CODE OF CONDUCT

(As laid down by FEI)

1. In all Equestrian sports, the horse must be considered paramount.

2. The wellbeing of the horse shall be above the demands of breeders, trainers, riders,

owners, dealers, organizers, sponsors or officials.

3. All handling and veterinary treatment must ensure the health and welfare of the horse.

4. The highest standards of nutrition, health, sanitation and safety shall be encouraged

and maintained at all times.

5. Adequate provision must be made for ventilation, feeding, watering and maintaining

a healthy environment during transportation.

6. Emphasis should be on increasing education in training and equestrian practices and

on promoting scientific studies on equine health.

7. In the interest of the horse, the fitness and competence of the rider shall be regarded

as essential.

8. All riding and training methods must take account of the horse as a living entity and

must not include any technique considered by the FEI to be abusive.

9. National federation should establish adequate control in order to ensure that all

persons and bodies under their jurisdiction respect the welfare of the horse.

10. The National and International rules and regulations in equestrian sports regarding the

health and welfare of the horse must be adhered to not only during National and

International events but also in training.

11. Competition Rules and Regulations shall be continually reviewed to ensure such

welfare.

PART - 1

CONDUCT OF THE XXXIV ALL INDIA POLICE EQUESTRIAN CHAMPIONSHIP &

MOUNTED POLICE DUTY MEET (2014)

INTRODUCTION

Border Security Force has been entrusted the responsibility of hosting the XXXIV All

India Police Equestrian Championship and Mounted Police Duty Meet (2015), by the All

India Police Sports Control Board, at BSF Academy,Tekanpur, Gwaliorwef 15-25

November 2015.The prospectus, schedule of events, officers to be contacted and such

other details of the Meet can be seen on the BSF Academy website.

The Meet will be held at the Border Security Force Academy, Tekanpur, Gwalior. The following

are the details of the officials to be contacted for assistance or information:

The Equestrian Championship and Mounted Police Duty Meet will have two clear facets. One

concentrating on Equestrian Police Sports amongst the Policemen of Mounted Police

Units of the country and the other providing for improvement of skill and abilities of

mounted duties of the Policemen. The classification of the events is as follows:

1. Equestrian Police

Championship

Dressage, One day Event, Jumping Events, Tent

Pegging, Endurance Riding, Hacks

2. Mounted Police Duty Events Police Horse Test, Quadrille Competition, Medley

Relay, Competition for Farriers , Mental Hazard Test,

and Competition for Syces.

The General Regulations for the conduct of the meet are governed by the regulations for

Equestrian Meet as laid down by the FEI, EFI and rules laid by the by All India police

Sports Control Board for the Mounted Police Duty Events.

The Conduct of the various competitions of the mounted Police Duty Meet will be

governed by the rules as mentioned in the prospectus. In case of any dispute, the same will

be resolved as per general rule and regulations of the FEI/EFI and the specified rules for the

events. However, the decision of the Ground Jury will be final.

Separate rules have been published for each of the disciplines. There are also some events,

which are essential for the Police Organizations. Rules for such events have been laid out

separately but are guided by the general regulations of the EFI.

PART - 2

IMPORTANT INFORMATION

1. RECEPTION ARRANGEMENTS AND ARRIVAL REPORT:

The reception staff will be available at Gwalior Rly. Station. Participating teams

travelling by train will be provided with suitable transport from Railway Stations to reach the

camp site. The teams can send a fax, email or fill in arrival details on the website.

2. COGGINS TEST

No team will be allowed inside the Competition area or the camp area without valid Coggin’s

Test report.

3. MOVEMENT OF HORSES:

Participating teams must intimate the mode of travel by the teams so that necessary

arrangements for their reception can be arranged.

4. LOCATION OF THE VENUE:

The meet will be conducted at the Equitation School BSF Academy Tekanpur.

5. DATE OF REPORTING OF THE TEAMS:

The participating teams must report to the Organizing Secretary of the meet latest by 14th

Nov

Please note that the teams should arrive at the venue on or after11th

NOV 2015. No arrangements

for accommodation etc can be arranged before the said date.

6. CLOSING DATE FOR RECEIPT OF ENTRIES:

The last date for submission of entries is 13th

Nov 2015.

The payment for the entries can be submitted once the teams arrive.

Otherwise, all entries on prescribed forms must reach the office of Organizing Secretary by 10th

7. ACCOMMODATION:

Accommodation will be strictly provided to Serving officers/personnel and no arrangements can

be made to accommodate guests/family members etc.

All participants are advised to carry their own bedding, mosquito net etc.

8. ACCOMMODATION ARRANGEMENTS:

(a) The horses and their riders/grooms/farriers participating in 34th AIPEM and other

participants for the AIPEM will be provided suitable covered accommodation at

equestrian camp. The riders/grooms/farriers will be provided suitable accommodation

with cots as per availability. The camp will become functional with effect from 11th

Nov 2015 onwards. The camp will close on 27th

Nov 2015.

(b) The Camp commandant will earmark site for each contingent. The officer-in-charge of

the contingent will take over the site allotted to them on arrival and hand over the

same before departure.

(c) The participating contingents are advised to bring their own ration/fodder for horses to

meet their requirements. However arrangement for purchase of green fodder/wheat

bhusa etc. will also be made at the camp area.

(d) Gas stove and Gas Cylinders will be provided by the Camp Comdt as per the requirement

of the teams. Gas Cylinders will be issued on payment basis.

9. DRESS ORDER FOR THE EVENTS / CEREMONIES:

Events: The dress order for the events has been mentioned against each event in part – 6.

Opening and Closing Ceremonies: Ceremonial dress of the respective unit.

Social Functions: Participants are advised to carry their own Blazer/Lounge Suit/tie with them

for the social functions.

10. CLIMATE:The weather in Tekanpur remains cold during this time and winter clothing

will be required.

11. MEDICAL ASSISTANCE:Medical assistance will be provided at the camp site as well

as at competition grounds.

