Introduction

Greetings from BuShips,

This manual is intended to be a guide as you navigate your career in the Royal Manticoran Navy in service to Her Majesty.

In this manual you will find everything you need to know about ship names, classes, and the minimum number of members needed for each ship class in the RMN. You will also find the procedures for commissioning and decommissioning ships in the RMN as well as the processes used to activate and deactivate the larger echelons of the RMN (divisions, squadrons, task forces, etc..) and the assignment of command for those larger formations.

This manual will also serve as a resource of names used in the Honor Harrington novels by David Weber and the List of Honor for the RMN. The names of ships used in the Honor Harrington novels and the RMN List of Honor are all on the approved names. If you want to use a ship name that is not on the approved names list, you will need to submit the name for approval as outline in his manual.

Lastly, this manual also contains the names of all active ships in service to Her Majesty in the RMN as well as the Admiralty Orders an awards pertaining to the Office of the Third Space Lord.

I hope you find the information in this manual easy to use and helpful in your career in the RMN. I bid you good fortune and good hunting as you serve the Queen and Kingdom of Manticore.

SECTION 1: OPERATIONAL POLICIES

1. CHAIN OF COMMAND/REPORTING

The following is the Chain of Command and Reporting for all Chapters/Ships in the TRMN. If there is a problem with the next link in a chain, or the next link is vacant and not used at this time, then you may skip to the next higher link to attempt to resolve the problems you face.

2. MINIMUM COMMAND SIZES

As outlined in Admiralty Order 1011-01, there are minimum numbers of members needed for each type of ship to be commissioned in the RMN. Below are those minimum requirements as listed:

3. SHIP COMMISSIONING REQUIREMENTS AND PROCEDURES

In order to commission a ship (chapter) needs to meet the following criteria:

• Minimum numbers of RMN numbers as set forth in Admiralty Order 1011-01;

• CO and all officers/crew of the ship must have completed the required exams for their positions (or be on track to complete the required exams within 60 days of commissioning);

• Select a name for your chapter. If the name you select is not on the approved names list or the List of Honor, then the name must be approved by the Office of the Third Space Lord prior to submission of the chapter Commissioning

Form and the approval email must be attached to the form. If you are changing ship class (ie. You were a DD, but now have the crew for a CA), unless you have received the List of Honor Award from BuShips, you must select a new name for the Chapter as this is canonical;

• RMN Chapter Commissioning Form must be completed and sent to the 3rd Space Lord for review and further action;

Hull Numbers will be assigned per Ship Size Class and based upon the order in which a chapter commissions in that Ship Size Class. However, you may request a different number from BuShips which will be considered on a case by case basis.

Upon Receipt of the Chapter Commissioning Form, the Third Space Lord will review the application for completeness and verify that al members listed are in good standing with the RMN and have completed the requisite courses (or is in process of completing them);

If all is order and meets the requirements for the Chapter to Commission, the Third Space Lord will prepare the official paperwork and Certificate of Commissioning to be sent or presented to the Chapter and its crew. Every effort will be made to have a Member of the Admiralty or one of the Space Lords present to formally commission all new chapters; or,

If there are deficiencies with the commissioning request, the Third Space Lord will work with the chapter crew to correct them and get the chapter ready for commissioning at the earliest possible time.

4. PROMOTION TO MINIMUM COMMAND GRADE

When a new ship is commissioned if the Commanding Officer does not already hold the Minimum Command Grade for the post (as set forth in Admiralty Order 0712-01), s/he will be promoted to that grade effective upon date of commissioning for the ship. However, if the Commanding Officer has not yet completed all requisite courses (or lacks other requirements) for the grade, the promotion will be a brevet promotion until such time as the courses (or other deficiencies) are completed. If the courses and other requirements for the grade are not completed by the 60 day limit set forth above, the Commanding Officer will be removed from Command by the Third Space Lord and the chapter will be given a chance to select a new Commander that meets the requirements before

decommissioning as set forth below.

5. REPORTING REQUIREMENTS AND PROCEDURES

Every chapter is required to submit a report to the Office of the First Space Lord (with copies being sent to the numbered Fleet Commander, BuPlan, BuShips, and BuPers) no later than the 10th of every even numbered month. The report is to be submitted via email or (when available) the RMN website. The Chapter Report Form is at the end of this manual and can also be downloaded from the RMN website for use by Chapter Reporting Officers.

