officers, CIs, and/or volunteers shall be reported to the Commanding Officer of the Regional

Cadet Support Unit (Pacific) as soon as possible.

2. Commanding Officers of the cadet corps and squadrons are to contact the Commanding

Officer of RCSU (Pac) during working hours at (250) 363-0824, and during silent hours at cell

(250) 896-7080. If there is no answer, the Regional Joint Operations Centre at (250) 363-5848 is

to be contacted immediately.

therefore it is important that the process be initiated well in advance of the expiry date.

3. A current PRC/VSS is required for all adult supervisors, therefore, personnel who do not

submit an updated PRC/VSS prior to the expiry date will not be authorized to parade until a

PRC/VSS is received and approved at RCSU (Pac).

006/16 – RELIABILITY STATUS REQUIRING UPDATE

1. Reliability Screening consists of conducting verifications and checks in order to be able

to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF

members and civilian instructors working in support of the CCO. RS must be updated every 10

007/16 – CHANGES TO THE RELIABILITY SCREENING PROCESS

1. All CAF members and civilian instructors require a Reliability Status (RS) which permits

them access to protected information or assets. The Reliability Screening process, which is

conducted to grant an RS, was recently changed by the Director Personnel Security and Identity

Management (DPSIM) and is being implemented across the government of Canada. The new

process requires a significant amount of information to conduct the screening.

2. In order to facilitate the new Reliability Screening process, the Cdt #172, Reliability

Screening Initiation Form has been updated. Page one of the updated form contains detailed

information of must be provided in order to complete the screening. Applicants, as well as

current serving members who are required to do an update to the RS, must provide the following:

a. certified true copy of your birth certificate (translated if in a language other than

English or French);

b. certified true copy of any one of the following official documents: current

passport (page 2), citizenship certificate or Immigrant Visa and Record of

Landing, Canadian work permit/visa, current driver’s licence that has been issued

in Canada and includes a laminated photograph, or valid temporary or permanent

identification cards issued to CAF members and DND civilians (NDI 10, 20 or

21);

c. if born abroad of Canadian parents, certified true copy of Certificate of

Registration of Birth Abroad. If arrival in Canada was less than five years ago,

certified true copy of Immigration Visa, Record of Landing document or passport;

d. to verify your address history for the previous 5 year period:

(1) certified true copy of a current driver’s licence; and

(2) original or certified true copy of bill(s) or other formal document(s) (i.e.

tax return(s)) with our name and address;

NOTE: your submission of your driver’s licence plus other documents must

prove your place of residence for a full 5 year period. If you are submitting your

application on 15 Jan 16, your must have proof of address for the period 15 Jan 11

to present. Your driver’s licence will only verify your address from the date of

issue to present and therefore you will need to provide other documentation for

the period prior to your driver’s licence being issued.

e. certified true copies of documents to prove completed education (i.e. transcript(s)

and/or certificate(s), degree(s), etc); and

f. a completed Cdt #172, Reliability Screen Initiation Form, ensuring that you have

completed all sections legibly and in accordance with the instructions on the first

page of the form. The final page must be signed as follows:

(1) surname, full given names, and date of birth are to be added at the top of

the form,

(2) initials under the box titled “Applicant’s initials” in rows, 1, 2 and 3, and

(3) signature and date under The Privacy Act Statement.

3. All copied documents must be certified as true copies. This cannot be done by the

individual themselves (i.e. if you are submitting a copy of your birth certificate, you cannot

certify your own copy as true). A CAF member may certify another person’s copied documents

as a true copy. Ideally, the person certifying the copy as true would be the one to make the copy,

however, if you are not making the copy yourself, prior to certifying a copy as true, you must

examine both the original and the copy to ensure that it is an exact replication of the original. To

annotate a document as a true copy, use a blue pen to write the words “Certified true copy” and

then sign underneath, including your full signature block with your printed name, rank and

position as follows:

4. When completing the Cdt #172, three character references are required. It is important to

know that these references will be contacted and therefore it is very important that they be

informed that they are being included as references for this purpose. Additionally, employment

history will be verified by contacting some or all previous and current employers.

5. Given that the Reliability Screening process is now much more involved, it is highly

recommended that the Cdt #172 and supporting documents be provided well in advance of an

anticipated period of service or prior to the renewal date.

proof of completion of this mandatory training. Ref D advised that completion of this training is

a condition of service. Personnel who have not completed this training must do so immediately.

3. This training is available through the Defence Learning Network (DLN), and the CIC

Centre for DL is tasked to co-ordinate this training for all COATS (military personnel and CIs).

