Meeting Summary

• The objective of this meeting was to build a relationship between Queensland and the Singapore Economic Development Board (EDB) and learn best practice from one of the world’s leading investment attraction agencies.

• I acknowledged EDB’s role as the primary agency in attracting foreign investment into Singapore, recognising they are one of the leading investment attraction agencies in the world and acknowledged Singapore as a leader in innovation and entrepreneurship policy in the Asia Pacific region.

• Existing investment by Singapore companies in Queensland was noted, especially in energy and infrastructure. This included SilverNeedle Hospitality, Stamford Hotels and Resorts, Hotel Grand Central Group, Energy Market Authority of Singapore and LionGold Corp.

• The EDB outlined their role as a thought leader in consumer insights in the ASEAN region, their connection to the regional market and access to ASEAN nations.

• Potential opportunities for Singaporean companies to base their Australian operations in Queensland were discussed, as were opportunities for Queensland companies to partner with Singapore-based companies to pursue opportunities in the ASEAN region. The potential for Queensland suppliers to use Singapore as a hub for the distribution of their products in Asia was noted and is being followed-up by Trade & Investment Queensland.

• EDB encouraged Queensland to work more closely with IE Singapore and the EDB in regard to trade, investment, science, innovation and entrepreneurship.

• I invited Mr Koh to visit Queensland with a business delegation to meet with Queensland organisations and look at potential partnership or investment opportunities. A tailored program suitable to their interests was offered, including assistance from Trade & Investment Queensland.

Event Summary

• QTC’s Fixed Income Distribution Group of 14 global and domestic banks act as intermediaries in the global distribution of QTC’s bonds to institutional investors.

• This event enabled these banks to be kept informed on economic and fiscal developments in Queensland and QTC’s borrowing requirements.

• The principal objective of the event was to provide attendees with updates and the opportunity to pose questions and seek clarification on relevant issues.

• During my keynote address, I provided an update on the state’s economic position and outlook.

• I also updated attendees on the State’s fiscal position and debt reduction strategy.

• The objective of this event was to promote Queensland as an investment destination and source of business partners to leading businesses in Singapore and encourage guests to visit Queensland to explore potential investment or partnership opportunities.

• I delivered the keynote address on the strength of Queensland’s economy, opportunities for investment and my vision for Queensland beyond 2015 to approximately 70 guests from multinational and Singaporean companies, including companies with existing business interests in Queensland. I also took questions from the floor following conclusion of the presentations.

• In my speech, I outlined that investment offerings for Singaporean investors include agribusiness projects such as organic beef and lamb production, new urban precinct development projects and a future pipeline of infrastructure projects.

• Guests included major international property development and infrastructure companies, some of whom have existing investments in Queensland or Australia. Major Australian and international service providers based in Singapore, such as banks, accounting and legal firms, accompanied by key clients who are interested in Queensland.

• The MC for the lunch was Andrew Tulloch, CEO of Trade & Investment Queensland, and the Australian Deputy High Commissioner to Singapore, Adrian Lochrin made the closing remarks.

• Mr Sunny Verghese, Co-founder, Group Managing Director and Chief Executive Officer of OLAM International Limited, a multinational company based in Singapore with a focus on agricultural commodities, made a short speech on the company’s experience investing in Queensland.

Meeting Summary

• The objective of this meeting was to build on the government and bilateral ties between Queensland and the Republic of Singapore following my discussions with the Deputy Prime Minister during his attendance at the 2014 G20 Finance Ministers meetings in Brisbane and Cairns.

• I acknowledged Singapore’s importance to Australia, and Queensland, in terms of investment as the fifth largest investor in Australia with approximately $25.18 billion worth of investments in 2013. This was an increase of 5.3% from the previous year.

• The complementary and multi-dimensional nature of the Queensland-Singapore relationship was noted, especially in regard to defence, education and investment. Queensland was seen as reliable and predictable in terms of investment returns, which is an important consideration for Singaporean investors.

• We discussed the education link between Singapore and Queensland, which has remained strong with a consistent number of Singaporean students studying in Queensland over the past four years. To increase their productivity levels, Singapore is interested in vocational training, especially in regard to trade-related training. I offered to provide an overview on Queensland’s capabilities in this type of training.

• I invited the Singapore Government to lead a business delegation to Queensland to explore bilateral opportunities in trade, investment, science and innovation.

Event Summary

• The opening of the Trade & Investment Queensland Representative Office (TIQRO) demonstrated the Queensland Government’s commitment to Indonesia and the wider ASEAN region. The office will assist in facilitating trade and investment opportunities and confirms that Queensland is open for business.

