ABOUT

Pace Suburban Bus (Pace) and the Chicago Transit Authority (CTA) completed the North Shore Transit Service Coordination Plan & Market Analysis Study (North Shore Coordination Plan) in December of 2017 (for more information about the study process and additional details, please refer to the Final Report document posted on the project page).

Note that proposed service changes are anticipated to be implemented in stages. Currently, Pace and CTA have identified groups of service changes as follows:

Phase 1 | Pace Routes 208 and 213; CTA Route 205 Fall of 2018

Phase 2 | Pace Routes 210, 215, 225, 226 and 641 (new); CTA Route 54A Mid-to-late 2019

Phase 3 | Pace Routes 421, 422, 423 and 424 (new) Mid-to-late 2020

This document provides complete details on proposed service changes that have been recommended as part of the Preferred Alternative. Details include:

Pace Route 208 - Golf Road

Existing Service Pattern Route 208 travels on an east-west alignment, primarily on Golf Road and Church Street, offering a one-seat ride between the Pace Northwest Transportation Center and Davis CTA Station through the communities of Arlington Heights, Des Plaines, Evanston, Glenview, Golf, Morton Grove, Mount Prospect, Niles, Rolling Meadows, Schaumburg and Skokie.

Description of Proposed Changes Pace Route 208 alignment would be modified on the east end of the route to operate on Golf-Emerson and on Church between Dodge and Davis CTA. Modifications to Route 208 are proposed to be part of Phase 1 implementation of the preferred alternative and are an alternative to use CTA Route 205 on Golf Road, which is being discontinued.

Ridership Impacts Service on the segment of Church Street between Dodge Avenue and Crawford Avenue would be discontinued. There are currently an average of 95 daily boardings and 113 daily alightings on this segment.

Pace passengers in this area are encouraged continue using Route 208 along the Golf/Emerson or Route 250 along Dempster.

Pace Route 210 – Lincoln Avenue

Existing Service Pattern Route 210 travels on Lincoln Avenue, Waukegan Road and Glenview Road, serving Glenbrook Hospital, the Glenview Metra Station, the CTA Oakton-Skokie Station, and Lincolnwood Town Center.

Description of Proposed Changes Pace Route 210 will be discontinued and partially replaced with Pace Routes 215, 423 and 641.

Ridership Impacts Pace Route 210 will be discontinued and partially replaced by other bus service. The ridership numbers presented here are only for segments that will not have any replacement bus service in the preferred alternative.

Service on the segment of Lake/Greenwood/Glenview west of Lehigh Ave would be discontinued. There are currently an average of 107 daily boardings and 119 daily alightings on this segment. To access Glenbrook Hospital, Pace passengers are encouraged to use Routes 208, 250, 226 and/or 290 to transfer to Route 270, which will take them the rest of the way to the hospital.

Service on the segment of Ferris/Lincoln/Niles Center between Dempster and Oakton streets would be discontinued. There are currently an average of 41 daily boardings and 48 daily alightings on this segment. Passengers are encouraged to use CTA Route 97, Pace Routes 250, 226 and future Pulse Dempster services, which are within walking distance of this segment.

Service on the segment of Lincoln Ave in Lincolnwood between Skokie and McCormick Boulevards would be discontinued. There are currently an average of 80 daily boardings and 62 daily alightings on this segment. Passengers are encouraged to use Pace Route 290 and the restructured Route 215 (Phase 2) as alternative services nearby to this segment.

Connections Phase Connections

Phase 1 Transfers to other routes are possible at the North Shore Glenbrook Hospital (Route 270), Glenview Metra MD-North Station (Metra, and Routes 422 and 423), CTA Oakton-Skokie Yellow Line Station, and Lincolnwood Town Center (Route 290).

Pace Route 213 - New Route Name Pending Existing Service Pattern Route 213 parallels the Metra UP-North Line from the Davis Street Station to Glencoe Station via Green Bay Road. From there, the route has two variations: In alternating trips, busses serve either Northbrook Court to the west or Highland Park to the north. In addition, Route 213 offers two school trip deviations along Elm-Hibbard-Willow-Happ-Illinois-Laramie to serve New Trier High School and Loyola Academy.

