CONTENTS: Research Projects and Funding Research Cluster Seminars Conference Addresses Knowledge Exchange and Impact In the News Other Announcements Publications PGR Annual Newsletter RESEARCH PROJECTS AND FUNDING The Legal and Criminological Implications of Climate Change The School of Law has recently (29-30 April 2010) organised a 2 day workshop on the legal and criminological implications of climate change at the world-renown Oñati Institute for the Sociology of Law located in the Basque region, Spain. Supported by an £8,000 grant from the British Academy and assistance from the Oñati Institute

itself, Tawhida Ahmed, Stephen Farrall, Matthew Hall and Duncan French hosted a ground-breaking conference of leading criminologists, international environmental lawyers and English lawyers to consider key issues surrounding climate change, as well as to begin the process of identifying cross-cutting themes and methodological aspects on the matter. With colleagues from Australia, Norway and the Netherlands supporting colleagues from eight British universities, the workshop proved to be a huge success. Topics included the legal consequences of a low-carbon future, the regulation of geo-engineering, the paradoxical harm of causing environmental damage in seeking to mitigate climate change, previous criminological implications of past mass migrations, the role of the citizen in a decentralised personal carbon trading system, and a human rights approach to climate change. Stephen Farrall, Director of the Centre for Criminological Research at the University of Sheffield said that as this was 'one of the first occasions that lawyers and criminologists have talked about climate change together in an academic setting, this workshop will have an enduring significance'. PRIV-WAR Sorcha MacLeod and research student Alexandra Bohm presented a paper entitled 'Models of Public Accountability for Private Military and Security Contractors: The March Towards a Non-Statutory Regime in the UK' for workshop on 'The Public-Private Interface in the Management of PMSCs' in Berlin on 20 May 2010 as part of the EU-funded PRIV-WAR project. http://priv-war.eu Team success at the South Yorkshire Police ‘Leaders in Action’ Awards. A collaborative project involving a team from the School of Law has been awarded the South Yorkshire Partnership Award. The project – known as „Operation Blight‟ involved a series of initiatives to reduce criminal damage, in particular graffiti, in Barnsley. Dr Natasha Semmens and Mahlah Stamp (who graduated in 2008) advised the police on graffiti reduction strategies and carried out an extensive evaluation of the project. The winners were announced at a ceremony on 7 May 2010 by BBC Look North presenters Harry Gration and Christa Ackroyd. The prize of £1000

will be used to fund future partnership projects .

ICLS Conference 2010 Banking charges and consumer rights: a comparative perspective 7 June 2010 ICLS in conjunction with the Journal of International Trade Law and Policy held the conference here in the School of Law. Delegates and presenters including representatives from the Office of Fair Trading attended.

About the conference In Office of Fair Trading v Abbey National Plc, one of the first decisions of the newly established UK Supreme Court, it was held that unarranged overdraft bank charges are exempt from the unfair assessment of the Unfair Terms in Consumer Contract Regulations. Although the decision was shortly followed by the OFT announcement not to pursue the matter any further, considering their Lordships´ invitation to Parliament to change the law, the last nail in this coffin may not have been hammered. This one day conference proposes to look at the decision of the Supreme Court from various legal angles i.e. contract, consumer and banking law domestically and from a European perspective, as well as considering the decision from an economics/law angle. The decision would also be put in the wider background of consumer protection in this area by considering the unfair commercial practice directive (and regulations) in order to see how, if at all, the two sets of regulations dovetail. The James Muiruri Annual International Law Lecture 2010 The James Muiruri Annual International Law Lecture is held each May and hosted by the University of Sheffield, School of Law's Centre for Law in its International Context. The Centre for Law in its International Context renamed their Annual Lecture in honour of James Muiruri, a PhD student in the Centre. James Muiruri was tragically killed in Kenya in January

2009 only a couple of months after successfully defending his thesis. This year‟s Lecture was held on 11 May 2010 and given by distinguished International Law Professor Robert McCorquodale, Director of the British Institute of International and Comparative Law and former Dean at the University of Nottingham. The lecture welcomed 60 staff and students from across the University to hear Professor McCorquodale lecture on Accountability of Corporations for Human Rights Violations.

Discussion Group at which Maurice Roche (Department of Sociology) introduced a discussion of chapter 1 of his new book, Exploring the Sociology of Europe: An Analysis of the European Social Complex, (Sage, 2010), 26 May 2010. IMPACT ESC Working Group on Community Sanctions Gwen Robinson is a member of the European Society of Criminology Working Group on Community Sanctions (formed in December 2007). The group exists to encourage networking, foster discussion, stimulate empirical research, enable theoretical development and encourage critical and comparative work on community sanctions in European jurisdictions. Its specific interests and concerns include: 1. The historical development of community-based criminal justice sanctions in European jurisdictions, how community sanctions in European jurisdictions are currently configured (both as legal orders and as related

penal practices) and whether, in what ways and to what extent they are subject to significant ongoing reconfiguration or transformation 2. The emergence and significance of new forms of community sanction, such as compulsory drug treatment and electronic monitoring. 3. The effectiveness of these sanctions and their impacts: a. on sentencing b. on offenders c. on victims d. on communities e. on other stakeholders 4. Public attitudes to and media representations of such measures. Women, Punishment and Community Sanctions: Human Rights and Social Justice Programme Gilly Sharpe is involved in a programme hosted by the Institute of Advanced Studies at Strathclyde University. The core objective of the programme is to draw on international knowledge and expertise to critically assess cross cultural responses to lawbreaking by women with a particular emphasis upon human rights and social justice. The programme focuses on comparative experiences of community sanctions for women and girls, an area that has received relatively little academic and policy attention. In doing so it aims to extend existing academic debates about women‟s imprisonment and human rights, and provide a forum for academics, practitioners and policy makers to participate in the development of knowledge for policy, practice and research. The programme incorporates a series of three two-day events bringing together an invited international group of academics, service managers, policy-