• At the office opening, I highlighted Queensland’s trade and investment links with Indonesia and promoted the long-term relationship between Queensland and Indonesia. Indonesia’s Ambassador to Australia, His Excellency Mr Nadjib Riphat Kesoema, provided a short speech during the opening, as did Australia’s Ambassador to Indonesia, His Excellency Mr Greg Moriarty.

• Following the ceremonial opening of the office, I had a short tour of the office before proceeding to Level 25 to be interviewed by local media. After the interviews I joined the business delegates for morning tea and cutting of the traditional Tumpeng.

• Business delegates were invited to inspect the office and invited to use both it and Trade & Investment Queensland local staff when in Indonesia.

Queensland-Indonesia Infrastructure and Development Partnership Lunch Roundtable Date: Tuesday, 9 December 2014

Event Summary • At this lunch roundtable, I promoted Queensland as a leader in the planning and

innovative development of infrastructure solutions to the Government of Indonesia represented by the Head of Fiscal Policy Agency, Mr Andin Hadiyanto. I demonstrated support for the Queensland firms managing the Indonesian Infrastructure Initiative and commended the Indonesian

Government on its plans for developing and modernising infrastructure across the country as a means of stimulating growth.

• Mr Hadiyanto visited Queensland as part of G20 meetings in November 2014. I invited him to return to Queensland in 2015 and offered the services of Trade & Investment Queensland in arranging a program of meetings and site visits focused on infrastructure development and funding, including the management of water infrastructure and water pricing.

• This lunch enabled me to convey to the Government of Indonesia and key Indonesian stakeholders in the infrastructure sector the Queensland Government’s willingness to work with the Indonesian Government and private sector to deliver initiatives as part of its ambitious infrastructure program. This lunch and the message conveyed was a vital first stage in a five year project for Queensland companies to increase exports of services to the Indonesian infrastructure sector.

Meeting with Indonesian Minister for Trade Date: Tuesday, 9 December 2014

Meeting Summary

• The objective of this meeting was to strengthen the relationship between Queensland and Indonesia at the highest level and encourage increased two-way trade and investment.

• I congratulated His Excellency on his appointment as Minister for Trade and confirmed Queensland’s commitment to further strengthening its relationship with Indonesia. I noted the Minister’s acknowledgement of Australia as an important partner for Indonesia, which Queensland also recognises through the opening of the Trade & Investment Queensland Representative Office during my visit to Jakarta.

• It was noted this was my second visit to Indonesia in 18 months and that I was the second Queensland Minister to visit Indonesia this year, following the visit to Jakarta and Semarang by the Minister for Education, Training and Employment in October.

• The Minister was presented an invitation to attend Beef Australia 2015 in Rockhampton and he is very interested in attending. I offered the services of Trade & Investment Queensland to arrange a program of meetings and site visits in conjunction with his attendance at this event.

• The Minister provided an overview on the new Indonesian Government’s objectives for beef self-sufficiency and we discussed how Queensland could collaborate with the Indonesian Government and private sector to achieve this.

The Indonesian Government is strategically using trade policy to create jobs that will help lift Indonesia out of poverty and enable the country to be self-sufficient in agricultural products and raw materials.

• I sought the Minister’s advice on how Queensland should encourage more students to choose the state as an education destination. I explained that my accompanying education and training delegation consisted of education and training providers that were committed to the Indonesian market and were actively seeking Indonesian partners for future collaboration.

Event Summary

• The objective of this reception was to confirm Queensland’s commitment to doing business with Indonesia through the official opening of the Trade & Investment Queensland Representative Office (TIQRO) in Jakarta.

• I addressed guests at the reception followed by a response from an Indonesian representative. Indonesia’s Ambassador to Australia, His Excellency Mr Nadjib Riphat Kesoema, provided a short speech at the reception, as did Australia’s Ambassador to Indonesia, His Excellency Mr Greg Moriarty.

• Approximately 120 guests attended the reception including government representatives, Indonesian and multinational companies doing business in Queensland, and Queensland companies doing business in Indonesia from a range of sectors including mining equipment, technology and services (METS), education, training, food and agribusiness.

• I acknowledged the existing business-to-business relationships between Queensland and Indonesia and highlighted four recent examples:

• Careers Australia, one of Queensland’s largest private vocational education providers is opening a vocational school with an Indonesian partner in Jakarta to deliver hospitality and nursing courses beginning in January 2015.

