Desired Outcomes

Each NCWIT AspireIT program should be designed to achieve the intended program outcomes

including:

Middle School Participants (Students and Parents) » Early exposure to computing – Each program introduces participants to technology and

computing concepts in a fun engaging, all-girl environment, igniting the “technology spark” so girls (and parents) are informed and ready to enter tech courses in high school.

» A “near-peer” mentor relationship - NCWIT AspireIT capitalizes on a "near-peer" approach, giving middle school girls a fun, inspiring introduction to technology from young women just a few years ahead of them in the pipeline. Each program provides high-quality, inspiring, computing education and outreach with long-term impact potential.

» A peer group – Each program engages middle school girls in learning computing in an all-girl environment to create a peer group of like-minded girls to combat negative stereotypes about girls in technology.

Program Leaders (Aspirations Award recipients leading the NCWIT AspireIT programs

» Leadership, technical skill, and resume building – Each program creates leadership opportunities for Aspirations in Computing alums to share their passion and knowledge of computing in a formal, paid leadership role.

» Mentorship/Sponsorship - Academic Alliance and K-12 Alliance members work with the young women leading the program, establishing a mentor/sponsor relationship for each program leader supporting her success in computing disciplines.

Program/Fiscal Partner (these are the K-12 or Academic Alliance members)- » Meaningful Computing Outreach Programs – Academic Alliance and K-12 Alliance

member organizations fully engage with qualified, excited program leaders to offer meaningful computing outreach programs.

Program Requirements

Requirements for NCWIT AspireIT Middle School Outreach Programs include: » NCWIT AspireIT funded programs MUST be a partnership between one or more Aspirations in

Computing award recipients (winners and runner-ups, national and affiliate) and an NCWIT Academic Alliance member or a K-12 Alliance member organization. If additional partners are involved the NCWIT Academic or K-12 Alliance member must fulfill the agreements below. If there is more than one alliance member, you will need to identify who will be the Partner/Fiscal Partner “core/primary” contact and fulfill the agreements on behalf of the team.

» Each of the partners should be engaged in the program in a meaningful way by recruiting participants, and/or additional resources, expertise, facilities, and/or access to career exploration opportunities.

» Programs must follow the theme: "Girls, Technology, and Social Change." All programs must focus on building computing skills and knowledge. All programs must also have an

element that includes researching, studying, and addressing a social issue in the community. Examples: Girls will create an app that shows where to find recycling centers for various goods. Girls use computing and social media to help expand access to health needs in underserved areas. Participants design games to help students learn about the environment.

» NCWIT AspireIT programs must build on the strengths of the Program Leaders and Alliance Partners. For example: If you are into robotics, leverage that passion and host a robotics programming workshop. Or if cyber-security is a big part of the curriculum at your local university, use that expertise to build a cyber-security program. If you are unsure of which direction to take, use the list of curriculum to inspire your theme and programming. Some examples include:

Put on a one or two-week programming day camp for middle school girls during the

summer, Winter break or Spring break using Alice, Scratch or Kodu.

Host a series of Saturday workshops during the school year with a sampler of robotics,

programming, game design and circuitry.

Start a club with a local middle school or youth organization (Girl Scouts, 4H, Boys &

Girls Club, etc.) and work with the girls to explore all aspects of IT fields over a

semester or even year round.

Collaborate with a youth organization or school to bring programming and IT activities to

an existing organized program or series of programs like a day camp or weekend

workshop.

» NCWIT AspireIT Programs must include a “career discovery” component, whereby middle school participants are shown opportunities for women in the Information Technology field, as a university course of study or career.

» NCWIT AspireIT Programs can be designed in the form of an After-School Program or Club, a Summer Camp, a Weekend Workshop, a series of Workshops, or the like.

Sample Schedules include: Monday through Friday, 9am – 12pm, one to three weeks in the summer

Every Monday After-School, 3:30 – 5:15 for 10 weeks

Saturday Workshop: 9am – 5pm, three Saturdays over the course of a semester

» At least 15 Middle School girls must complete the full program as designed. (You may need to recruit more to compensate for attrition.)

» Programs must have at least eight (6) hours of curriculum/contact between Program Leaders (award recipients) and Middle School girls.

» Middle School Girls are those entering or in Grades 6, 7, and 8, and are between the ages of 11-14.

» Programs’ core curriculum (main purpose to convene) must be related to Information Technology and Computing. Information Technology, as defined by NCWIT, includes 1.) all forms of technology used to create, store, exchange and use information in its various forms; and 2.) the design and use of computers and communications to improve the way we live, learn, work and play.

