111/18 – CRISIS SITUATION

1. Any crisis situation related to Pacific Region cadet activities that involve cadets, COATS

members, CIs, and/or volunteers shall be reported to the Regional Cadet Support Unit (Pacific)

as soon as possible.

2. After engaging local emergency services as required, Corps/Squadron Commanding

Officers are to contact their J3 Zone Training Officer with an initial report of the situation.

Should the J3 Zone Training Officer not be available, the applicable J3 Area OIC shall be

contacted. In the event that the J3 Zone Training Officer, or the J3 Area OIC are not available,

the J35 Chief Training Officer, LCol Head, is to be contacted at 250-508-7572.

114/18 – SECURITY SCREENING UPDATES

Ref: NDSOD Chapter 4

1. Reliability Screening consists of conducting verifications and checks in order to be able

to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF

members and civilian instructors working in support of the CCO. IAW ref, RS must be updated

every 10 years.

2. Annex A contains a list of personnel who must renew their RS prior to the due date

indicated, a list of personnel who have passed the RS update deadline and have been directed to

cease all cadet activities including voluntary duty/support and a list of personnel who are

authorized to return to duties as their RS has been approved.

115/18 – PRC/VSS REQUIRING UPDATE

Ref: CATO 23-04

1. IAW ref, all members shall update their Police Record Check/Vulnerable Sector

Screening (PRC/VSS) every five years.

2. Annex B contains a list of personnel whose PRC/VSS will require renewal, personnel

who have extended beyond the five year mark and have been directed to cease parading as well

as personnel who are authorized to recommence duties.

116/18 – RCSU (PAC) RESERVE EMPLOYMENT OPPORTUNITIES

1. Reserve Employment Opportunities (REOs) with the Regional Cadet Support Unit

(Pacific) are available to serving Reservists who meet the required criteria as stated for each

118/18 – CORPS/SQUADRON OFFICIAL POPULATION AND ESTABLISHMENTS

1. Annex C provides the corps/squadron official population and establishments for the

current training year.

2. In cases where a corps/squadron’s establishment has decreased since last training year,

RCSU (Pac) staff will be working with the corps/squadron to determine any required action.

119/18 – INACTIVE MEMBERS

Ref: CF Mil Pers Instr 20/04

1. There are a number of COATS members who have not provided service for an extended

period of time and have been identified as non-effective strength (NES). In accordance with ref,

a Reserve Force member shall be declared NES when their unauthorized absence from duty has

exceeded 30 days, during which time no fewer than three duty periods were conducted by the

unit. A period during which a member has been declared NES does not count toward qualifying

service for promotion, incentive pay or Canadian Forces’ Decoration or clasp.

2. The J1 staff will be actively identifying members who are to be declared NES.

Therefore, when a member is unable to continue with their duties, the member should be

proactive in seeking an administrative option that meets their situation. There are a number of

options available:

a. Exempt Duty and Training (ED&T): ED&T is a status which may be requested by a

member who is temporarily unavailable to continue Reserve Service. A period of

ED&T can range from 30 days up to 365 days or more in some circumstances. ED&T

does not count toward qualifying service for promotion, incentive pay, and Canadian

Forces Decoration (CD) or clasp. Corps / Squadron Commanding Officers are not the

approval authorities for ED&T requests. All requests must be sent to RCSU (Pac) for

approval by either the CO RCSU (Pac) or the Formation Commander, depending on

the length of time requested;

b. Exempt Duty and Training (Maternity / Parental) (ED&T (MATA/PATA)): A

member who wishes to request a period of absence for maternity or parental leave

purposes may request to be placed on ED&T (MATA/PATA). In order to receive a

benefit during a period of ED&T (MATA/PATA), a member must have accumulated

the equivalent of 600 hours of paid service. Members who do not have 600 hours of

paid service may still be placed on ED&T (MATA/PATA) in order to ensure they are

not declared NES. Unlike ED&T, while on a period of ED&T (MATA/PATA),

qualifying service continues to be calculated;

c. Supplementary Reserve (Supp Res): The Supp Res is a sub-component of the

Reserve Force (Res F). A COATS member may be transferred to the Supp Res when

the member is unable to continue service with a corps / squadron or establishment for

an extended period of time. Should the member later become available for service, he