• Tourism and Events Queensland (TEQ) was the first Australian tourism organisation to base an officer in Indonesia. Ms Tjao Su Yen was appointed as Trade Marketing Manager on 1 July 2014 and is based in the TIQRO in Jakarta.

• In March 2014, the Vice Chancellor of The University of Queensland (UQ) opened the UQ Indonesia office in Jakarta in recognition of the strategic importance of Indonesia. The UQ Indonesia office is located adjacent to the TIQRO. UQ has enjoyed strong bilateral relations with Indonesia since the 1950s through the Colombo Plan.

• BEC Feed Solutions officially opened a subsidiary office in Jakarta, PT BEC Feed Solutions Indonesia, in June 2014.

• Guests were encouraged to look to Queensland for expertise in METS, education, training, food and agribusiness, and to utilise the services of the TIQRO in Jakarta.

• The reception was hosted by the Australian Deputy Ambassador at his residence as the Ambassador was in the process of departing his residence at the end of his posting.

Official Opening of the Beef & Live Cattle and International Education & Training Roundtables, Jakarta Date: Wednesday, 10 December 2014

Event Summary

• At this event, I delivered an opening speech to an audience of key representatives from the beef, live cattle, and education and training sectors in Indonesia and promoted Queensland’s capabilities in these sectors.

• Attendees and delegates then broke into three separate workshops: one each for higher education, vocational education and training, and beef and live cattle.

• The objective of the workshops was to provide an opportunity for Queensland delegates to promote their capabilities, share information and interact with their Indonesian counterparts. In addition, one-on-one meetings were arranged to enable delegates to explore potential collaboration with their Indonesian counterparts.

• The focus of the education workshop was to attract students to Queensland, promote transnational education, encourage research collaborations, and raise the profile of Queensland education providers in Jakarta.

• This meeting enabled Bank Indonesia to be kept informed on economic and fiscal developments in Queensland and QTC’s borrowing requirements.

• I provided Bank Indonesia with an update on the state’s economic position and outlook, as well as the debt reduction strategy.

Taste of Queensland Beef Luncheon Date: Wednesday, 10 December 2014

Event Summary

• The objective of this luncheon was to support the beef and live cattle industry delegates as they networked with their Indonesian clients and partners following the industry capability roundtable and to encourage attendance at Beef Australia 2015 in Rockhampton in May 2015.

• I delivered a speech to approximately 100 guests including Indonesian beef and live cattle importers, food service industry and retail buyers in addition to the business delegates and roundtable attendees.

• It was conveyed that the Queensland beef and live cattle industry was ready to partner with Indonesian businesses to help Indonesia work towards its food security goals.

• Mr Blair Angus, Director of Signature Beef, one of the food and agribusiness delegates on this mission and Chairman of Beef Australia 2015, delivered a speech to promote Beef Australia 2015.

• Queensland beef was served at this luncheon. The Shangri-La hotel selected OBE Beef. Ms Diedre Lander, Board Director from OBE Beef was one of the food and agribusiness delegates on this mission.

• The lunch was co-sponsored by the National Australia Bank and their representative made a speech.

Official Opening of the International Education and Training Roundtable, Semarang Date: Thursday, 11 December 2014

Event Summary

• The objective of my involvement in the Roundtable was to address key representatives from the education and training sectors in Central Java and promote Queensland’s international education and training capabilities.

• I delivered an opening speech to an audience from the higher education and the vocational education and training sectors.

• Under the Queensland-Central Java Sister State Agreement there is an Action Plan focused on education and training. Continuing collaboration under this Agreement is a priority for both states, especially in regard to improving the skills of their teachers, train-the-trainer and school administration.

• After the opening speeches, I departed for my next appointment. The delegates broke into two separate workshops: one each for higher education and vocational education.

• The objective of the workshops was to provide a forum for Queensland delegates to share information and interact with their Indonesian counterparts. In addition, one-on-one meetings were arranged to enable delegates to explore potential collaboration with their Indonesian counterparts. It was also an excellent forum for the business delegates to profile and promote their capabilities to their Central Java counterparts.

• The focus of the workshop was to attract students to Queensland, promote transnational education, encourage research collaborations, and raise the profile of Queensland education providers in this city.

Education Office Meeting Summary

• The meeting confirmed the importance of the Sister State relationship, promoted Queensland as a leader in international education and training, and facilitated discussion on the development and implementation of activities under the Memorandum of Understanding that underpins the Sister State agreement.

