ROYAL HASKONING VIETNAM

Royal Haskoning Vietnam’s philosophy is to combine high-end corporate services with “hands-on” methodologies. The fi rm’s “make-it-happen” reputation comes from its approach that positions Royal Haskoning Vietnam as a key partner with our clients in shaping their investments and projects into successful ventures in a way that bridges the economical, fi nancial, cultural and technical gaps between our clients’ interests and the local environment. The fi rm is dynamically organized to facilitate projects in an optimum manner with a “1-stop” approach. A project team has only one goal and that is to ensure a successful project for our client. All disciplines work together to come to an effective design and project implementation. Moreover our teams take on a feeling of “Project Ownership” meaning we treat projects as if they are our own resulting in a strong drive for real project optimization and cost savings. That is what makes Royal Haskoning unique.

Over the past few years, Royal Haskoning Vietnam has worked with both International and Vietnamese contractors on many construction projects and in other such matters of assistance as obtaining licenses, surveys and soil investigations and legal tendering in Vietnam. We have developed a policy to actively promote and employ Vietnamese nationals supplemented by foreign consultants for specifi c expertise where deemed necessary in projects.

IntroductionRoyal Haskoning began operating in Vietnam in the Water sector in 1985 and in the Buildings & Industry sector in 1993. Royal Haskoning Vietnam (RHV) was offi cially founded in 2004 as a 100% foreign invested fi rm. We provide a full suite of services which includes project management; architectural design and engineering; civil, structural, mechanical, electrical and process engineering and most various technical and fi nancial consultancy services; HSE management; construction management and site supervision. We have come through with fl ying colours in core divisions in Vietnam such as Buildings, Industry & Energy, Maritime & Waterways and Water. Today Royal Haskoning Vietnam is recognized as one of the most prominent leading independent consultants in Vietnam with a unique track record of successful projects.

For most of our clients in Vietnam we carry out the full scope of consultancy services: from concept design to construction management. In these projects RHV is responsible for the design, management and project controls of the schedule, budget, quality and safety of the works from start to fi nish.

Recently the demand for consultancy services for turn-key projects has increased in Vietnam, and Royal Haskoning Vietnam is currently engaged in multiple large turn-key projects. We are part of these teams as the designers and construction managers or advise clients on how to best approach turn-key projects in Vietnam.

OrganizationRoyal Haskoning Vietnam currently employs over 170 professionals. Our staff consists of experts in project management, architecture, engineering of structures, mechanical & electrical systems, ports and water resources.

Our organization is completely tailored towards our core business: the execution of integrated building and industrial projects from start to fi nish. Our staff works across their borders of expertise and works together with different engineers and project managers under one roof.

We have two permanent offi ces in Vietnam: in Ho Chi Minh City and in Hanoi. The head offi ce is in Ho Chi Minh City and due to an increasing amount of investment in the Northern Vietnam, we have recently converted our offi ce in Hanoi into a full branch offi ce with project management, construction management and design capabilities.

There are 6 fi lling lines in this phase, which is expanded to 7 lines in the future.

Moreover RHV provided the project and construction management services including cost and progress controls and health, safety and environmental supervision. Main buildings include the brew-house, tank room and fi lling hall. The complete factory is inclusive of power supply, water treatment plant and waste water treatment plant.

Sequent Brewery PlantAngolaKrones AG2010-2011In recent years Royal Haskoning, on behalf of Krones AG, has been successfullyinvolved in large projects. Krones, as being one of the leading manufacturers of machinery and production lines in the food and beverage industry, contracted Royal Haskoning as partner in the Sequele-project. This project is located around 35 km outside Luanda, the capital of Angola. On an estate of 62ha, a beverage production plant is foreseen including a can factory, glass factory, supporting facilities, canteen and administration building. Several existing buildings on the premises have to be respected and implemented in the design as much as possible. Total build surface is approx. 100.000m2 excluding roads.Royal Haskoning is contracted to provide project management and total design from conceptual design up to and including tendering documents and execution design in the fi elds of architecture, structural engineering, building installations and infrastructure. Furthermore some studies where done like soil investigation and topographical survey. All conceptual designs and coordination are executed in the Netherlands, for detailed design a substantial contribution is provided through our overseas offi ces in Indonesia, Thailand and Vietnam. So far this is the largest project done with overseas offi ces working to one uniform fi nal product. All engineering was completed in only 14 months.