/ she may request transfer from the Supp Res to a corps / squadron or other

establishment. Members may be held in the Supp Res for up to 5 years and time in

the Supp Res does not count toward qualifying service for promotion, incentive pay,

and CD or clasp. The Compulsory Retirement Age (CRA) for the Supp Res is 60.

Officer Cadets cannot be transferred to the Supp Res; and

d. Voluntary Release: A COATS member may request voluntary release from the CAF

at any time.

3. In order to request any of these administrative option, a member is to send an email to the

RCSU (Pac) J1 section at: [email protected]. Be sure to include your service number

as well as an effective date for the transaction that you are requesting.

4. When a member is declared NES, they will be sent a letter outlining their options to

either become active, request ED&T, request transfer to the Supp Res or request voluntary

release. Should the member not choose to take action to effect any of these options and instead

remain NES, they will be processed for release under item 5(f), Unsuitable for Further Service.

120/18 – CADET INSTRUCTOR SUPPLEMENTARY STAFF (CISS)

Refs: A. CATO 23-25

B. CF Mil Pers Instr 20/04

1. The CISS establishment is managed by the RCSU (Pac) and provides members who are

unable to commit to parading with a corps, squadron or other establishment with an opportunity

to remain active within the organization. Posting to the CISS establishment is based on both the

member’s ability to continue to provide meaningful service and organizational need.

2. In accordance with ref A, members held against the CISS establishment are required to

serve a minimum of 7 paid days in a consecutive 12-month period, from their initial posting date

annually. Members are responsible to seek service opportunities; a member’s offered service

may be approved or declined by the chain of command based on the member’s suitability for the

specific task and / or the organization’s need.

3. In order to ensure that members serving on the CISS establishment understand and

acknowledge their service obligations, all members are to complete a Cdt #189, CISS Terms of

Service Acknowledgement form at the time of requesting a posting to CISS. When completing

the Cdt #189, the member is to indicate a realistic plan to meet the obligation of 7 days of paid

service.

4. Personnel on the CISS establishment who are unable to meet the minimum requirement

of seven paid days of service annually may request to be placed on Exempt Duty and Training

(ED&T), to be transferred to the Supplementary Reserve (Supp Res) or voluntarily release.

Failure to meet the requirement for 7 paid days of service and not requesting ED&T, transfer to

Supp Res or release will result a member being declared non-effective strength (NES) in

accordance with ref B.

121/18 – RECOVERY OF COMMUTING ASSISTANCE OVER ALLOWABLE LIMIT

Ref: A. CBI 209.045 – Transportation Assistance for Reserve Force Personnel on Class A

Reserve Service

B. RCSU (Pac) Routine Order 5/18 entry 088/18 dated 1 May 18

1. On 1 Jun 17, Treasury Board (RB) revised CBI 209.045(3) (Amount of Assistance) to

read “The amount of the assistance payable for each one way trip between the member’s

worksite and the member’s residence is determined by the formula: [ ( A − 16 ) × B ] where A is,

to a maximum of 100 kilometers, the direct road distance between the member’s residence and

their worksite; and B is the kilometric rate - for the location of the worksite - as set out in

‘Appendix A - Lower Kilometric Rates’ of the National Joint Council Commuting Assistance

Directive, as amended from time to time”. This Instruction became effective 1 Sep 17.

2. RCSU (Pac) pay had previously been paying unlimited TAA to eligible members who

claimed it on their pay sheets. Even after the revised CBI came out we had been allowing a

maximum of 200 kms to be claimed for a return trip, believing that the “to a maximum of 100

kilometres” each way was the claimable amount.