• During the meeting the Governor and I acknowledged that both regions are prone to natural disasters, such as cyclones, floods, and for Central Java, earthquakes. I invited the Governor to send a senior representative of the Central Java Government who is responsible for disaster and emergency management to Queensland to learn from our world class expertise in managing disasters and emergencies. I suggested the visit takes place to coincide with the Australia and New Zealand Disaster and Emergency Conference at the Gold Coast from 4-5 May 2015.

• The QUT Centre for Emergency and Disaster Management, in partnership with Trade and Investment Queensland, has offered to coordinate a 2-3 day program for the Central Java official, providing an overview of Queensland’s capabilities, the Queensland Government’s Whyte Island Urban Search and Rescue facilities and the Queensland Emergency Operations Centre.

• I reiterated my earlier invitation to the Governor to attend Beef 2015 highlighting that a visit to Beef 2015 would be an ideal opportunity for the Governor to see Queensland’s capabilities and industry expertise.

• Following this meeting with the Governor hosted a lunch reception for me and my business delegation with approximately 50 guests attending the reception.

• During the reception, I formally presented the Queensland Government’s $30,000 donation of books and computer equipment to Central Java schools, represented by a gift of books to the Governor. I also presented a certificate to the recipient of the Education Queensland International (EQI) scholarship.

• Following a series of natural disasters throughout the region, the donation of $30,000 was announced earlier this year under auspices of the Sister State Agreement to assist in the recovery. The Central Java Government recommended the funds be provided in the form of educational books and equipment.

• The Queensland Minister for Education, Training and Employment visited Semarang from 15-16 October 2014. During his visit, Minister Langbroek announced an EQI scholarship worth up to $5,000 for a student from the Central Java Province to study at an EQI school for two weeks in 2015.

• It was also highlighted that education and training was an important area of collaboration between Queensland and Central Java and one where we were building stronger relationships for mutual benefit. I encouraged ongoing collaboration between Central Java and Queensland education institutions.

Meeting with the Central Java Provincial Department of Livestock and Animal Health Date: Thursday, 11 December 2014

Meeting Summary

• The objective of this meeting was to learn more about Central Java’s livestock breeding program and to encourage the head of the Department to lead a business delegation to attend Beef Australia 2015.

• The meeting gave me an appreciation of the challenges Central Java faces in developing its livestock through small farming operations.

• It was mentioned that the Queensland Government is investing heavily in a wide range of agricultural research programs – of which some may be of relevance to Central Java and provide an opportunity for knowledge sharing. Examples suggested include beef probiotics, controlling livestock parasites with fungi and improving productivity and quality in cereals, pulses and oilseeds, fodder, fibre and specialty crops to meet market demands and add value to products.

• I provided an overview on Queensland’s position as a world leader in cattle production and management, with a reputation for producing safe, reliable and disease free cattle using excellent animal welfare standards.

• I invited the Department to bring a delegation to Beef Australia 2015 as it would be an excellent opportunity to meet and engage with companies across Queensland’s beef supply chain, including companies specialising in breeding and genetics.

• I offered Trade & Investment Queensland’s assistance in tailoring a relevant program of meetings and site visits.

Site Visit to Singapore Jalan Besar Station, Downtown Line- Stage 3 – Hosted by Leighton Asia Date: Friday, 12 December 2014

Site Visit Summary

• The objective of this site visit was to observe the complexities and structural requirements for underground tunnelling and railway stations as related to the proposed Bus and Train (BaT) Tunnel in Brisbane.

• Downtown Line Stage 3 is a key component of Singapore’s 42-kilometre long Downtown Line and extends the existing Mass Rapid Transit railway network. Leighton Asia is constructing the Jalan Besar Station and associated tunnels as part of this project. The scope for Downtown Line Stage 3 includes:

• A four-level station box with a platform, mezzanine, concourse and linkway. The station is 32m deep.

• All related civil, structural, architectural, plumbing, drainage, landscaping and reinstatement works on the surface.

• Twin TBM tunnels (6.6m diameter) 775 metres in length between Jalan Besar Station and Bencoolen Station.

• The new Jalan Besar Station, which is located where Jalan Besar and Weld Road intersect and is adjacent to Sim Lim Tower, serves many shops and businesses around the area. There are over 2,200 commercial and residential stakeholders adjacent to the project. • The project is nearing structural completion and was a perfect time to visit it to

assess some of the challenges and learnings for other major urban projects in Queensland. The project is relevant to Brisbane’s BaT Tunnel with respect to deep station construction, construction within a major built up urban environment with many interfaces and stakeholders and constrained site access and development being linked and integrated with the stations.