Failure to file a report for 3 consecutive reporting periods may result in the decommissioning of your chapter, to be decided on a case by case basis by the Third Space Lord in consultation with your numbered Fleet Commander and the First Space Lord. However, failure to file a report for 6 consecutive reporting periods WILL result in your chapter being decommissioned. (NOTE: Two (2) late reports will be considered to be one Failure to Report.

6. SHIP CHANGE OF COMMAND

From to time, it may be necessary for chapters to change their Commanding or Executive Officers; when the need to change one of these two officers arises, simply fill out the Chapter Change of Command Form and submit it to the Third Space Lord. Unless the requirements for the position (age, required courses, RMN membership) are not met, the change of command will be processed as soon as possible and confirmation of the change sent back to the chapter. If there are problems with the new officers not meeting the requirements for the position(s) they are to fill, the Third Space Lord will work them to make sure they meet the requirements as quickly as possible.

7. SHIP DECOMMISSIONING PROCEDURES

Unfortunately, there may be a need to decommission or reduce the class of ship a Chapter represents. Only the following actions can trigger a decommissioning or reduction in Ship Class:

• Membership decline;

• Failure to comply with the requirements set forth by, the RMN, the Admiralty, or the Third Space Lord; or,

• Request by the chapter itself.

When circumstances that would trigger such a necessity occur, the following procedures will be used to give the chapter every opportunity to prevent the action from occurring:

Membership declines below the required number for the current ship class of the Chapter:

• If a chapter’s membership declines below the minimum requirements set forth in Admiralty Order 1011-01, the Chapter Commanding Officer will be notified of the deficiency and given sixty (60) days to correct the problem. Up to two additional sixty (60) day extensions can be granted upon request of the Chapter Commanding Officer (for a total of 6 months).

• If the chapter membership has not been brought up to the minimum levels and met all other requirements by the end of the six (6) month period, the Chapter will be reduced in Ship Class to the largest Class available to the crew currently serving with the chapter.

In the event the Chapter members are not enough for any ship class in the RMN, the Chapter will be reduced to a Pinnace or decommissioned by the Third Space Lord after consulting with the Chapter Commanding Officer to determine the desire of the chapter.

In the event a Chapter is decommissioned, all remaining members of that chapter will have the option of transferring to another chapter or of going on half pay status.

The Chapter has failed to comply with the requirements and policies of the RMN, the Admiralty, or the Third Space Lord:

In the event that chapter fails to maintain compliance with the established policies and procedures of the RMN, the Admiralty or the Third Space Lord, the chapter Commanding Officer (or senior most remaining member) will be contacted by the Third Space Lord and made aware of the deficiency.

The chapter will have ninety (90) days from the date they are made aware of the deficiency to correct the problem(s) without penalty.

If the chapter has not corrected the problem(s) by the end of the ninety (90) day period, the Third Space Lord may grant an extension (if the chapter can demonstrate solid progress to addressing the problems) or take other action as deemed appropriate for the problem(s) faced by the chapter and in accordance with any prevailing Admiralty Order, naval Regulations or precedence for the issue(s) faced by the chapter.

8. REQUEST BY THE CHAPTER ITSELF.

In this event the wishes of the chapter will be honored so long as the request (to either decommission or change Ship Class) is sent in by the Chapter Commanding Officer and affirmed by the Chapter’s Executive Officer in separate emails to the Third Space Lord.

9. POLICIES FOR ACTIVATING/DEACTIVATING MULTI-SHIP COMMANDS AND AWARDING COMMAND OF THOSE FORCES

When enough Ships have been commissioned in a given area (as set forth below), the Third Space Lord will review the formation for inclusion in a multi-ship formation based upon the number and type of ships available in the area. Overall command of those forces will be assigned as outlined for each formation, shown below. NO person will hold more than one Multi Ship Command at any time. A Captain may Command a Ship and be assigned Command of the larger formation, but could not hold their ship Command, Division Command and Squadron Command at the same time.

NOTE: Where driving distances are used, the ships, Divisions, Squadrons, etc.., MUST lie within the same geographic area for the Numbered Fleet the elements are assigned. No formation will cross Numbered Fleet Areas of Responsibility in order to develop the larger Echelons.

a. Divisions

When the minimum number of ships for a division (DesDiv, CruDiv, BatCruDiv, or BatDiv) has been commissioned in an area within about 2-3 hours driving time, then the Third Space Lord, in conjunction with the First Space Lord and First Lord of the Admiralty, will activate and assign command in accordance with established policies and procedures.