12. VETERINARY ASSISTANCE:Veterinary assistance will be available at the camp site,

and competition grounds. The teams should bring their own farriers, shoes/nails etc.

13. HORSE REGISTRATION WITH EFI: As per the EFI Rules all horses participating in

the EFI recognized events must be registered with the EFI. Teams will take necessary action .

PART - 5

GENERAL INSTRUCTIONS

1. ENTRIES:

There shall be an entry fee of Rs.500/- for the individual events and Rs.1000/- for the

team events. All entries or the fees of all entries must reach the office of the Organizing

Secretary by 13th

Nov 2015, even if the entries have been submitted by email or on the website.

All entries received after the last date and till one hour before the announced/notified time of

draw of lots, will be considered as a post entry and the fees will be double of the normal entry

fees. No entry will be accepted after the Draw of Lots.

All entries should be sent on prescribed form, which is appended to the prospectus. A

horse once entered cannot normally be substituted by any other horse. Different riders cannot

ride the same horse in the same event. A rider can enter up to two horses in his own name in any

class. The organizers reserve the right to reject any entry without assigning reasons.

As per AIPSCB All members of the participating contingents are requested to register in

the Show Office by paying Rs. 50/- per head at the time of entries.

2. PAYMENTS:

All payments will be made to organizers of the 34th

AIPEM. Drafts etc. may be made in

the name of ‘Organising Secretary 34th

Cheques will not be accepted.

3. WITHDRAWAL OF ENTRIES:

Any entry can be withdrawn till the draw of lots of the events, without attracting any loss

of fees on following grounds:

a) Injury to the Horse :To be decided and accepted by the Jury on the basis of the opinion

of the Veterinary Commission.

b) Injury to a rider :To be decided by the Jury on the basis of the opinion of the Medical

Officer and nature of the injury suffered.

4. TRANSFER AND SUBSTITUTION:

A horse cannot be transferred from one class to another without paying an additional fee

of Rs.500/-and will be allowed 24 hrs prior to the commencement of the event.

A horse once entered in any event cannot be substituted by another horse. Such change

will be treated as a post entry and will be entertained on payment of post entry fee only. (Double

the amount of Normal Entry Fee)

5. CHANGE OF RIDER:

Riders cannot be changed unless the Jury accepts that there are sufficient reasons for

change of riders. Once a class has commenced and are being judged, no change of rider will be

accepted. No post entries will be accepted after the commencement of the event..

6. CANCELLATION OF EVENT:

Organizer may cancel any event if there are not enough entries for any particular event.

This will be announced at the time of draw of lots for the event, a day prior to the event.

7. ARRIVAL OF THE RIDERS/HORSES AT THE SHOW GROUNDS:

All riders/horses should be present at the venue half an hour before the scheduled starting

time for the respective event and report to the marshal of the event. Failure to report in time will

incur elimination from the event.

8. CHANGE IN SCHEDULE OF EVENTS:

The organizers may make changes in the schedule of events.

9. SHOW NUMBERS:

All horses participating in AIPEM have to be registered with EFI and show numbers

allotted by EFI will be used during the meet.

10. LIGHTING:

Although electric lights/power will be provided under camp arrangements, all the

contingents are requested to bring their own emergency lights, etc for use.

11. DISCIPLINE:

All participating contingents staying in the camp will be under the camp commandant for

the purpose of discipline .All officers in charge of contingents will ensure that highest standard

of discipline is maintained by their respective teams.

12. SECURITY:

All contingents will ensure highest level of security of men, material, horses and stores

during stay at the camp.

13. FIRE PRECAUTIONS:

Officer in-charge of participating teams will be responsible for organizing fire-fighting

precautions in their respective areas. The camp commandant will however detail fire-fighting

picket parties from amongst the participating teams.

14. SANITATION AND HYGIENE:

Proper sanitation and hygiene measures will be observed by all the participating teams.

There should be proper disposal of litter. Anti- malaria precautions should be observed by all

concerned.

15. INSURANCE:

Participating teams to make arrangements for Insurance of the Horse and the rider

on their own..

16. RESPONSIBILITY FOR INJURY/ACCIDENTS:

The organizing committee accepts no responsibility for any injury or loss to exhibit/

competitors through accident or any other cause. Neither the committee nor the doctor on

duty will be held responsible for the consequences of the first aid or other medical

treatments given to any injured participant/horse.

17. DRESS/ WHIPS AND SPURS:

Dress Code – All riders must be correctly dressed as mentioned in Part-VI herein.

Jumping Practice – During and before competition only 3 riders will be permitted in the

Practice Arena. Any rider jumping the practice jumps higher than the permitted limits for the

class will be disqualified. No coach and assistance will be permitted in the practice arena.

WHIPS & SPURS

a) Spurs are compulsory for all Dressage Tests (Elementary/Novice as well as for the two

Tests in both the One Day Event.(Novice/Open)

b) Spurs are compulsory for the School work of the Police Horse Test

c) Spurs will be Optional for the following tests

1. Hacks Event

2. Jumping Event for Trainee Officers and for Trainees

d) Sharp spurs are not allowed.

Long whips are not permitted but a short whip less than 75 cm may be used with the exception of

the Dressage competition where whips are not allowed.

18. JUDGING: The decision of the Ground Jury will be final for all competition and ground

related matters.

19. APPEALS /PROTESTS: All Appeals/Protests must be made in writing to the Jury and

Appeals Committee within half an hour of the completion of the event/announcement of

results. The objection will be accompanied by a fee of Rs. 2000/-. If the Jury overrules

the objection, the deposit will be forfeited. The amount will be refunded if the objection

is upheld. The decision of the Ground Jury/Appeal Committee will be final in case of all

other matters. The EFI/FEI rules in this regard will be followed

20. CRUELTY:

Judges are empowered to disqualify a competitor at any stage of the competition for

rough handling, excessive brutality or for any act of cruelty towards the horses. The jury is also

empowered to impose any penalty up to Rs 5000/, or disqualification of the rider from the

event/meet depending on the degree of the act committed by the rider during the competition, or

an hour before or after the competition on the ground.