Description of Proposed Changes Pace Route 213 alignment would be modified on the south end of the route to extend service to Howard CTA Station via Chicago Avenue. During peak periods, every other Route 213 northbound trip would terminate in downtown Winnetka before laying over and starting a southbound trip. Peak period service on Route 213 would therefore operate every 20 minutes south of Winnetka, and every 40 minutes north of Winnetka. Route 213 would also pick up CTA Route 205 school trips to Evanston Township High School, as well as regular CTA Route 205 service on Chicago Avenue. North end service will be consolidated between Northbrook Court and Highland Park to provide more frequent service to both during off-peak periods; this will require removing service on Green Bay Road between Lake-Cook Road and Highland Park Metra station. Modifications to Route 213 are proposed as part of the Phase 1 implementation of the preferred alternative.

Ridership Impacts Service on the segment of Green Bay Road between Winnetka and Howard CTA Station would be improved. There are currently an average of 2,283 daily boardings and 2,122 daily alightings on this segment.

Service on the segment of Green Bay Road between Lake-Cook Road and downtown Highland Park would be eliminated. There are currently an average of 22 daily boardings and 23 daily alightings on this segment.

Connections Phase Connections

Phase 1 Connections to other routes will be possible at: Highland Park (Metra UP-North, Route 471, and Route 472), Northbrook Court (Routes 422, 471, 626, 628), Wilmette (Routes 421 and 422), Davis Station (CTA Purple Line, and Routes 93, 201, 250, and 208), and Howard Station (CTA Purple Line, Red Line, and Yellow Line, Pace Routes 215 and

290, and CTA Routes 22, 97, 147, 201, and 206)

Phase 2 The same connections to other routes will be possible as in Phase 1, except for Howard Station: New connections to Route 226 will be available at Howard Station. Connection to Route 215 at Howard Station will no longer be available.

Phase 3 The same connections to other routes will be possible as in Phase 2, with the following changes: Connection to Route 421 at Wilmette will no longer be available Connection to Route 422 at Northbrook Court will no longer be available New connections to Route 424 will be available at Northbrook Court

Pace Route 215 - New Route Name Pending Existing Service Pattern Route 215 connects Westfield Old Orchard shopping center and the Skokie Hospital to the Howard CTA Station. The alignment runs primarily on Golf Road, Crawford Avenue, and Howard Street.

Description of Proposed Changes Pace Route 215 alignment would be modified to extend to Jefferson Park Transit Center via Crawford/Pulaski/Peterson/Cicero/Foster/Milwaukee. Modifications to Route 215 are proposed to be part of Phase 2 implementation of the preferred alternative, and will serve as an alternative for the discontinued portion of CTA Route 54A.

Ridership Impacts Service on the segment of Crawford Avenue between Golf Road and Church Street will be discontinued without replacement by other bus service. There are currently an average of 12 daily boardings and 8 daily alightings on this segment.

Service on the segment of Lavergne and Golf between Harrison Street and Skokie Boulevard will be improved. There are currently an average of 212 daily boardings and 227 daily alightings on this segment.

Service on the segment of Skokie and Church between Golf Road and Crawford Avenue will be improved. There are currently an average of 93 daily boardings and 112 daily alightings on this segment.

Service on the segment of Cicero between Peterson and Foster Avenues will be improved. There are currently an average of 60 daily boardings and 48 daily alightings on this segment.

Pace is introducing bus service to Cicero between Howard and Peterson, which currently has not public bus service option.

Pace Route 225 – Central - Howard Existing Service Pattern Route 225 travels on a north-west alignment on Central/Carpenter/Niles Center Road, and an east-west alignment primarily on Howard Street. Route 225 travels during weekday rush hours in the peak direction only between the Jefferson Park Transit Center and Oakton Street through neighborhoods in Chicago and Lincolnwood and the Howard Street industrial area in Niles and Skokie.

Description of Proposed Changes Pace Route 225 alignment would be modified to more directly serve Village Crossing and other nearby shopping centers near the intersection of Touhy and Central Avenue in Niles. The schedule would be modified to add bidirectional service and hours would be extended to all day. Modifications to Route 225 are proposed to be part of Phase 2 implementation of the preferred alternative.

Pace Route 226 – New Route Name Pending

Existing Service Pattern Route 226 provides weekday service between the Jefferson Park Transit Center and Oakton and Hamilton in southern Mt. Prospect via Des Plaines Metra Station. Stops also include Edgebrook Metra Station, Village Crossing, Oakton Community College/Prairie Center, Niles West High School, Oak Mill Mall and Maine West High School.