» Programs may utilize one or more of the curricula in the Approved Curriculum list. Any deviation from this list requires prior approval. To obtain approval for a non-listed curriculum, please provide a link or PDF that details the program components with your application. Any curriculum that is used for NCWIT AspireIT must be “non-infringing” and implementers are responsible for purchasing curriculum licenses if required. Aspirations in Computing Award recipients may form a committee or team of Program Leaders

to plan and implement the NCWIT AspireIT Middle School Outreach Program. At least one of

the members of the team must be an Aspirations Award recipient to serve as leader and fulfill

the agreements with NCWIT. If there is more than one award recipient, you will need to

identify who will be the Program Leader core contact and fulfill the agreements on behalf of the

team.

Selection Criteria

The following elements will be taken into consideration during the review process: » Quality of program design. Is the program designed to achieve the intended NCWIT AspireIT

outcomes?

» Fulfillment of the NCWIT AspireIT program requirements

» Previous computing program implementation experience of the team members.

» Number of girls projected to participate and total hours of program time

» Demonstrated commitment to reaching desired outcomes of the NCWIT AspireIT Program

» Demonstrated commitment to evaluation and post-program tasks

» Support Letter from NCWIT Academic Alliance or K-12 Alliance Partner

» Leadership and partnership of team members

Selection Committee: A selection committee of NCWIT staff and volunteers will review and score applications to make a determination for funding.

Roles and Responsibilities

Program Leaders and Program/Fiscal Partners By submitting a proposal, Program Leaders (award recipients) and Program/Fiscal Partners (K-12 or Academic Alliance members) commit to do the following items if their proposal is funded:

» Participate in NCWIT’s national evaluation of the program as needed (both Program Leader

and Program/Fiscal Partner).

» Participate in NCWIT AspireIT orientation (both Program Leader and Program/Fiscal

Partner via web conference with NCWIT AspireIT Program Manager)

» Mail in Program Leader survey(s), Program/Fiscal Partner survey(s) and Program

Participant surveys for all participants within 30 days of program end (submitted by

Program Leader in partnership with Program/Fiscal Partner- see post-program tasks).

» Secure media release from each participant’s parent and provide copies to NCWIT so that

NCWIT may use photographs on NCWIT website or other materials within 30 days of

program end (submitted by Program Leader in partnership with Program/Fiscal Partner-

see post-program tasks).

» Submit photos to NCWIT within 30 days of program end (submitted by Program Leader in

partnership with Program/Fiscal Partner- see post-program tasks).

» Secure appropriate permission agreements from each participant’s parent- prior to event

» Submit a Final Report within 30 days of event end (submitted by Program Leader in

partnership with Program/Fiscal Partner- see post-program tasks).

» Submit a final Budget within 30 days of event end (submitted by Program/Fiscal Partner).

» Submit Participant Information Collection Form within 30 days of event end (submitted by

Program Leader in partnership with Program/Fiscal Partner- see post-program tasks).

» Ensure safety of participants.

» Share information in order to improve the program in years to come.

» Send NCWIT copies of all media recognition

» Utilize the National Branding of the NCWIT AspireIT program (in conjunction with local

program branding.

Program/Fiscal Partners

By partnering with a Program Leader on a proposal, Program/Fiscal Partners also commit to the

following items if their proposal is funded:

» Academic Alliance Partners and/or K-12 Alliance Partners must serve as fiscal agents for

NCWIT AspireIT Programs.

» All fiscal agents must be an Academic Alliance member or a K-12 Alliance member and a

501(c)(3) nonprofit organization (independently or under the national Alliance member’s

501(c)(3) umbrella. A local chapter of a national organization is acceptable as long as the

local chapter may use the national organization’s EIN).

» Fiscal agents will be asked to sign an Award Agreement if selected.

» Fiscal agents may request a maximum of 10% of the grant funds for administrative purposes if

needed.

» Fiscal Agents must provide basic liability insurance that would cover the NCWIT AspireIT

Program and its participants. NCWIT does not have to be listed as additionally insured.

» Fiscal Agents must provide Budget reporting to NCWIT for the award at the end of the grant

period.

» Fiscal Agents must make access to purchasing needed materials and food for the program

accessible to the NCWIT AspireIT Program Leader(s).

» Fiscal Agents must be able to pay the Program Leader(s) a stipend or wage from the grant.

NCWIT Resources for NCWIT AspireIT Middle School Outreach Programs:

In addition to being awarded a grant for program costs, sites will also have access to: » An online Toolkit which provides resources on ways to design and implement NCWIT AspireIT

Middle School Outreach Programs.

