Summary The City of Saint Paul, Minnesota, through its Department of Parks and Recreation, is seeking a miniature
golf/recreational amenity partner for Como Regional Park, 1300 Midway Parkway, Saint Paul, MN 55117. The
new partner may propose an idea for a recreational activity that is not mini-golf.
Saint Paul and Como Regional Park The future management partner must have the vision and business skills necessary to maximize the community
benefit and economic potential of such a unique setting while working collaboratively with the Como Regional
Park management team, Como Regional Park Advisory Committee, and community organizations. This
recreational amenity is nestled into the fabric of Como Regional Park; among the Zoo, Marjorie McNeely
Conservatory, picnic shelters and pavilions, Pool Como Lakeside Pavilion, bicycle and watercraft rentals,
McMurray Athletic Fields, Cafesjian’s Carousel, Historic Streetcar Station, Woodland Outdoor Classroom and
18 hole golf facility; across the street from Como Town Amusement Park.
The City of Saint Paul will select the best overall proposal that enhances the recreational, social and/or cultural
vitality of the area while balancing the needs of the regional park.
Como Regional Park Opportunity The Como Regional Park miniature golf/recreational amenity area is fenced. Bidders should know the existing
land will have no structures. It will be a blank canvas.
The Como Regional Park miniature golf/recreational amenity area has electricity and water utilities.
Any improvements proposed by the lessee partner must be reviewed and approved by City of Saint Paul Parks
and Recreation, and the Department of Safety and Inspection, prior to any construction taking place. Plans for
proposed improvements shall include construction documents for permit review, estimated costs, and list of
contractors performing work. The City reserves the right to reject any plans and/or contractors, as submitted by
the management partner. The prospective management partner shall submit a list of items as required on Page 4.
The goal of this RFP is to have a new management partner in place by Spring 2018.

Criteria The successful proposal must contain the following information and tabbed in the order shown.
Tab 1: Business Plan to include description of plans and visions for each miniature golf/recreational amenity
component (for example: miniature golf, other recreational amenity, etc.)
Tab 2: Description of proposed investments by the management partner for the Como Regional Park leased
miniature golf/recreational amenity area and equipment investments (breakout in detail both capital and
operating investments)
Tab 3: Description and examples by the management partner for the Como Regional Park leased miniature
golf/recreational amenity area to include but not limited to: offerings / services, including pricing, and hours of
operation.
Tab 4: Proposal Terms (income to the City of Saint Paul, term of agreement, or other) Respondents to this RFP
must submit a proposal that includes a revenue sharing breakdown. The revenue sharing breakdown must
propose the terms of a percentage of gross income and a guaranteed annual minimum to be paid to the City for
years 1-5, which is proportionate to similar venues in the Twin Cities metro region. Gross income shall be
defined as all revenue received from all Como Regional Park leased recreational amenity area managed, less
general sales taxes.
Questions – Project Information Contact City personnel, elected officials, and/or members of the proposal evaluation committee are not authorized to
discuss this Project or Request for Proposals with interested Respondents outside of the Pre-Proposal
Conference.
The City will not be bound by, and Respondents shall not rely on, any oral communication regarding the Project
or RFP documents.
All questions related to the project requirements and requests for clarification must be submitted in writing on
the Supplier Portal, www.stpaulbids.com.
HREEO will respond to all written questions by issuing a written addendum that will be posted at
www.stpaulbids.com. All Respondents will have access to all questions and answers submitted in writing which
will be public information.
Oral questions related to the project outside the Pre-Proposal Conference are prohibited. Phone call questions
and/or clarifications are not allowed.
Respondents shall rely only on the provisions of this Request for Proposals and written addenda in preparing
their proposals.