The total site area is approximately 50 ha and the total constructed fl oor area over 30,000m2. Main buildings include the brewhouse, tank room, fi lling hall and full store. The complete factory includes power supply, water treatment plant and waste water treatment plant. The brewery buildings and materials comply with GMP guidelines and are suitable for food industry use.Phase 2 doubled the capacity of the brewery adding another tank room, full store, bottling hall, NH3 building extension and external works.RHV is very proud that this project received the Vietnamese Construction Quality Gold Cup Award 2010.

Combibloc ProjectBinh Hoa Commune, Thuan An District, Binh Duong ProvinceRoyal Friesland Campina (Formerly Known Dutch Lady Vietnam) 2002 - 2003The redevelopment project comprised a service area and a fi lling room as a high care area for three combi bloc fi llers. The existing corridor and store were modifi ed as a packing area for three downstream lines that can function as accumulator, promotion sticker labeler, straw applicator, shrink wrapper and carton sealer. Dutch Lady Dairy FactoryChau Son Industrial Zone, Ha Nam ProvinceRoyal Friesland Campina (Formerly Known As Dutch Lady Vietnam)2006-2008Dutch Lady Vietnam produces milk products for the Vietnamese market. DutchLady’s fi rst factory, also designed by Royal Haskoning Vietnam, was built inBinh Duong province in 1996. The factory in Ha Nam is their second factory inVietnam and has been constructed on a greenfi eld site.The project included a factory for the production of liquid milk and drinkingyoghurt. It also included a separate facility for the production of infant milk products, utility and offi ce building, canteen, water treatment and waste water treatment plant, store buildings, parking areas and roads. As of May 2008 the annual production capacity of the factory is 200 million kg of dairy products.

It is a fi rst LEED certifi ed building in Vietnam. Such a LEED certifi ed building will bring an environmental and economic benefi t. And it also demonstrates the owner’s and Royal Haskoning’s commitment to environmental stewardship and social responsibility.RHV’s design included a master plan for future developments on the site.

3. Maritime & Waterways

Nam Du Transshipment Port VietnamTan Tao Group Ltd2010- 2014Vietnam needs to expand its power production to keep up with its strong economic growth. In the southern Mekong region alone at least 7 new powerplants are planned to be developed in the very near future, most of which are coal-fi red. One of these is Tan Tao’s new Kien Luong powerplant which will produce power for its new planned Industrial Zone and other industries surrounding. Tan Tao group intend develop a new deepwater transhipment at Nam Du island 120 km offshore from the coast. This island has the potential to become THE Deepwater Transhipment Port for the Mekong area in South Vietnam. Forecasted cargo fl ows include up to 50 mtpa of coal import and up to 12mtpa of rice and seafood export. Royal Haskoning has been assigned the Owner’s Engineer role responsible all design stages and supervise the construction. The fi rst task is to review the logistics scheme for coal transhipment and optimise port layouts, barge sizes and others. An initial potential cost saving of nearly $100 million has already been identifi ed.

Long Son Petrochemical Seaport VietnamLSP ltd.2010- ongoingLong Son Petrochemical Company (LSP) is a joint venture between Siam Cement Group of Thailand, Qatar Petroleam and Petrovietnam. LSP intends to develop a worldclass petrochemical plant on a greenfi eld location on Long Son island in Ganh Rai bay, North of Vung Tau. Royal Haskoning and local Partner Portcoast have been assigned the Feasibiity Study and Basic Design of the Seaport Facilities for this plant. The design scope included at least 3 jetties for import vessels with feedstock for the plant and for export of liquid petrochemical and chemical products as well a coal vessel receiving facility and a construction quay. The very shallow foreshore and the complex network of delta rivers fl owing and out of the bay create a challenging environment for Haskoning and PortCoast experts to come up with the optimal location ad orientation of jetties, access channels and turning basins and possible breakwaters of sedimentation groynes. Another major challenge is the integration of an optimised LSP seaport with the overall masterplan of the Ganh Rai bay taking into account a future refi nery and general cargo terminal projects.