Description of Proposed Changes Pace Route 226 alignment would be modified on the east end of the route to extend to Howard CTA Station via Oakton-Crawford-Howard. Alternating Route 226 trips would terminate at Milwaukee Avenue during peak periods. Service would operate every 20 minutes east of Milwaukee and every 40 minutes west of Milwaukee during peak periods. This schedule will maintain Route 215 service levels between Milwaukee/Oakton and Howard CTA Station. Service on Niles-Center Road between Oakton and Jefferson Park will be replaced with Route 225 service. Modifications to Route 226 are proposed to be part of Phase 2 implementation of the preferred alternative.

Pace Route 421 – Wilmette Avenue

Existing Service Pattern Route 421 travels between Linden CTA Station and Northfield Plaza, also serving Glenview and Wilmette. The alignment runs primarily along Central Avenue, Wilmette Avenue, Lake Avenue, and Happ Road. Route 421 provides school trips to Loyola Academy and New Trier High School.

Description of Proposed Changes Regular Route 421 trips will be discontinued, as will the route number. Route 421 school trips will be maintained and re-numbered / integrated with Pace Route 422. There are no other changes planned for the schedule and alignment of these school trips at this time. Additional Route 422 school trips serving the existing Route 421 student market will be investigated by Pace and decided on closer to implementation. Pace will make every attempt to ensure changes affecting students will only take place at the start of the school year. The alignment runs primarily on Sheridan Road, Willow Road, and Harlem Avenue.

Description of Proposed Changes Pace Route 423 will be restructured to serve Harlem Avenue, Dempster Street, Waukegan Road and Glenview Road between the Harlem CTA station and downtown Glenview. The portion of the route serving the Glen of Glenview would be taken over by Pace Route 422 and the portion of the route serving Willow-Hibbard-Elm-Sheridan-Linden CTA station would be taken over by Pace Route 424. Existing school trips serving the Harlem CTA station would continue to be served using Route 423, while school trips serving the Linden CTA station would be taken over by Route 424. Route 423 changes are proposed to be implemented in stages, with the Dempster-Waukegan alignment change targeted for Phase 2, and splitting off the Route 422 and Route 424 segment changes targeted for Phase 3 implementation.

CTA Route 97 – Skokie Existing Service Pattern Route 97 connects Westfield Old Orchard shopping center to Howard CTA Station, travelling east-to-west on Oakton Street and north-to-south on Gross Point Road. Important regional destinations served include Dempster-Skokie CTA Station and Skokie Hospital.

CTA Route 155 – Devon Existing Service Pattern Route 155 offers all-day, frequent transit service between Lincolnwood and Morse CTA Station. The predominantly east-west alignment runs on Devon Avenue and Sheridan Road.

Preferred Alternative Service Levels Weekday evening service frequency was improved, effective September 2017, from approximately 10-20 to 10-15 minutes.

CTA Route 205 – Chicago/Golf Existing Service Pattern Route 205 connects Westfield Old Orchard to Howard Station, operating north-to-south along Chicago Avenue and east-to-west along Golf Road and Church Street. Major destinations served include Skokie Hospital, Evanston Township High School, and CTA Stations at Davis, Dempster, Main Street, South Boulevard and Howard.

Description of Proposed Changes CTA Route 205 will be discontinued and almost entirely replaced with Pace Routes 208 and 213. The select trips that deviate from Golf Road to Grant Street between Crawford and Dodge Street will not be replaced. Route 205 discontinuation is proposed to be part of Phase 1 implementation of the preferred alternative.

CTA Route 206 – Evanston Circulator Existing Service Pattern Route 206 is a circulator route that operates within Evanston, from the Howard Station, north of Howard Street and South of Central Street. The primary alignment runs on Howard Street, Central Street, Dodge Avenue, Ridge Avenue, Lake Street, and Dempster Street. Important destinations served include Evanston Township High School and Evanston Hospital.

Description of Proposed Changes There are no proposed changes to CTA Route 206.

Preferred Alternative Service Levels Route 206 service span was adjusted to better match demand. Route 206 schedule changes took effect in December 2017..
