PREFACE
Human beings are a resource to an organization. Like any other material
on economic resources, they represent an investment whose development and
utilization require managing.
In every organization, human resources are a pivotal variable without
which the inanimate assets are worthless. Human resources need to be
understood in their proper prospective and utilized effectively to achieve the
goals of an organization. This requires that the human resources must be
managed effectively with and through people.
The management of human resource is a very complicated and
challenging task for those who are entrusted with the successful running of an
organization and this implies considerable knowledge of various aspects of
HRD. The discipline of HRD has gained importance since professionalisation
of management is now regarded as a must for the successful running of a
business or industrial enterprise.
So, executives should not only have thorough grounding in the various
aspects or handling human resources through proper education and training but
should also keep themselves abreast of the changes and trends that take place in
their discipline.
The importance of HRD is increasingly realized in industrial and non-
industrial organization in both India and abroad. The growing importance of
HRD is reflected both in specialization in the filed of personnel management as
well as in the eagerness and willingness of line people to share responsibility
for many personnel functions.
Now, organization have realized that human resources are more valuable
than other resources and their proper management can tremendously help the
organization to maximize the utilization of other resource. Thus HRD tries to
improve morale by giving adequate training to workers and by achieving for
itself knowledge of human nature. In brief, we can say that HRD effectively
describes the process of planning and directing the application and utilization
of human resource in development.
CHAPTER-1
COMPANY PROFILE
Rajasthan State Mines and Mineral Ltd. (A Premier Mining Enterprise of Rajasthan)
Rajasthan State Mines and Minerals Ltd. (RSMML), move the earth the
technology. Harnessing it to excavate the finest minerals from beneath the
surface. RSMML is one of the premier Public Sector Enterprises of
Government of Rajasthan. It was instituted in 1973. It is the successor of the
erstwhile M/S Bikaner in 1947. Till 1992, the company operated under
protected conditions with high demand of the product but with government
decanalising import and decontrolling the prices of phosphatic fertilizers, the
demand shrunk. Moreover, a global recession made dumping in India very
attractive. Prices plummeted, off take was low and for RSMML, the worst-case
scenario had arrived. Only concentrated all round efforts could save the
company.
New corporate strategies were framed.
Costs were reduced.
Quality was improved to world standards.
Production processes were streamlined.
Marketing and personal conditions with the end users were set.
Stringent quality control produced remarkable results and production
went up three fold, market share was four times that in 1992 and long-term
relation with customers emerged.
Later, Central Government felt that it is essential in the public interest
that Rajasthan State Mineral Development Corporation Ltd. (RSMDC), a
Government company incorporated under the Companies’ Act, 1956 should be
amalgamated with RSMML, a Government company incorporated under the
Companies’ Act, 1956 into single company for the purpose to form a single
entity to ensure coordination in discharge of functions with efficiency at
reduced cost by eliminating duplicacy of efforts and expenses.
Recently, both companies RSMDC and RSMML were amalgamated.
The company has not looked back since.
RSMML TODAY
RSMML today comprises of four divisions. They are :
1. PHOSPHATE DIVISION :
Rock phosphate mining at Jhamarkotra, 26 Km from Udaipur is at the
core of RSMML’s activities. The mines are one of the largest and most
mechanized mines in the country. The unit accounts for nearly 80% of the
turnover and 70% of the operating profits. It is one of the most modern and
scientifically laid out mines in the country with 80 million tonnes of proven
rock phosphate reserves. It is probably the largest open cast mine in India
outside the steel and coal sectors.
The fertilizer division at RSMML concentrates phosphatic fertilizers. It
has developed :
RAJPHOS : A special blend of ground rock phosphate ore to be used as
direct fertilizer. It holds 40% of the Indian market.
SINGLE SUPER PHOSPHATE : A low cost water – soluble fertilizer.

