PORT OF NEW ORLEANS DEEPENING NAVIGATIONAL FEASIBILITY STUDY - TSP- 50-FT DEPTH5.0 Study Scope

The scope of the feasibility study includes evaluation of alternatives, including the no-action alternative, to provide deep draft access along the PONO at incremental depths between 40 feet and 50 feet for the next phase of construction. Per authority, the evaluation of alternatives was limited to a depth of the existing MRSC (which is currently justified to 50 feet).

Implementation is driven by the need to safely dock New Panamax deep draft ships (ships with a draft deeper than 49 feet). The feasibility study will identify the depth that creates the greatest net benefits, up to a depth of 50 feet. At initiation, the study recognized there was a need to evaluate phasing/sequencing of the PONO deepening because of existing conditions

and constraints.

The feasibility study will investigate an array of alternatives that deepen the PONO from 35 feet to 50 feet from RM 98.3 to 100.6. The focused array of alternatives are as follows:� No Action (35 ft)

� Alternative 2: Dredge the entire study area to 40 ft.� Alternative 3: Dredge the entire study area to 45 ft.

� Alternative 4: Dredge the entire study area to 50 ft. - TSP

FCCM Adjustment: The equipment FCCM adjustment percentage is adjusted using the following: We assume that the dredge assistant equipment shall work 6 hours per day, 7 days per week. Using EP 1110-1-8, Vol 3, paragraph 3.8 an adjustment factor of -4.762% was determined. -4.762% = (40/42)-1*100.

A robust crew is described in the cost estimate working at conservative rates for this dredge area. This is based on historical data. Dredge running time is conservative but the risk for this will be addressed in EX-2 EXTERNAL RISK. Dredging is done as the prime contractor in this estimate. Mobilization tugs, crew boats and survey boats are rental equipment. The CEDEP developed by New Orleans Districts features 3 separate size tenders, anchor barges, skidder barges and fuel water barges in addition to previous inputs. The New Orleans District CEDEP also has insurance as a separate input and features full field office overhead. If dredge material is stiffer than anticipated a lower production rate may be needed. A stiff clay is currently assumed however somthing stiffer is possible but not likely. Borings have not been obtained however with our experience dredging in south louisiana a drastic change is not anticipated. Due to the depth greater than 40-ft and the lack of ladder pump some ineffecieny in production adds risk.

A robust crew is described in the cost estimate working at conservative rates for this dredge area. This is based on historical data. Dredge running time is conservative but the risk for this will be addressed in EX-2 EXTERNAL RISK. Dredging is done as the prime contractor in this estimate. Mobilization tugs, crew boats and survey boats are rental equipment. The CEDEP developed by New Orleans Districts features 3 separate size tenders, anchor barges, skidder barges and fuel water barges in addition to previous inputs. The New Orleans District CEDEP also has insurance as a separate input and features full field office overhead. Because of the deeper depth fine tuning the pay efficiency may occur increasing cost initially.

Funding stream is not a constraint, uncertainty or unpredictability of appropriation. This affects the schedule. The river must be in a dropping mode before construction/maintenance can begin.
