RFP for Establishment of POEC on Turnkey Basis 

Instructions for Bidders Clause 1: The Provincial Disaster Management Authority, Government of Sindh Invites sealed bids from eligible bidders for the supply & installation of the Provincial Emergency Operations Center (PEOC) system on Turn-key Basis.

Clause 2:

The bidder must proposed complete solution and it must be duly noted that solutions offering partial & Conditional scope of work shall be rejected as non-compliant to the RFP documents.

Clause 3:

A complete set of RFP documents can be obtained by all eligible bidders from the office of PDMA, Finance & Administration Department at House No. C-52, Block II, KDA-Scheme No. 5, Clifton, Karachi, by a payment of Rs. 5,000 non-refundable till 3rd of November 2010.

Clause 4:

All bids must be accompanied by Earnest money which is 2% of the total quoted amount of the project in the financial documents of the Bid

Clause 5:

All prices must include all applicable taxes, custom-duties as per the rules and regulations of the Government of Pakistan. All bidders must specify any tax exemptions or any tax-which is not included in the quotation; otherwise it will be presumed that the quotation includes all taxes.

Clause 6:

The Provincial Disaster Management Authority reserves the right to enhance or drop off the BOQ mentioned in the RFP at any point of time by following PPRA rules, 2010.

Clause 7:

All bidders shall submit bids as per the required solution mentioned in the RFP document. Conditional bidding and Optional bids will not be entertained. Failure to meet the above criteria will cause disqualification of the bidder.

Clause 8:

The provincial disaster management authority does not pledge itself to accept the lowest or any tender, and it reserves the right to accept or reject any or all offers.

Clause 9:

The provincial disaster management authority will required a live demonstration of the required solution in order to assess bidder’s technical capabilities and proposed system performance.

Clause 10:

All bidders should submit project terms & conditions with the technical documents and after sales support when the equipment warranty will have expired.

Clause 11:

The bidder I should have experience of executing a project in a similar field with experienced technical team.

Clause 12:

All prices must be quoted on the FCS Basis (Free Delivery at Consignee Store) which includes transportation charges.

Clause 13:

Equipment warranty must be obtained directly from the principle manufacturer on the name of provincial disaster management authority accompanied with the warranty letter of manufacturer.

Clause 14:

The technical committee of PDMA will evaluate the tenders in 2 stages. Primarily technical documents of the proposed solution will be examine and only those proposals will be taken into consideration for secondary stage which substantially responsive to the required technical specification with successful product demonstration.

Clause 15:

The Bidders must provide soft copies of all documents submitted in the bid documents in the CD.

Clause 16:

All bidders must have valid registration with Pakistan engineering council and failure to provide valid registration certificate will be disqualified from the bidding process.

The bidder is responsible to provide complete solution which includes Earthing arrangement, Cabling, Civil work and power isolation of the complete project.

Clause 18:

All equipment proposed in the technical solution must be from internationally renowned manufacturers and must have high quality standards with capability to perform efficiently in emergency situation.

Clause 19:

The bidder must mention the Model no, make, manufacturing place of the proposed equipment with supporting facilities available in Pakistan for equipment maintenance and replacement incase of system failure.

Clause 20:

The bidder must duly signed and stamp each page of this proposed technical & financial proposal along with the RFP document.

Clause 21:

The bidder should proposed 1 year maintenance including human resource & consumables of this project.

Clause 22:

The bidder must have minimum 2 years presence in Pakistan and working experience with any local or federal government department will be considered as valuable edge in the final selection.

Clause 23:

All bidding documents will be evaluated as per the technical Evaluation Criteria, instructions for bidders and Terms & Condition mentioned in the RFP Document.

Clause 24:

The successful bidder will deposit performance guarantee equal to 10% of the total contract offered to the bidder at the time of contract Award which will be refundable.

Tender Terms & Conditions

1- Currency All bidders must quote their bids for PEOC in Pakistan currency Rupees and the bids quoted in other countries will not be entertained in this tender.

2- Taxes All bidders must include all applicable taxes in their bid and provincial disaster management authority will deduct taxes as per the rules and regulations describe in tax law of Pakistan. Taxes will be deducted from all invoices raised the bidder to the PDMA and incase of tax exemption it requested to the bidder to submit exemption certificate with the technical documents.