3. The CBI is very clear, however, that the maximum 100 kms one way must be decreased

by the 16 km minimum distance threshold to make the administration of TAA eligible. This

results in the maximum kilometers payable for a one-way trip being 84 kms, and for a return trip,

168 kms.

4. RCSU (Pac) pay is obliged to review TAA claims back to 1 Sep 17 when the instruction

became effective and recover amounts which exceed the allowance. Members to whom this

adjustment applies will see these transactions appear on their upcoming pay statements.

122/18 – CORPS/SQUADRON PAY

1. An updated DND 2893, COATS – Class “A” Reserve Service Attendance and

Transportation Assistance Allowance Register form for Corps/Squadron Local Training pay has

been added to the Forms section of SharePoint for the 2018-2019 cadet training year. Refer to

page 2 of the form for instructions on the completion of the form.

2. All payroll inquiries and submission of DND 2893 forms are to be sent to the positional

email account: [email protected].

3. Please ensure that all scanned or photographed DND 2893s are clean, clear and fitted to

either 8.5 x 11” or 8.5 x 14” paper. Submissions that are not clear or are cut off may need to be

rejected and emailed back to sender.

123/18 – REQUESTING SPECIALIST INSTRUCTOR SUPPORT

Ref: CATO 21-03

1. IAW ref, each corps/squadron is allocated a maximum number of specialist days per

training year. The number of days is equal to the authorized number of paid staff for that

training year (i.e. if a corps/squadron has a paid establishment of 6 officers, that corps/squadron

has an allocation of 6 specialist days).

2. These days can be used to pay a COATS member including members on the CISS

establishment, a PRes member or a Civilian Instructor. A member on strength at a

corps/squadron cannot collect specialist pay at their corps/squadron, but may be authorized to

provide specialist support outside their corps/squadron. Specialist days are not to be used to do

administrative or general tasks.

3. Corps/Squadron Commanding Officers are to submit requests for approval of specialist

instructors to their Zone Training Officer, preferably by email. Requests are to be submitted in

advance of an activity, not after. The Zone Training Officer will review the request and, if

supported, forward to the J1 HRO for final approval. The J1 HRO will then provide final

financial approval and instructions via email on how to submit the required paperwork for pay

processing.

124/18 – CALL FOR NOMINATIONS – REGIONAL AND FORMATION HONOURS

B. Natl CJCR Sp Gp Order 5027-0

1. The purpose of Regional and Formation level honours is to recognize the contributions of

individuals whose service or actions bring credit to the corps/squadron, RCSU (Pac) or to the

Canadian Cadet Organizations (CCO) as a whole. These individuals do not necessarily have to

be a cadet or CAF member, they can also be a deserving volunteer or supporter to the

CCO. More information about criteria for various honours and awards can be found in refs.

2. Nominations can be submitted using a Cdt #175, found in the File Repository, and should

be accompanied by any supporting documentation. All nominations must be submitted to the J1

Services Officer, in confidence, NLT 30 Sep 18.

125/18 – FORTRESS ANNUAL VERIFICATIONS

1. All corps/squadron staff must ensure that the Annual Validation Form, which is

generated through FORTRESS, is completed by all returning cadets not later than 30 Nov 18.

The Annual Validation Form must be completed prior to a cadet being able to submit a

Participation Application.

2. In addition, those returning cadets who require a Detailed Medical Verification must

complete a DND 2570, Detailed Health Questionnaire (DHQ) and submit that form to the

RCMLO. The following points are to be noted with regard to DHQs being submitted to the