Beneficiation :
The depleting high-grade phosphate reserves as well as the burgeoning
imports impelled RSMML to set up a beneficiation plant. RSMML produces
large quantities of low-grade ore that has limited use, so the organization has
developed beneficiation plant to converts low-grade ore into high-grade ore.
2. GYPSUM DIVISION :
RSMML is the country’s largest producer of mineral Gypsum and
Selenite. It is mined in the Thar Desert where conditions are very harsh.
Gypsum deposits are on the surface and spread over large areas. It fulfills the
demand of the cement industry and is used y farmers for reconditioning
alkaline soils.
Selenite is naturally occurring crystalline from of Gypsum. It is
extensively used in ceramic industry and to manufacture high-grade surgical
plaster.
3. LIMESTONE DIVISION :
SMS grade low silica limestone is needed by the steel plants to purify
the raw metal. Largest deposits of this limestone are found in Jaislmer district.
Stringent quality measures include independent analysis of each batch at seven
separate stages. No wonder the biggest private steel maker in India, “Tata
Steel” prefers to source the majority of their requirements from RSMML’s
mines at Sanu.
4. THE LIGNITE DIVISION :
Project activities for mining of lignite at Nagpur in an advanced stage.
The project involves development of Matasukh Mines in the Lakhs tones of
lignite annually.
RESEARCH AND DEVELOPMENT :
In RSMML, Research & Development activities are integral part of
business activities. Extensive computerization along with advanced software is
being undertaken for evaluation of natural resources based on geo-statistical
technique, mine modeling and financial analysis to optimize resource
utilization. Apart from in house research, RSMML also sponsors research in
Universities and international research institutions like the international
fertilizer development center.
Providing of consultancy in mining and mineral related activities is one
of the strong hold of the Company. A service of RSMML has been sought for
evaluation of minerals deposits for various agencies. Phosphates in Vietnam
have been evaluated by RSMML on the behest of the Government of India.
Studies have also been carried out for Lignite deposits in Rajasthan,
gold Chomite and Wollastonite in Sudan and Phosphate deposits in Egypt.
The company has also get consultancy for preparation of DFR for
mining of Lignite Project at Barsingsar, Bikaner on behalf of Hindustan Vidyut
Corporation Ltd., who in turn are setting up pit head power plant of 500 MW
capacity.
KEY OBJECTIVES OF THE COMPANY :
To augment mining capacities.
To diversify into other mineral based industries.
To provide consultancy services in various aspects of the mineral
industry ad project management.
To attain international levels of productivity and quality standards
through HRD efforts and intense Research and Development and
technology up graduation in mining and beneficiation.
To establish the image as an organization with excellence.
To increase beneficiation capacities so as to upgrade the low grade rock
phosphate and increase its market share.
To reduce cost by eliminating delicacy of efforts and expenses.
To restructure the organization after its amalgamation with RSMDC.
CORPORATE PHILOSOPHY :
The corporate strategy of RSMML can be broadly summed up in the
following statements :
RSMML believes in long-term relations and work hand in hand with
the customer to ensure that he gets the best service possible.

It is concerned for the environment and people who are affected by
RSMML’s operations.
Concern for its employees. It has a broad array of services available
that takes care of not only of the employees but also their family and
their dependants.
QUALITY POLICY :
The company aims to constantly force on providing customer
satisfaction through quality of its products and services. It shall maintain
business ethics in dealing with customers and endeavor to identify customer
needs and meeting them.
RSMML’s represent continuity and change. Continuity with traditions
builds up over years and the flux of change and modernization. The future
represents change represented by new initiatives and investments and yet
RSMML remains rooted in its value systems.
ACTIVITIES :
The current activities are :
Mining and marketing of rock phosphate ore.
Manufacturing and selling direct application fertilizers called
“RAJPHOS”.
Processing low-grade rock phosphate to produce high-grade phosphates
concentrate.
Mining of Gypsum in desert area Bikaner, Barmer and Ganganagar.
Mining of Selenite in Bikaner.
Mining of high grade of limestone for use in the steel industry in
Jaislmer district.
Export of GSSP.
Consultancy for mining ad mineral beneficiation in India and abroad.
A 105 MW hydrocarbon based thermal power station has been set at
Jaislmer for generation of electrical power.
WIND POWER :
With a view of diversification activities and to protect environment
degradation, RSMML has entered into wind power generation business in
2001. RSMML has commissioned 14x350Kw wind energy turbine on 70 mtr.
high lattice towers at Badabagh area of Jaisalmer. The wind farm at Badagarh
was expanded with additional 14x350Kw WET's in May 2002. In 2004,
RSMML has commissioned 4x1250Kw WETs in Pohra Village of Jaisalmer.
Now the total wind farm capacity of RSMML is 14.8 MW, producing about
260 Lacs units of grid quality clean power annually.
The company is having a 20 years power purchase agreement with the state for
sale of wind power. RSMML is also using the wind power for its captive use at
Jhamarkotra mines in Udaipur district.
DOWNSTREAM PROJECTS :
1. Setting up a DAP plant of 800 MT per day using Rock Phosphate
concentrate in the joint sector.
2. Establish a multi-specialty hospital at Udaipur in joint sector with some
reputed organization.
3. Promotion establishment of a number of major cement plants is Sanu
areas to make use of project rising out of production of low silica
limestone mining.
4. Laying 63 Km long broad guage rail link from Thaiyat Hamira Railway
Station to Sanu Limestone deposits.
5. RSMML is also planning a environment friendly “A nature based
resort” project at Jhamri Damsite.
6. The company’s selling target for year 2003-2004 is :

FUTURE PLANS :
The company is in process of taking the following projects :
Expansion of the current activities.
Diversification into the area of Lignite mining.
Restructuring the organization after its amalgamation with RSMDC.

