Church Council MINUTES

October 17, 2017

The meeting was called to order by President Steve Dougherty at 7:00 P.M.

Present with Steve were Sue Hiersche, Scott Weinberger, Diane Lafrenz, Jerry

Sharpe, Bonnie Nimz, Nanette Sutherland, Don Ogard, and Tom Martin as well as

Pastor Sue Seiffert and Troy Lutz. Sara Ritchie, Lorraine Holte, Diane Lafrenz

and Mike Petke were absent.

Devotions: Tom Martin led the devotions; November’s devotions will be led by

Steve Dougherty.

September Council Minutes: The minutes were accepted and approved with one

correction to the paragraph under new business/Outdoor sign. Sue (not Kym) is

getting bids.

Note: There was an email on 10/3/17 with a motion for establishing a salary of

$20 to $25 per hour pay rate based on experience (up to 9 hours per month) for the

Hand Bell Choir Director. If the choir plays for 2 Sundays in a month, the pay

could increase by an extra $20-25 for that extra hour. The motion passed with a

vote of 12 yes votes and 1 no.

Treasurer’s Report: Tom Lindberg presented the financial report. September

deficit was $2674, YTD is a deficit of $6247. September contributions were short

one Sunday due to God’s Work, our Hands event. Tom reported some 2018

pledge cards have been received but suggested a notice could be put in the weekly

newsletter to remind members to return the completed forms if they wish to make a

commitment. The treasurer’s report was M/S/A as reported.

Pastor’s Report: Pastor Sue reviewed the written Pastor’s report in the council

packet. The transition team will complete the Ministry Site Profile by the end of

October. It was agreed, the council will hold a special meeting on November 7th at

5:30PM to work on the final profile and discuss organizing a call committee.

There were several suggestions Pastor Sue asked the council to begin to discuss

regarding aligning our culture to a Pastoral style church. The pastoral style has

been identified by the transition team. Some of the areas are number of council

members, EC function, staffing needs, phone system, thermostats for furnaces

(cost saving), improving relationships in the congregation and with leadership, and

committee structure and function. She reviewed the vitality survey results with the

council and discussed potential next steps. Pastor Michael Keys will worship with

us on November 5th and lead a discussion of the survey results with the

congregation. New members will be received on Sunday, October 22, 2017.

Joann and Rick Johnson have requested their membership be transferred to RLC.

Their membership was unanimously approved.

Troy’s report: Troy asked the council to consider hosting “Youth Works”

summer mission program for 6 weeks starting June 17, 2018. Young people

(middle school and high school youth) would arrive on Sunday nights and leave on

Friday mornings. Approximately 50-60 kids would be expected each week. The

kids would perform various mission projects and social events during the week.

Various mission projects suggested were Operation Nightwatch, SnowCap, Habitat

for Humanity as their focus for 2018 would be the homeless. Youth Works would

provide insurance for the kids. Troy is hoping to arrange for events and mission

projects that RLC youth and members could participate with the Youth Works

kids. The organization, Youth Works, meets in November. A motion and second

was made for RLC to consider being as a host site for Youth Works in the summer

of 2018. Approval was unanimous. This will be discussed again in November.

Old Business: -

AC Proposal: Sue presented additional details that were requested from the

September council meeting regarding the AC proposal from Roots. Nanette made

a motion to proceed with the AC opportunity. Tom M. seconded it. Discussion

followed. On the vote, 7 approved the motion, 1 voted no, 2 abstained. Motion

passed. Funding ($6000) for the project will be determined at a future date. There

was discussion regarding communicating with the congregation as some members

might want to contribute to the project. Another option is funding may be

available from the R4 fund as it enhances the worship space. The project will not

be started until the spring. Sue will follow thru with communication to Roots.

Exterior Sign: The current sign was installed in 2002. It is old and needs repair

or replacement. We have received bids from 2 companies for two different types

of signs. One is for a digital electronic sign and one is for a reader board similar to

our current sign. There was a motion and second to go with the digital electronic

sign bid ($10,201 plus permits and engineering-can be no more than $1000 extra

for the permits and engineering) from Foress Sign Mfg (the source of our current

sign). The motion passed with approval of 9 council members and 1 abstaining

vote. Sue will follow thru with the order.

