PROCEDURES IN THE ORGANIZATION OF CRITICAL INCIDENT MANAGEMENT COMMITTEE (CIMC) AND CRITICAL INCIDENT MANAGEMENT TASK GROUP (CIMTG)

I. References:

A. PNPM-DS-0-2-96 Manual on Crisis Management; B. LOI 04/04 Crisis Management Task Coordinators; C. LOI 53/05 (SAKLOLO-Updated); and, D. LOI 32/07 (NHQ PNP Disaster Incident Management Task Group).

II. Purpose:

This Standard Operating Procedure (SOP) prescribes the policies and general procedures for handling critical incidents to guide PNP units at all levels in addressing different crisis situations.

This SOP is applicable to all PNP units at all levels, from the National down to the

Municipal level. It identifies the composition and organizational structure of the Critical Incident Management Committee (CIMC) and the Critical Incident Management Task Groups (CIMTGs) to address man-made or natural disasters. It also establishes the authority to exercise their functions and defines their roles. This SOP amends certain provisions of PNPM-DS-0-2-96 entitled “Manual on Crisis Management” and LOIs 04/04, 53/05, and 32/07.

III. Definition of Terms:

A. Critical Incident is any emergency event, whether man-made or natural, that requires the implementation of special tasks by one or more of the urgent services of the government and will generally include the involvement, either directly or indirectly, of the Philippine National Police. It is a crucial and rapid intervention point at the acute phase of a crisis.

B. Man-made Critical Incident refers to acts of terrorism, destabilization and

criminal activities that are grave in nature and require prompt implementation of police procedures or interventions to contain and mitigate the incident as well as to normalize the situation.

C. Natural Critical Incident is the consequence of a natural hazard (e.g. volcanic

eruption, earthquake, typhoon, landslide and the like) which affects human activities and

requires application of disaster response (e.g. emergency evacuation, quarantine, mass decontamination, etc.), as well as supporting and rebuilding society after natural disasters have occurred. IV. Scope of Application:

As a matter of policy, natural calamities and disasters are the responsibilities of the

National Disaster Coordinating Council (NDCC), while man-made critical incidents are the responsibility of the National Peace and Order Council (NPOC). Lower level organizations of the NDCC and NPOC take cognizance of the responsibilities ascribed in their national organization. The PNP, being at the forefront of crisis situations, must play an active role by organizing its own National Critical Incident Management Committee (CIMC) in support to the NDCC and NPOC.

In accordance with Executive Order 320, as amended, NPOC has constituted Crisis

Management Committees (CMCs) at all levels specifically to take decisive action in emergency situations. The CMCs are primarily concerned with the formulation of crisis management procedures, integration and orchestration of government, military/police and public efforts towards the prevention and control of crisis incidents. All actions and decisions taken by the CMC shall be within the policies laid down by the corresponding Peace and Order Councils. Hence, PNP Regional/Provincial/City/ Municipal offices shall organize its own complementary Critical Incident Management Task Group (CIMTG) in support to CMCs from the Regional down to Municipal level.

V. Organization and Structure:

The National Critical Incident Management Committee (CIMC) Organizational Structure shall be composed of the TDCA as the Chairman of the committee and TDCO as the Vice-Chairman with TDO as the Head Secretariat. Task Coordinators are designated for different man-made and natural critical incidents (Figure 1):

A. MAN-MADE DISASTER 1. National Critical Incident Management Committee - the Critical Incident

Management Committee at the National level is composed of the TDCA as the Chairman, the TDCO as the Vice-Chairman and TDO as the Head Secretariat (Figure 2):

a. Task Coordinator on Criminality – TDIDM as the Chairman, Deputy DIDM as the Vice-Chairman and the following are the members: DI, DPRM, DPCR, DHRDD, DC, DL, CIDG, CES, CL, CS, AvSeGrp, HPG, MG, SAF, CSG, IG, LS, HS, RD, PRO, PIO, PACER and RAD, DIDM as the Secretariat.

b. Task Coordinator on Special National Event – TDO as the Chairman,

Deputy DO as the Vice-Chairman and the following are the members: DI, DIDM, DPCR, DPRM, DHRDD, DC, DL, PCRG, AvSeGrp, CIDG, CSG, MG, HPG, IG, SAF, PSPG, CS, CES, LS, HSS, HS, RD, PRO, PIO and SOD, DO as the Secretariat.

c. Task Coordinator on Destabilization – TDI as the Chairman, Deputy DI

as the Vice-Chairman and the following are the members: DIDM, DPCR, DPRM, DC, DHRDD, DL, IG, CIDG, CL, MG, AvSeGrp, HPG, SAF, CSG, CES, HS, LS, PCRG, HSS, RD, PRO, PIO and IOD, DI as the Secretariat.

d. Task Coordinator on Terrorism – TDI as the Chairman, Deputy, DI as

the Vice-Chairman and the following are the members: DIDM, DPCR, DC, DHRDD, DPL, DL, DPRM, CIDG, SAF, HPG, AvSeGrp, MG, CL, IG, HS, CES, CS, LS, RD, PRO, PIO and IOD, DI as the Secretariat.

