briefed on the inherent procedures involved in the Public Distribution System and step-wise e-Governance involved in the process of delivering the food supplies to the Fair Price Shops and ultimately to the end-user, the common man. He discussed on the challenges, key problem areas in the implementation processes like the finance, licensing and regulation and Grievance Redressal functions in the supply chain. He cited the examples and good practices from the states like Andhra Pradesh, Chhattisgarh, Bihar, Tamilnadu, Madhya Pradesh and

others, wherein ICT is being used to a great extent, in achieving a transparent and beneficiary distribution system for the citizens.

He further shared some of the best practices of e-Municipalities project like the Online Institutional Registration of Births & Deaths in Municipal Corporation of Delhi, GPS based Solid Waste Management System by Pimpri- Chinchwad Municipality in Maharashtra, Grievance Redressal system by Surat Municipality in Gujarat and others. He indicated the cities where e-Municipality MMP under NeGP is being implemented under JNNURM.

He also shared the list of identified services for e-Governance under e Municipalities and different service levels of the project.

The next session focused on the group recommendations on the topic given to them on 8th September, 2010. All the groups in general, have recommended the need for process reforms and institutional changes through improved and enhanced capacity building at the departmental level.

The Group 1 on Revenue, Registration & Stamps shared the vision to “Make real time updated land records available to the citizens in a cost effective manner at the Panchayat Level on a self sustainable model”. The key group recommendations includes Comprehensive electronic mutation tracking, real time updating system at tehsil level and integration of registration and land records to ensure the credibility and updated information available.

Group 2 (PDS) members recommended evaluating the possibility and feasibility to use Smart Cards in place of the manual Ration Cards being used currently. Another recommendation of the group was to link the PDS to UID in the backend and erase any redundant duplication therein.

The Group 3, that discussed the issues and challenges in the implementation of e-Governance in the Rural Development & Panchayati Raj sector and have recommended on setting up of online kiosks or linking to the CSCs and make sure that all the information and forms, to avail the benefits of different Government schemes & assistance programs, are available at the kiosks round the clock.

Group 4 had deliberations on the Urban Development & Housing sector, wherein the Group felt that a strong felt need to use ICT efficiently in Urban Local Bodies delivery process such that citizen can access municipal service ANYTIME,

ANYWHERE. The group further recommended that Integration of UITs/JDA/RHB with ULB through online services be made thereby making the Websites more interactive and dynamic. They also felt the need for implementing kiosks on a PPP basis.

The summary of group presentations with a brief of the discussed points and the recommendations are excerpted put forth at Annexure – 3 with this report.

In the concluding session, Shri Sanjiv Mital, CEO of NISG summed-up the learning’s out of the 2-days spent in the Meet along with recommendations of the groups in a bird’s eye view. He praised the efforts of IT&C Department, Rajasthan and Rajcomp to make e-Gov related infrastructure facility and implementation support framework available in Rajasthan. He quoted the cumulative remarks from the participants indicated that a large focus is needs to be put in on the change of the processes and mindset of the implementers of e-Governance. Also need has been felt among the participants for conducting regular workshops as the current one at department level also. He mentioned various points like regular monitoring of the projects, strengthening SeMT and PeMT focus, conducting Assessment Study etc. that need to be followed and utilized further for institutional strengthening.

He further introduced methodology in place to address the Capacity Building needs for e-Gov in the country. He mentioned in brief on the current CB initiatives made available by NISG like the eGPX and STeP programs and other customized programs that can be thought on the basis of need felt at various levels. A summary of recommendation is at annexure 4.

The meet concluded with the closure address of the Hon’ble Minister, IT & C, Dr Jitendra Singh. He appreciated the focused participation of all the participants and praised the thoughtful recommendations made by the groups. He urged all his cabinet colleagues and the officials to take forward e-Gov initiatives in there respective departments and assure full technical support and facilitation by State IT department where ever required. He once again reiterated the vision put forth by Hon’ble CM that the true sense of e-Gov is in reaching the doorstep of the people in villages.

Hon’ble minister also presented awards to four of the vibrant officers from the State Government for “Exemplary Leadership and ICT Achievements in e-Governance” recognizing contribution made by these officers in bringing e-Gov to their respective area of work and to encourage others also to take the lead. The workshop finally concluded with a vote of thanks by Sri Sanjay Malhotra, Secretary IT & C Government of Rajasthan.

Key Points and suggestions of feedback

1. Most of the participants reckoned that all the states and department-level staff have to be oriented and trained on e-Governance on an overall perspective so that e-Governance can be a powerful tool for Government to directly reach the citizens. In their words - ‘The program was very-very useful and I suggest that it should be conducted frequently in all the states.

2. Most of the participants shared their thoughts on - Switching over to paperless working, use of more e-mails, online tendering and felt these should be made compulsory in all departments say within 3 months.

3. Participants shared that they are looking forward to do the following in their state going forward: Making the organizational structure to understand the benefits of e-Governance. The management levels are to be

involved so that information is made available online so as to facilitate taking decisions as quickly as possible to avoid any pitfalls before it is too late for taking corrective steps”.

4. Most of the participants underlined the need to initiate advocacy in training programs and capacity building of the departments at the state and national level, on e-Governance. “IT resource to be part of each organization. Capacity of organizations to take decisions on BPR & ERP needs to be built up. This needs to be emphasized.”

5. Many of them agreed that this meeting facilitated new learning from real experiences and helped in building confidence in the initiative at working on the Cross-sectoral functions of the departments.

6. They further felt that an in-depth focus might be put on the following:

o successful e-Project experience

o E-waste Management

o How to exploit IT hardware and software tools

7. Participants felt that the sessions on projects like – TPDS, Bhoomi, Municipalities was very informative and success stories really helped them in planning newer initiatives in their respective departments.

8. Participation of the members in Group discussions and the enthusiasm shown by them in show-casing their recommendations was quite encouraging and the knowledge sharing in the Meet was quite visible.

As part of the program schedule, on the first day of the Leadership Meet conducted for the political and policy level participants of Government of Rajasthan, the participants have been categorized into 4 groups to conduct deliberations on focused sectors. Key Recommendations from NISG

Recommendation 1: Change of Mindset

1. Realize importance of e-Governance in brining about better service and efficiency in Government processes

2. Have more such meets and workshops at department level

Recommendation 2: Institutional Strengthening

1. Various projects need to be monitored regularly by the Empowered Committee.

2. SeMT (State e-Governance Mission Team) has been established. Various departments should take advantage of them for advisory services.

3. Department ownership of e-Gov projects: Should have a strong PeMT within the department with dedicated senior officers at addl. Director / equivalent level

4. Impact Study: An assessment study to be carried out to take mid-course corrections, if needed, and to learn for future projects. Already around 30 projects are going on in Rajasthan.

Recommendation 3: Capacity Building

1. Identify young employees with 5-10 years experience from line departments for a one year eGPX course.

2. Computer Literacy – All existing staff should be trained on computer usage and internet etc., At least people with significant service left. Promotions and increments could be linked to this.

3. For new recruits, this could be added as a minimum qualification criteria

4. STeP training for specific skill enhancement

5. Ensure continuity of e-Gov team for sufficient time

Recommendation 4: Service Delivery

1. Strengthen CSC network for delivering service as one stop shop and at citizen door step. Have more services to make them viable.

2. Evaluate a SPV to look at their concerns
