Cyber (U) TSA to Impose Cybersecurity Mandates by Year End (U) The Transportation Security Administration will impose new cybersecurity mandates on the railroad and airline industries, including reporting requirements as part of a department effort to force compliance. The Transportation Security Administration will impose new cybersecurity mandates on the railroad and airline industries, including reporting requirements as part of a department effort to force compliance in the wake of high-profile cyberattacks on critical industries, Homeland Security Secretary Alejandro Mayorkas announced Wednesday. DHS is moving to require more companies in critical transportation industries to meet a cybersecurity baseline, chipping away at voluntary cybersecurity incident reporting. As part of a forthcoming “security directive,” TSA will require higher-risk railroad and rail transit entities to report cyber incidents to the federal government, identify cybersecurity point persons and put together contingency and recovery plan in case they become victims of cyberattacks. Ohio (U) Largest human trafficking sting in Ohio highlights changes to state law (U) A recent statewide human trafficking sting operation highlighted the latest change in Ohio law, and how police are apprehending not just those tied to the sale of sex, but those who buy as well. The sting comes after House Bill 431 went into effect this year. Part of the new law is meant to help reduce the demand for sex workers and details how those who purchase sex face a first degree misdemeanor and fine up to $1,500. The new law also requires those convicted to undergo human trafficking education. Infrastructure (U) CISA Releases New Cyber Reporting Guidance for Chemical Facilities (U) CISA has released a new webpage and fact sheet—CFATS: Reporting Cyber Incidents—to help high-risk chemical facilities identify critical cyber systems and know how and when to report significant cyber incidents under Risk-Based Performance Standard (RBPS) 8 – Cyber and RBPS 15 – Reporting of Significant Security Incidents. Once a cyber-incident has been detected and response measures in the facility’s security plan have been initiated, high-risk facilities are required to report significant cyber incidents to CISA via CISA Central ([email protected]) in accordance with their Site Security Plan (SSP) or Alternative Security Program (ASP). When contacting CISA Central, facilities should indicate they are “critical infrastructure” and within the Chemical Sector. (U) A U.S. Navy nuclear engineer and his wife have been charged with selling secret information about nuclear submarines to an undercover FBI agent who posed as an operative for a foreign country, the Justice Department said on Sunday. Jonathan ToebbeUSPER and his wife, Diana Toebbe,USPER were arrested on Saturday in West Virginia and charged with violating the Atomic Energy Act, the Justice Department said in a statement. They are scheduled to appear in a West Virginia federal court on Tuesday. Toebbe, 42, a Navy nuclear engineer with top secret security clearance, sent a package of restricted data to an unidentified country in 2020 and later began selling secrets for tens of thousands of dollars in cryptocurrency to an undercover FBI agent posing as a foreign official, the Justice Department said. Transnational (U) China says it carried out beach landing drills in province opposite Taiwan (U) China's military said on Monday it had carried out beach landing and assault drills in the province directly across the sea from Taiwan, though it did not link the exercises to current tensions with Taipei. Democratically ruled Taiwan, claimed by China as its own territory, has complained of stepped-up military and political pressure from Beijing to force it to accept Chinese rule, including massed air force incursions into Taiwan's air defense identification zone. The official People's Liberation Army Daily newspaper, in a brief report said the drills had been carried out "in recent days" in the southern part of Fujian province. The action had involved "shock" troops, sappers and boat specialists, the Chinese military newspaper added. The suspect was charged with preparation and instigation of an act of terrorism. (U) 11 October 1996 – U.S.: Seven men with a local anti-government paramilitary group were arrested on charges of plotting to blow up the Criminal Justice Information Services Division complex. (U) 14 October 2016 – U.S.: FBI arrested three men, claiming allegiance to a far-right nationalist group called “The Crusaders”, in Garden City, Kansas, for plotting to use explosives to kill an estimated 120 persons at an apartment complex inhabited by Somali immigrants. (U) 15 October 2009 – U.S.: Colleen LaRoseUSPER, aka “Jihad Jane”, was arrested and charged with conspiracy to support foreign terrorists and conspiracy to kill in a foreign country. LaRose recruited men and women on the internet to wage violent jihad and accepted a direct order to murder a Swedish cartoonist. (U) 16 October 2020 – France: Abdoullakh Abouyezidovitch Anzorov, 18, a Chechen born in Moscow, Russia, allegedly used a knife to decapitate a 47-year-old teacher at a middle school in Conflans-Sainte-Honorine, a Paris suburb, before being shot and killed by responding law enforcement; attacker was allegedly motivated by extremist messaging and reportedly targeted the victim for showing caricatures of the Prophet Muhammad in his classroom. (U) 16 October 2019 – U.K.: Safiyya Amira Shaikh, 36, of Hayes, West London, was arrested after he reportedly pledged allegiance to ISIS and collaborated with a bomb maker online to carry out an attack at St. Paul’s Cathedral and a central London Hotel. (U) 16 – 28 October 1962 – Cuba: Cuban Missile Crisis (confrontation between U.S. and Soviet Union) (U) 17 October 2018 – U.S.: Ashraf Al-SafooUSPER, 34, of Chicago, Illinois, was arrested for conspiring to provide material support or resources to ISIS. Al-Safoo was linked to the Khattab Media Foundation, an internet-based organization dedicated to the creation and widespread dissemination of ISIS propaganda. (U) 17 October 2018 – Russia: Vladislav Roslyakov, 18, entered Kerch Polytechnic college in Crimea, detonated an explosive device in the cafeteria, and shot students/faculty. Twenty people were killed and 70 were wounded. The attacker died from a self-inflicted gunshot wound. (U) 17 October 2012 – U.S.: Quazi Mohammad Rezwanul Ahsan Nafis, of Bangladesh, was arrested by the FBI after he allegedly attempted to detonate what he believed to be a 1,000-pound bomb at the New York Federal Reserve Bank in Manhattan. Nafis was charged with attempting to use a weapon of mass destruction and attempting to provide material support to al-Qaeda.
