Charles is the Executive Director of Maintenance for Hoke County Schools, a position he has held since 2009. Charles began his career in public school maintenance in 1989 as an electrician for Hoke County Schools. After graduating from high school, he traveled for five years as a lineman for CP&L. Later he worked as an electrician supervisor for Campbell Soup Company. Charles enjoys his career in public school maintenance. He is responsible for maintaining 13 schools and eight administrative buildings; a total of 1 million plus square feet of building space and 400 plus acres. There are currently 12 maintenance employees including Charles. They used to have 15, but as people have retired or passed on, they were not replaced. Charles is very proud of the fact that all the schools in Hoke County are Energy Star Compliant. In fact, Hoke County is home to one of the nation's most advanced school buildings, Sandy Grove Middle School. Sandy Grove has solar panels, high-efficiency lighting and a geothermal climate control system. The school generates up to 40 percent more electricity than it consumes and the excess power is sold to the utility company. Charles stated one of his most memorable moments, as director of maintenance, was when Sandy Grove was rated as a Gold LEED School. He said they were only few points away from being rated a Platinum LEED School. Charles is also very proud of the Hoke County School System and he noted many of their achievements, especially that the Pep Band was invited to play at Carnegie Hall in May. He is also proud that each school has smart boards in every classroom and every child is supplied with an I-Pad or Chromebook. The younger students must leave the device at school, but the older ones are allowed to take them home each day. Dr. Freddie Williamson, Hokes County Schools Superintendent, said “Charles Tapp is an asset to/for Hoke County Schools and Hoke County. This is validated by recently being awarded the "Better Carolina Award" for his service/work with the schools and his community service to the

A leader in his community, Charles Tapp is well known. Charles is the Executive Director of Maintenance for Hoke County Schools, a position he has held since 2009. Charles began

his career in public school maintenance in 1989 as an electrician for Hoke County Schools. After graduating from high school, he traveled for five years as a lineman for CP&L. Later he worked as an electrician supervisor for Campbell Soup Company.

Charles enjoys his career in public school maintenance. He is responsible for maintaining 13 schools and eight administrative buildings; a total of 1 million plus square feet of building space and 400 plus acres. conventions we are accustomed to. We rely on their continued support. Door prizes will be awarded during exhibitor visitation on September 28 from 1-5 pm and September 29 from 8-10 am. You must be present to win, so plan on visiting with the exhibitors.

There will be 27 workshops offered this year including workshops for continuing education credits. There will be renewal credit hour classes for Pesticide Ornamental (4), Pesticide Structural (4), Locksmith (6) and Electrical (8). We are in the process of trying to secure a dual water class as well. Many scheduled workshops should prove to be of interest to all maintenance personnel as well as public school administrators. Professionals with years of experience will conduct the workshops. Please see the tentative agenda in this issue of The Maintenance Beacon for more details.

Registration will begin on Wednesday, September 27, at 8 a.m. Please note the “Read Me” column in this issue concerning room reservations. Also included are the guidelines for the Superintendent, Maintenance Director and Maintenance Employee of The Year nominations. Please take time to make a nomination. It will take a little time but the procedure is not complicated. To see your nominee win a top award is well worth the effort.

Please note the registration form included in this issue is for regular (employed by or retired from a NC Public School System) members only. Exhibitor registration forms were e-mailed. If you know a company who would like to participate and did not receive registration forms, please contact Roxie Mack.

When completing the registration form, please print neatly as the information for nametags and certificates will be taken from this form. LEA's who send in registration for several employees at once need not fill out individual forms. They may send in a sheet listing the names of attendees. Please include LEA address, phone number and contact person.

The deadline for preregistration is August 15, 2017. Please send in your registration as quickly as possible. Registrations not received before August 17 may be subject to late fee registration and will not be included in the $50 pre-registration drawing to be held at the opening session.

county of Hoke. Charles understands that we are a standards based business and how to apply the standards in the operation and maintenance of school buildings and grounds. He has over 18 North Carolina State Trades and Occupations Certifications, demonstrating he understands how important professional development and continuous improvement of self is to the work he oversees and skills needed to be a leader. No one has worked harder than Charles to ensure that our facilities are in good shape and provide an environment that is conducive for teaching and learning. Charles has been involved in new school construction, renovations, energy conservation and digital upgrades of the maintenance department. We can call on Charles any time, day or night and know he will address any need to have us ready for school. Charles is a critical player of our leadership team and how we make decisions that can and will impact so many.”

Like most public-school maintenance directors, Charles says one of the hardest things about his job is having enough money in the budget to do what you need to do. “We need new equipment and more employees. Due to lack of manpower, somedays I’m in the field from seven am to six pm. When I’m not in the field, I’m in the office completing paperwork. There is always something to be done and you just do the best you can each day,” he said. He noted the former Hoke County Schools Maintenance Director, Brown Hendrix, gave him some good advice. Brown said, “Time and Patience. You cannot do all you want to do on a day to day basis. You plan the best you can, and then roll with the changes to your plans, because they are going to change-daily.” Charles said, “There is always something happening from the regular maintenance issues, you never know

ROXIE ON THE ROADRandy Drumheller of Chatham County Schools recently invited Ron and I to visit with him. Randy is the Chatham County Schools Director of Maintenance and Construction. Chatham is a rural county, however their proximity to Research Triangle Park and the cities of Raleigh, Durham, Cary and Chapel Hill is cause for rapid growth. Chatham County is one of largest counties in North Carolina, 707 square miles, and is currently home to approximately 66,000 people. Chatham County Schools has

what a day will bring. We’ve had a snake in the hall of a school or found copperheads hiding behind air conditioner units.”