21. ABANDONMENT:

If for any reasons, the show has to be abandoned, the competing States/CPOs

participants and concerned riders will be informed.

22. RULES:

The rules of the EFI and FEI will be followed for all the rules, until and unless otherwise

specified for any event in this prospectus which shall be final and binding on all participating

teams and officials. Decision of the Jury will be final.

23. QUESTIONs NOT PROVIDED FOR:

In the eventuality of any question arising that has not been covered in this prospectus, the

matter will be referred to the Ground Jury of the meet and their decision will be final.

24. FLAGS:

All Teams to bring their regimental/Unit flags for march past and for hoisting in the

Show Ground. (Two flags- One big for hoisting and one small for March Past)

25. AWARD OF TROPHIES & PRIZES:

a) The winners of every event will be awarded medals for riders and rosettes for the

horses at the conclusion of event. Winners will ensure that they are present with their

mounts in the Competition ground or such other place specified by the Organizers for

receipt of the medals and the rosettes for their respective horses. Any participant who

obtains the 1st

, 2nd

, 3rd

, or 4th

position, if not present in the Competition ground at the

conclusion of the event and fails to report for the presentation ceremony will not be

eligible for receipt of the Medal at a later stage.

b) The programme for Award of the Medal and the Trophies will be decided by the

Organisers of the Meet and informed to all the participants.

26. ELIMINATION ROUNDS:

a) Elimination rounds will be held for events where there are large no of entries and in case

of Tent Pegging individual and team events, only those participants, team/individual

having scores and the possibility to be amongst the first four positions will be permitted

to participate in Round B.

b) In the Elimination Round for Individual Tent Pegging, 30% of the participants scoring

highest points will be allowed to participate in Finals of the Event;

c) 50% of the Teams securing highest points will qualify for Round ‘B’ of Team Tent

Pegging Events.

d) In the Individual and Team tent Pegging events, any participant/team not securing any

points in Round A will stand eliminated for Round B

AWARD OF TROPHIES & PRIZES

1. CHAMPIONSHIPS

The winner of every event will be awarded medals and rosettes for the horses at the

conclusion of event. Winners will ensure that they are present with their mounts in the

competition ground or such other place specified by the organizers for receipt of the medals and

the rosettes for their respective horses. Any participant who obtains the 1st

Note: In case of a tie for any position, the cumulative points for the tied position and the next

position(s) for which no medal is awarded will be equally divided amongst the joint position

holders for individual and team championships. However, all the joint position holders will get

credited to their respective team(s), irrespective of the fact that two or more position holders

may be from the same team.

Note:

o The individual/team winning any Trophy shall be responsible for its care while in

the possession of the participant to who it has been awarded. The winners are

advised to get the Trophy insured. It will be their responsibility to ensure the safe

return of the Trophy to the Organizer of the All India Police Equestrian Meet.

o The Team/Individual being awarded any of the above-mentioned trophies or such

other Trophies that are instituted, will have to sign an undertaking for the safe

custody and return of the Trophy.

o In case of a Trophy being shared by more than one Individual/Team, the joint

winners shall receive the Trophy together and keep it for six months each. It shall

be the duty of the second recipient to ensure safe and timely return of the Trophy

to the organizers.

o The winner of the Trophy will sign an Indemnity Bond as laid out in Appendix

jointly with the Team Captain/Manager of the Team for the safety and care of the

Trophy

CARE OF TROPHIES:

1. It will be the responsibility of the Unit to ensure that the Trophy won by their participant

is maintained in the Unit properly.

2. The winner of a Trophy cannot retain the Trophy in his residence or such other place of

his choice. The Trophy will be in the custody of the unit at such place as decided by the

Head of the Unit or such other person so designated;

3. No engraving of name at any place in the Trophy will be done either by the winner or by

the unit to which he belongs. The All India Police Sports Control Board will arrange for

the inscription/engraving of the name of winner on the Trophy prior to the

commencement of the Next meet;

4. The Team will ensure to always store the Trophy in a glass fronted cabinet to restrict air

circulation. Use desiccated silica gel in the cabinet to keep humidity to a minimum and

slow the tarnishing process.

5. Clean silverware monthly with only a silver polishing cloth, polishing in one direction

and in straight lines. Tarnish is easily removed when first noticed as a yellowish tint, but

will get tougher with time.

6. Do NOT use polishing cream only if the silverware has become heavily tarnished.

Always use products specifically intended for silverware, as other products may be too

abrasive. Don’t use old polishes that have dried up, as the abrasive components will have

become too concentrated.

7. It is important to remove fingerprints straight away as they contain oily salts that can

cause lasting damage.

8. If you prefer to use gloves to handle silverware, do not use latex gloves as these can

cause further tarnishing. It is better to use heavyweight cotton gloves.

9. For long-term storage it is advisable to wrap silverware in tissue paper and then seal it in

polythene bags to restrict air circulation. Newspaper print and elastic bands can react with

the silver plate causing permanent damage.

PART - 8

VETERINARY MATTERS AND VETERINARY INSPECTIONS OF HORSES

The AIPSCB requires all those involved in this meet/championship to acknowledge and

accept that at all times the welfare of the Horse must be paramount. Welfare of the horse must

never be subordinated to competitive or commercial influences.

Part -8(1)

Veterinary Commission :- The Organisers of the Meet will constitute a Veterinary Commission

for Inspection of the Horses participating in the Meet The Veterinary Commission is authorised

for supervising adherence to the FEI guidelines, as well as for providing advice and support for

any Horse welfare related matter.

1. The Veterinary Commission (VC) is responsible for ensuring that the veterinary standards, in

accordance with these VRs (and any relevant Discipline Regulations), are maintained during

Events; they must work with the Appeal Committee (AC) and/or the Ground Jury (GJ) and the

Organising Committee in achieving this mission. It is crucial that the Veterinary Commission be

knowledgeable and experienced in the Discipline and the specific Sports Rules.