All COATS personnel have been automatically loaded onto this course and should have received

a course loading email to inform them they have been loaded. Members who have already taken

the course in the last year might also receive this message depending on the course version they

have completed and / or the language it was completed in. There is no requirement for personnel

who were successful on the course to complete it again or attempt it in the other language. The

should take approximately three hours to complete. No Class A pay is authorized for this

1. COATS members will not receive T4 slips by mail delivery; they will only be available

electronically. All members are required to have an EMAA account in order to receive their T4

by email.

2. If you are currently receiving your pay statements electronically, no further action is

required by you.

3. If you are not receiving your pay statements electronically, you will not be sent a T4 slip.

You must set-up an EMAA account.

4. To set-up your account, go to the File Repository and into the Pacific Region folder then

to Forms and DND Forms. Here, you will find the new form DND 4121, Waiver for the

Employee Member Access Application (EMAA). Complete the form and fax it to the number

provided on the form.

5. This action is to be treated as urgent. Corps/Squadron Commanding Officers are asked to

communicate this information to your staff.

010/16 – CTC 2016 RESERVE FORCE SERVICE OPPORTUNITIES

1. There was a delay in providing the CTC Reserve Force Service Opportunities for summer

2016, however, these have now been posted in the File Repository (Pacific > Cadet Training

Centre (CTC)) and are available at Annex B. Because of the late release of these opportunities,

the application deadline is extended to 31 January 2016, however, early application is

encouraged.

011/16 – CHILDREN’S FITNESS TAX CREDIT

1. Some of the activities offered by the Cadet Program could fall into the category that

would be considered as eligible activities for the Children’s Fitness Tax Credit. However, in

order to be eligible to claim a tax credit, the parent must actually incur expenses for their child to

participate.

2. Participation in the Cadet Program is free; parents have no expenses to incur for their

child to participate. Although DND does not charge parents for their child to participate, certain

Leagues do charge parents for services provided by the League or sponsoring committee.

3. Since it is DND that delivers the Cadet Program, services provided by DND are provided

without cost to the parents, therefore not eligible for consideration when determining eligibility

for their Children’s Fitness Tax Credit. As the League does not deliver the Cadet Program to the

cadets, any expenses they may charge would not be considered eligible.

4. Corps/Squadron COs are to ensure that all parents are aware of this. All should be aware

of this clarification to avoid any unpleasant verifications with the Canada Revenue Agency.

PENSION PLAN (FULL TIME) FOR CALENDAR YEAR 2016

1. Ref CANFORGEN was issued to inform CAF members of the increase in pension

contribution rates, as announced by Treasury Board, to take effect 1 January 2016 for the

calendar year 2016.

2. Reg and Res F members who contribute to the full-time pension plan (CFSA Part I) will

pay 9.05 percent up to the C/QPP maximum and 11.04 percent on earnings above the maximum.

This represents an increase of 0.9 percentage points and 0.64 percentage points respectively.

The maximum covered by C/QPP will be $54,900.

3. By way of illustration, a member earning $60,000 will pay 9.05 percent on the first

$54,900 dollars of earnings and 11.04 percent on the remaining $5,100 of earnings. This

member would see a monthly increase of $41.65 in contributions over 2015 contributions.

4. This adjustment does not affect contributions to the Reserve Force Pension Plan (CFSA

Part I.1) rates, which will remain at 5.2 percent of pensionable earnings.

5. For more information about CAF Pension plan arrangements, including contribution

014/16 – FLIGHT SAFETY – AIRCREW FITNESS TO FLY

1. All pilots involved in Air Cadet aviation, glider or power, are required to fully comply

with the medical requirements of their license. The Aeronautics Act Section 6.5 and CAR

404.04 are specific references which all need to fully understand. Supervisory officers will be

required to confirm that pilots are in compliance.

2. Specifically, any pilot with a current medical concern that may affect their ability to fly is

required to follow-up with their CAME soonest, so that these issues can be addressed and do not

affect the validity of their license. The CAME may recommend follow-up with a family doctor

for investigation and/or treatment of these medical issues. Access to this medical care could

become the rate-limiting step in ensuring fitness to fly.

3. No exceptions will be made for any aircrew member who shows up for duty but needs to

be grounded pending further medical work-up. A pro-active assessment of any medical concerns

will ensure a successful and safe flying experience for everyone.

access and complete this learning package have been distributed to all corps and squadrons

within Pacific Region. Commanding Officers are encouraged to ensure that their staff members

are aware of their obligation to take this training and that they have the necessary instructions to

020/16 – TD WHILE ON CLASS A SERVICE

1. In accordance with ref A, Temporary Duty (TD) is defined as travel to and from a place

of residence. For a reserve member, it is further defined at ref B as a period of consecutive paid

service to and from their place of duty. All members are required to travel on the approved

travel dates and shall not arrive earlier or stay later in the TD location. Failing to adhere to the

travel authority can result in forfeiture of all travel claim entitlements.