Amendments/Clarifications to RFP The City reserves the right to amend all or any portion of this RFP and its requirements and RFP Documents. If
the City modifies the RFP or clarifies anything in the RFP, the City will issue an addendum. Any addenda to
this RFP will be posted online with the RFP Documents. Respondents will be responsible for meeting the
requirements of all addenda and will be required to acknowledge receipt of all addenda.
Valid Proposal In order to be considered valid, the proposal shall be submitted on time and in accordance with the instructions.
Negligence of the Respondent in preparing this proposal confers no right to withdraw the proposal after the
proposal due date. The City will not accept Proposals received after the submission deadline.
Additional Rights Reserved by the City The City reserves the right to:
• Reject any and all Proposals received in response to this RFP.
• Select for Contract negotiation and award the Contract to the Respondent whose Proposal is the most
advantageous to the City, as determined by the City in the exercise of its sole discretion whether or not
the Proposal is the highest points awarded.
• Waive any non-material irregularities or inconsistencies.
• Approve or disapprove any subcontractor proposed to be used by a Respondent, based on
subcontractor’s record of poor performance.
• Terminate negotiations and prepare and release a new RFP, or take such other action as the City deems
appropriate if negotiations fail to result in a Contract within a time acceptable to the City in its sole
discretion.
• Clarify or seek from Respondents additional information on any Proposal.

Evaluation and Selection The City will evaluate Proposals against the evaluation criteria to the degree to which each Proposal meets the
criteria as follows:

In order to be considered responsive, each Respondent must complete and submit all required
documents.
The Proposal Evaluation Committee will evaluate and score each responsive Proposal. The proposals will be
evaluated based upon criteria items 1-4 above for a maximum possible score of 1,000. One interview will be
given for up to four proposers after the evaluation of qualifications by the selection committee. The total score
of the interview shall be based on the potential of 300 point total to be added to the score the team had going
into the interview.
Submission of a Proposal indicates the Respondent's acceptance of the evaluation criteria.
• The Proposal Evaluation Committee staff will evaluate the proposals. The Proposal Evaluation
Committee will evaluate proposals based on the criteria as laid out in the RFP.

Interviews The City of Saint Paul will invite the highest scoring Respondents to participate in an interview. The City may
interview all critical team members of the respondent’s team.
The City of Saint Paul may also request to interview additional personnel. The City of Saint Paul may request
additional information prior to interviews.
All proposed team members must be available in person for interviews on the date specified in this RFP. At the
City of Saint Paul’s discretion, substitutes, proxies, phone interviews, or electronic interviews may be allowed.
The interview phase may include a Respondent presentation. The interview itself will follow a question and
answer format.
Proposers will be expected to pay for any costs they incur for the interview process along with any costs
associated with preparing and transmitting proposals.

• Special Services Manager
• Parks Finance and/or Parks Operations member

INITERVIEWS Week of December 4th
Contract 1. The negotiated agreement to be executed between the successful Respondent and the City will include
the RFP documents and the provisions of the successful Respondent's proposal.
2. Prior to execution of a contract by the City, the successful Respondent shall provide a certificate of
insurance acceptable to the City Attorney evidencing, at a minimum, the coverage required by the
General Terms and Conditions (Exhibit C).

Conditions as provided in the solicitation.

Public Information Data submitted by a business to the City in response to a Request for Proposals are private or nonpublic until
the responses are opened. Once the responses are opened, the name of the responder is read and becomes
public. All other data in a responder’s response to a Request for Proposals are private or nonpublic data until
completion of the evaluation process. "Completion of the evaluation process" means that the City has completed
negotiating the contract with the selected vendor. After the City has completed the evaluation process, all
remaining data submitted by all proposers are public with the exception of trade secret data as defined and
classified in Minn. Stat.§ 13.37. A statement by a responder that submitted data are copyrighted or otherwise
protected does not prevent public access to the data contained in the response. Proposals submitted in response
to an RFP become the property of the City and will not be returned.
If all responses to a Request for Proposals are rejected prior to the completion of the evaluation process, all
data, other than that made public at the response opening, remain private or nonpublic until a re-issuance of the
Request for Proposals results in completion of the evaluation process or a determination is made to abandon the
purchase. If the rejection occurs after the completion of the evaluation process, the data remains public. If a re-
issuance of an RFP does not occur within one year of the proposal opening date, the remaining data become
public.
