Company:City of Gold Coast (CoGC)

Position:Technical Project Manager (Solution Designer)

Length of Service:April 2017 – March 2017 (Initial 3 month Contract)

Role DescriptionCity of Gold coast was faced with an issue they needed an experienced project manager with extensive ICT refresh experience to solve. In 2017,the problem that was presented to the ICT team was that most of their WAN Routers, LAN Switches, Core Network, Firewalls, Proxy, IP Telephony and Load balancer infrastructure was End of life (EOL). The EOL Risk was heightened due to the proposed 2018 Commonwealth games that were being held on the Gold Coast in 2018. The city wanted to ensure that there were no outages that could create a public embarrassment through media outlets as there was increased media visibility. This risk had to be mitigated and a role was created to solve the problem. I was awarded this role and commuted from Brisbane Daily to complete the contracted projects.The infrastructure that required replacing was all ICT infrastructure and the program consisted of refresh of resilient call manager, voicemail, Presence and contact centre infrastructure for 3500 handsets, replacement of 80 Ethernet switches across multiple sites, replacement and redesign of resilient Checkpoint Firewall infrastructure providing Remote Virtual Private Network Access using two factor authentication, implementation of intrusion prevention, removal of Bluecoat proxy servers and configure Checkpoint for proxy functions. The Checkpoint installation needed to provided enforcement for three separate domains, Libraries, Corporate and Library Public access machines. In addition to the above mentioned projects I was also responsible leading the Market Sounding, Request for Quote and subsequent awarding of contract to a vendor to implement load balancer infrastructure. Due to the fact we did not engage the city’s managed service provider, I was responsible to manage all resources, run the cutovers and ensure all handover to the managed service provider This project commenced in just prior to Christmas 2017 and was handed over to support in March 2018.The project required myself to manage the several multidisciplinary teams, Third Party Integrator who were responsible for the technical delivery of the solution, internal Subject matter expects, City of Gold Coast ICT management, City of Gold coast Corporate, Library and Elected member staff, such as the office of the Mayor and the incumbent managed service provider This project saved city of gold coast over 300 thousand dollars based on the quote originally obtained and demonstrated to city that rate payer value can be sourced using alternative suppliers, and that projects can be delivered in weeks as opposed to monthsThis role required me to wear many hats, Project Manager, Solutions Architect, Change Manager, Test Coordinator. The role was varied and played to my multidiscipline experience.I would lead weekly Project working group meetings and escalate issues to be referred to the steering committee to City’s program manager. In additional to leading the meetings I would provide weekly project reports, as well as organize outages, user acceptance testing and manage the test process during outages. Each of the projects milestones consisted of Statement of Works, Schedule, Design, implementation, Handover to support.Statement of WorksI personally would ensure they met City’s ICT strategy and complied with the city’s Risk Profile. This meant managing up to 5 internal approvers so that feedback could be sent to the vendor. This was done by means of Review meeting where the updates were applied live if possible or taken back to the vendor’s management for approval. Once the final document was provide I managed the process again to obtain City’s endorsement or approval.ScheduleI operated on two schedules but only one at time. The initial schedule was an internal schedule managed and created by myself to manage the Statement of Works and to project the conclusion date of each of my projects As part of my internal schedule i had a milestone to approve the integrators schedule. My schedule would then retire and we would operate off the Vendors baselined schedule. Microsoft project was used to manage the Schedules, and they were stored with revision numbers on sharepoint.DesignDesign work was completed by city’s contracted vendor. The delivered artifacts were required to be endorsed and approved by City Staffa and myself. I would lead the internal review of these documents and chair the design review meeting. I was responsible to use my technical experience to review the designs and provide endorsement, and use my business experience to manage the vendor to achieve design sign off;

Implementation and Handover to supportThe implementation of technology at each site required me to lead the change management presentation. To lead the presentation the vendor needed to supply me with a Risk Assessment, Implementation plan, and Systems Acceptance plan that needed to have internal Stake holder endorsement prior to be presenting to CAB. I was also responsible to contact the affected customer to get business agreement for any outage. Once the change was scheduled for implementation I would oversee the cutover. The process was more hands on with the F5 project where I was responsible for running the change conference call. This stage required me partake in change manager and Test Co-ordination activities, arranging outages, obtaining business stakeholder approval, organize end user training , and mobilize test teams to produce UAT Test plans.