2. In accordance with ref B, types of reserve service affects the claimants ability to change

travel plans through the approving authority. Class A service less than 13 consecutive days and

may be used to change travel plans however leave must be approved in advance and the travel

points must not be change.

resident in British Columbia who pay the entire monthly provincial health care premium without

assistance from the employer or from any level of government, are entitled to a premium share of

up to 50% from the Federal government. Members who had any period of Class B Reserve

Service during calendar year 2015 may be eligible to claim this benefit. Note that this is a

taxable benefit.

2. To claim the benefit, your submission must be received by RCSU (Pac) not later than 19

Feb 16 in order to be processed by the deadline of 1 Mar 16. No late submissions can be

processed. You are required to submit:

a. a completed CF 52;

b. a completed “Reserve Health Benefit Plan Provincial Premium Rebate Form”;

and

c. a copy of your Medical Services Plan (MSP) account invoice, confirming that it

has been paid in full for 2015.

3. The required forms are available in the File Repository (Pacific > Forms > Misc Forms).

1. As detailed in ref A, the CAF use distinct Emergency Contact(s) Notification (ECN) and

Next of Kin (NOK) forms so as to meet the requirements of modern family relationships while

respecting the expressed wishes of the CAF member.

2. The ECN form (CF 742) is a record of the names and coordinates of those persons who

the CAF member would want notified in the event of their demise, very serious illness/injury, or

if they are reported missing. It also addresses the emergency roles and expectations of the

person to be notified. The NOK form (DND 2587) serves to identify the immediate family and

other persons who the CAF member considers closest to him or her. It also focuses on the

support that the CAF offers to the NOK.

3. All CAF members must complete their ECN and NOK forms accurately and submit

updates when there are changes to their ECN or NOK. The proper and timely completion and

updating of both are critical, particularly for the NOK form. These precautions will ensure that

the travel expenses of NOK to attend specific events marking a CAF member’s serious illness,

injury or death are paid for or reimbursed by the Department. These expenses are established as

benefits at refs B and C.

4. How to complete the ECN and NOK correctly and in a timely manner is explained on the

reverse side of each form. Failure to accurately complete the NOK form has resulted in non-

reimbursement of benefits (travel expenses) to CAF members as well as to their immediate

family and those persons closest to them.

5. It is the responsibility of all CAF members to complete the ECN and NOK forms and

submit them the RCSU (Pac) for processing.

All members are reminded of the importance of advising RCSU (Pac) of any personal

information changes. Changes such as: a change of address, telephone number(s), name change,

1. All Corps and Squadron Commanding Officers are to ensure that all cadets and staff are

in possession of one piece of government issued picture identification. This identification is

required for all modes of transportation to and from the CTC including parent drop off.

2. It is the responsibility of the corps/squadron COs to ensure that cadets being sent on

DND arranged transportation are in possession of the correct types of valid government issued

photo ID.

3. All fees associated with acquiring government issued photo ID for cadets are the

responsibility of the parents/guardians of the cadets.

4. Valid government photo ID include: driver's license, passport, status card, or a provincial

identity card.

5. The following are not considered to be valid government photo ID: school IDs, bus

passes or other forms of public transportation passes, or photocopies of any form of government

ID.

6. In order to acquire Provincial ID cards from any BC driving license office, the following

requirements are to be noted:

a. parental consent is required for any individual applicant under the age of 19 years

old;

b. applicants must produce one primary and one secondary piece of identification -

consult the driving license to confirm which documents are accepted;

c. fees are: original ID - $35, replacement ID - $15, renewal - $15; and

c. the completed BC Photo ID card will be mailed to the applicant in four to six

weeks.

7. Corps/squadron COs shall ensure that this information is passed to all cadets, all staff,

their sponsor/parent committees, and the parents/guardians of all cadets.

8. The cadet’s name in FORTRESS shall be the same name that appears on the government

issued photo ID.

026/16 – SECURITY OF AIR RIFLES AT CORPS AND SQUADRONS

All corps/squadrons are reminded that although the Daisy 853C air rifle is not officially

classified as a firearm or small arm, for CAF purposes the air rifle will be treated as a firearm for

security, storage, and accounting. Air Rifles shall be secured in an approved security cabinet

within a locked room. Air Rifle serial numbers shall be recorded and reported on the Quarterly

Small Arms Verification. The loss of an air rifle will be reported immediately to the closest

Military Police section and to local police authorities, in addition to the normal Report of Loss.
