Since 1903, the founding principles of The Retail Alliance have centered on the core value of service to our membership and to the retail community.
And now, 111 years later, our efforts to strengthen this core value is stronger and more focused than ever! We have certainly modified our strategies over the years and we have proven that the collective impact of retailers united is certainly stronger than when we stand alone.
Our advocacy achievements, benefits available to all members, continued educational opportunities and
I can’t believe a year has gone by since our first ever membership directory! We recently adjusted our mission statement to reflect our next three year strategic plan; “To be a trusted resource for the success of local retailers.” Our new mission statement bodes well with the initiatives that staff and board have set out to achieve during this coming year.
As you thumb through this year’s directory you will see one of the most dynamic staff ever assembled; a staff comprised of energy, creativity and a passion dedicated to the fulfillment of our mission. You will notice a board of directors that is both visionary and supportive of the initiatives that should truly add value to your membership.
We are stepping up our game when it comes to events, education, advocacy, products and services. The Retail Breakfast Club will be our new monthly forum series that will provide fun, education and camaraderie with fellow members.
Our Buy Local campaign will bring consumers and businesses together for the economic well-being of our community. This aggressive undertaking will promote the advantages of purchasing from local businesses throughout Hampton Roads.
Quarterly Member Orientations, New Member Munchies, will review the benefits of membership as it relates to products, events, advocacy and educational forums. Speaking of which, education has been mentioned constantly as a tangible benefit desperately needed by up and coming retailers. Our goal; to develop a retail curriculum focused solely on the disciplines necessary to become a successful retailer.
Take a moment, look through the directory, use it as a resource guide and please support those advertisers/partners who made the second edition possible!
Regards,
Raymond J. MattesPresident/CEO, Retail Alliance

HISTORICAL OVERVIEWAB

T RA
In 1902, the Norfolk Chamber of Commerce determined that retailers’ needs were different from most businesses. Thus, the Retail Merchants Association was created in 1903.
The issues that were addressed by the new association were timeless in nature. They included networking opportunities, transportation, advertising, licensing, taxes, holiday closings, etc.
During the early years of the association, the extension of credit by retailers was a crucial part of day-to-day business. With the creation of the Retail Merchants Association (RMA) in 1903, RMA was in the right place at the right time to cater to the credit reporting needs of its members. In 1906, the purchase of the Norfolk Bureau of Credit was the ideal fit for the organization.
Throughout the years, RMA focused on credit reporting initiatives. Through automation and other peripheral services (mortgage credit reporting and recovery services), the credit bureau became a major revenue generator.
Changes in technology, automation, and national mergers supplanted the need for a local credit bureau and its peripheral services.
The credit reporting files were sold to Equifax, with Retail Alliance Business Solutions continuing to represent
Equifax as the Sales Agent in Hampton Roads. The Business Solutions team also represent Data Genesis’ credit card processing solutions throughout Hampton Roads.
Retail Alliance continues as the association and non-profit arm of Retail Alliance, providing advocacy, benefits and education to retailers throughout the region.
The goals and strategies employed over the last century serve as a solid foundation for the coming years as the expansion of Retail Alliance continues and we strive for continuous improvement of offerings and representation for all local retailers.
Significant Events Throughout the Years1903: The Retail Merchants Association of Norfolk elected officers and started meeting. Members met in the Chamber of Commerce headquarters on Granby Street.
In the early years, the officers and members considered programs such as: support of the Jamestown Exposition of 1907 with a model department store on the site; early closings on special holidays like Labor Day and Memorial Day; strategies to lobby the City Council on the Merchants License Tax; and a resolution to prevent “barking,” or soliciting of trade on the street.

