RESTRUCTURING OF ATS ROUTES IN THE JAKARTA FIR AND UJUNG PANDANG FIR
1. INTRODUCTION
The purpose of this AIP Supplement is to provide details on the restructuring of ATS Routes in the Jakarta FIR and Ujung Pandang FIR for flight from/to Jakarta-Ujung Pandang FIR and beyond. The restructured routes will enhance flight efficiency and increased capacity.
2. ATS ROUTES RESTRUCTURE Changes details to ATS Routes designation/re-designation and
realignment as mentioned above are follows : a. ATS Route to be removed is A576 b. ATS Routes to be re-aligned are M774, M522, W15, W15N, W18,
W36, A576S c. ATS Routes to be established are L504, M635 d. ATS Route to be re-segmented is G464, M522
3. DESCRIPTION OF CHANGES
3.1 The changes of table data below is affected by restructuring of ATS Routes. The new ATS Route segments are describes on the attachment “A” and chart is shown on the attachment “B”

3.2 This restructuring ATS routes will be an impact changes on data
in the AIP Indonesia Part ENR 3.1, ENR 3.2, ENR 3.3, ENR 4.3 and Standard Departure Chart-Instrument (SID) and Standard Arrival Chart-Instrument (STAR) of all related aerodromes.
4. PERFORMANCE BASED NAVIGATION SPECIFICATION
4.1 The RNAV route L504, M635 and M774 are designated as RNAV 10 navigation specifications as specified in the ICAO Performance Based Navigation (PBN) Manual (Doc 9613). Operators shall refer to the ICAO PBN Manual for requirements on RNAV 10 operational approval.
4.2 An aircraft that is unable to meet the minimum navigation
requirements for RNAV 10 shall not flight plan on ATS route L504, M635 and M774.
4.3 Pilots of aircraft meeting RNAV10 navigation requirements must
indicate /R in Item 10 of the ICAO Flight Plan.
4.4 Pilots must advise ATC of any deterioration or failure of navigation systems below the navigation requirements for RNAV 10, ATC shall then provide alternate separation and / or alternative routing.

5. SAFETY ASSESSMENT CRITERIA
The safety criteria associated with the introduction of the reduce lateral separation minima of 50 NM will be in accordance with the requirements for RNAV 10 navigation performance, that is, aircraft navigation performance shall be such that the standard deviation of lateral track errors shall be less than 8.7 km (4.7 NM).
6. MONITORING OF AIRCRAFT NAVIGATION PERFORMANCE
6.1 Monitoring of aircraft navigation performance is a joint responsibility between operators, State of Registry, or States of Operators (as applicable), regulatory authorities and the ATS providers. The detection and reporting of non-conformance with the navigation requirements against the following parameters will rely primarily on radar monitoring by ATC units: Lateral Deviations (i) a deviation of 15 NM or more from the back centerline based
on radar observations;
Longitudinal Deviations (i) where time separation is applied by ATC - when the reported
separation based on ATC verified pilot’s estimates vary by 3 minutes or more from the expected separation at the reporting point; or
(ii) where a distance based standard is applied by ATC based on surveillance observation or RNAV distance reports – when the distance varies by 10 NM or more from the expected distance.
6.2 ATC will advise the pilot-in-command when such deviations
are observed and implement the required investigation procedures.
6.3 The ATC authorities will investigate the causes of such deviations in conjunction with the aircraft operator and the State of Registry, or the State of the Operator, as applicable.

7. SEPARATION MINIMA
7.1 Lateral Separation Minima A lateral separation minima of 50 NM may only be applied between aircraft on ATS routes M635 and M774 equipped in accordance with RNAV 10 navigation requirements.
7.2 Longitudinal Separation Minima
A longitudinal separation of 50 NM RNAV may be applied between aircraft on M635 and M774 equipped in accordance with RNAV 10 navigation requirements. In cases where distance based longitudinal separation of 50 NM could not be applied due to speed variance of succeeding aircraft, time based separation using Mach Number Technique (MNT) may be applied between aircraft.
8. OPERATORS PROCEDURES
The operator shall ensure that in-flight procedures, crew manuals and training programs are established in accordance with RNAV 10 navigation requirements.
9. This AIP Supplement will become effective on 09 February at 00.01
UTC 10. This AIP Supplement will be cancelled when the content have been
incorporated into AIP.
11. Any change to the content of this AIP Supplement will be notified by NOTAM
