    I appreciate you taking the initiative on this matter but we all need to staywithin the parameters of the EXORD. The EXORD clearly defines the steps andrequirements for a waiver; ARCYBER (NETC-CG) has the task. The Army Corps ofEngineers has a waiver in the works (see attachment). However, there is noPO&M as required by the EXORD. Please share your finding with the NETCOM G3 soit will inform the decision. NIPR has a allow all, deny by exception. This means that thisrequires daily updating of Access control lists that is almost all cases areirrelevant due to our security model but the team still has to spend thetimeto enter these configurations daily.

    (4) DRENINIPRnet TECHCON-- we are currently not allowed to connect to theNIPRnet due to this TECHCON. We were unable to work out an acceptableconfiguration with NETCOM(5) Need to sit with DISA and make sure that any connection to NIPRnet willnot cause instances that happened in the past where filterslblocks appliedcaused connection issues from entities that USACE works with/public etc. Inthat this comes thru the Internet we should be able to get assurances thatNIPR will not advertize our routes out of their gateways (which breaks us).(6) Need to work with DISA to make sure that any connection to NIPRnetresults in symmetrical routing. We currently do this with the Internetgateways and need to do the same with NIPR. This means that regardless ofwhat happens- traffic that leaves USACE heading to NIprnet must return thruthe same gateway due to our use of stateful fire walls.When we say back on the NIPRnet I am assuming we mean that we would have aNIPR AND an Internet gateway. If instead we are talking about NIPRnet onlythere are a much larger list of issues

    I appreciate you taking the initiative on this matter but we all need to staywithin the parameters of the EXORD. The EXORD clearly defines the steps andrequirements for a waiver; ARCYBER (NETC-CG) has the task. The Army Corps ofEngineers has a waiver in the works (see attachment). However, there is noPO&M as required by the EXORD. Please share your finding with the NETCOMG3so it will inform the decision. Concerns are significant and include COE not being on DISNand migration of fof XP is not planned to be completed until FY13. The groupagreed that the issues were non-trivial and as such require significantengineering to resolve. The engineering includes the design of the transportand security for this effort. As such, we came up with the following pathahead.- Approve the Enterprise Email waiver for 18 Months. Initiate immediately a 6month technical design effort to develop a reasonable plan to move toEnterprise Email without impacting COE mission. Following the 6 month effort areassessment of the waiver will be made.- The technical design effort will be launched at the Microsoft ArmySymposium. Key technical experts will be at this event to support this effort.This effort requires engineering support from COE, DISA, NETCOM, MITRE, andCIO/G-6. Therefore I request leadership support in ensuring the right expertsare in attendance.COE Concerns presented today are attached.