2. The Vet. Commission must be satisfied that the Org. Committee, have fulfilled all

requirements as set forth in EFI/FEI Rules to ensure that adequate facilities are available before

the arrival of the Horses and throughout the Event.

3. The Vet. Commission must report any veterinary matter that is unacceptable, or of concern, to

the GJ, with appropriate recommendations, and where relevant, the appropriate sanctions; these

must then be reported in the FEI Veterinary Report submitted at the conclusion of the Event.

4. The Vet. Comm is responsible for taking all necessary measures for the prevention and

control of infectious transmissible diseases during Events, in accordance with FEI Guidelines.

5. Any veterinary treatment(s) or medication to be administered to a Horse at any time during the

Event, even if prior to the start of the Event must be approved by the Vet. Comm. in accordance

with the FEI Rules.

6. During the period of the Event at least one member of the Vet Comm, must be available at

any time (contactable) 24 hours a day for consultation.

7. At least one member of the Vet.Comm must be available or present at field of play during the

entire period of the competition.

Part -8(2)

HISTORY SHEETS: 1. History Sheets are documents of identification and health; therefore

History Sheets must accompany the Horse at all times, particularly during Veterinary Inspection.

2. To compete in an Event a horse must be registered with the EFI. Horses must have a valid

History Sheet.

3. The Organising Secretary or his representative must ensure each History Sheet is collected

for each Horse at the Examination on Arrival.

4. The Org. Sec or such other official entrusted by him, is responsible for the safe keeping of

History Sheets during the Event, although for practical reasons the team may retain History

Sheets in its possession during the Event.

5. During the Event access to History Sheets must be limited to the following officials: Vet.

Commission,/Appeal Committee/Technical Delegate/President Ground Jury Veterinarians, and

Stewards.

6. The Org. Committee is responsible for returning History Sheets to the Team Captains at the

completion of the Event.

7. History Sheet verification must be carried out by the for all Horses, at the Examination on

Arrival, or alternatively prior to the first Horse Inspection to verify that:

a) The Horse can be positively identified from its passport;

b) The vaccination status is correct;

c) The History Sheet is valid;

d) The Horse is the Property of the Police/CPMF Unit participating in the Meet;

e) All other relevant details have been correctly entered, including the signature of the

Authorised Officer of the Unit;

8. The Vet. Commission must ensure that

a) The horses participating in the All India Police Equestrian Meet should be the property of

the concerned Mounted Police Unit/CPMF Unit;

b) Where the army/EFI “loans”, “dedicates” a horse from any army unit or any other unit to

a rider on posting to the Assam Rifles, any CPMF Unit or Mounted Police Unit, the said

horse can only be allowed to participate in the All India Police Equestrian Meet and

Mounted Police Duty Meet, if the said horse is transferred to Concerned Unit for

which purpose the History Sheet of the said horse must contain an entry of its

transfer to Assam Rifles/CPMF Unit or Police Unit and an order of acceptance of the

horse by Assam Rifles/CPMF/Mounted Police Unit. The History Sheet of such Horses

must be produced at the Veterinary Inspection or as called for by the Ground Jury during

the All India Police Equestrian Meet and Mounted Police Duty Meet. (The Hoof No

allocated to the gifted/transferred horse must be available in the History Sheet.)

c) A Horse not having a Valid History Sheet will not be allowed to participate in the meet

subject to the final decision of the President, Ground Jury.

Part 8(3)

NATIONAL POLICY FOR CONTROL OF EQUINE INFECTIOUS ANAEMIA (EIA)

Equine infectious anaemia (EIA), a dreaded disease of equines was reported during 1987 in India

in thoroughbred horses. Coggin’s test is an internationally accepted test for diagnosis of EIA

cases. Constant monitoring surveillance and quarantine, restriction on movement of horses could

make a success in controlling EIA in India. In order to completely eradicate the disease, some

measures and policies are to be adopted at the national level.

AUTHORIZED AGENCY:

National Research Center on Equines (NRCE) has been recognized as official national referral

laboratory whereas Central Military Veterinary Laboratory, Meerut, has officially been

authorized to conduct testing of all horses Regional diagnostic laboratories will be recognized

from existing veterinary colleges/universities for testing of civilians and turf clubs

PROCEDURE FOR SUBMISSION OF SAMPLES FOR TESTING:

The sample for EIA testing of all civilian horses would be submitted through recognized

agencies/authorities e.g. turf/race club authorized, IPAIEFI veterinary colleges and state/central

veterinary animal husbandry official. Sample will be collected in triplicate one sample will be

deposited with NRCE as reference sample.

RETESTING OF REACTOR:

Reactor will be re-tested by NRCE/CMVL/regional diagnostic laboratory within 30 days after

initial test.

MOVEMENT OF HORSES:

a) EFI/IPA/RWITC/other turf clubs would provide calendar of equestrian activities in advance of

state/central veterinary/animal husbandry authorities.

b) Movement of horses from EIA non-infected area to another non-infected area could take place

with Coggin’s negative certificate and validity of the test report would be 90 days.

c) Movement of horses from and to infected area will however be restricted minimum for 3

months and would be allowed after 2-negtive tests, first being within 30days and second at 90

days.

a) All horses must be Coggin tested before coming to Tekanpur A Coggin’s test negative

certificate with a validity of minimum 30 days must be produced for veterinary check on

arrival. Contingents participating in the XXXIV AIPEM will intimate their EIA Test

Report (Coggin’s test) and Mallein Test Report in advance to The Organising

Secretary,

b) No team will be allowed inside the Competition area or the camp area without valid

Coggin’s Test report.