Water heater for Janitor’s closet (Montessori School) – After checking with the

Montessori School and council approval from a previous months, Sue has asked

Wally Lafrenz to follow thru with arranging for the water heater in the janitor’s

closet to be replaced. The total amount approved previously for the water heater

and professional installation is $1000.

Luther Lodge patio : Nanette will follow thru with completion of this project

(fenced barrier).

New Business: -

Safety in back parking lot: Troy shared that people have been leaving trash and

stolen things in the back parking lot. Sue has contacted the Loss Prevention

Manager for Church Mutual for suggestions on the issue. A chain across the back

parking lot has been suggested. Holly Smith will conduct a site visit on October

30th to review the situation.

Roof Repair: Sue has arranged for 3 roof repair estimates over the next week.

Wally Lafrenz will meet with the roofers on Friday, October 20th and on Monday,

October 23rd. Sue has also asked the roofers to recommend future roof needs for

RLC. Because of the potential cost, the bids will be reviewed at the November 7th

special council meeting.

Custodian resignation: Terry Armstrong has submitted his resignation effective

October 30th. He is moving to Eugene. A discussion followed about whether we

should hire a janitor only, a janitor with light maintenance ability or a temporary

janitor to give us time to determine our needs and budget available.

It was decided to ask the personnel committee to review our options and the

custodian job description and make a recommendation.

2017 Christmas Cards: It was decided we would send out Christmas cards to the

members (including members in the military and college and the homebound). We

will ask the council secretary, Diane Lafrenz to purchase cards for signing after

Pastor Sue checks in with Kym regarding the number of cards needed. Pastor Sue

will write a Christmas letter to be included in the mailing. All council members

and staff will sign the cards.

Quarterly Herald: The personnel committee is suggesting the council consider

changing the Monthly Herald to a quarterly distribution. This would save time for

the parish administrator and save on some postage fees. Because of the length of

the meeting, this issue was tabled until next month.

Motion to Adjourn

Don moved to adjourn; Sue seconded it. Motion was unanimously approved.

Treasurer’s Report –October 2017

In Summary,

October income was better than expenses by $6,504.

2017 year-to-date income was better than expenses by $258 compared to a similar

positive $622 for 2016 year-to-date.

October expenses were only ($1,060) more than September; however, with total

October income at $10,000 more than September, there was significant

improvement for the month.

The General Fund cash balance is now $36,867, up from $36,613 on December 31,

2016.

Having entered into the fall period with an upswing, there is hope that we will see a

positive conclusion for 2017.

Pastor’s Report November, 2017 The Ministry Site Profile has been completed, including all the contact information for the references. It has been submitted. The Call Committee has been selected. The council has put in significant overtime this month. The next time that extra work related to the call process will be required should come when the Call Committee is ready to recommend a candidate. At that time (assuming the council accepts the recommendation), the Executive Committee and/or other representatives will communicate with the candidate to work out the details of the compensation package, which the entire council will need to approve. And the council will need to call for a congregational meeting, working out the timing with the Call Committee’s plans for introducing the candidate to the whole congregation. Generally speaking, it’s best to have no more than two weeks between the “meet and greet” and the vote. But again, none of that is going to happen for a while! Last month, I wrote about several different areas which I believe would benefit from change. In a sense, all of them are connected since they are all part of what it means to embrace the structure and activities that are consistent with being a pastoral-style church. I’m not going to repeat things here, but if anyone wants another copy of last month’s report, I can get it to you. In the Ministry Site Profile, one of the goals is to “continue growth in communication through one on one relationship building conversations”. I would like to challenge members of the council to have one conversation with someone between now and the next council meeting. I propose this topic: “What is your favorite part of the holidays?” If you want more questions to help pursue the topic: “What is your favorite holiday food? What are your favorite Christmas carols? Who do you look forward to seeing at the holiday time that you may not see otherwise? What do you like best about the Christmas Eve worship service?” But remember that this is not an interview. You’re not gathering information. You’re getting to know someone better, deepening the connection with them. Ideally, this is done with someone you don’t know that well, but it could certainly be an acquaintance with whom you are comfortable. It could be deliberately set up with a phone call and a specific time, or it could be something you do in the moment as you encounter someone you’d like to get to know better. You could specify that this is part of the council getting to know members better, or you could just have the conversation. The point is to begin to stretch yourselves to deliberately engage in a conversation you would not have ordinarily had with the goal of simply connecting with someone. Last year, after the January Annual Meeting, we had a council retreat on a Saturday from 9:00 a.m. to 3:00 p.m. I think that it worked well and I recommend that we schedule the same. This year, at least part of the time could be used to look at ways to change the structure and activities to be consistent with being a pastoral-style church. I do not currently have any specific plans for continuing education or vacation. I am hoping that