2. Regional Critical Incident Management Committee

The RPOC Chair is the Chairman of the Regional Crisis Management Committee with the RD of PRO as member. The DRDA is the Regional Task Group Commander and the DRDO is the On-Scene Task Group Commander. The CRDS is the Head, Battle Staff. Sub-Task Group Commanders are designated to manage specific activities (Figure 3):

a. Negotiation Sub-Task Group – The C, RIDMD is in-charge of the Negotiation Sub-Task Group, composed of the Liaison Team, Negotiators and other government agencies.

b. Operations Sub-Task Group – The C, ROPD is in-charge of the

Operations Sub-Task Group, composed of the following: Security Elements; Tactical Action/Intervention; Investigation/Intelligence; CBRN Unit; SOCO; BDU/EOD; AFP Elements; and, other government agencies.

c. Service Support Sub-Task Group – The C, RDL is in-charge of the

Service Support Sub-Task Group, composed of the following: Legal; Commel; Medical; Utilities Team; Fire Fighting; Logistics; Admin; and, other government agencies.

d. Public Affairs Sub-Task Group – The C, RPCRD is in-charge of the

Public Affairs Sub-Task Group, composed of the following: Public Info/Media Handling; Media; Community Relations; and, other government agencies.

3. Provincial Critical Incident Management Task Group

The Crisis Management Committee at the Provincial level is chaired by the Governor, with the Provincial Director as a member. The Critical Incident Management Task Group Commander is the DPDA, while the DPDO the Deputy Commander and concurrently the On-Scene Commander. The following are the composition (Figure 4):

a. Negotiation Sub-Task Group – The C, Intelligence/ Investigation Section of the PPO is in-charge of the Negotiation Sub-Task Group composed of the Liaison Team, Negotiators and other government agencies.

b. Operations Sub-Task Group – The C, Operations Section of the PPO is

in-charge of the Operations Sub-Task Group, composed of the following: Security Elements; Tactical Action/Investigation; Investigation/Intelligence; CBRN Unit; SOCO; BDU/EOD; AFP Elements; and, other government agencies.

c. Service Support Sub-Task Group – The C, PHRDD Section of the PPO

is in-charge of the Service Suport Sub-Task Group, composed of the following: Legal; Commel; Medical; Utilities Team; Fire Fighting; Logistics; Admin Section; and, other government agencies.

d. Public Affairs Sub-Task Group – The C, PCR Section of the PPO is in-

charge of the Public Affairs Sub-Task Group, composed of the following: Public Information/Media Handling; Media; Community Relations; and, other government agencies.

4. Critical Incident Management Task Group at NCR District Level

The Mayor is the Chairman of the Crisis Management Committee, where the District Director is a member. The Critical Incident Management Task Group Commander is the Deputy District Director for Administration, while the Deputy District Director for Operations is the On-Scene Commander. The CDDS is the Head, Battle Staff. The following are the composition (Figure 5):

a. Negotiation Sub-Task Group – The C, IID is in-charge of the Negotiation

Sub-Task Group composed of the Liaison Team, Negotiators and other government agencies.

b. Operations Sub-Task Group – The C, Operations Division is in-charge of

the Operations Sub-Task Group, composed of the following: Security Elements; Tactical Action/Intervention; Investigation/Intelligence; CBRN Unit; SOCO; BDU/EOD; and, other government agencies.

c. Service Support Sub-Task Group – The Chief DLD is in-charge of the

Service Support Sub-Task Group, composed of the following: Legal; Commel; Medical; Utilities Team; Fire Fighting; Logistics; Admin Section; and, other government agencies.

d. Public Affairs Sub-Task Group – The C, PCRD is in-charge of the Public

Affairs Sub-Task Group, composed of the following: Public Information/Media Handling; Media; Community Relations; and, other government agencies.

5. Critical Incident Management Task Group (Municipal/City Level)

The Mayor is the Chairman of the Crisis Management Committee where the Chief of Police (COP) is a member. The Critical Incident Task Group Commander and concurrently the On-Scene Commander is the Deputy Chief of Police. The organizational structure is composed of the following (Figure 6):

a. Negotiation Sub-Task Group – The C, Investigation Section is in-charge of the Negotiation Sub-Task Group, composed of the Liaison Team, Negotiators and other government agencies;

b. Operations Sub-Task Group – The C, Operations Section is in-charge of

the Operations Sub-Task Group, composed of the following: Security Elements; Tactical Action/Intervention; Investigation/Intelligence; CBRN Unit; SOCO; BDU/EOD; AFP Elements; and, other government agencies.

c. Service Support Sub-Task Group – The Chief Administrative Section is

in-charge of the Service Support Sub-Task Group, composed of the following: Legal; Commel; Medical; Utilities Team; Fire Fighting; Logistics; Admin Section; and, other government agencies.

d. Public Affairs Sub-Task Group – The C, PCR Section is in-charge of the

Public Affairs Sub-Task Group, composed of the following: Public Information/Media Handling; Media; Community Relation; and, other government agencies.