As well as maintaining the schools and grounds, the maintenance department is also responsible for maintaining 24 apartments owned by SECU and Hoke County Schools for teacher housing. Charles serves on the Raeford-Hoke Museum as the designee for Hoke County Schools and he oversees maintaining the museums. Delia McNeill, Director, Raeford-Hoke Museum said, “I taught Charles in my math class when he was in high school. We have a great working relationship. Charles is always ‘Johnny on the Spot’ when I call him with a maintenance issue. He can fix anything. He’s a great guy.”

A member of the Raeford Fire Department for over 38 years, Charles is dedicated to serving in the department. He served as the Fire Chief for six years. His brother Terry Tapp is currently serving as the Deputy Chief. Terry said, “Charles has served his community well during his tenure with the Raeford Volunteer Fire Dept. and is well respected among his peers in the Fire Department as well as the community”.

When he does find time for leisure, Charles enjoys fishing, some salt water fishing but mostly fresh water. He particularly enjoys bass fishing. He is also trying to bring back his golf game.

Charles enjoys being a member of NCPSMA and their department has had 100% membership for many years. Charles has served on the NCPSMA District Four Advisory Council for several years. He is always faithful to attend the district meeting and AC meetings. “I think NCPSMA is a great organization and I have been a member since I began my career in school maintenance in 1989. I enjoy attending the district meetings and the Eastern Conventions. Some of the Brady guys took me out deep sea fishing one year and we caught 300 pounds of fish! I also enjoyed attending the Mars Hill Conferences Plant Operations presented each year and remember well ‘Cardiac Hill’ and the Waste Water Classes taught by Bob DeWeese. Bob designed two systems for us. He and I still stay in touch” he said.

eighteen schools: one early college, four high schools (three traditional and one alternative), three middle schools, five K-8 schools, and five elementary schools with an enrollment of around 8,700 students. The school system employs around 1,200 people and is the largest employer in Chatham County.

Randy gave us a tour of their new maintenance

facility. It is very impressive! Randy said he and the entire maintenance staff are so pleased to have such a nice facility. He said their previous shop was very old, outdated, and not up to safety standards required by the local fire department.

GUIDELINES FOR TOP AWARDSNominations are being sought for the 2017 NCPSMA Maintenance

Supervisor of the Year, Maintenance Employee of the Year and Superintendent of the Year. The Maintenance Supervisor of the Year and Maintenance Employee of the Year awards were established 30 years ago by Milt Saffelle and are sponsored annually by Saffelle, Inc. This is the 21st year the Superintendent of the Year award has been sponsored by Saffelle, Inc.

Should you wish to nominate a candidate, please supply the information outlined below and return to the chairman of the NCPSMA Awards Committee by August 10, 2017. To qualify as a candidate for Superintendent of the Year, candidates may be superintendents, associate/assistant superintendents, who have the responsibilities for maintenance. They must be current members of NCPSMA.

Maintenance Supervisors are defined as those who serve as direct heads of maintenance departments. Maintenance Employees are defined as other members of maintenance staffs.1. Nominees for Supervisor of the Year or Employee of the Year

awards must be currently employed as a maintenance person in an educational system in the state of North Carolina.

2. The nominee must have been an active member of the NCPSMA for the last five consecutive years.

3. The nominee cannot be the current state president. 4. Nominations must be made by an active member of NCPSMA.

There should be a letter of nomination signed by the active member. Only one nominee, per category, may be submitted from each LEA. If more than one nominee, per category, from an individual LEA is submitted, same category nominations from said LEA will be disqualified. This decision was passed by the NCPSMA Advisory Council, May 2016.

5. Nominees must be from the NCPSMA District making the nomination.

6. The following data must be supplied for each candidate:· A photograph of the nominee must be included and placed

on a separate sheet of paper. · A biographical sketch, preferably in narrative form and no

more than two pages in length, including the nominee’s achievements that have contributed to success in NCPSMA and other professional involvement.

· No other information on nominee will be accepted.

The Awards Committee is comprised of the NCPSMA One Year Advisory Council Members and Milt Saffelle, chairman. Saffelle serves in an exofficio capacity and does not have voting privileges. In case of a tie the current state vice president will have voting privileges. All nominations must be submitted no later than August 10, 2017 to: Milton Saffelle, Chairman, NCPSMA Awards Committee, PO Box 1499, Hillsborough, NC 27278.

the building to the District. Although there were many ideas to use the building for school use, the ideas never materialized and the building remained unoccupied for over six years. During that time, the building was robbed of its copper wiring/pipe and vandalized many times over. There were also signs that the facility was being used to conduct criminal activity. At that time, and with no viable ideas for school use, the property was beginning to be perceived as a liability, especially since it adjoins J o r d a n - M a t t h e w s High School.

Randy saw the potential of the building to house the maintenance department and after some “serious persuading and selling” the building was awarded to the maintenance department and the maintenance crew began renovations. It was in complete disrepair and required gutting and starting over. The maintenance crew began cleaning, painting, patching roof leaks, wiring, plumbing, installed heat and air-conditioning. They built restrooms, five offices, a conference room, a break room, a plan room, a tool room and installed epoxy flooring. They added industrial storage racks for storing parts, equipment, and supplies. The facility also includes an indoor surplus storage area, which is something the district never had before.

Randy said it took approximately two years to get the building ready to occupy as the maintenance staff worked on the renovations as time allowed, since they

“continued on” as usual with work orders. He praised the maintenance crew for their hard work and dedication, especially Brian Morris for his initiative and enthusiasm toward getting the facility completed. He also praised Kim Johnson, Chatham County Schools Maintenance & Construction Office Manager, for the excellent job she did coordinating the renovation and moving process.

We thoroughly enjoyed our visit with Randy and Kim and hope to visit again soon.
