ROTARACT CLUBS OF ROTARY INTERNATIONAL DISTRICT 3820 OFFICE OF THE COMMITTEE ON ELECTION CHAIR ELECTION GUIDELINES UNDER THE NEW NORMAL QUALIFICATION & REQUIREMENTS A candidate for District Rotaract Representative must be: 1. A Past President who has been an active of his/her Rotaract club in full term for at least one year prior to election. 2. A member of the Rotaract District Committee who has served the district for at least 1 year or has been serving the district as a member of Rotaract District Committee during the incumbent year. 3. Rotaract President /Past President/District Committee member of a school based, must be an incoming third year college student or a graduating student to be absorbed by a community based club with a guarantee letter from the said club three months prior to the Rotary Year. 4. 35 years old below his/her term start. (It is okay to end his/term at the age of 36) REQUIREMENTS FOR FILING OF CANDIDACY 1. Certificate of candidacy 2. Curriculum Vitae with 2x2 colored photo 3. PSA authenticated birth certificate 4. Board resolution of his/her Rotaract Club expressing support and guidance 5. Letter of endorsement from his/her Rotaract Club and sponsoring Rotary Club 6. Proof of membership in the Rotary International 7. Proof of club status in the Rotary International 8. Certificate that his/her club has no outstanding financial obligation to the district METHOD OF ELECTION 1. The election of District Rotaract Representative must be held strictly during Rotaract District Leadership Training and District Conference. 2. Prior to election, the committee will post guidelines and procedure of the election. 3. All candidates will be introduced in the afternoon of first day of the Rotaract District Leadership Training and/or District Conference. 4. All candidates must present his/her mission-vision and plan of action for the district.

ELECTION GUIDELINES

UNDER THE NEW NORMAL

QUALIFICATION & REQUIREMENTS A candidate for District Rotaract Representative must be:

5. The committee on election will create a panelist for which will entertain question from the electors addressed to the candidates.

RULES AND PROCEDURES (UNDER THE NEW NORMAL)

1. Election is via google form. 2. Each club is entitled to one vote. 3. The president is the elector on behalf of the club. In absence of the

President, the club will designate a club representative to cast the vote, but it must be approved by the members of the club.

4. The president or the appointed club representative must present a signed soft copy of the proof of verification form provided by the election committee.

5. Each candidate is entitled for official representative for the tabulation of votes.

6. There should be a quorum, 2/3 of the active clubs in the district (the Rotaract district committee may determine the active clubs).

* In case that there would be a special election declared by the current DRR, there would be a board Resolution presented and duly signed by the 2/3 of the current presidents of the district (active)

7. Each club should have already settled their District Rotaract Accreditation Fee (DRAF) of the previous term if the election is held during the RDLT of the incoming year. Meanwhile, DRAF for the incumbent year should be paid if the election is held during the DISCON of the same Rotary year.

8. A candidate who garnered the highest vote from the total numbers of electors will be declared as a winner.

9. An absence vote will be automatically credited to candidate who obtains the highest vote.

10. The result of the election proceeding must be signed by the members of the election committee, Rotaract district committee and District Governor.

11. Presence of any Rotarian must be proclaimed by the election committee after the canvassing of votes.

12. In case the DRRE fails to assume office prior to his/her term, the DRRN will automatically take over.

13. In the event that there is only one candidate, he/she must obtain a majority plus one vote from the electors. In case of failure to obtain required votes, the committee will declare a failure of elections, and may call for another date of election.

14. In case of tie, the contending party may settle for another round of election. If tie again, the committee on election will proceed with a toss coin.

15. If in case there is a protest, even after the proclamation has been made, a deliberation will be considered, provided if it is still within 14 days after election. A letter of protest must be written, addressed to the election committee, and with the consent of the sponsoring Rotary Club.

16. Upon evaluation of the protest, and the committee found out that there is a discrepancy, they may declare a failure of election as protest superseded

the official result of the election and a new date will be set by the committee.

17. All disputes about the election of the District Rotaract Representative should be resolved locally, in consultation with the District Governor and District Rotaract Chair. Rotary International will not intervene.

RULES REGARDING CAMPAIGNING, CANVASSING AND ELECTIONEERING The Election Committee will fully implement the stipulated rules on the Article 26.060.4. “Rules Regarding Campaigning, Canvassing and Electioneering” of the Rotary Code of Policies March 2021 version, during the election period for the District Rotaract Representative of RY 2022- 2024 and RY 2023-2024. Please refer to the document on the next page for the said rules. COMPOSITION OF COMMITTEE ON ELECTION Chairman

* Any member of the committee whose member from their club is candidate must inhibit from the election proceedings. A three members of the election committee may proceed with the election proper.
