REQUEST FOR PROPOSALS FOR ELECTRICAL SERVICE PROVIDER FOR THE
RICHLAND CREEK RESERVOIR ETOWAH RIVER RAW WATER INTAKE, WATER
TREATMENT PLANT, AND RESERVOIR PUMP STATION.
1. PURPOSE
The Paulding County Water System (herein referred to as the County) is requesting proposals
from power transmission utilities to be considered for Electrical Service Providers (ESP) for the
Highway 278 Booster Pump Station facility described herein associated with the Richland Creek
Water Supply Program Project. The goal of the RFP is to review and select a utility that will
provide reliable and economical electrical service to this new facility.
2. RICHLAND CREEK WATER SUPPLY PROGRAM DESCRIPTION
Paulding County’s Richland Creek Water Supply Program is being planned to fulfill the long-
term water supply needs of the County through the year 2060. Paulding County currently
owns and operates the public water system infrastructure within the County, and the new
Richland Creek Water Supply Program will allow the County to supply its own long term supply
needs of up to 35 mgd. The new Richland Creek Reservoir will be a pumped storage reservoir
located in northern Paulding County on the upper reaches of Richland Creek. Its primary
water source will be pumped from the Etowah River. Water will be treated at a new 18 mgd
WTP and pumped via the new 36-inch pipeline south to the City of Dallas where the Highway
278 Booster Pump Station will convey it into the existing distribution system. Brown and
Caldwell serves as the overall Program Manager for the Richland Creek Water Supply program
assisting the County in the implementation of the improvements.
3. SCOPE OF SERVICES
The County’s goal is to build a very reliable power source to the new pump station. The
highway 278 BPS will include emergency standby power in addition to the power feed supplied
by the ESP. The ESP shall provide a utility transformer at the Booster Pump Station as listed
below to step down primary transmission voltage down to the listed utilization voltage. The
ESP shall provide all electrical service requirements including elevated service and/or buried
concrete ductbanks as required in the service descriptions below.
4. FACILITIES, LOAD INFORMATION AND LOCATIONS
The following facility will require new power service to be provided:
• Highway 278 Booster Pump Station (lat:33.918785; lon:-84.851333)
o Single transformer; dual feed is not required at this site - standby power will be
provided at the site by the pump station supplier
o Utility Service: 3-phase, 60 hz, 480VAC, 3000 amp, 4 Wire System
o Connections: 8 Sets 4” Conduit, 8 sets – (3) #500 MCM, (1) #500 MCM Neutral,
(1) #400 MCM GND
o Estimated initial 2019 annual usage: 1,650 MWh/yr
o Estimated annual usage by 2030: 7,350 MWh/yr
5. PROPOSAL REQUIREMENTS
Each ESP shall provide; at a minimum, the following detailed information for County review:
1. Provide a proposed line item breakdown of all upfront and ongoing charges to the County
for service to the pump station facility. It is preferred by the County that costs of initial
system installation shall be included within the long term rates for permanent service and
not incur the initial capital cost for any of the installation, however please provide and
describe rate options available to the County for service. Provide options including a mix
of upfront capital contributions and ongoing costs. Include all terms of these offers;
including fixed, adjustable and long term rates to follow any introductory offers.
2. Provide the proposed rate structure per kilowatt-hour (kWH) for initial demand and
projected rates over the first 3-5 years of permanent service.
3. Describe demand rates and their impacts to the average bill.
4. Indicate what reliability and redundancy your utility can provide for the permanent
facilities. Describe the proposed distribution feed, its operation, reliability history;
including dual/redundant feeds if possible.
5. If there is a power failure at the facility what would your response be and what is the
anticipated turn around time to restore power. If a failure has caused a long term power
outage, what would your response be to provide power to this critical installation?
6. Describe proposed overhead and underground construction. ESP will be required for
obtaining all easements to the site.
7. Provide the dimensions of the transformer, the dimensions of a fenced area (if required
buy the ESP) and any offset requirements off of any structure required .
8. Please add any additional information that you feel is applicable and adds value to your
proposal; including, a description of any value-added services that will be offered by your
utility.
9. Describe your proposed schedule for installation of permanent service. The pump station
electrical service will need to be online by the end of January of 2019.
6. PROJECT SCHEDULE
It is anticipated that the County will make a selection and receive commission approval by
April 24th, 2018. The County would then enter into a contract with the ESP.
It is anticipated that permanent power service will be required by the end of January of
2019.
The ESP shall include an assessment of the feasibility of meeting this proposed timeframe
with their submittal. If the anticipated schedule is not achievable, please indicate how soon
the system could be online.
7. PROPOSAL SUBMITTAL DEADLINE AND DELIVERY
A. Eight copies and one electronic copy on CD of the Proposal must be received by
the Paulding County Finance Department no later than 2:00 P.M. on Friday, April
13, 2018.
B. The Project name a n d t h e ESP’s name and address must be shown on the outside
of the sealed envelope, addressed to and delivered to:

C. No submittals will be accepted after the deadline. Submittals received after the designated
time will not be considered. Submittals must be paper copies, appropriately bound;
emailed or faxed copies will not be accepted.
D. Proposals not submitted in accordance with the specified timeframes and instructions will
not be accepted.
E. All cost and expense incurred by the ESP in preparing and submitting responses for this
service are to be borne by the ESP.
F. Proposals will be opened privately and each proposer will be notified of the award made.
The County reserves the right to reject any and all proposals and accept the proposal
reviewed and deemed by the County as the best qualified to provide services to the
County’s facilities.
G. Interviews may be used as a means to further qualify proposals; however, any interviews
with the ESP will be conducted at a date To Be Determined. ESP will be notified as to the
time and location of the interview.
H. All proposals received shall remain in effect for a period of ninety (90) days from the date
of the proposal.
8. QUESTIONS AND CLARIFICATIONS
Any questions concerning this Request for Proposals should be directed to the person listed
below. No interpretation or clarification of the meaning of the instructions or scope of
services will be made orally except for general information that does not require a
clarification. Every request for such interpretation should be in writing, submitted by email or
fax, and addressed to the individual shown below. To be given consideration, questions must
be received by March 30, 2018. All clarifications and any supplemental instructions will be
posted on the Paulding County Purchasing website at the following address:
