    Promotion FAQs for PMS 2012-13

    Section A - Promotion Principles

    1. What are the guiding principles for promotions?

    Our company promotes a philosophy of meritocracy. Promotion is based on whether the

    person has been a consistent performer, whether there is a role enhancement in profile and

    whether there is a need and option available in the organizational hierarchy.

    2. Is promotion based on tenure & seniority principled?

    No. Promotion in our context is not a function of tenure (residence period) and does not

    happen automatically out of seniority.

    Section B - Promotion Process and Criteria

    3. What was the process adopted for promotions for this year?

    As a part of the PMS 2011-12 a senior level committee comprising of Sh Krishna Reddy, Sh

    Balasubramanian N, Sh Shrikant Kulkarni was constituted to look into promotions at JMC

    and MMC level (except movement from MMC to SMC).

    During this year too, the said committee deliberated and provided necessary guidance to HR,

    which played a secretariat role to the committee in proposing the probable list for the

    outcome. The probable list based on the eligibility criteria was put up to the highest authority

    for approval.

    For MMC to SMC and SMC/TMC promotions necessary guidance /approval was obtained

    from the highest authority.

    4. How is multiple reporting relations during the same year(due to deputation, location

    transfer, L1/L2 moving on, function change) scenario dealt with?

    Rating given by the latest superior (in consultation with previous ones) has gone in as an

    input to the increment cycle. The same rating is considered for promotion process as well.

    5. How are promotion cases, from generating stations of Samalkot 220MW, Goa and

    Kochi, treated this year?

    The promotion cases from above three stations are treated along the same criteria as in the

    case of R-Power.

    6. How many performance cycles I should have been there for getting covered for

    promotion?

    A minimum of 3 performance (PMS) cycles is the period to be considered for probable list.

    7. I joined after PMS cut-off date in PMS 2010-11. Was I covered in this promotion cycle?

    No. You have been in the system only for two cycles and hence not considered. You shall be

    considered as a part of next cycle (PMS 2013-14).

    8. What is this years point wise promotion criteriafor JMC/MMCs?

    Point wise, cycle wise criteria used is presented here for ready reference. Points obtained in

    the entire residence period need to be added and compared for the minimum points required.

    Points considered for each PMS cycle correspond to individual performance rating in the

    cycle (Please see response to Question 10 below).

    9. Is the inter-cadre change / orbit change criteria tougher than intra-cadre (within the

    same cadre)?

    Yes, it is. It is higher than normal intra-cadre promotion criteria. For example, one who has

    obtained three 4 ratings would have been in theprobable list in intra-cadre case (A1 to A2

    or A2 to A3 or A4 to A5 or A5 to A6). However, for the same total of points, inter-cadre/

    orbit-change movement shall not happen as minimum 13 points are required for it.

    10.How are individual performance ratings used for promotions?

    a) Earlier to PMS 2012-13, individual performance scores are converted into individual

    performance ratings (1 to 5, 5 being the highest) and these ratings are utilized.b) However for PMS 2012-13, individual performance score in decimal points is taken for

    calculation purpose. In other words, for all previous cycles (earlier to PMS 2012-13)

    scores are taken as individual performance ratings (equating it to 3/4/5 etc.) and for this

    cycle (PMS 2012-13) actual decimal score is directly utilized.

    c)

    The ratings obtained in entire residence period (since joining / after last promotion, as the

    case may be) are added & the same has gone as an input to promotion process.

    As this is the transition year wherein all PLI/ Increment/ Promotion are being computed

    using decimal scores, the benefit of rounding off to higher side is given to those whose

    individual score in PMS 2012-13 is in 5 range (greater than 4.5).

    11.Can we have few illustrations of the above?

    Few illustrations of the above principles are below:

    i.

    For someone with 3 cycles and performance scores of 4,4.2 and 4.3, the sum of scores

    is taken as 4+4+4.3.

    ii. Similarly for someone with 3 cycles and performance scores of 3,4.3 and 4.4, the sum

    of scores is taken as 3+4+4.4.iii. For someone with 3 cycles and performance scores of 3,4.6 and 4.7, the sum of scores

    is taken as 3+5+5.

    iv. For someone with 4 cycles and performance scores of 3, 4, 4.6 and 4.55, the sum of

    scores is taken as 3+4+5+5.

    v.

    For someone with 4 cycles and performance scores of 3, 4, 4.3 and 4.6, the sum of

    scores is taken as 3+4+4+5.

    vi.