Our popular Retail 2 Retail networking events continue to attract retailers from the Hampton Roads area interested in connecting with their peers.
The events are hosted by Retail Alliance members and are held the second Tuesday of each month rotating between the Southside and Peninsula.
The Retail 2 Retail event is a great opportunity to network with other business owners, learn new things and visit some unique and inviting venues. The event is free to members and guests are always welcome.
Get even more exposure for your business by donating a door prize or consider being a food/beverage sponsor.
Members may choose to host one of these events in their store or collaborate with a fellow business to co-host an event.
Hosting and/or sponsoring a Retail 2 Retail usually costs the business around $300. The host/sponsor will receive the following unique promotional opportunities:
A common question new and existing members ask is, “What can Retail Alliance do to help me get the most out of my membership?”
Rather than just sending out emails and marketing materials with an overload of information, we’ve decided to launch a series of face to face member meetings, beginning in January 2014.
The best part is, though these meetings are referred to as the “New Member Munchies” they aren’t just for new members. They are really for everyone…. Curious about how to get your Constant Contact discount up and running to enhance your online marketing? Need a mystery shop for your store? We can help.
Join us for a complementary lunch at Retail Alliance headquarters. Over our meal, we will teach you everything you need to know about being a Retail Alliance member. Look forward to drop-ins from our staff, networking with other businesses and meeting a few seasoned Retail Alliance members as well.
We want to help you get a return on your investment with us. Take the chance to learn the value of the Retail Alliance.

TS THE RETAIL BREAKFAST CLUBBeginning in January 2014, we will be rolling out a fourth Thursday “Retail Breakfast Club.” This event will feature a full buffet breakfast, a Bloody Mary/Mimosa ticket, and will provide networking and outreach opportunities, along with an educational component.
Our aim is to provide attendees with relevant and interesting information for retailers and professionals to apply to their business. We hope you will be able to leave with some key takeaways that will help you grow your business.
Audience numbers will be kept small for better engagement, interaction and opportunity for building closer, more in depth relationships with fellow attendees.
The topics will be inspirational, entertaining and educational. Speakers chosen are well regarded, professional and vetted.
For the most part the topics will be geared to retail, however, retailers are consumers too so we’ve incorporated non-retail topics that are relevant to all businesses.
Exhibition space is available at each event. Choose the date/s you think will best match the speaker (eg loss prevention speaker might suit a security company exhibitor).
The Retail Breakfast Club will alternate between the Southside and the Peninsula.
On the Southside, the Holiday Inn on Greenwich Road will be the host venue. On the Peninsula, Courtyard by Marriott Airport in Newport News will host.
Details of topics, speakers and other information will be available on retailalliance.com and communicated via our email and print newsletters.

She was a member of the original group of people who worked to build the Lottery from scratch. As the Lottery’s first Director of Public Affairs, she was instrumental in shaping and protecting the Lottery’s public image.

Eleven years later she was tapped to lead the Lottery as Executive Director in its 20th birthday year – and beyond. Otto was reappointed by Governor Bob McDonnell in 2010.

Since 2008, Retail Alliance has conducted the Retailer of the Year event for area retailers.
These awards are held to recognize excellence in retailing and to honor merchants who demonstrate the very best in merchandising, customer service and marketing.
The evening is an enjoyable mix of delicious food, entertainment, music, and networking.
The overall winner receives the prestigious title of Retailer of the Year, a banner to hang outside their store, a beautiful trophy to display and is included in any public relations surrounding the event.
NOMINATION PROCESSNominations can be submitted by anyone in the community for their favorite retailers and associates throughout Hampton Roads. Nominees do not need to be members of Retail Alliance.
Being nominated is the first step in the award process. The next step is for the nominee to complete a very short questionnaire regarding their qualifications for the selection process. This is submitted along with photos to Retail Alliance.
This information will be reviewed by an impartial panel consisting of the Retail Alliance Board Membership Committee serving as this year’s Retailer of the Year selection committee. The purpose of the questionnaire is to confirm their status as a current business in good standing and to identify key attributes as they relate to the judging criteria.
Two members from the judging panel visit each finalist and rate them on the following criteria: Customer service, product quality, store layout, product range, competitive pricing, location, visual merchandise, shopping experience, and community involvement.
The four merchants with the highest overall scores are the winners with one overall ROTY winner!