B. NATURAL DISASTER

1. National Disaster Management Committee (NDMC) - The Chairman of the Committee is TDCA, TDCO as the Vice-Chairman and TDO as the Head Secretariat (Figure 7):

Task Coordinator on Natural Disaster – TDPCR as the Chairman, the Deputy, DPCR as the Vice Chairman and the following are the members: DPRM, DHRDD, DC, DL, PCRG, CES, HPG, AvseGrp, SAF, HS, MG, RD, PRO, PIO and PPD, DPCR as the Secretariat.

2. National Disaster Management Task Group – The Director PCRG as the

Commander of the National Task Group (Figure 8).

The Operations Group shall be composed of Search and Rescue with SAF as

the Lead Unit and MG, LSS and PROs as members; Evacuation and Relief with PCRG as the Lead Unit and LSS, SAF and PROs as members; Security and Traffic with HPG as the Lead Unit and the PROs as its members; and, other government agencies.

The Service Support Group is composed of Medical Services led by HSG,

COMMEL led by CES; Transport Service led by LSS; Logistics and Engineering led by ES and LSS; Victim Identification led by PCLS; and, other government agencies.

Public Affairs Group is composed of Public Information led by the PIO; Media

Handling, Media and Community Relations will be managed by PCRG; and, other government agencies.

3. Regional Disaster Management Task Group – The DRDA as the

Commander of the Task Group with the DRDO as the On-Scene Commander (Figure 9):

4. Provincial Disaster Management Task Group – The DPDA as the Commander of the Disaster Management Task Group, with the DPDO as the On-Scene Commander. The following are the composition of the Sub-Task Groups (Figure 10):

c. Public Affairs Sub-Task Group - The C, PCR Section is in-charge of the

Public Affairs Sub-Task Group, composed of the following: Public Information/Media Handling; Media; Community Relations; and, other government agencies.

5. Municipal/City Disaster Management Task Group - The Disaster

Management Task Group Commander is the Deputy, Chief of Police and concurrently the On-Scene Commander and shall be composed of the following (Figure 11):

a. Operations Sub-Task Group Group – The C, Operations Section is in-charge of the Operations Sub-Task Group, composed of the following: Search and Rescue; Evacuation and Relief; Security and Traffic; and, other government agencies.

b. Service Support Sub-Task Group – The C, PHRDD Section is in-charge

of the Service Support Sub-Task Group, composed of the following: Medical Health Office; COMMEL; Transportation Services; Logistics and Supply; Victim Identification; and, other government agencies.

c. Public Affairs Sub-Task Group – The C, PCR Section is in-charge of the

Public Affairs Sub-Task Group, composition of the following: Public Information/Media Handling; Media; Community Relations; and, other government agencies.

The adjacent PNP units or stations not affected by the disaster will be the

secondary responders and the NSUs will follow when situation warrants.

C. Alert Levels During Man-Made Disaster

Appropriate man-made disaster alert level shall be disseminated by DO to all concerned offices through the PNP National Operations Center (NOC).

1. Level 1 (Low) – There is no information to suggest a specific man-made Critical Incident may occur.

2. Level 2 (Moderate) – Man-made Critical Incident is possible, but not likely.

3. Level 3 (High) – There is a strong possibility that man-made Critical Incident

may occur within a short period of time. 4. Level 4 (Extreme) – A man-made Critical Incident has just occurred or has

just been pre-empted; or incidents are expected.

D. Alert Levels During Natural Disaster/Calamity

Likewise, appropriate natural disaster/calamity alert level shall be disseminated by DO to all concerned offices through the PNP National Operations Center (NOC).

1. Level 1 – Green – Normal: There is no impending natural disaster like weather disturbance, volcanic activity or any reported danger that can be triggered by nature. The PNP maintains its normal functions.

2. Level 2 – Yellow – Mobilization Period: Concerned agencies like PAGASA,

PHILVOCS, or DOH issued advisories to the public of an impending disaster/epidemic. Disaster is likely to occur and Sthe PNP prepares the resources for disaster response, evacuation, relief operations and other mitigation measures. PNP initial responses are conducted in the most threatened and affected areas by evacuating affected residents and their properties to safer areas or institute mitigation measures to minimize or prevent damages.

3. Level 3 – Brown – Calamity Period: Disaster has occurred and inflicted

enormous damage to affected areas, including loss of lives and injuries to people. All PNP units in affected area are in full disaster response status until the situation normalizes.

VI. Repealing Clause:

All issuances, memoranda, rules and regulations issued by the PNP inconsistent herewith are deemed repealed or amended accordingly.

VII. Effectivity:

This SOP shall take effect fifteen days from filing a copy thereof at the University the Philippine Law Center in consonance with Section 3 and 4, Chapter 2, Book VII of Executive Order No. 292, otherwise known as, “The Revised Administrative Code of 1987”.