    For someone with 4 cycles and performance scores of 3, 4, 4.3 and 3.91, the sum of

    scores is taken as 3+4+4+3.91.

    12.What are the other steps involved after meeting the eligibility points?

    Based on the recommendation of the respective leadership, the committee deliberated on the

    list and proposed for approval by the highest authority.

    13.What is the consideration criteria for SMC promotions?

    Promotions in the Senior Management Cadres (SMC and TMC) are need based. For

    generating probable list for 3/4/5 cycle completed cases, the eligibility points 15/16/17 are

    considered. Multiple stakeholder views are taken and discretion of the management is applied

    in deciding the promotion of individual cases.

    14.GET criteria for first promotion (from A2 to A3), is it different compared to laterals?

    Yes. If one had joined through GET scheme and completed atleast three cycles in our system

    without recording any 2 or 1ratings during any of the PMS cycles, (s)he shall bepromoted during this cycle from A2 to A3. It is different from laterals criterion.

    15.What are GET criteria for promotions for other levels (A3 to A4 etc.) ?

    For all other levels apart from first promotion (A2 to A3), those who joined our system as

    GETs too shall be treated at par like any other employee in terms of getting reflected in

    probable list.

    16.Whether one shall be considered for promotion if (s)he is rated 2 or 1 during the

    recent performance year?

    No. If one is rated 2 or 1 during the recentPMS cycle (i.e. PMS 2012-13 for this year

    promotions), (s)he shall not be covered in the promotion probable list.

    17.In addition to the number of cycles & points obtained, whether explicit

    recommendation from vertical /functional leader has any role in promotions?

    Vertical /functional leaders were consulted by the Committee for their recommendation & the

    same had a bearing on the outcome.

    18.Is the promotion exercise completely rating/cycle driven or there is some discretion

    available so that exceptional cases get due recognition?

    Yes, there is a very limited room for discretion. Exceptional employee cases shall be selected

    based on their past extra-ordinary contribution, future potential & growing organizational

    need in a particular area. Above shall be the decision drivers for such consideration/

    discretion, which is exercised only at the highest authority level.

    19.What is the Star Performer fast-track progression scheme?

    Employees, who demonstrate exemplary performance and obtain consistent 5range ratings

    (individual score of >4.5) in our system shall have a definite, fast-track career. Employees

    who score consecutively six/four 5 range ratings (> 4.5) in JMC(depending on where they

    entered the system as A1/GETorA2) or six 5 range ratings (> 4.5) in MMC stand to gain

    from advanced career progression scheme. Similarly in SMC, one who scores consistent six

    5 range ratings shall have the advantage of advanced career progression. These employees

    who qualify under this scheme shall skip a year or two and in best cases entire one grade to

    move to the next grade/cadre. Detailed policy guidelines on the Star Performer fast-track

    progression scheme shall be circulated for the benefit of employees. The same shall become a

    part of the revised employee hand book.

    20.Whether the criteria and process for promotion shall be static?

    No, promotion criteria and process shall change & definitely get refined with the changing

    organizational requirements & needs. From time to time, when any changes are made, all

    employees shall be notified.

    Section C - Promotion Roll-out

    21.What is the additional increment on promotion?

    Additional increment of 6% over current CTC shall be given in all promotion cases.

    22.What is the effective date of promotions?

    Effective date of promotions for this year is 1stJuly 2013. From this date one gets the

    incremented CTC due to promotion.

    23.Whether pay arrears shall be paid for the promotion increment?

    Yes. Arrears for promotion increment amount shall be paid with effective from 1 stJuly 2013.

    24.When can I see the changes pertaining to promotion related increment getting reflected

    in my salary?

    Actual payout with arrears shall happen with September 2013 salary. However by checking

    your CTC statement in ESS, the incremented CTC changes should be immediately visible.

    25.What is the effect of PLI % change in case of cadre change promotion cases (JMC to

    MMC and MMC to SMC)?

    In cadre change cases of:

    a) JMC to MMC - PLI is changed from 16% to 18% and part of the promotion increment

    goes to meet this gap

    b) MMC to SMCPLI is changed from 18% to 22% in the first step and part of the

    promotion increment goes to meet this gap. During the next cycle these cases shall be taken

    to the desired 25% PLI for the SMCs.

    26.Does one get a separate letter informing about the promotion?

    Promotion letters shall be uploaded in ESS. There is an email sent announcing promotion

    outcome. You may download the letter. A copy of promotion letter goes into respective

    personal file.