Command of each Division will be assigned to the Captain of the largest ship in the Division, or in the case of Divisions with more than one equal sized Ship, then Command will be given to the Senior Captain in the Division, or based upon date of rank in the case of two or more Captains with the same rank.

b. Squadrons

When the minimum number of Divisions and additional ships for a Squadron (DesRon, CruRon, BatCruRon, or BatRon) has been commissioned in an area within about 4-6 hours driving time, then the Third Space Lord, in conjunction with the First Space Lord and First Lord of the Admiralty, will activate and assign command in accordance with established policies and procedures.

Command of each Squadron will be assigned to the Commander of the most senior Division unless a higher ranking officer is assigned to the Squadron to be formed and is available to Command the group.

c. Task Groups

When the minimum number of Squadrons and additional ships for a Task Group has been commissioned in an area within about 8-10 hours driving time, then the Third Space Lord, in conjunction with the First Space Lord and First Lord of the Admiralty, will activate and assign command in accordance with established policies and procedures.

Command of each Task Group will be assigned to the Commander of the most senior Squadron, unless a higher ranking officer is assigned to the Task Group to be formed and is available to Command the Group.

d. Task Forces

When the minimum number of Task Groups and additional ships for a Task Force has been commissioned in an area within about 12-14 hours driving time, then the Third Space Lord, in conjunction with the First Space Lord and First Lord of the Admiralty, will activate and assign command in accordance with established policies and procedures.

Command of each Squadron will be assigned to the Commander of the most senior Task Group, unless a higher

ranking officer is assigned to the Task Force to be formed and is available to Command the Force.

e. Fleets

The organization and Command of Numbered Fleets is handled by Admiralty House and the First Space Lord. The Third Space Lord may recommend the breaking away of certain forces from an existing Numbered Fleet in order to create a new Numbered Fleet in high population and chapter density areas, but it is not required that Admiralty House organize the new Fleet as recommended.

Command of all Fleets is handled by the First Space Lord and Admiralty House, but may receive input and recommendations from the Third Space Lord.

SECTION 2: SHIP TYPES

1. SHIP TYPES AND DESCRIPTIONS

a. Light Attack Craft (LAC)

Light Attack Craft are small, non-hyper capable units often relegated to system defense. The RMN has few of this type of warship remaining in service, all of which are assigned to the fortresses surrounding the wormhole junction or to service aboard the LAC Carriers (CLACs) now entering service with the RMN.Known Classes: Highlander, Shrike, Ferret, and Katana (GSN)

b. Destroyer (DD)

Destroyers are the smallest independent command currently in the RMN inventory, and are the most common command committed to convoy escort duty and defense.Known classes: Culverin, Chanson, Havoc, Falcon and Roland.

c. Light Cruiser (CL)

Light cruisers, in spite of their name, are more aptly described as large destroyers than small cruisers. Light cruisers carry destroyer-weight missiles, but with larger broadsides and generally deeper magazines. They have substantially upgraded facilities and armor and sidewalls compared to their smaller brethren.Known classes: Illustrious, Apollo, Courageous, Avalon, Valiant, Austin Grayson (GSN) and Nathan (GSN).

d. Heavy Cruiser (CA)

The jump between light and heavy cruisers is one of offensive throw weight – heavy cruisers carry larger missiles with nearly triple the warhead strengths. Heavy cruisers are designed for commerce protection and long-endurance system pickets.Known Classes: Star Knight, Broadsword, Prince Consort, Crusader, Edward Saganami (-A, -B, and –C), and Jason Alvarez (GSN).

e. Battlecruiser (BC)

The battlecruiser class, with anywhere from twice to four times the mass of a typical heavy cruiser, mounts cruiser-grade missiles in larger broadsides with deeper magazines. The primary difference lies in the increase in sidewall strength and armor. A battlecruiser is meant to be able to outfight anything it can catch, and outrun anything that significantly outguns it.Known classes: Nike, Reliant, Redoubtable and Homer.

f. Battlecruiser, Pod-Layer (BC(P))