1. CONDUCT OF CULTURAL ACTIVITIES
With the object to develop artistic talent among the employees and their
families to promote national integration through cultural activities, to provide
healthy recreation to employees, their families and local population and to
encourage and project local tribal and flock culture.
The cultural activities broadly include music, dance, drama/stage and
painting and drawing.
2. GAMES AND SPROTS :
As a part of its welfare programmes, RSMM has been organizing sports
and game activities in all the units of the company. Such activities have always
been considered essential for promoting physical fitness., health recreation and
development of talented sportsmen.
Company’s object is to raise the performance level games in the
company, to contribute to the state and National Sport streams, to provide
healthy entertainment to employees, their families and local population, to
improve physical fitness among employee and their children and to project
Company’s image.

3. VRS (VOLUNTARY RETIREMENT SCHEME)
An ex-gratia payment equivalent to one and half emoluments (Pay +
DA) for each completed year of service or the monthly emolument at the time
of retirement multiplied by the balance months of service left before normal
date of retirement, whichever is less.
Half month salary on total complication of service period or balance
month of service which ever less. Benefit – Balance P.L. in cash months 90
days or 75% balance sick leave which ever is less.
Salary of notice period in case of management sensations in case of
notice period then one month advance salary will be paid to executives of the
company.

Workmen drawing RLTE are not entitled to compensatory transport
allowance. The blind and the orthopedically handicapped workmen, not
drawing RLTE, shall be entitled to draw conveyance allowance @ 5% of their
basic pay subject to a maximum of Rs. 100 per month.
Employees drawing RLTE shall neither use company transport for
official journeys with in a radius of 5 Km. (scooters owners) and 10 km car
owners from their respective place of work, nor claim mileage allowance
therefore.
5. REIMBURSEMENT OF SUBSCRIPTION TOWARDS NEWS

Executives are entitled to reimbursement of expenses, to the extent of
Rs. 1700/- per annum for subscription of professional / technical journals

8. CORPORATE ENVIRONMENT POLICY
RSMML reaffirms its commitment to environmental protection and
sustainable development. Therefore they are endeavor to

of RSMML family.

The employees` children go to school. For meritorious students that go
in engineering, Medical and management course, the company awards
scholarships on merit basis.
At the work place. Employee’s is provided pollution free hygienic
conditions. Subsidized canteen facilities are available for meals and
refreshments round the clock.
9. CONCESSIONAL TRAVEL
For employees and their family members. free transport is made
available within the units, while consentional transport is made available for
coming on duty from nearby place and back to residence.
10. EMPLOYEES COOPERATIVE
An employee cooperative with branches in different colonies of the unit,
cater to the daily needs of the employees. Besides, cooking gas is also supplied
through these branches. Items like levy sugar; food grains and cloth are also
made available on credit billing. The company not only provides free transport
and building for running the cooperative, but also a monthly subsidy of
Rs.15, 000 is given. Monthly turnover of the cooperative is over Rs. 4 lakh.
11. RECREATION
The unit being located in a remote tribal having little facilities of
recreation for the employees and their family members, special care is taken to
organize recreation programmes on various occasions. Be it safety week.
Independence Day, Republic Day, Culture programmes are organized
regularly. The programmes are arranged not only to provide entertainment to
the people but also to develop stage talents among the employees children.
People from near by village also attend such programmes in great number.

19. SAFETY POLICY :
The company has adopted a corporate safety and health policy. Safety
committees meeting held every month and thoroughly reviews all issues related
to the safety. RSMML also celebrate safety week every year at their mines.
Tripartite meeting involving workmen union, management and
Directorate of Mines Safety Government of India are held periodically to
review safety measures. A chief of internal safety at corporate level has been
appointed to oversee and monitor the functioning of safety officer at all the
units.
The company has one of the best safety record in the country.