3- Price Validity of the Proposal The must quote all prices valid for minimum 60 days from the date of bid submission of this project.

4- Distribution Channel & Product Warranties The bidder should provide brand new equipment through authentic manufacturer distribution channel or partnership with principal which can be verifiable. The bidder should provide supporting evidence to verify the partnership, equipment stock available in Pakistan and maintenance support details of the company. The bidder should provide 3 years comprehensive equipment warranty with immediate replacement incase of equipment failure.

5- Service & Maintenance Capabilities The bidder should submit the terms & condition service & maintenance of the proposed solution which includes system downtime, replacement of equipment time and technical team backup for trouble shooting. The bidder should provide 1 year system maintenance with consumables for the whole project.

6- Similar Experienced Firms The bidders having relevant experience of doing same or similar type of project will be preferred and must provide documents details of previous projects completed by the bidder. The bidder must provide senior team CV and details of company human resource available in Sindh.

7- Bidding Documents The bidding documents must be carefully filled as per the stand tender requirements and does not have any doubling of figures and information provided in the tender document should be clear. The bidding document should contain the following document.

• Itemize Bill of Quantity which should mention unit price of each item with total price for the segment and overall project cost proposed.

• Proposed solution itemizes product broachers with model numbers of proposed item in the solution.

• Company client list which highlights previous project and details of contact person from client end for technical evaluation.

• Proposed product warranty details and areas of coverage with warranty claim procedure in case of system failure.

• An affidavit that the firm is not blacklisted by any government department in last 3 years.

• 0.015% per day plenty will be imposed for liquidate damages on late delivery of the equipment as per the written commitment by the bidder at the time of project signing contact.

• The bidder must submit technical and financial proposal separately at the time of submission with each copy is practically separated from each other having properly company sealed and labeled as technical bid and financial bid.

• The bidder should submit their proposal by courier or by hand on the date mention in the tender advertisement and bid will be open same day at 14:00 hours in front of company representatives. Proposals received through Fax and email will not be entertained.

• The bidder must submit the copy of sales tax registration, income tax registration and Pakistan engineering council registration certificate with technical documents otherwise bids will not be entertained.

8- Financial Capabilities & Bid Bond The bidder should submit company financial audited report for last 2 years with some financial highlights of the company which must reflect last 3 years turnover and current financial position. A bid bond must be in the shape of pay order/ bank draft in favor of PDMA Government of Sindh, @ 3.0 % of the total project cost quote in the financial proposal.

10- Bidding Documents Delivery All bidders must submit their bids in 2 separate envelopes marked as technical bid document and financial bid document by 13:00 hours on 8th of November 2010 at the following mention postal address. Assistant Director (Administration) Provincial Disaster Management Authority House No. C-52, Block II, KDA-Scheme No. 5, Clifton, Karachi Important Note: Tenders opening meeting will be conducted on the same day at 14:00 hours in front of all company representatives in which technical proposal will be opened and financial bid opening will be dependent on technical evaluation & successful product demonstration through which companies will qualify for the financial bid opening stage of the tender.

Bidder Eligibility & Tender Evaluation Criteria

Provincial Disaster management Authority required experienced company which can deliver the required solution by proposing high quality products with smart pricing. This segment of the RFP highlights the requirements & parameters of PDMA technical Committee in which they evaluate the bidder and the proposed solution received in bidding process. The proposed technical solution will be evaluate very briefly which includes matching of technical specification required and proposed weather they are meeting the same standard and product reliability with after sale support of the proposed equipment available in Pakistan.

Company Eligibility Parameter

Company eligibility parameters are already mentioned in instruction for bidder segment but non compliance to any of the following areas may result bidder disqualification from the tender.

• The companies registered with income tax and sales tax department are allowed to participate in bidding process and the bids received from the companies who are not registered with income tax & sales tax will be disqualify immediately.

• The bidder must have registered in Pakistan from past 2 years at the time of tender submission and must submit documentaries to verify the experience and working presence in Pakistan.