The pod-laying variant (called battlecruiser pod-layer, BC(P), or pod-laying battlecruiser) was a battlecruiser hull that had been modified to have a hollow core where it could store racks of missile pods, thus protecting them from proximity or “soft” kills. BC(P)s also use better fire control systems allowing the control of more than normal numbers of missiles in flight.Known classes: Agamemnon, Raoul Courvoisier (GSN)

g. Dreadnought (DN)

Dreadnoughts are the smallest “ship of the wall,” and are built tough; where a battleship could be damaged by a cruiser grade missile that reaches its sidewall defenses, most dreadnoughts can’t. Dreadnoughts are organized into the core of a wall of battle, where their massive throw weight of missiles gives them a stunning advantage.Known classes: Bellerophon, Gladiator, Royal Winton, and Majestic

h. Superdreadnought (SD)

Superdreadnoughts are the largest warship in any star nation’s inventory. They mount massive missile broadsides, the sidewalls and armor to shrug off most missile hits themselves, and the beam weapons to decisively engage a target when an intercept plot is made.Known classes: Anduril, Gryphon, King William, Manticore, Samothrace, Sphinx, Victory, Manticore’s Gift (GSN) and Benjamin the Great (GSN).

Superdreadnought , Pod-Layer (SD(P))The pod-laying variant (called superdreadnought pod-

layer, SD(P), or “podnought”) was a superdreadnought hull that had been modified to have a hollow core where it could store racks of missile pods, thus protecting them from proximity or “soft” kills. This also allowed a greater number or pods to be carried into battle, and podnoughts could “hand off” pods to other ships in the same formation to tow, although fire-control was still provided by the podnought itself. Known classes: Invictus, Medusa and Honor Harrington (GSN)

i. LAC Carrier (CLAC)

The LAC carrier (CLAC) was a type of warship employed by several major space forces. Built upon dreadnought hulls, with much less weaponry than their DN counterparts, they were basically designed to carry a complement of sub-light speed light attack craft through hyperspace into battle zones. Known classes: Chimera, Minotaur and Covington (GSN).

2. REQUIREMENTS FOR LIST OF HONOR INCLUSION

As outlined in the award description for the List of Honor, this honor can be granted to ships which have gone above and beyond as a unit to achieve a special goal. (i.e., Raising a large sum of money for charity, collecting a large number of toys for Toys-For-Tots, fielding a team of walkers for a cancer walk would all be good examples).

However, simply meeting the minimum requirements for the List of Honor as set forth above, will not necessarily earn the honor. The Third Space Lord will evaluate all ships which have met the requirements and make his/her decision on which ships deserve the distinction by evaluating all ships against the criteria. It is likely that not all ships (or even that no ship) which meets the requirements will be added to the List of Honor in any given year. This is a high honor and will be awarded sparingly to honor those ships which truly go above and beyond in the service of others and the RMN.

This award is granted to a ship which has gone above and beyond as a whole unit to achieve a special goal. Raising a large sum of money for charity, collecting a large number of toys for Toys-For-Tots, fielding a team of walkers for a cancer walk would all be good examples. When a warship’s distinctions get its name added to the List of Honor, all crew members who served in the action that achieved this distinction get this citation. It is worn on the right hand side of the uniform.

HMS Unconquered Crew

Issued by:Third Space Lord

Frequency: As Needed, Once per Lifetime

Eligable Components:RMN, RMMC, RMA, GSN

Issued in recognition of outstanding service to the RMN, RMMC or RMA.Honorees will be assigned to the crew of the HMS Unconquered in orbit

around Manticore. While only a ceremonial post, it is a great honor to be selected to serve as crew for this honored and distinguished vessel. Crew members of the HMS Unconquered can be of any rank and are assigned as permanent crew for this honored vessel. They can choose to have this duty station reflected on their ID Card instead of their normal Chapter.

Nomination to the Crew of the HMS Unconquered shall be by your Commanding Officer or above only. The nomination must demonstrate a high quality and level of service to the Organization. Just performing your normal Chapter duties would not qualify you for this award.

Although issued by the Third Space Lord, the nominations shall be vetted and voted on by all the Space Lords, the Commandant of the Royal Manticoran Marine Corps, the Commandant of the Royal Manticoran Army and the First Lord of the Admiralty. Where any of the voting Officers is also a nominee, they shall recuse themselves from that particular vote.