Part 8(4): Horse Inspections :

Examination on Arrival . The Veterinary Commission will detail a representative to examine

all Horses arriving at the Event venue, before entering the Event stables as soon as possible after

arrival. The objective of the Examination on Arrival is to:

a) Verify the identity of each Horse from its History Sheet,

b) Check that the EIA Test etc has been completed and report obtained;

c) Verify whether all other details are correctly recorded in the History Sheets

d) Enquire if the Horse has been in contact with other animals suffering from infectious disease

or come from an area or establishment that is not free of such diseases.

e) Ensure that the Horse is not suffering from any infectious disease, posing a biosecurity risk or

any other medical or welfare issues.

2. Bio-Security Concern: Any biosecurity concern must be immediately reported, before

admission or entry of the Horse , to the Organising Secretary of the Meet/President Ground Jury

and dealt with in accordance with the FEI directions.;

3. For any Horse considered to have been in contact with other animals with, or animals

showing signs of equine infectious disease, where the risk is deemed significant these Horses

should be stabled in the isolation stables.

4. Following any Veterinary Examination: a) Any Horse considered to be a health risk to other

Horses at the Event must be stabled in the isolation stable. b) Any Horse not considered fit to

compete must be reported to the Ground Jury before the first Horse Inspection. The Vet. Comm.

should discuss the case with the Ground Jury so that they can make a Decision, if necessary, to

Eliminate the Horse before the first Horse Inspection.

ELIGIBILITY OF HORSES

1. All horses of 4 yrs of age and above can participate in Preliminary Jumping unless

upgraded.

2. All horses of 5 yrs of age and above can participate in Novice and Medium

Jumping.

3. All horses of 6 yrs of age and above can participate in Open Jumping

The following will be the procedure for Grading (As per recommendations of the Committee

set up by AIPSCB vide Letter No 1/Police (Sports)/2012(28)-930 dated 18th

September, 2012):

a) UP-GRADATION OF HORSES:

The following procedure has been recommended by the Committee:

qualifying/competing in parent grade than he can jump both the events of higher

grade. Under no circumstance the horse will be permitted to compete/enter in more

than two Show Jumping events in the meet. (Excluding One Day Event & Mounted

Police Duty Meet)

b) DRESSAGE: A horse securing more than 50% marks in Novice Dressage may be

upgraded in the same meet and compete in Elementary Dressage in the same meet,

However once upgraded then no downgrading will be allowed for subsequent meets

DOWNGRADING

No downgrading will be allowed below Medium Grade

Open to Medium:- A horse may be downgraded if it does not participate in Open jumping for

One year. The rider should submit a written request for the same.

b) PERIODICAL GRADATION OF POLICE/CPMF HORSES

The Committee recommended that the Gradation of the Police Horses must be done

at the end of every Police Equestrian Meet, by a Committee to be decided by the

All India Police Sports Control Board. The Committee will also have the President

of the Ground Jury and the Technical Delegate of the meet as members.

c) BORROWED-DELEGATED HORSES WITH CPMF

The following are the directions on the use of borrowed horses:

1. That horses participating in the All India Police Equestrian Meet should be the property

of the concerned Mounted Police Unit/CPMF Unit;

2. Where the army/EFI “loans”, “dedicates” a horse from any army unit or any other unit to

a rider on posting to the Assam Rifles, any CPMF Unit or Mounted Police Unit, the said

horse can only be allowed to participate in the All India Police Equestrian Meet and

Mounted Police Duty Meet, if the said horse is transferred to concerned Unit for

which purpose the History Sheet of the said horse must contain an entry of its

transfer to Assam Rifles/CPMF Unit or Police Unit and an order of acceptance of the

horse by Assam Rifles/CPMF/Mounted Police Unit. The History Sheet of such Horses

must be produced at the Veterinary Inspection or as called for by the Ground Jury during

the All India Police Equestrian Meet and Mounted Police Duty Meet.

3. A Horse not having a Valid History Sheet will not be allowed to participate in the meet

subject to the final decision of the President, Ground Jury.

Extract from EFI Guidelines 2013-

parallel jumps.

b) Top Score Competitions Max height of JOKER will not be more than 15 cm higher than

the maximum height of that grade.

Note:

The GROUND JURY will have the discretion to make changes in the minimum / maximum

heights etc as prescribed in the Prospectus, if they are of the opinion that there should be

changes.

Other instructions:

1. Show Jumping Horses:

All horses graded will participate in the event open to their grade only except

“OPEN CLASS” where horses upgraded from Medium Grade to Open Grade are

eligible.

It will be responsibility of the Riders / Units to ensure that their horses are entered in the correct

grade. Participation of the horse in wrong grade will entail elimination from that event and

disqualification from the entire horse show along with a fine of Rs 1000/-. All prize money won

in the events the horse has taken part in will be returned to the Organizing Committee and results

annulled. If it is the last event that the horse is taking part in, then a fine a Rs 1000/- will be

deposited by concerned Rider with the Organizing Committee before the horse leaves the

camp, which will be forwarded to the AIPSCB. Failure to deposit the fee will entail

disqualification from next event, whenever scheduled.

2. Riders:

All Police Officers are eligible to participate in any of the events unless

mentioned otherwise. No Police Officer who is appointed on temporary basis

would be eligible to participate in the meet.

Officers from other services, other than the police, must be on deputation to a

Police unit or to a para- military force. The deputation would be on the basis of a

regular transfer order issued for the posting and the pay and allowances of the said

officer must be drawn by the unit whom he represents in the All India Police

Equestrian Meet and Mounted Police Duty Meet.

Officers on temporary attachment will not be eligible for participation in the meet.

In the events, where the eligibility has been prescribed on the rank, it is to be

noted that a person promoted from a lower rank to that particular rank would not

be eligible to participate in that event e.g. in Show Jumping Event for ASP / DSP

only directly appointed officers with less than two years of service are eligible to

participate. In case an inspector has been promoted to the rank of DSP and he is

on probation with less than two years of service in that rank, he is not eligible in

that class of event.

Syces, Farriers and other class of staff are not eligible to participate in any of the

events unless otherwise mentioned.

In the Show Jumping event for ASPs/DSPs and Show Jumping NGOs under

training a rider can take part on one mount only.

