Status of ROB
• Under Tripartite Agreement between Railway, State Govt. and
IRCON, IRCON has taken up construction of 34 ROBs, out of
which 32 have been completed and 2 are under progress.
• State Government has conveyed its consent for construction of
65 ROBs.
• Consent of State Government for 50% cost share. Feasibility
Report of 9 level crossing is under process in RCD.
• MOU has been signed between GoB and Railways for
construction of ROB by Bihar Govt. on 50:50 cost sharing
basis.

MAIN ISSUES
Poor financial condition of the concessionaire.
Collapse of launching gantry in May 2017 and Delay in fabricationof new launching gantry led to cessation of Superstructure Workfor a year. Meanwhile Launching is being done by Crane. Earlier theConcessionaire had assured to mobilize the new gantry by March2019 but till date only about 1249 / 2100 MT (59%) of fabricatedelements have been delivered to site.
Issues related to Land Acquisition Total length of the project is 51.27 Km
Acquired length of ROW and handed over to Concessionaire is 46.400Km i.e. 90.80% of total length

1. The progress of the work was discussed which is merely about 1.8%
in last one year. MD, BSRDCL highlighted the need to review the
position particularly as to how the funds could be ploughed into the
project by the Lender, Concessionaire and BSRDCL.
2. The Concessionaire made a request with the Lenders to help by
providing a revolving funds (Advance) to help kick-start the project.
3. The Lenders, after due deliberation agreed to put in Rs.25.00 Cr. after
approval from the consortium as an advance provided the
Concessionaire first puts in Rs.5.00 Cr. from their resources within 10
days from the date of meeting. However, no infusion has been made
till date either by the Concessionaire or the Lenders.
4. Option for reviving the project by one time fund infusion by GoB is
being explored.

• A 4-LANE ELEVATED/ VUP STRUCTURE OVER BANKIPOREDANAPUR ROAD JUNCTION HAS BEEN PROPOSED TOFACILITATE SMOOTH MOVEMENT (CONFLICT FREE) OFTHROUGH & OTHER INTERMEDIATE TRAFFIC FROM R-BLOCK /HARTALI MORE TO GANGA PATH, DIDARGANJ, JP SETU, AIIMSETC CONSIDERING THE FUTURE TRAFFIC GROWTH.

Meeting held on 18.01.2019 under the Chairmanship of Hon’ble Minister,RCD to prepare widening proposal for those SHs/MDRs requiring LaneCapacity to be increased based on Traffic Studies/Counts.
16 SH/MDR were identified on which traffic is more and traffic study isconducted.
Based on MoRT&H guidelines on capacity augmentation dated 26.05.2016

SAIDPUR NALA:Saidpur Nala originates from north of Moinul Haq Stadium and passesthrough Saidpur, Sandalpur, Sultanganj, Sardar Patel Colony, Alka Colony,Shitla Colony, Choti Pahari, Laxmi Nagar and terminates at NH-30 (BadiPahadi).

PROPOSED STRUCTURE:-(i) Elevated road on Portal Frame over Nala .(ii) Rajendra Nagar to Sanichara at grade road on North of Nala.(iii) Sanichara to Gaighat at grade Road on South of Nala.(iv) After Railway Gumti at grade road on Embankment.

It runs parallelto Patna – Gaya Rail Line (eastern side) from start to beginning and passes NH-30bypass through VUP at Sipara Bazar, Parsa Bazar and terminates near Mahuli atNH-83 proposed ROB.

Presentation has also been made before Hon’ ble Chief Minister, GOB.
Intermediate connectivity with existing road alignment has to be provided.

About the project• Main objective of project is to provide Access Control Facility for traffic between
Patna & Gaya – for this elevated / at-grade road is to be provided starting nearPatna Railway Station (Mithapur ROB) and up to Mahuli halt (NH-83 bypass).Approximate length of this project is 8.8 km.
• Facility shall be 4-lane divided elevated carriageway for uninterruptedmovement of traffic from Ch: km 2+000 to Ch: km 6+900 with entry exit pointsat required locations.
• From Sipara Flyover to Parsa Bazar development of existing road (5.5 mtr.) to(2+2 lane for up and down traffic) facility for local traffic for better movementsand segregation from through highway traffic.
• There is provision of a right limb (2 lane of 400 mtr. Length approx.) nearChankya National Law University for traffic movement coming from Gayatowards Patna and ends on existing Mithapur road.
• From Ch: km 1+800 to Ch: km 3+800, proposed metro superimposed with thiselevated alignment and running on a single pier two tier system in whichelevated road running on 1st tier and metro will run on 2nd tier.
• There is a provision of ROB for Gaya to Patna traffic near Sipara railway crossingfor better movement of local traffic.
• There is a provision of slip road both side on existing NH-30 and left side of thisalignment at Ch: km 1+650 for connectivity to existing Mithapur road to thisproposed road.