» Branding and Marketing Materials, including use of a national logo (including logos, images,

and poster templates, etc.)

» A Facebook Community of to share information and advice, and ask questions.

» Non-legal advice from NCWIT staff, via email, Facebook, or phone.

» A Program Leader Resource Kit, including (contents may vary):

NCWIT collateral resources Evaluation information and materials Jacket or shirt (with logo) Program water bottle(s) Logo stickers for folders, water bottles, etc.

» Program Participant Kits for each Middle School girl involved in the program, including

(contents may vary):

Application Submission Instructions

Step 1 Build A Team-The Program Leader and Program/Fiscal Partner meet prior to completing the online application to discuss and have a mutual understanding of each other’s roles, the rest of the team and how everyone will work together to have a successful program. Requested funding should be reflective of the total hours of program time provided (# total participants x # total hours = total program time). We anticipate funding programs as follows: » 1-2 day workshop(s) and/or programs that provide 250 hours or less= $1500 » Partial day camps, 3 day workshops, or programs providing 250-400 hours= $2000 » Full day camp programs, long term clubs, and programs providing 400-600 hours= $3000

» Stipends for Program Leader, Instructors, and Organizers. (All Aspirations Recipients must

» Transportation for program events such as field trips/tours

NCWIT AspireIT funds may NOT be used for the following, including but not limited to: » Purchase of personal laptops or technology equipment for Program Leaders or participants to

Step 4- Secure Letter of Support-The Program/Fiscal Partner (involved Academic/K-12 Alliance members) must secure write and sign a Letter of Support in PDF format outlining: » Why they support Aspirations in Computing or the NCWIT AspireIT Middle School Outreach

Program. » What they will contribute on an in-kind basis (space, mentorship, access to computer labs,

food, etc.)

Step 5- Submit Letter of Support and Budget-The Program Leader emails both the Letter of Support

and the proposed Budget to [email protected] prior to completing the online application (and no later

than application deadline of January 24, 2014, Midnight, MST). Please put the (proposed) NCWIT

AspireIT program name, the Program Leader name, and the Program/Fiscal Partner’s name in the

subject line of the email.

Please note: If your program will be utilizing any additional recruitment materials, you will also want to

submit them to NCWIT in this step along with the Letter of Support and Budget.

Step 6- Submit the Online Application-The Program Leader completes and submits the online

application no later than January 24, 2014, Midnight, MST

Your application must be completed in one sitting. Please allow yourself at least 30 minutes to upload your complete application online and remember to prepare your answers in advance! Pre-Program Tasks

Visit the toolkit for resources and see Roles and Responsibilities section of this RFP for full details. » Program Leader and Program/Fiscal Partner are required to participate in the NCWIT AspireIT

orientation via web conference with NCWIT AspireIT Program Manager to learn about the program and the resources available. See the toolkit for schedule and to register. NCWIT AspireIT Orientation must occur prior to program start.

» Program/Fiscal Partner is responsible for submitting Award Agreement Letter to NCWIT. The Award Agreement, IRS W9 for Fiscal Agent, and one-paragraph description is due to NCWIT 30 days post award notification (by March 10, 2014) to confirm acceptance of the award.

» Program Leader, in partnership with Program/Fiscal Partner, is responsible for writing a one-paragraph description of your program including dates and times of programs and submitting to [email protected]. If you have a website that you are using for your program, please be sure to include that information. These will be posted on the NCWIT AspireIT website. See examples.