RCMLO:

a. the due date for all DHQs for returning cadets is 30 Nov 18. Although the

RCMLO will continue to process late returns up to 31 Jan 19, it must be noted

that after that date, only DHQs for new enrolees or for current cadets reporting a

new medical condition will be accepted. This means that returning cadets who

require a DHQ and who do not submit one by 31 Jan 19 will not be eligible for

CTC selection;

b. DHQs must be printed from FORTRESS so that the “tombstone” data is printed

onto the form – those that have handwritten information in sections 1 and 2 will

not be processed as they are too frequently incomplete or illegible;

c. DHQs must be signed by the parent/guardian and not the cadet. There are no

exceptions, regardless of the age of the cadet;

d. only the current version of the DHQ will be accepted;

e. photocopies, scanned or faxed versions of the DHQ will not be accepted;

f. if corps/squadron staff become aware of a new medical condition, a new DHQ

will be required; and

g. if possible, corps/squadron staff should provide a pre-addressed envelope with the

DHQ so parents/guardians may mail the DHQs directly to the RCMLO at:

3. The DHQ process is intended to protect cadets from participating in activities that may

not be compatible with their medical conditions and also to protect the corps/squadron staff as

well as the CCO from liability which may result from allowing a cadet to participate in an

activity that aggravates or worsens a medical condition. Participation Limitations assigned to a

cadet through this process are to be respected during local training activities as well as CTC

training.

126/18 – CIC BRANCH ASSOCIATION DINNER HOSTED BY THE LIEUTENANT

GOVERNOR

1. The Honourable Janet Austin, Lieutenant Governor of British Columbia, invites past, present

and affiliated members of the CCO to join her in recognizing the 100th Anniversary of Royal

Canadian Sea Cadets and the special achievements of LCol Terry Kopan.

2. This event will serve as the 20th annual tri-elemental CIC dinner, this year hosted in

partnership with the CIC Branch Association of BC on Saturday, 3 November 2018 at Government

House in Victoria, BC.

3. The formal dinner will recognize the 100th Anniversary of the Royal Canadian Sea Cadets

and its leaders who dedicate themselves to the betterment of Canada through the development of our

nation’s youth. It will also pay special tribute to LCol Terry Kopan, former CIC Branch Advisor and

founder of the annual tri-elemental CIC dinner. Guests and spouses welcome. Space is limited and

127/18 – RE-INSTATEMENT OF ABSEIL ACTIVITIES 1. On 28 Aug 18, the CO of RCSU (Pac) re-instated Abseil activities for Regionally Directed

and Local Training activities for the Army Cadet program.

2. Corps wishing to conduct an Abseil activity will need to familiarize themselves with the new

SOP and Interim Direction before planning an Abseil activity and submitting a CSAR to their

respective Training Support Coordinator. Corps may request to use Abseil equipment from RCSU

(Pac) but the expectation is that a Cadet Corps will purchase and maintain their own Abseil

equipment in the future as RCSU has limited abseil equipment available.

3. Abseil activities may be conducted on all CAF Certified Rappel Towers and Engineered

Structures within Pacific Region. Currently Pacific Region has received one request for approval of a

non-DND Abseil training site which is currently being considered.

4. Information will be posted on SharePoint regarding approved abseil sites, pending abseil

training sites, current certified abseil instructors and all current policies and amendments under the

Army folder.

128/18 – SEA CADET SEAMANSHIP DEPLOYMENTS (SCSD) – OCT 18 & MAR 19

1. The Sea Cadet Seamanship Deployments (SCSD) will be carried out in Oct 18 and Mar

19. During these deployments, Sea Cadets from across the country are offered a relevant and

credible at-sea naval opportunity aboard ORCA class Patrol Craft Training (PCT) vessels. Sea

Cadets will undergo training and learn to stand watch in various roles such as helmsman,

lookout, and galley assistant and will practice exercises such as simulated firefighting, flooding

and casualty emergencies. Approximately 128 Sea Cadets will train aboard two ORCA class

PCT vessels per deployment, provided by the Patrol Craft Training Unit, and will be deployed in

company to support the SCSD in the Area of Operations of Victoria, Gulf Islands, Strait of

Georgia, and Vancouver.

a. Sea Cadets – Eligibility criteria is: be a minimum of 15 years of age; have

completed Phase IV; be fluent in the language of the assigned vessel; have a high

level of physical fitness; and be free of any participation limitation (medical or

psychological). Participation Applications for all 4 deployments are to be entered

into Fortress. SCSD dates for Sea Cadets are as follows:

