Health and Community Development Group Objectives (Youth Services Program)

The Youth Services Team is part of the Health and Community Development Group. The purpose of the team is to support young people’s involvement and participation in the life of the city through: maintaining a high standard of service delivery in the provision of established programs

operating at the Clarence Plains Youth Centre and other outreach programs/initiatives in the city;

identifying youth needs and facilitating from a community development approach the implementation of appropriate strategies to meet those needs;

developing and maintaining effective and meaningful youth participation mechanisms that provides opportunities for young people to have a voice on youth issues; and

maintaining and developing links/partnerships that facilitate co-operation and coordination of activities that improve outcomes for young people.

Essential Duties and Responsibilities

The key purposes of this role are to: provide overall coordination and management to the Council’s Youth Service Programs and

team; work collaboratively and constructively to implement the strategies, actions and initiatives

identified in the Council’s Youth Plan; and consult with and work in partnership with key agencies and individuals to ensure that the needs

of young people in Clarence are identified and that appropriate strategies, policies and programs are developed and implemented to meet those needs.

Manage Youth Service Program providing leadership, coordination, supervision and support to the Youth Team;

implementing the Youth Plan strategies and actions in collaboration with others, including overseeing the development, coordination and provision of youth service programs and objectives;

coordinating and facilitating team meetings/planning opportunities and conducting staff performance reviews to identify concerns and to plan and develop youth program initiatives and personal development opportunities; and

undertaking professional development and training as identified.

Policy Development and Implementation implementing, reviewing and reporting on strategies and actions in the Youth Plan;

facilitating meaningful youth consultation/participation and decision making mechanisms in youth/community affairs;

identifying youth needs, issues, gaps and/or changing service requirements and initiating a response to these needs in context of the Youth Plan;

developing and implementing policies that include social inclusion and youth participation principles; and

advocating with stakeholders in relation to identified youth needs, issues or service gaps in Clarence.

Youth and Community Liaison facilitating and maintaining effective consultation and working relationships with young

people, community, schools and other stakeholders;

promoting and marketing of the Youth Service programs, activities and other initiatives in collaboration with others;

representing Council on relevant youth, community and government networks, committees and working groups to respond to identified youth needs;

providing relevant information, resources and advice on youth concerns, issues and trends to young people, community groups and other stakeholders as required; and

assisting and supporting youth and community groups with activities, events and projects where appropriate.

Internal Liaison providing feedback in regard to youth needs, opportunities and trends;

facilitating corporate and staff awareness in regard to social issues impacting young people and families;

liaising and working collaboratively with other sections of Council to implement strategies and actions identified in Council’s strategic and social plans; and

providing relevant quarterly, operating/business progress reports, youth news, other data and documentation.

Financial Management assisting in the preparation of the annual budget and managing and monitoring annual

budget and external funding grants/donations in area of responsibility; and

identifying relevant state, federal and non-government funding opportunities and make applications in regard to relevant grants to support youth service objectives.

Organisational Relationship The Youth Services Coordinator is a member of the Health and Community Development Group which is responsible to the Manager Health and Community Development.

Salary Range The salary for this position is Pay Point 21 to 26.

Selection Criteria

Essential Demonstrated ability to oversee the development, coordination and provision of youth

service programs.

Demonstrated ability to coordinate and supervise programs/projects and staff in a leadership role.

Understanding and sensitivity to the cultural needs and concerns of young people and families.

Understanding of community consultation, youth participation, community development and social inclusion principles and processes.

Ability to communicate effectively with young people, families, community groups, government agencies, service providers, businesses and schools.

Demonstrated organisational skills including project management, preparation of budgets/reports and evaluation processes.

Initiative, resourcefulness and ability to solve problems under general guidance.

Knowledge of relevant legislation in family and youth services, eg mandatory reporting requirements.

Knowledge of relevant programs at a local and state level.

Sound knowledge of health and safety practices.

Ability to undertake a leadership role in a team environment.

Desirable

Driver’s licence.

First aid certificate.

This position is subject to the successful applicant having a satisfactory Police Check prior to commencement at Council’s expense and then as regularly as the position requires.

Medical Considerations Dealing with enquiries and difficult situations on a regular basis. Lifting and carrying office equipment (about 15kgs). Operating computers (about 2 hours per day).