• The bidder should not be involved any litigation previously on the grounds on supplying low quality product, fake products and should not be black listed from any pervious governmental or private client in last 5 year. If the bidder is involved in any court proceedings it’s been instructed to mention the details of the cases and bidder involvement in any of the mention areas will caused disqualification from the tender.

• The bidder must be a manufacture of master distributor / partner directly with the equipment proposed in the tender and must submit letters from manufacture in case of partnership/ master distributorship.

• The bidder must obtain over all 80% marks in technical proposal to qualify for the financial opening stage and must qualify in each segment of the tender. Technical Disqualification / missing solution in any segment of the tender will caused bidder disqualification from bidding process.

Bid Evaluation Parameters

The provincial Disaster management Authority will evaluate all bids in 2 stages. In first phase technical committee scrutinize the technical proposal in which they will assure that technical requirement of the tender are met or above by successful bidders for the financial stage evaluation process. In stage 2 financial documents of successful technically qualified will be opened on pre- notified date to the qualified bidders. The bidding evaluation process contain marking ration of 70% for the technical proposal and 30 % percent for the financial proposal.

The bidder who will obtain 80% marks in the technical evaluation of the tender will be qualified for the financial bid evaluation process. Technical Solution Details & Requirements

Scope of Work

Provincial Disaster Management Authority has planned to establish a Provincial emergency response operation center in Karachi to prepare response, recover and mitigate from natural / manmade disaster in the province of Sindh. This concept will be delivered in phases as firstly we will create a high tech emergency control room and then we will connect this operation center to various major departments which are involved and major share holders in disaster management. The concept is bench mark by adopting world’s famous disaster management agencies approaches working across the global to prevent and reduce disasters damages.

The provincial Emergency operation center major mechanism involved mobile Camera units which will provide video feeds from actual disaster location to PEOC through wireless connectivity, CAD system with smart PDA will provide handy communication between field officer and operation Integrated with GIS system to provide tracking of field officers to keep an eye on their safety & security, GIS System will provide latest update imagery and digital mapping having integration capability with NADRA and will provide all latest SCADA Features used for communication and tracking in British system, AVL tracking system will provide vehicle tracking and fleet management feature with communication capabilities and video image function from inside the vehicle will enhance the system strength to manage emergency situation .

The provincial emergency operations center is equipped with latest high definition video walls, fire system, Bio matrix System, Special Events Recording for up-to 30days with failover capability in case of system failure, building management system, air conditioning system and with dual backup with ups & generator facilities provides this system more security and reliability to perform effectively in emergency situation.

The equipment required for this solution should have 3 years comprehensive warranty with one year maintenance of the system with consumables of the project. Bidder is requested to quote project 1 year maintenance charges which includes fuel of generator and all other related items. Bidder must provide design of Operation center with tender document which should reflect sitting capacity, details of flooring, material used in furniture and fixture of PEOC.

CAD System

The System should be capable to deliver multi range of data to deliver various groups with GIS integration. The Core System should be capable to integrate with Smart PDA units & mobile CAD Features. Through CAD system PDMA can send Field officers with the most up-to-date information while on route or arriving at the scene of an incident. Increases field officers safety as dispatchers know their location at all times. The system should be capable of sending SMS and picture to field offices PDA with integration function of identify the location of field officer. The system has disaster management capability in case of system failure and can be access from remote locations.

GIS with SCADA SYSTEM This system provides comprehensive and effective method of handling day to day routine operations and in case of emergency it will become the back bone of entire support activity starting from collecting accurate complete and in time information through GIS and supervisory Control system can execute operational activity with all the responses will be monitored. The objective of the GIS in this project is to provide PDMA with a state-of-the-art Geographical Information System (GIS) that include schedule adherence, route adherence, and traveler information output with supported by latest updated GIS Map. Generally, the system includes the hardware, software, deliverables, licenses, leased facilities, and services specified herein to accomplish the supply, installation, testing, documentation, training, warranty, maintenance, and startup of the complete system; including the fixed-end GIS and on-board GIS equipment, the microwave system, and the radio system. GIS system will be integrated will other departments for the data linkage such as NADRA, PET and relevant department for the assessment of population and infrastructure damage caused by disaster.