I will be able to have two or three days after Christmas when I can spend time reading the

various books that I have stacked up. I will consider that to be continuing education.

I will try to take a week for either continuing education or vacation before Ash Wednesday

(February 14), but that might prove difficult to schedule. I will definitely take one or two weeks

of vacation and/or continuing ed in April, after Easter Sunday.

This chart is set up to reflect the terms in the contract. The actual amount of vacation time and

continuing education time that is due when I leave will be prorated. I always try to leave at least

two weeks before the newly called pastor will begin, but there will likely still be a period of time

when the compensation will overlap.

Community Ministry Team Minutes November 9, 2017

Ministry Site Profile approved and goes straight to the Synod. Air conditioner approved but details still to be worked out with Roots Church. Three new members have joined RLC. Talked about security issues. Money approved for outdoor sign. Roofing needs talked about. Custodian position has been posted. ONW: Roger: The new leadership is settling in. The new priest at St. Stephen's Episcopal Church will be ordained on December 10th. ONW did not make the list in the Willamette Week in the Gift Guides this year. There is a silent auction fund raiser this Saturday evening. Habitat for Humanity: The auction brought in $501,734. There was a video that we watched about Lizet and her daughters moving into their new home. They are working on condos as well as at Jubilee Commons. Habitat has pledged to build 2,000 each in Puerto Rico, Texas and Florida. They have already sent home repair kits with all kinds of tools. Zarephath: Orpha: We served 111 people with 78 having seconds. The food was prepared by Joy Teriyaki. Million Meals: Ward: On Sept. 24th, $282 was given, which is 5,640 pounds and 11,280 meals. To date we donated $2,704.00, which is 54,080 pounds, 108,160 meals. Operation Christmas Child: Jerry: 55 boxes which costs $495 in postage. This is the last year after 22 years. What to do with the extra money in account goes to council.

Veterans: Dixie: Veteran's Sunday is this Sunday. They will raffle the quilt. A breakfast/brunch will be served. There will be displays and a video of veterans. There is a barrel for new socks, shorts and tee shirts in the fellowship hall by the door. They will be selling wreaths for $20 after Thanksgiving. Quilts and afghans that have been made will be given to vets. There will be conversation meetings in January regarding PTSD. Hannah's Helping Hands works with service dogs for vets. Mission Funds: A detailed report from Tom Lindberg. Samaritan's Purse Operation Christmas Child should be the $754 and Christ Child Tree the $45. 5% of contributions goes to missions with 2 1/2 % going to the Synod and 2 1/2% going to the MOM. We voted to donate the October portion to ELCA Disaster Fund for Puerto Rico instead of Operation Christmas Child. December will go to Veteran's families. We received articles on Human Solutions, IMIrJ regarding immigrants and sanctuary issues, Gun Violence and Fly Fishing. Closed with a short prayer / poem by Orpha and a devotion from Roger. Congregational Care Committee Minutes

October 17, 2017

Old Business:

-Review of September 9 & 10th God’s Work, Our Hands: Great event, want to repeat it.

-Review of September 30th Stewardship Event: Good speaker, low turnout, evening event may

be the reason. Need to consider if event should take place in the future. Maybe it should be

dropped.

-Recap of September 17th Ministry Fair: Jerry said there was less participation this year but still

was a good event and should be repeated. After a discussion, it was decided to take a survey in

April or May of the various committees to gage interest and plan a ministry fair for September

only if there is enough interest.