RULES AND CONDUCT OF THE EVENTS

( Note: Riders must ensure that the horse is trained to come up to the standards of the

Dressage Test as mentioned above. Where the Ground Jury is of the opinion that the

Horse and Rider combination are not able to fulfil the requirements of the level of the

test, they may eliminate the participant in terms of Rule 430(7) of the FEI Dressage

Rules. There is no appeal against this decision of the Ground Jury.)

1. To be ridden in Snaffles, with permitted nose bands as per FEI/EFI rules for the dressage

event. Spurs are compulsory and no whips will be allowed. Saddle cloth, martingales and

bandages are not permitted.

2. Use of spurs is compulsory for the Dressage Tests in terms of Rule 427(3) of the FEI

Dressage Rules

ONE-DAY EVENT

1. Introduction: The one-day event is the initial introductory combined competition in

Dressage, Cross-Country and Jumping. This gives considerable experience to the rider

and the horse in the above-mentioned branches of equestrian.

3. Eventing constitutes the most complete combined equestrian Competition, demanding of

the Athlete considerable experience in all branches of equitation and a precise knowledge

of his Horse’s ability, and of the Horse a degree of general competence, resulting from

intelligent and progressive training.

The Cross Country Test constitutes the most exciting and challenging all-round test of

riding ability and horsemanship where correct principles of training and riding are

rewarded. This test focuses on the ability of Athletes and Horses to adapt to different and

variable conditions of the Competition (weather, terrain, obstacles, footing, etc.) showing

jumping skills, harmony, mutual confidence, and in general “good pictures”.

This test requires by all involved special awareness and acceptance of a certain level of

risk inherent to the particularly challenging and exciting nature of the test. Every effort

must be made to ensure that, at each level, responsible Athletes are participating with

progressively trained Horses in order not to be exposed to a higher risk than which is

strictly inherent to the nature and level of the Competition

4. Mode of Competition: The one day event comprises of three distinct tests held either on the

same day or spread over 2 days during which a competitor rides the same horse throughout:

Dressage held in the morning.

Show Jumping held in the afternoon.

Cross Country held the next day

Or as decided by the Ground Jury .

Note: The Cross Country will have to be the last event

TENT PEGGING EVENT

1. General:

The competition will be held under the EFI Rules, Articles 402 & 403. The events to be held are:

* Individual Tent Pegging

* Team Tent Pegging (Team of four riders)

2. Conditions for the Competition:

1. Age- The horse must be at least of Six Years of age.

2. Lances- Lances may be of any material but must be at least 2.5

meters in length and shall not exceed 2.75 meters with a smooth metal point

without serrations or sharp edges.

3. Pegs Normal : : 30 x 6 x 2.5 cms.

Small : 30 x 4 x 2.5 cms.

Tie pegs : 30 x 3 x 2.5 cms.

b) CARD BOARD PEGS:

1. Card Board Pegs can be used and should be made of 2 layers of corrugated card board

glued together with total thickness of 2.5 cm with corrugation running vertically. Sizes will be as

specified for wooden pegs.

2. Any other synthetic peg of same dimensions can be used provided above principles hold

good.

Scoring:

1. Carry Peg drawn out of ground and carried a 6 Points

minimum of 10 meters from its position.

2. Draw Peg drawn out of the ground but falls 4 Points

within 10 meters from its position.

3. Strike Peg struck with the point of the lance but 2 Point

not lifted out of the ground.

4. Pace: The time allowed for each run is worked out for a speed of 800 meters/Min. The track

is 100 meters length and the time allowed is 7.5 seconds.

5. Timing: The time will be taken from the moment the horse steps across the starting line and

will be stopped as soon as the horse crosses the finishing line. The finishing line will be 30

meters from the first peg. In the team event the time will start as soon as the first horse crosses

the starting line and will stop as soon as the last horse crosses the finishing line.

6. Time Penalty: 1/2 penalty will be awarded for each commenced second over the time

allowed.

7. Dropped Lance: If a competitor drops his lance between the starting and finishing lines

during a run, he shall not be awarded any score for that run.

8. Fall: In case a horse, rider or both fall between starting and finishing lines, no point will be

awarded to him for that run.

9. Runs: (i) The individual competition will comprise of six runs. The morning run will

comprise of three runs of which two will be on 6-cm pegs and one will be on 4-cm pegs. Based

on the total points for the three runs in the morning, finalists will be picked for the afternoon run.

Round B in the afternoon will also be of three runs, one on 6-cm pegs and two on 4-cm pegs.

(ii) The team competition will comprise of only 6 runs. The morning rounds will comprise of 3

runs (two on 6 cm pegs and one on the 4 cm pegs) and the afternoon round will be of three runs

(one on the 6 cm pegs and two on the 4 cm pegs)

10. Not crossing the finishing line: In the team event, it is mandatory that all the horses cross

the finishing line. In the event of any horse not crossing the finishing line, no points will be

awarded to the team for that run.

11. Change of rider & horse: No change of rider or horse will be allowed after the competitor

has commenced the competition.

13. SADDLERY

1. Saddlery in good condition and of any type may be used. The stirrups or stirrup leather

may not be attached to any other part of the horse or saddlery.

2. Running reins and dropped nose bands are permitted. Martingales are optional.

14. SAFETY EQUIPMENT

Crash helmets or hard Top Hat must be worn in all Tent Pegging Competition, with the

exception of service personal. Service personnel must wear appropriate authorised helmet..

15. DRESS

T-Shirts are allowed for civilian competitors only. Serving service personnel must wear

appropriate uniform. Changes to this if any, can be made with the permission of the President of

the Ground Jury in case of exceptional circumstances.

PART -10 (5)

HACKS (Open Hacks)

Open to mares and geldings exceeding 15 hands to be divided at the discretion of the

Judges into Heavyweight & Lightweight. Marks will be awarded for manner, performance and

confirmation of the horse combined with turnout and performance of the rider. Only double bit

bridle or Pelham with double reins are allowed. Saddle cloth, martingales and bandages are not

permitted. All decorations are forbidden except plaiting of mane.