(1) serial 116701 SCSD: 13 to 20 Oct 18 (including travel dates) (2 English

vessels to support RCSU Cen and stand-by cadets from Pac);

(2) serial 116702 SCSD: 20 Oct to 27 Oct 18 (including travel dates) (2

English vessels to support RCSUs NW and Pac);

(3) serial 116703 SCSD: 9 to 16 Mar 19 (including travel dates) (1 English

vessel to support RCSUs Atl and Cen, 1 French vessel to support RCSU

Est and stand-by cadets from Pac); and

(4) serial 116704 SCSD: 16 to 23 Mar 19 (including travel dates) (1 English

vessel to support RCSU Atl and Pac, 1 French vessel to support RCSU

Atl and Est); and

b. Officers – Eligibility criteria: ORCA-Command Endorsement and/or Tender

Charge Vessel Operators (TCVO) course and/or have the desire to attend the next

available TCVO course. In addition to the deployment timeframes, support

officers with DND 404 are required for various class A service pre- and post-

deployments. Officers who wish to be considered are to submit their availability

129/18 – SEA CADET PROVINCIAL QUALIFYING REGATTA 5 – 8 OCT 18

The Provincial Qualifying Regatta (PQR) 2018 is a regionally sponsored non-discretionary

regatta conducted at the South Vancouver Island Cadet Nautical Site (SVI CNS). This regatta

will facilitate competition between 40 cadet sailors from Pacific Region in order to select the top

20 cadet sailors, who will progress to the National Qualifying Regatta to be held in April

2019. The regatta emphasizes teamwork and sportsmanship and fosters recruitment and

retention. Serials available in FORTRESS 6 Sep 18. Warning Order is available on SharePoint.

130/18 – STALE TRAVEL CLAIMS PENDING DELETION

Ref: CFTDTI 4.11 para e

1. The above ref states: “A member shall submit duty travel claims and receipts and

supporting documentation within 1 year after the completion of duty travel unless circumstances

disclose sufficient reason for the delay.”

2. Any delay in claim submission affects the overall unit financial management and staff

resources.

131/18 – RELEASE OF CAF POLICY ON THE USE OF CANNABIS

Ref: DAOD 9004-1, Use of Cannabis by CAF Members

1. The Chief of Defence Staff announced a new policy outlining the rules for military

members regarding the use of cannabis.

2. DAOD 9004-1, Use of Cannabis by CAF Members, is an order that applies to officers

and non-commissioned members of the Canadian Armed Forces, including all Reserve Force

COATS members. The DAOD as well as the related CANFORGEN 151/18, CDS Direction on

Use of Cannabis by CAF Members, are posted on the RCSU (Pac) SharePoint site. All members

must familiarize themselves with this policy.

3. Beginning 17 Oct 18, cannabis will be legal for recreational use by adults in Canada, and

the new policy was developed to foster a safe and healthy workplace for all members of the

Defence Team, and to ensure that the Canadian military remains a fit, deployable, and effective

force by establishing periods of prohibition for the consumption of cannabis for the military.

Every member of Pacific Region is strongly urged to read and fully understand the contents of

the policy.

4. DAOD 9004-1 directs a period of prohibition of cannabis consumption during the 24

hours before any known or expected performance of operation or handling of a loaded weapon,

ammunition, explosive ordnance or explosive. It is to be noted that this includes the use of air

rifles, including the supervision or instructor of an air rifle activity even if the CAF member is

not handling or firing the air rifle.

RELIABILITY STATUS REQUIRING UPDATE

1. Reliability Screening consists of conducting verifications and checks in order to be able

to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF

members and civilian instructors working in support of the CCO. RS must be updated every 10

years. Note that for renewals, certified copies of two pieces of ID and a proof of current address

are required to accompany the Cdt #172. The following personnel must renew their RS prior to
