Assignment as senior staff member within Tri-Service (Army-Air Force-Navy) organization. Managed $24M budget in support of 64 education programs, closing out finances for FY12 and developing budget for FY13. Director Resource Management/ Chief Financial Officer June 2008 - July 2011Naval Hospital Guam

Managed hospital budget of $39M, reimbursement program of $4.3M, and defense travel program of $900K. Member Board of Directors, managing three departments and 12 civilians. Through close coordination and planning of hospital budget, secured an additional $6.1M in FY09. Managed collections program, increasing collections by 19%. Received zero discrepancies for all programs managed during a tri-annual Medical Inspector General Survey. Identified as first of 8 LT MSC officers in the command.

Completed training for Lean Six Sigma Black Belt, serving as the command’s continuous process improvement project officer. Facilitated a highly interactive and successful Executive Steering Committee strategic planning meeting, using Lean Six Sigma brainstorming tools to establish command goals. Spearheaded a command priority initiative establishing and implementing a comprehensive customer relations program that was both patient-centered and staff-rewarding.

Deployed five months on USNS Mercy Naval hospital ship, a 1,000 bed medical treatment facility, supporting the Pacific Partnership 2010 Humanitarian and Civil Assistance Mission throughout five Western Pacific nations. Responsible for the receipt, accountability and movement of humanitarian medical/dental supplies valued at $2M at six mission ports, serving 110,000 patients. Managed 1 civilian, 2 Chief Petty Officers, and 14 junior enlisted personnel. One of only 8 officers identified to stand watch as command duty officer representing the commanding officer in his absence. Volunteered as Wardroom Mess Treasurer for 200 officers, managing $45K/month.

Finance and Supply Officer July 2003 - July 2006Naval Dental Center, Okinawa, Japan

Identified as #1 of 31 junior officers in the command. Directed all Finance, Materials Management and Biomedical Repair issues for the largest overseas dental battalion. Managed three departments and supervised 11 personnel while overseeing the distribution of the command’s $4.5M in support of 9 geographically separated clinics. As the contracting officer representative, managed 37 contract positions, coordinated all hiring activities. Member of the Executive Steering Committee and reported directly to the Commanding Officer.

Identified $650K of equipment deficiencies coordinating funding and purchase increasing the commands direct funding by 16% while identifying an additional $1.1M in equipment that was funded and purchased by BUMED. Realigned critical resources needed to convert two spaces into service as dental operatories contributed to decreased patient wait times.

Served as the command’s Equal Opportunity Officer coordinating monthly cultural events and advising the commanding officer. Conducted and briefed a command-wide equal opportunity survey that identified opportunities for cultural diversity.