SERV
ICES
The Virginia Retail Federation (VRF) is the representative arm of the Retail Alliance and the Richmond-based Retail Merchants Association at the Virginia General Assembly.
As a joint information and advocacy effort, VRF’s mission is to advocate on behalf of retailers throughout Virginia.
VRF developed in 2007 and includes fulltime lobbyists who represent retailers on the local, state, and federal levels. Geographically, its coverage touches all of Virginia’s retailers. VRF works collectively with political contributions and grassroots advocacy.
General Assembly Wrap-Up
During the 2013 session of the Virginia General Assembly, the Virginia Retail Federation’s efforts improved the climate of retailing in Virginia. Joining coalitions and working individually, the VRF team impacted your successful daily business operations.
Transportation
A well-funded and efficient transportation system is critical to the retail industry. Whether it is getting inventory from the ports, making final delivery of goods sold, or enabling customers to access shopping areas, it is clear transportation is the lifeline of retail. During the 2013 Session, landmark transportation legislation passed to create a sustainable source of revenue to help fund new projects as well as maintain existing roads.
A portion of the 2013 Transportation compromise which affects all retailers is the statewide increase in the sales tax from 5% to 5.3%. The .3% increase in sales tax will also cause the processing fees and operating costs on credit
REPRESENTING OUR MEMBERS
and debit card transactions to increase. However, the .3% is less burdensome than the originally proposed .8% increase. In addition to the .3% statewide increase, there is a .7% increase in sales tax for both the Hampton Roads and Northern Virginia regions. This brings the sales tax in those regions to 6%.
A potential benefit to retailers is transportation funding provided by the passage of the Federal Marketplace Fairness Act currently pending on Congress. This legislation, if passed, will require Internet sales tax collection. This would level the playing field between Internet retailers and brick and mortar retailers.
Pawn Broker Legislation
VRF worked on behalf of Pawn Broker members during the 2013 Session to revise legislation carried over from the 2012 Session. The onerous legislation attempted to require all pawn brokers to transmit a digital photo of each item pawned to local law enforcement, daily. VRF was instrumental in delaying the 2012 legislation, working during the Summer and Fall with law enforcement and pawn brokers to develop a compromise. The compromise requires a pawn broker to scan the photo ID of individuals who pawn. Then they must submit the ID to law enforcement in their jurisdiction, daily. An additional provision of the final legislation prohibits a pawn broker from accepting items with altered, defaced or removed serial numbers.
Sales and Use Tax Exemption for Hurricane Preparedness Equipment
VRF was influential in the passage of the first “Sales Tax Holiday” in 2006 and worked to develop two additional sales tax holidays in May, (hurricane preparedness) and October (energy efficient products).
This year, VRF supported legislation to add gas-powered chain saws with a retail price of $350 or less to the qualified items for hurricane preparedness sales tax holiday.
VRF lobbied to make sales tax holidays available to all retailers by including a provision in the Virginia statute in order for a retailer to absorb their customers’ taxes during a sales tax holiday. Ultimately a retailer may create their own sales tax holiday during these specified time frames.
YOUR LOCAL AND STATE GOVERNMENT RETAIL ADVOCATES
212014 Retail Alliance Membership Resource Directory
Defeated legislation is often paramount to your successful business operations. VRF successfully worked to defeat the legislation listed below which would have incurred additional mandates upon your business:
School Calendar
Annually, legislation is introduced to repeal the post Labor Day statute in order to allow public schools to open before Labor Day. VRF opposes this initiative due to the negative financial impact upon the retail industry, as well as tourism and hospitality industries throughout Virginia. VRF participates in an ongoing coalition to defeat such initiatives and cites success in maintaining the current law.
Plastic Bag Ban/Fee
Consider the cost to your business to eliminate plastic bags, with the requirement to use a paper or a plastic bag at least 2.25 mm thick. VRF opposes banning or charging a fee for the use of plastic bags and supports proper recycling. VRF has pioneered recycling programs in Isle of Wight County, the City of Alexandria, and throughout the Commonwealth.
Public Access to Employee Only Restrooms
VRF successfully defeated legislation requiring retailers with an “Employees Only” restroom to allow customers with certain medical conditions access to that restroom. Upon denying access to the “Employees Only” restroom, the retailer would be subject to civil penalty. VRF opposes this initiative due to security and safety issues.
For a complete wrap-up of the 2013 session, visit virginiaretailfederation.com.
For additional information, please contact Kate Baker, Director of Government Affairs, at 757-455-9305 or email [email protected].
MARGARET BALLARD RETIRES FROM RAMargaret Ballard, VP of Government Relations at Retail Alliance (RA), retired after nearly 15 years with RA on January 1, 2013. Margaret was critical in the development of the Virginia Retail Federation and besides lobbying, was also involved in membership and public relations at RA.
“She’s one of the best lobbyists in the state of Virginia,” said Raymond Mattes, Retail Alliance president. “She was very good at forging partnerships.”
Though Ballard officially stepped down from her position at the beginning of 2013, she has stayed on as a consultant, particularly mentoring her successor, Kate Baker.
Margaret will be missed by her RA family, but most of all, we thank her for her many years of dedication to the retail community.
POLITICAL ACTION COMMITTEEThe Virginia Retail Federation’s (VRF) Political Action Committee (PAC) was formed in January 2012 to support pro-business candidates in the Virginia legislature. Your VRF lobbyists advocate on your behalf in the Virginia General Assembly for important legislation. Such efforts include passing transportation legislation to implement a well-funded and efficient transportation system, which is critical to the retail industry.
Funds donated to VRF PAC are used to support policies fostering Virginia’s economic growth. Contributing to the PAC allows businesses of all sizes to pool their legislative voice and gives clout to small business owners who want to participate in the electoral process and have their voices heard.