VCM Cement Quang Binh Province VietnamVCM 2009Vietnam Cement Manufacturers Ltd have acquired a limestone quarry which they intend to develop to supply clinker and cement to their pre-cast concrete materials factories in middle and southern Vietnam. The logistic scheme for export of clinker and cement and import of coals and other raw materials requires multiple transport modes from the quarry upstream of the Gianh river to a terminal at Hon La port in Quang Binh province and vice versa. Royal Haskoning were assigned a review of the logistics scheme and preparation of a conceptual design of the import and export terminal. This terminal is located in the centre of Vietnam which is frequently exposed to typhoons so that careful consideration of typhoon-induced waves needed to be taken into account.

Based on future development of the shipping industry in the Northern Delta in Vietnam, improvements works are proposed. Preliminary design of river training works, break waters and groins to make the system suitable for inland navigation and designs for roads and river ports were prepared. In addition to the technical aspects also social, environmental and institutional aspects were analyzed and improvements / mitigating measures proposed. Part of this facility involves the construction of a breakwater to provide shelter to berths for receiving oil tankers.Poor foundation conditions were encountered during construction of the breakwater and it became necessary to review the foundation design of the breakwater. After an international bidding process for supply engineering and construction for soft soil treatment of the breakwater foundation, Van Oord Dredging and Marine Contractors of the Netherlands was awarded the contract. Royal Haskoning provided Van Oord with specialised geotechnical design consultancy services, which included (a) review of existing breakwater foundation design, (b) specifi cation and supervision of geotechnical site investigation and laboratory testing, (c) detailed design of a suitable foundation improvement scheme, (d) drafting technical specifi cations for placement, compaction and testing of hydraulic fi ll and rock bedding layer, and (e) preparation of construction drawings.The foundation improvement scheme was successfully implemented by Van Oord during the period May - October 2005 and comprised the removal of soft material from beneath the envisaged breakwater foundations, its replacement by granular material (including compaction) following by the placement of a 2m thick rock bedding layer.

Nation-wide Water Resources Development and Management ProjectVietnamJICA, through Nippon Koei2001-2003The objective of the Nation-wide Water Resources Development and Management Project was to prepare a nation-wide master plan, including the 14 major river basins in Vietnam. This master-plan presents the development of the water balances in the respective basins until the year 2020, and presents potential measures to mitigate water defi cits and fl ood damages.Two priority basins were selected, i.e. Huong Basin and Kone Basin, for which integrated basin plans were developed. Two priority components of these basin plans were elaborated at feasibility level, i.e. Tra Thach reservoir in the Huong basin and the Dinh Binh reservoir in the Kone basin. Royal Haskoning carried out all hydrological and water balance studies in the 14 basins and provided the specialist input for the irrigation component, water supply component and the disaster management component of the integrated basin plans.

Project consisted of both technical studies in the area of water re-sources planning, water resources development planning and specialised management training in these subjects. Within this context, specifi c attention was paid to mathematical modelling, computer simulation of ground water development, evaluation of water balance, automation strategy. Under the institutional component, a MIS was established, human resources development strategy was developed and implementation was started, fi nancial management and control was set-up and attention was paid to water policy and water rights. Ground Water Study, Mekong DeltaVietnamHydrological Division, Ministry of Industry1998-2000Institutional framework and observation network for integrated and sustainable development and use of groundwater in the Mekong Delta, Vietnam. The overall objective of the project was to enable the Vietnamese authorities to realise an integrated and sustainable development and use of the fresh ground water resources in the Mekong Delta. Fresh water demands in the Delta were estimated at 1.7 million m3/day in the year 2000 and 3.45 million m3/day in the year 2015, while the present extraction rate is about 0.5 million m3/day and the safe yield is approximately 1million m3/day, according to the Mekong Delta Master Plan. Surface water in the Mekong Delta is often polluted and its salinity too high for the preparation of drinking water. The existing observation network to monitor ground water levels and ground water quality is inadequate to assess the impacts of large scale ground water exploitation. An hydro-geological observation network was developed to such an extent that all required additional knowledge on ground water levels and ground water quality is available to enable a rational integrated management of the ground water resources.An important component of the project was the review of institutional aspects related to the responsibilities for water resource planning, management and development. The project intent to develop an institutional framework for water resources management which on one hand defi nes clearly the authority of different organisations at different levels with respect to ground water monitoring, planning and development and on the other hand allows adequate control on the exploitation of ground water.