Participants:

a) The event is open to all Police Officers of the rank of DSP and above. However,

participation will be allowed if they have not won any medal (in individual or team

event) in the AIPEM during the last three years.

b) Lady Police Personnel of any rank will also be eligible to participate in the event

What are the aspects that will be observed during the Hacks?

1. Dress of the rider: The Dress of the rider should be checked.

2. Tack of the Horse: Check on the appearance, task and the conformity of the

horse.

3. Position and aids of the rider:

1. All the movements should be obtained with imperceptible aids and without apparent

effort of the rider. The rider should be well-balanced, elastic, sitting deep in the centre of the

saddle, smoothly absorbing the movement of the horse with his loins and hips, supple thighs with

the legs steady and stretched well down. The heels should be the lowest point. The upper part of

the body should be tall and supple. The contact should be independent from the athlete’s seat.

The hands should be carried steadily close together, with the thumb as the highest point and a

straight line from the supple elbow through the hand to the horse’s mouth. The elbows should be

close to the body.

2. The effectiveness of the rider’s aids determines the precise fulfilment of the required

movements of the tests. There shall always be the impression of a harmonious co-operation

between horse and rider.

3. The use of the voice or clicking the tongue repeatedly is a serious fault. Refer to

sanctions.

4. School work:

(a) Halt: At the halt the horse should stand attentive, engaged, motionless, straight and

square with the weight evenly distributed over all four legs. The neck should be raised with the

poll as the highest point and the nose line slightly in front of the vertical.

(b) The Walk: The walk is a marching pace in a regular and well-marked four time beat with

equal intervals between each beat. This regularity combined with full relaxation must be

maintained throughout all walk movements.

(c) The Trot: The trot is a two-beat pace of alternate diagonal legs (left fore and right hind

leg and vice versa) separated by a moment of suspension.

(i) The trot should show free, active and regular steps.

(ii) The quality of the trot is judged by general impression, i.e. the regularity and elasticity of

the steps, the cadence and impulsion in both collection and extension. This quality originates

from a supple back and well-engaged hindquarters, and by the ability to maintain the same

rhythm and natural balance with all variations of the trot.

5. Canter: The canter is a three-beat pace where, in canter to the right, for example, the

footfall is as follows: left hind, left diagonal (simultaneously left fore and right hind), right fore,

followed by a moment of suspension with all four feet in the air before the next stride begins.

(i) The canter, always with light, cadenced and regular strides, should be moved into

without hesitation.

(ii) The quality of the canter is judged by the general impression, i.e. the

regularity and lightness of the steps and the uphill tendency and cadence originating from

the acceptance of the bridle with a supple poll and in the engagement of the hindquarters

with an active hock action – and by the ability of maintaining the same rhythm and a

natural balance, even after a transition from one canter to another. The horse should

always remain straight on straight lines and correctly bent on curved lines.

(iii) Simple change of leg at the canter. This is a movement in which, after a direct

transition out of the canter into a walk, with three to five clearly defined steps, an

immediate transition is made into the other canter lead.

6. Rein back is a rearward diagonal movement with a two-beat rhythm but without a

moment of suspension. Each diagonal pair of legs is raised and returned to the ground

alternatively, with the forelegs aligned on the same track as the hind legs.

(a) During the entire exercise, the horse should remain “on the bit”, maintaining its

desire to move forward.

(b) Anticipation or precipitation of the movement, resistance to or evasion of the

contact, deviation of the hindquarters from the straight line, spreading or inactive hind

legs and dragging forefeet are serious faults.

PART - 11

ENDURANCE COMPETITION

Endurance Riding is a competition to test the competitor’s ability to safely manage the stamina

and fitness of the horse over an endurance course in a competition against the track, the distance,

the climate, the terrain and the clock. Therefore, the most important responsibility of the

Technical Delegate, the Ground Jury, the Stewards, the Veterinary Commission, the Chef

d’Equipe, the Team Veterinarian, the Grooms and ultimately the Athlete is to ensure the health

and welfare of the horse by diligent application of their skill together with a caring,

knowledgeable attitude by the Athlete. To be successful, the competitor must have knowledge of

pace and efficient and safe use of the horse across country. In an Endurance Ride any member of

the Genus Equus counts as a “horse”.

There will be an Open Grade for the Endurance Riding to be conducted in the All India Police

Equestrian Meet, in which the distance will be between 40 to 50 kms and restricted to a One day

event. The Final decision about the conduct of the Meet will be with the Organising Committee

of the Meet, which will be dependent on availability of suitable area, sufficient participation and

such other reasons.

ELIGIBILITY ON RIDERS: All Police personnel of the State/Central Police Teams

participating in the All India Police Equestrian Meet are eligible to participate.

RESTRICTION ON HORSES

1. Horses participating in Endurance Competition cannot participate in the One Day

Event (Open and Novice). The horses will also not be eligible for participating in

any other Event after the Competition except the Open Hacks Event..

2. Horses must be 6 yrs and above to participate in Intermediate level and above..

3. A horse that in the opinion of the Veterinary Commission has an irregularity of

gait consistently at walk/ or at trot under all conditions and thought to cause pain

or threaten the athletic future of the horse may be restricted from entering a

competition.

SADDLERY AND EQUIPMENT

1. In principle, there is no restriction on saddlery however it must be in safe condition and

fit the horse. (refer also to FEI Veterinary Regulations); any type of rein that may unduly restrict

the free movement of the head of the horse, including, but not limited to Draw (Running)

Reins/French Reins are forbidden.

2. Specific safety equipment, such as reflective items or otherwise, may be required as

indicated in the schedule of the competition.

3. Whips (or the use of any other item as a whip) and Spurs are prohibited.

4. The use of mobile phones and GPS devices are permitted. All other forms of

communication devices must be approved by the Ground Jury prior to competition.