AMBASSADOR PROGRAM
LEGISLATIVE FORUMS
Retail Alliance offers an Ambassador Program for any member who would like to be more involved in our advocacy efforts.
During the 45 or 60-day legislative session, Ambassadors receive regular legislative summaries listing the status of bills identified by the Retail Alliance and the Virginia Retail Federation staff as potentially impacting retailers and retailing in Virginia. Ambassadors also receive, as needed, “action alerts” on particular bills that require immediate attention.
A typical action alert describes the bill in question, indicates the position taken by Retail Alliance and the Virginia Retail Federation on the bill, provides talking points to use in communications with legislators, and identifies key legislators to be contacted.
SERV
ICES
Retail Alliance and the Virginia Retail Federation will provide each Ambassador with a copy of our legislative guidelines and a copy of the legislative directory.
The legislative directory includes listings of contact information on legislators, committee assignments, important dates and deadlines, and other useful information about the legislature.
After each session, Ambassadors will receive a copy of our printed Legislative Wrap Up which will include highlights of their involvement during the previous session.
For more information or to sign up to become a Retail Alliance Legislative Ambassador, please email Kate Baker, Director of Government Affairs at [email protected] or call 757-455-9305
As a non-partisan organization, Retail Alliance holds legislative forums for any political candidate who requests a meeting with our members.