THE RSMML FOR SOCIETY
RSMML believes that it must return to society a little bit of what it gains
from it. It’s activities are focused to assist those who need it the most and
concentrated on a few areas instead of spreading its efforts too wide/
1. Drinking water :
Everyday 6 million litres of drinking water is being supplied to natives
of Udaipur from JK Mines. The tanks of water which are made for this purpose
in the middle of the pipe line also serve drinking water to different local
villagers due to this scheme about 50,000 people in and around Udaipur are
benefited.
The organization has planted various transpumps in nearby villages
during past 5 years. Its own level and the cost of their maintenance is also
afforded by the organization. This has enabled
2. Medical Service and Health Care :
A well equipped dispensary function at Jhamrkotra whose services can
be availed of nearby villagers. Regular medical camps are also
conducted where free medicines are made available. In fact a
comprehensive village level medical program is on the anvil.
Trained medical officers and para medical staff present in the
organization hospital situated at JMKT wires provide free consultancy
and medicine to nearby villages and tribals.
Hundreds nearby villages take treatment here everyday. Dispensary
situated at Baghdara also provides treatment to villagers.
Under National Malaria Eradication programme the organization sends
team of doctors to nearby of the villages and take their blood samples
and test then and if required provide free of cost medicine and
appropriate treatment.
From time to time the organization takes steps to prevent seasonal
diseases in nearby areas and provide free medical services.
Under pulse polio session free polio pulse drops are given in the
hospital.
3. Education :
At Jhamarkotra, three schools have been set up including an ashram
(Residential) School exclusively for the tribal children. Education is
heavily subsidized and is open for both the employee’s children as well
as the local people.
In Vidhya Bhawan Secondary School, Children of company’s
employees as well as nearby village residents study annually
approximate Rs. 24 lakhs are spend on it. About 320 students of
colonies and nearby areas are studying here.
8th English Government School in Rajasthan run the Government in
building provided by RSMML along with furniture. Presently 125
students are studying.
Ashram tribal Hostel – Administrated by Rajasthan Government but
cost for building furniture and other equipments is afforded by
organization. Presently it is occupied by 48 tribal students.
Training center : Constructed by RSMML in Boghdara Colony, where
trained women teach village ladies, stitching, weaving, embroidery etc.
4. Sahkari Upbhokta Bhandar :
RSMML provides edibles, medicines and clothes on appropriate prices
to the employees.
5. Plantation :
To maintain environment balance in the mining area and nearby
organization has done about 150 ha area plantation in previous years.
One nursery run in JMKT where free plants are given.
500 plants planted in Baghdara plan to develop 270 hectare area for
plantation.
6. Park and Garden :
In phosphate division of organization in JMKT area 3 and in colonies 2
parks have been developed and / big garden on Jhamridam has been developed.
RSMML has also adopted Gulabhbagh through Government of Rajasthan (Ref.
No. G 5(2)/Con-4/D-663 dated 28-02-2004) for beautification and
maintenance.
7. Support Natural National Calamity :
Rs. 11 lacs given by RSMML and Rs. 8.32 lacs also given by Rock
Phosphate Labour Association to Tsunami Affected People.
15 lacs Rs. send to Chief Minister aid fun for Kargil help fund.
About 4 lacs to flooded areas of Orrissa.
In the devastating earthquake which came recently in Gujarat heavy
machinery like cranes, welding machines etc. and redicial facilities were
provided by the organization.
8. Socio-Economic Development :
RSMML brings major economic activities within reach of the locals. A
stipend scheme has been started for apprentices and on the job training is also

beneficiation plant on the Jhamri River also submerged the surrounding areas.
Together, with the tribal area development cooperative fisheries, RSMML
organized the disposed villagers into fishermen cooperatives and allowed them
fishing right.
In Bikaner to the farmers can actually profit by the mining nearby for
RSMML levels and improves the land and undertakes soil conservation
measures before returning the land to the original owner. A sum of Rs. 3
million is earmarked for social development before opening any new mine.

Sample size consist of 20 executives which includes 3 executive each
from grade E0-E5 while 2 executives from grade 6. Grade 7-9 were avoided as
they consist of senior executives, executive directors etc whom I could non
reach due to their tight Schedule.

irrespective of grade or salary structure.