Post-Program Tasks

Glossary (of NCWIT AspireIT Terms used within this RFP) Program Leader- An Aspirations in Computing Award recipient (from any year and including runner-ups) that has applied for and/or has been granted funds from NCWIT to create and implement an NCWIT AspireIT Middle School Outreach Program. This individual, in partnership with their Program/Fiscal Partner, understands the role and commits to provide a quality program. Aspirations in Computing Award recipients may form a committee or team of Program Leaders to plan and implement the NCWIT AspireIT Middle School Outreach Program. At least one of the members of the team must be an Aspirations Award recipient to serve as leader and fulfill the program responsibilities. If there is more than one award recipient, you will need to identify who will be the Program Leader core/primary contact and be responsible for fulfilling the responsibilities on behalf of the team. Program/Fiscal Partner- A K-12 Alliance member or Academic Alliance member that serves as a partner to the program leader (and the rest of the team, if applicable); and as the fiscal agent for the program. They must be a 501(c)(3) institution. If there is more than one Program/Fiscal Partner you must identify a core/primary Program/Fiscal Partner. Academic Alliance Member- The NCWIT Academic Alliance brings together more than 750 distinguished representatives from academic computing programs at more than 275 colleges and universities across the country, spanning research universities, community colleges, women's colleges, and minority-serving institutions. Charged with implementing institutional change in higher education, the Academic Alliance provides feedback on NCWIT programs, contributes and adopts effective practices, and serves as a national agent of change. It meets several times per year to compare approaches and provide guidance and mutual support. Membership in the AA is free for participating academic institutions. See the full list of members here. K-12 Alliance Member- The K-12 Alliance, made up of national girl-serving organizations, professional educator associations, academic institutions, and businesses, leverages the reach and diversity of its members to create national outreach programs that increase the participation of girls in computing. Through its members, the K-12 Alliance is able to reach over 55% of girls in the United States. See the full list of members here. Aspirations in Computing- Aspirations in Computing is a talent development initiative that includes the Aspiration in Computing Awards and the NCWIT AspireIT Middle School Outreach Program; designed to increase female participation in technology careers by providing encouragement, visibility, community, leadership opportunities, scholarships, and internships to aspiring technically inclined young women. Since 2007, NCWIT has inducted more than 2,500 young women into the Aspirations in Computing community and is helping to usher these women into technology careers. Aspirations in Computing Award Recipient- The NCWIT Award for Aspirations in Computing honors young women at the high school level for their computing-related achievements and interests. Recipients are selected for their computing and IT aptitude, leadership ability, academic history, and plans for post-secondary education. The NCWIT Award for Aspirations in Computing offers both a national and local affiliate competitions to generate support and visibility for women's participation in communities nationwide.

Frequently Asked Questions 1. Who is eligible to apply? Aspirations in Computing Award Recipients (and runner-ups), along with an Academic Alliance member or a K-12 Alliance member. All former Aspirations in Computing Award Recipients will automatically receive information to apply. 2. What if my institution is not currently a member of NCWIT’s K-12 or Academic Alliance? If your institution is not currently a member of NCWIT’s Academic Alliance, a faculty member needs to complete the online membership form to become a member, you can complete the application here. You can be a part of the team that puts on the program. Your school will need to partner with and Aspirations in Computing Award recipient to serve as the Program Leader and the school must also partner with an NCWIT K-12 or Academic Alliance member to serve as the Program/Fiscal Partner. Please click here for more information. 4. What types of projects are within the scope of the fund? The RFP for NCWIT AspireIT outlines the types of programs we are hoping to fund. 5. Will multiple proposal applications be considered from the same program partnership? No. Only one program proposal will be accepted per partnership. However, an Academic Alliance or K-12 Alliance member organization may partner on an application with more than one program leader provided the applications are for distinct programs. 6. How much funding is available? In the 2013-2014 Grant Cycle, 20-30 awards of up to $3,000 each (averaging $1000 to $3000) will be awarded. See the RFP for details 7. The Selection Committee will compare applications to review criteria as listed in the RFP, and choose award winners from the applications that best meet the criteria provided. 10. What commitments are involved with being awarded the NCWIT AspireIT Program? » Funds must be used for programming as outlined in the RFP and the applicant’s awarded

proposal.

» Any budget variance of more than 20% in any one line item needs to be approved in writing by

NCWIT Financial Department or Aspirations Program Manager

» All sites must agree to participate in the national evaluation of the program

» All sites must be willing to share information about the program to support success of future

programs, as listed in the RFP.

11. Can I submit an application if I have received funding during the NCWIT AspireIT 2013 Pilot

Grant Round?

Yes, absolutely. NCWIT encourages NCWIT AspireIT programs to continue to apply for funding to

provide future program to middle school girls. However, your application will not be considered if you

have not completed the post-program reporting tasks from your prior program.

12. Can I have members on my NCWIT AspireIT Program Leadership Team in addition to the

Program Leader (Award Recipient) and the Program/Fiscal Partner (NCWIT Academic or K-12

Alliance member)?

Yes, NCWIT encourages partnerships. You must have the Program Leader and Program/Fiscal

Partner as defined in the RFP (see roles and responsibilities) and above glossary, but you may also

have additional members on your team. This will allow flexibility for your program to work together

with K-12 schools and other institutions that may be excellent team members but aren’t award

recipients and/or Academic or K-12 Alliance members. The Program Leader and Program/Fiscal

Partner must work as a team together and be able to have excellent communication and leadership

skills to convey roles, expectations and accountabilities to the rest of the team. You should all be

working together towards a common goal to fulfill your program objectives.