Captain of the HMS UnconqueredIssued by:Third Space Lord

Frequency: Once per Year

Eligible Components:RMN, RMMC, RMA, GSN

Issued in recognition of outstanding service to the RMN, RMMC or RMA.The Captain of the HMS Unconquered will be a Flag Officer who holds no

other Ship Command within the RMN. The Captain of the HMS Unconquered is entitled to wear the white beret of a hyper-capable ship command during their tour as Captain. Captains of the HMS Unconquered serve until a new Captain is named with a minimum tour of 1 year as Captain, and repeat assignments as Captain are permissible, with no more than two consecutive terms. Former Captains of the Unconquered remain on the rolls as crew even after their captaincy has expired.

Nomination to the Captaincy of the HMS Unconquered shall be by Fellow Chapter Commanding Officers, with a minimum rank of Captain Junior grade and above, and any Flag Rank Officer. A person must receive at least three nominations to be considered.

Although issued by the Third Space Lord, the nominations shall be vetted and voted on by all the Space Lords, the Commandant of the Royal Manticoran Marine Corps, the Commandant of the Royal Manticoran Army and the First Lord of the Admiralty. Where any of the voting Officers is also a nominee, they shall recues themselves from that particular vote.

SECTION 4: ADMIRALTY ORDERS PERTAINING TO BUSHIPS

This Admiralty Order officially replaces 0712-02.

This is a list, by Type, of the composition of the various Commands in the RMN, RMMC and RMA for RP, and also the Actual Fan Club minimums. These minimums will be the minimum number of crew for a Chapter and also for the formation of the larger Command Groups

What this means is that by the time it reaches the Senior Command Level, a Fleet Admiral is responsible for at least 2106 people, and a Marshall is responsible for 3072. This is a goal we should strive for, but one which will likely be hard to reach. Initially, therefore, larger formations will be on a case by case basis, and likely geographically. As an example, 4 Fleets/Corps/Army Groups (Eastern North America, Western North America, Europe & Africa and South America, Australia & Asia). Each of those then sub-divided by 2.

Now, as a benefit, Marines, as they are usually ship borne, are counted toward your crew requirements. This would mean that if you have 10 people, and of those you have 2 RMN Officers, 1 RMMC Officer, 3 RMN Enlisted and 4 Marine Enlisted, you qualify for a Destroyer (DD) as opposed to a LAC. This will help in forming Chapters. Army Units, being mainly ground based, do count toward a Chapters over-all compliment, but do not count toward the minimum requirements. For example, if you have 1 RMN Officer, 1 RMMC Officer, 3 RMA Officers, 2 RMN Enlisted, 1 RMMC Enlisted and 7 RMA Enlisted, you have the crew compliment of a Light Cruiser (CL) but only the requirements for a LAC, which would be your assigned ship. This does not mean that you could not remain a LAC even if you had enough required crew to move up to the next level, as Chapter Type is discretionary, up to a point as it is our goal to slowly build the larger units. As an example, in an area that has 1 LAC and 1 Destroyer (DD), we would likely make the next ship a Destroyer (DD) to form a Destroyer Division (DesDiv).

A Pinnace, once formed has 12 months to increase its membership to the size of a LAC. If they have not accomplished this in 12 months, an automatic 6 month extension will be granted. After this, they may apply for two more 6 month extensions on an as needed basis. Geography will play a part in ability to get crews, so we accept that in some cases, a full 30 months may be needed.

Issued in recognition of outstanding service to the RMN, RMMC or RMA.Honorees will be assigned to the crew of the HMS Unconquered in orbit

around Manticore. While only a ceremonial post, it is a great honor to be selected to serve as crew for this honored and distinguished vessel. Crew members of the HMS Unconquered can be of any rank and are assigned as permanent crew for this honored vessel. They can choose to have this duty station reflected on their ID Card instead of their normal Chapter.

Nomination to the Crew of the HMS Unconquered shall be by your Commanding Officer or above only. The nomination must demonstrate a high quality and level of service to the Organization. Just performing your normal Chapter duties would not qualify you for this award.

Although issued by the Third Space Lord, the nominations shall be vetted and voted on by all the Space Lords, the Commandant of the Royal Manticoran Marine Corps, the Commandant of the Royal Manticoran Army and the First Lord of the Admiralty. Where any of the voting Officers is also a nominee, they shall recuse themselves from that particular vote.