The town has been reconstructed because of severe war damage, starting a process of high pace development. Public Administration Reform (PAR) was a nation-wide programme created to make the government service more capable, transparent and responsive.The PAR in Dong Hoi formed part of the Swiss urban development programme support to Vietnam together with a sister-project in Hue (Hue Urban Development Project). They were aimed at improving the capacity of the Municipalities in urban management. In Dong Hoi the project addressed general institutional development subjects besides a number of urban management fi elds specifi c for Dong Hoi, notably: - solid waste management (collection, disposal, cost recovery); - urban planning (a new urban master plan was developed with assistance from the project); - socio-economic baseline survey; - infrastructure assessments and long-term infrastructure development plan; - restructuring of the municipality; - economic promotion and facilitation of the business community; - human resources development (training).The Dong Hoi PAR project has been succeeded by the Dong Hoi Urban Development project (2000 - 2002).

Hue Urban Development ProjectVietnamSwiss Development Corporation1997-1999The Hue Urban Development project was part of the Swiss support to Vietnam for urban development. The main objective was to improve the capacity of the Hue Municipality, with emphasis on infrastructure development and urban management. The project activities were divided into three main components: (i) urgently needed infrastructure works, mainly in solid waste management, drainage and fl ood control; (ii) urban management support; and (iii) institutional capacity building.The consulting services for the infrastructure works component consisted of preliminary and detailed engineering designs, tender assistance and construction supervision. The infrastructure works included: - sanitary landfi ll and access road, including the closure of the old dump site and pollution prevention; - improvement of waste collection service including the disposal (incinerator) of hospital waste; - main storm water drainage system in Hue; - dredging works and bank protection along the Dong Ba river; - rehabilitation of the water supply network in Tay Loc and Thuan Loc; - construction of micro-infrastructure works (mostly paving of alleys and micro drains); - set-up of credit schemes for private infrastructure facilities: on-site sanitation and water supply; - awareness campaigns on environment and sanitation and the possibilities for self-help.The consulting services for the urban management component were focused on: - development plans and medium term investment programme for urban services for water supply, solid waste disposal, sanitation and drainage; - revenue improvement with regard to solid waste management and municipal taxes. Creation of a customer database and initiation of a programme to improve collection effi ciency; - GIS system, including a base map of the municipality and infrastructure ledgers for roads, water supply, drainage and solid waste management; - operation and maintenance of the landfi ll, including the preparation of manuals.The institutional capacity building component included: - institutional development action plan for various agencies and assistance in implementation; - establishment of an operation and maintenance unit for the landfi ll; - design of a system for the management of hazardous health care waste; - training needs assessment followed by the formulation of a training programme. The project included master planning for development of natural resources in the Mekong Delta (40,000 km2) with emphasis on sustainable use and development of water and soil resources. The master plan defi ned and prepared thematic studies for irrigation and drainage engineering, fl ood control, groundwater development for water supply, navigation and inland waterway transport, agricultural development, fi sheries and aqua culture, infrastructure, environmental impacts, institutional strengthening. Studies were supported by mathematical modeling and economic analysis. Simultaneously nine feasibility studies for irrigation and drainage, IWT, aqua culture and seed improvement projects were prepared for early implementation, total investment cost amounted to USD 300 million.