MEMBER SPOTLIGHTAs part of our Retail Angles print newsletter, we offer members the opportunity to spotlight their businesses and share their history and success with other retailers.
We require detailed answers so we have enough information about your business to create a full article. The more information we have the more satisfied you will be with the resulting article. Please provide good quality, high resolution photos of your store and owner/
manager to go along with the spotlight. Please note that publication month is subject to availability. Spotlight forms are available for download on our website or from your membership director.
MYSTERY SHOPPINGYour employees and their interaction with your customers are as important as the quality of your inventory. Poor customer service, lack of attention to detail or sloppy work can not only cost your business a sale, but also tarnish your business’ reputation. Your business may operate to your standards while you are in the store, but what happens when you are not there?
Retail Alliance offers a Mystery Shopping service for members and may receive one free mystery shop per quarter. Business owners interested in gaining an objective snapshot of how their store appears to potential customers now have the option of purchasing two or more targeted shopping visits.
Merchants can select from a menu of important criteria including, but not limited to:
• Are customers greeted properly?• Are customers offered assistance?• Are customers offered receipts?• Do employees cross-sell merchandise?• Are employees friendly, engaging and helpful?• Are employees knowledgeable?• Is the store clean and appealing?• Are dressing rooms clean (if applicable)?• Are restrooms clean (if applicable)?• Are shelves/racks stocked?• Are returns handled appropriately?• Are transactions handled properly?• Is the store open as advertised?
For more information about Mystery Shopping or to schedule a visit, please contact Beth Parsons at [email protected].

RETAIL CRIME ALERTThe Retail Crime Alert System is an alert system provided by Retail Crime Alert LLC for Retail Alliance in order to keep businesses abreast of local crime situations that occur throughout Hampton Roads.
The idea of this service came from the Retail Alliance Loss Prevention Task Force. The Task Force is made up of local retail members, law enforcement officers and security company partners. The Task Force meets monthly in order to network, educate and discuss services that will help reduce shrinkage.
About the System
The Retail Crime Alert System transmits information exactly as received from area law enforcement agencies, to businesses and security professionals regarding crimes affecting them such as fraudulent checks, credit cards, shoplifting rings, carjacking, terrorist threats and other community situations.
The information is supplied by local law enforcement officials located throughout Hampton Roads. Law
In addition, once a week, Retail Alliance sends out an e-newsletter filled with industry and member news.
If you would like to include information about an upcoming event, sale, or have some news to share, please send it to Kylie Ross Sibert at [email protected] before 5:00PM Monday for inclusion in that week’s newsletter.
RETAIL PULSEThe Retail Pulse is a holiday sales survey conducted with retailers of all sizes across Hampton Roads.
The aim of the survey is to take a reading of the market after a major sales period such as Thanksgiving, Christmas, Mother’s Day or a particularly notable event.
Participants of the survey will be given access to the exclusive results of the study to see how the local retail industry is performing and also see how they are performing against other retailers in the same category.
Topline results will be provided to the media, with the possibility of media exposure for the retailer and follow-up commentary; respondents also have the option to keep their responses confidential.
We will also be publishing some results in our online and print newsletters.
Please contact Kylie Ross Sibert at 757-455-9323 or email [email protected] if you are interested in being part of the Retail Alliance’s Retail Pulse.
RESOURCE LIBRARYRetail Alliance offers numerous books, videos, tapes and CDs on topics ranging from advertising to visual merchandising. We also store many of our educational forums on our YouTube channel. Visit www.youtube.com/retailalliance.
As a member, you have full access to our library. Visit the library at your convenience during our working hours, Monday - Friday, 8:00 AM - 5:00 PM.
All resource materials are due back two weeks from the checkout date. However, if you wish to use the material longer, contact the Retail Alliance front desk at 757-455-9310.
We hope you enjoy the library and will visit often. If you need assistance, have suggestions or would like an item that you can’t find, please let us know.

enforcement and public safety officials can post alerts which will be sent verbatim immediately to all subscribers via email.
How it Works
The information is automatically uploaded by law enforcement personnel and automatically transmitted to, or accessed by, registered users exactly as provided by law enforcement personnel. The system also has search capabilities.
A text messaging service is also available (subject to provider costs), which notifies the subscriber of new alert postings. Once subscribers receive the alert via text, they can log onto the website to view the full alert post.
Alerts may also contain pictures or videos of suspected wrongdoers received from area law enforcement agencies.
Retail Alliance contracts with Retail Crime Alert LLC to provide this service FREE to all subscribers as a community awareness system to aid crime prevention.
How to Register
The registration process is quick and simple. Any subscriber may register multiple contacts on the Retail Crime Alert LLC website, www.retailcrimealert.com.
Click on the registration tab at the top of the page, fill out the brief questionnaire and then click submit.
Registered users may choose from the following geographic options: Peninsula, Southside, or both.