-October 27th Community Harvest Festival: Jerry is planning. Help is needed with candy and

cake donations, apple juice donations and volunteers for the night of the party. 50-60 children

are expected.

New Business:

-Future committee meetings: Discussed the need for future meetings versus what can be

handled via email and people taking the lead on various projects. It was decided to meet

quarterly (Jan/Apr/July/Oct) in 2018 and assess how effective that works. Also, discussed how

the committee has evolved over the past two years. We have become more fellowship

focused.

-Revision of the Membership by-law: Even though this by-law was revised in the spring, Laura

will review it to be sure it is in line with the transition team analysis this year. Any needed

revisions will be communicated to the committee via email and then resubmitted to council.

Veteran’s day service: November 12th, one service at 10AM followed by veteran’s festivities. If

anyone wants to help with the event, contact Dixie Antle.

-Thanksgiving eve service, November 22nd 6:30PM: Pie social. Those committee members

present can informally help with serving and cleanup.

-2018 budget: Sue will work up some figures based on last year budget vs actual and forward it

to the committee for input before forwarding to Tom Lindberg for inclusion in the general fund

budget.

-2018 Easter Egg Hunt, March 31, 2018: Jerry would like to have an Easter Egg Hunt for kids.

There was discussion regarding congregation interest and volunteers available. It was

suggested Jerry look into what other community groups are planning a Easter Egg hunt in the

neighborhood (is there a need for another party?) and are any other churches in the area

planning a hunt (maybe we could join forces).

Resurrection Lutheran Church Living Memorial and Endowment Committee October 29, 2017

Members Present: Sandy Anderson, Recording Secretary; Kathi Holmes, Chair; Lorraine Holte; Tom Petke and Gary Sutherland Others Present: Tom Lindberg, Treasurer Kathi called the meeting to order and Sandy opened with prayer. 1) Treasurer’s Report Tom L. reported continuing growth of the Endowment Fund investments. He reviewed recent activity of the fund. It was noted that 2 Memorial Fund accounts (Norma Gilge and Lorraine Bodack) have been reopened to receive offerings after they had been closed. Tom P. indicated those additions be directed to the youth. The committee members were reminded that offering envelopes are used as the official medium for receiving funds and designations for their use. When not used, there is much extra effort and time spent to assure such information is processed through the count and posting processes. This was one such instance where the casual note was misplaced and has been corrected. Tom L. noted that 7 accounts have been closed through September. We reviewed and discussed the 17 open Memorial Fund accounts, including 3 new accounts requiring no immediate action. The committee acted on 7 more accounts providing for them to be closed immediately. Lorraine volunteered to make contacts on 3 accounts to obtain decisions from family contacts. It was determined that some need to be closed if no further contact can be made with family. With closure the amounts will be divided equally into the Undesignated Memorial Fund and the Endowment Fund. We reviewed the year’s activity on both funds and noted that the Endowment Fund category balances of money available for distribution, but not yet committed, are as follows (with the exception of projects approved below): Category I $5,862.50 Category II $1,266.52 Category III $ 00.00

2) Grant Applications Moved/Seconded/Approved: $1,600.00 grant from Category I to Laura Gifford for tuition at George Fox University (Portland Seminary) for seminary studies. M/S/A: $2,000.00 grant from Category I to Courtney Mealue for tuition at Southern Oregon University. There were no applications to Category II and III. 3) Nominations Our committee needs to inform the Church Council as to what vacancies will need to be filled on our committee so nominees can be sought. We can have up to seven members. Lorraine’s term will expire but she is willing to run again. Beth’s term will also expire. Kathi will inform Council and include any candidates the committee would like to recommend. 4) Rules and Responsibilities Draft Kathi presented a draft of rules and responsibilities for officers and members of the committee. There was some discussion and it was agreed that the document will be on the agenda of the next meeting for follow-up. 5) Estate Planning Seminar After our query as to interest in an Estate Planning Seminar, only two people expressed interest. It was decided not to offer one at this time. 6) Next Meeting: January 28, 2018 unless that conflicts with the congregation’s annual meeting. The meeting was adjourned.