It was last step of study. Under this following step were undertaken
(I) The Tabulation of number and % of respondents having a
particular knowledge or opinion according to the options given

(III) Description of table and graphs.
(IV) Suggestion of respondent.
Based on the analyses conclusion were drawn. At the end of study
certain recommendations were made for making the "WELFARE
ACTIVITIES" more effective.
LIMITATIONS
(1) The sample was chosen based on convenience and availability
of employee.
(2) Result of study was recorded only as observation because of
limited sample size.
(3) The information gathered and conclusion drawn interview
cannot be put on a common platform because of their unstructured
nature.

with 30% that means RSMML give second priority to its employees health
while other activities ranked at 5%, 5% and 10%.

rather arrange all the welfare activities from time to time to increase moral of
the employees, which would in turn lead to progress of the company. Because a
successful company is one who treat the CO’s employees as their internal
customer and with satisfaction of these customer company will make a true
progress.
Above response shows that RSMML employees are above satisfy by the
welfare activities taken by the company.
CONCLUSION
More responses towards above satisfaction regarding overall welfare
activities shows that company is sincerely and consciously taking care of these
activities and investing amount in these activities as a productive investment on
other side Employees are Satisfy with these undertaken activities though
some few employees believes that these activities are not satisfactory.
Company should try to satisfy these employees, if want to make progress in
real words.
SUGGESTION
1. Though working condition of RSMML is excellent but worker face
Problem because of high noise pollution in plant so the company must
take action regarding reducing noise pollution.
2. The company provides canteen facility to be labour at minimum charges
but works is not satisfied from the quality of grossary so company
should improve the quality of grossary by increasing some charges of
grossary.
3. Company should take care of other activities a long with medical
facilities.
4. Company should maintain library in Jamarkotra with latest information.
Company should maintain rest room for the executive as well as
workers.
SWOT ANALYSIS
STRENGTHS
1) Jhamarkotra Rock Phosphate mines of RSMML is one of the largest
well mechanized open cast mines of Asia, which is most modern and
scientifically laid out mine.
2) Industrial Beneficiation Plant of RSMML, converting low-grade ore of
rock phosphate into higher concentrate is the only plant of its kind in the
world.
3) In RSMML, Research and Development activities are integral part of
the business activities. Extensive computerization along with advance
software is being used for evaluation of natural resources and financial
analysis to optimize resource utilization.
4) The service conditions and welfare facilities given to the workmen are
attractive and handsome. The employees are satisfied with the facilities
and services given by the company. The rate of turnover is almost zero
and since its inception there is no strike or lockout in the organization.
5) Refresher courses are being arranged by RSMML at their Vocational
Training Center at Jhamarkotra under the supervision of Manager Rank
Executives.
6) RSMML is having its own and separate marketing department at
corporate office, Udaipur.
7) Board of Directors of company has approved the expansion project of
IBP and the present production capacity of Beneficiary plant is doubled
from 1500tpd to 3000tpd.
8) The amalgamation of RSMDC with RSMML is in public interest. The
both company have common areas of mining and the combined mining,
marketing and distribution of these products will be highly economical
and that as a result of achieving business synergy, there will be a
resultant efficiency in production and that the combined company may
have to pay a lower rate of interest and there will be lower corporate
expenses or overheads.
9) The major diversification is in mining of lignite. The company has been
granted lease for mining of lignite in Nagaur district and has now
started working in this area.
10) The company has started its wind power project at Jaisalmer. It is
second major step taken by company to increase the production of
electricity. It is first of its kind to produce the required electricity for
itself.
WEAKNESSES
RSMML is a big organization that has its activities all over India. It also
has some weaknesses, which should be removed.
1) Optimum capacity utilization is not done at the mines.
2) The services offered by RSMML to their customers, especially after
sale service is not very satisfactory. The quality of the services should
be improved.
3) There should be regular visit of technical person of RSMML to the SSP
units.
4) The supplies of material by RSMML to the parties are not proper. The
supply is not regular, which may be due to non -availability of transport
medium i.e. railway wagons, which often restrict the production
process.
5) There is no in-house training for executives on common platform.
OPPORTUNITIES
1) In the era of economic liberalization, RSMML may expedite the matter
for obtaining ISO certification in order to access an extra mileage for
their brand quality.
2) Most of the customers have strong faith on the quality of material
offered by RSMML. Therefore, RSMML may convert this faith into
business by targeting potential and occassional buyers and by
improving the quality of present service.
3) The management of RSMML may periodically get the first hand
information about the existing product and services offered by
RSMML. This may increase the market reputation of the company.
4) There are many opportunities for an organization for expansion and
diversification of its activities in India as well as abroad.
THREATS-
1) The government of India has controlled the entire business of phosphatic
fertilizers and potassic fertilizers and as such any change in the
government policies in future may adversely affect the company's
business.
2) Changes in the technology in near future may also prove to be a threat
for an organization.
3) The natural reserves are of depleting nature. It is threat of exhaustion of
deposits in future.
4) 70% of total demand of rock phosphate is being full filled by import
from foreign suppliers. Any reduction in prices by foreign suppliers
may adversely affect the Indian market.