It’s easy to use and 100% effective when used as directed.
This point-of-sale counterfeit device will replace the “BLACK MARKER PEN” which is no longer effective against “washed” or “bleached” counterfeit bills.
Retail Alliance members receive a 40% discount off the $49.99 retail price, paying just $30.00 for this cutting edge technology. For more information or to purchase a Validator 100 please call Accounting at 757-455-9337.
VETERAN’S ID CARDIn a partnership between the Department of Veterans Services (DVS) and the Department of Motor Vehicles (DMV), veterans will be able to obtain an official ID card identifying them as Virginia Veterans.
Many retailers, restaurants, and other organizations offer discounts and special promotions to veterans. The veterans ID card is an easy to verify an individual’s veteran status.
Why do Virginia’s veterans need an ID Card?
More than 800,000 veterans live in Virginia, and until now most didn’t have a way to show their veteran status. These men and women have given much for our country and they deserve to be recognized. The new Virginia Veterans ID card will do just that.
How do our veterans benefit?
Retail businesses and restaurants around the state offer an array of valuable discounts to veterans. Instead of having to carry a DD 214 military discharge document, veterans who have a Veterans ID card can simply show a convenient, wallet-sized card and receive the discounts they’ve earned through their service and sacrifice.
What you can do to help
Consider offering a discount to veterans or simply post one of their DVS-provided banners on your website. Go to http://www.dvs.virginia.gov/veterans-banners.shtml to download files.
Who should I contact?
Please show your support for this veterans program. For more details on the program please contact Tina Partlett Calhoun via email at [email protected] or by calling 804-371-0441.

By our calculations, it’s $5,000. Which is the difference between what one of our customers was offered as a trade-in price, and his selling price at CarLotz. And that’s a typical story here. Because at CarLotz, you don’t have to worry about someone else’s profit margin. So sellers get more money for their cars. And buyers get more car for their money. Just call, click or visit to learn all the reasons why CarLotz is the best way to sell your car. We can give you thousands.

BE A PART OF THE LOCAL MOVEMENTRetail Alliance is dedicated to promote, support and celebrate locally owned businesses in Hampton Roads. This means continuing to grow a vibrant local economy while preserving the unique character of Hampton Roads, and to educate citizens on the critical importance of thinking locally first when considering the impact of national and global chains.Through a planned Buy Local initiative to be launched in 2014, our aim is to connect businesses, shoppers and the region together, encompassing the heart, compassion and character of Hampton Roads as a whole. The campaign will incorporate several unique components that will drive both local businesses and consumers in all generational segments to connect with each other through a buy local concept. Our aim is by educating consumers to do business locally, they not only get personal service and real value, they also help strengthen our local community and economy.
Each dollar a person spends at a local independent business returns three times more money to their local economies than one spent at a chain.
Independent businesses help give communities their one-of-a-kind personality.
Local businesses put less demand on our roads, sewers, and safety services than most chains and generate more tax revenue per sales dollar, helping to keep people’s taxes lower.
Independent, community-serving businesses are people-sized. They consume less land, carry more locally-made products, and locate closer to residents - creating less traffic and pollution.
The casual encounters people enjoy at neighborhood businesses and the public spaces around them build relationships and local cohesiveness. They’re the ultimate social networking sites!
Independents use local employees or other local businesses for most higher-skilled, higher paying positions that chains centralize (eg ad design, lawyers, accountants, web design, advertising, business consultants, etc)