The article is a response to the paper „Why Europe matters to the NHS‟ that Tammy presented at the NHS Confederation Annual Conference & Exhibition, Liverpool, 23-25 June 2010. George Zhou - Visits Harvard Law School George Zhou participated in the Institute for Global Law and Policy's first annual Workshop on Global Law and Economic Policy held on 2-11 June 2010 at Harvard Law School. residential program designed for doctoral and post-doctoral scholars. The Workshop aims to promote innovative ideas and alternative approaches to issues of global law, economic policy and social justice in the aftermath of the economic crisis. The Workshop will bring together specialists from across the arts and sciences as well as the professional schools who are interested in the intersections between law, economics and global policy. As a participant, George joined over 80 young scholars and 20 leading faculty from around the world working on issues of global law and economic policy for serious research collaboration and debate. Supervision of Russell Buchan, Simon looked at SIAC, the Special Immigration Appeals Commission. His work researched during the internship is due to be published in the Cambridge student law review. On 21 May 2010, a piece by him "No room for secret evidence in British Justice System" was published in the Guardian newspaper. CONFERENCE PRESENTATIONS Tabitha Collingbourne Tabitha attended the inaugural Global Research Colloquium on Disability Law and Policy, held in Galway, Ireland. The Colloquia are hosted by a consortium of three international academic centres: the Centre for Disability Law and Policy at the National University of Ireland, the Burton Blatt Institute at Syracuse University, USA, and the Richard Crossman Chair of Social Welfare and Social Planning at the University of Haifa, Israel. The aim is to bring together an emerging community of scholars in the disability field whose ideas will shape the reform agenda encapsulated in the UN Convention on the Rights of Persons with Disabilities. Tabitha presented a paper titled „Contradiction in Terms? The UK, socio-economic rights and Article 19 CRPD‟, 26-27 April 2010.

Tabitha was also invited to attend the conference of the European Network on Independent Living in Strasbourg, where she facilitated and acted as rapporteur for a workshop chaired by Horst Frehe, MP, entitled „Independent Living as a Human Right: implementing the UN Convention‟. Participants from across the European Union shared their experiences of progress on implementation in their respective countries. Tabitha contributed a paper on „Implementing the UN Convention in the UK‟, 20-21 September 2010. Alexandra Bohm Alexandra with Sorcha MacLeod presented 'Models of Public Accountability for Private Military and Security Contractors: The March Towards a Non-Statutory Regime in the UK' for workshop on 'The Public-Private Interface in the Management of PMSCs' in Berlin on 20 May 2010 as part of the EU-funded PRIV-WAR project. http://priv-war.eu Nathan Cooper Nathan presented Investing in Human Rights: Exploring the Developmental Potential of Bilateral Investment Treaties‟ at the first SIDNet PGR conference, 1 March 2010. The conference brought together research

Rebecca Sanders Rebecca presented „The Europeanization of mortgage laws: A case study on the interrelationship between law and policy‟, at the Faculty of Social Sciences Interdisciplinary Postgraduate Student Conference, 12 April 2010. Jenny Sloan Jenny presented „Gender Behind Bars - A female perspective on researching male prisoners‟ at the „Masculinity Research Event„ organised by the Gender Research Network and the Post Graduate Gender Group, University of Sheffield, 3 February 2010. PUBLICATIONS Pauline Callow Pauline Callow, 'The Drink-Drive Legislation and the Breath-Alcohol Cases', Criminal Law Review, 2009, 707-718. Rosamunde Van Brakel Rosamunde won a best paper award for her co-authored paper, "Understanding resistance to digital surveillance: Towards a multi-disciplinary, multi-actor framework". The

award, which is granted by the Surveillance Studies Network, is for papers that demonstrate exceptional promise in Surveillance Studies. The paper is accessible on the Surveillance & Society website. Rebecca Sanders Rebecca Sanders ‟The Integration of European Mortgage Law: A Case Study on the Use of Multi-Level Governance Approaches in the Europeanization of Policy.‟, Birmingham Journal for Europe, 1 (4), 2010. http://ejournals.org.uk/BJE/article/2010/4 RESEARCH PROJECTS Nathan Cooper in South Africa In February 2010, Nathan visited South Africa as part of his Ph.D. research. He spent three weeks interviewing township residents in Durban and villagers in rural Kwa-Zulu Natal, asking questions about their experience of access to water. The purpose of these interviews was to place the experience of traditionally excluded people in the centre of his thesis about realising the

right to sufficient water. Insight from these personal stories will add content to his discussion of the right to

Views on using personal information in research Ryan Davenport convened an event working with a select group of GCSE school children, parents and invited guests to address issues involving social science research access to personal data. The „Y Touring Theatre Company‟ introduced students to the topic through a performance of their „Breathing Country‟ play. Provocative scenarios were then explored in class sized workshops. The

day concluded with a „Question Time‟ style panel and audience involving students and guests, including media. This event took place on 18 March 2010. Dr James Banks is now a lecturer at Sheffield Hallam University and Dr Mark Van Hoorebeek is a lecturer at the University of Bradford.