DRESS

1 Protective headgear, of a recognised equestrian/endurance standard and securely

fastened, is compulsory for all persons at all Endurance events whilst mounted.

2 Safe riding footwear with heels of 12 mm or more, or alternatively caged/boxed

stirrups/equestrian safety stirrups are compulsory for all persons at all Endurance events whilst

mounted.

3 Dress, that is appropriate and not detrimental to the image of Endurance Riding.

4 Athlete: Smart Pressed Team or Individual Riding uniforms.

5. Team Officials, Grooms, Crews: Smart Pressed Team or Individual uniforms.

6 During the actual ride:

(a) Athlete: Appropriate riding attire, shirt/polo shirt to include a collar.

(b) Team Officials, Grooms, Crews: Smart Team or Individual attire. No shorts

within the Vet Inspection area, or sandals allowed within the ’Field of Play’ (safety).

(c) Officials: Smart working attire, no shorts or sandals.

TECHNICAL CONDUCT AND VETERINARY REGULATIONS: As per FEI Rules

CRUELTY 1. Any act or series of actions which, in the opinion of the Ground Jury can clearly be

defined as cruelty or abuse shall be penalised by disqualification and as otherwise allowed under

the GRs, and the individual concerned shall be reported to the EFI.

2 Reports of such actions must be accompanied whenever possible by the signatures and

addresses of witnesses of the actions. The reports must be given to the Ground Jury or the

Secretary of the Organising Committee as soon as possible.

WEIGHTS :- As per FEI Rules.

Mandatory Rest for Horses:

1 After competing in an event, a horse must be given a mandatory minimum rest period, as

defined, before it is again eligible to participate in a National or FEI competition (Rest Period

commences at Midnight on the day that the ride finishes as denoted by the maximum ride time

allowed and finishes at Midnight, the day before published ride start time):

Distance completed start – 40 km 5 days (retirement only)

start – 80 km 12 days

2 Invasive treatment is defined as:

Any treatment of a horse which involves the puncture or incision of the skin or insertion of any

instrument or foreign material into the body is considered invasive. Exceptions to the rule would

be the administration of oral electrolytes or acupuncture. Any metabolic condition diagnosed in a

horse that has Failed to Qualify that left untreated would compromise or threaten the welfare of

the horse would be considered a condition requiring invasive treatment.

3 If a horse has Failed to Qualify for metabolic reasons which require immediate invasive

treatment at any events it must be given a mandatory rest period of 60 days before it is again

eligible to participate in an event.

4 If a horse has Failed to Qualify for metabolic reasons which require immediate invasive

treatment at any 2 consecutive events or twice within any 3 month period, it must be given a

mandatory rest period of 90 days before it is again eligible to participate in an event.

5 It is the responsibility of the FVD and the Treatment Veterinarian to review, on a case by

case basis, the treated horses at the end of an event and classify each case as that is immediate

invasive treatment, incurring mandatory rest or Authorised Treatment.

Inspection Decorum

1 Horses which are presented for vetting must proceed, as instructed, directly from the ‘timed

in gate’ to the veterinary examination area (vet lane) showing constant forward motion.

2 No action must be taken to hold back the horse or to prevent this constant forward motion

(this to include deviation from course, encouragement either by sound or by command to stop).

3 Whistling within the vet gate to encourage a horse to urinate is not allowed and considered as a

failure to observe this article and may attract disqualification or other disciplinary action.

The following can be enforced should the above regulations not be followed at all times:

1 Should a horse be presented at the vet gate with tack then that horse will be considered to

have failed the first inspection. The time in will be cancelled and the horse will be required to

exit the vet gate and present for a second (final) presentation.

2 Should a horse fail to proceed directly to the line veterinarian, as instructed by an official,

the Rider (Person Responsible) will be in breach of Art. 821.2.3 and may be given either a fixed

time penalty of 5 minutes and/or be given a yellow warning card. (Note: two yellow warning

cards results in immediate disqualification from the event and a two month suspension from all

FEI competitions)

3 Should a horse be walked so slowly that it stops then it is considered to be in breach of

‘constant forward motion’ and may be subject to either a fixed time penalty of 5 minutes and/or

be given a yellow warning card. (Note: two yellow warning cards results in immediate

disqualification from the event and a two month suspension from all FEI competitions)

4 The horse will not be allowed to enter the vet lane itself until the heart rate has been

taken and instruction given by the line Veterinarian to trot.

Extract of FEI Rules

800.2.6 Each day of an Endurance competition must be divided into at least three phases,

separated by a veterinary inspection and a compulsory rest period, or hold time.

800.2.7 In every Endurance competition, there shall be at least one hold no shorter than 40

minutes.

800.2.8 The hold for all phases must meet a minimum ratio of 1 minute per 1 km, ie: following a

35 km phase, a minimum hold time of 35 minutes.

800.3 Whatever the order and rules for starting, each competitor must carry out the whole

competition as if he/she were alone and competing against the clock.

800.4 An Endurance Ride is a competition against the clock. The combination that finishes the

course in the shortest time will be classified as the winner of the competition after successfully

completing all final Veterinary Inspections and medication control as well as other protocols in

place for the safety of the horse and Athlete under these Rules, the FEI General Regulations or

the FEI Veterinary Regulations. Competitions shall be organised to allow Athletes to establish

their own pace to compete against the clock, subject to:

800.4.1 Adverse Conditions: Should adverse conditions on course or other considerations arise

which might compromise the opportunity to safely complete a course, the Organising Committee

(OC) in consultation with the Technical Delegate (TD) may establish a maximum time for a

section of the course or a phase of competition and/or the closing times for one or more Vet

Gates, in order to ensure Athletes are not falling too far behind the actual pace of the ride and to

ensure horse safety.

800.4.2 Trail Safety: Conversely, in circumstances related to trail safety, the OC in consultation

with the TD may establish sections of a course where controlled gaits of the horse and/or

maximum speed apply. However, this will depend on the given circumstances of a specific

course as well as time of day and generally should not exceed 5 km at any one time or 5% of the

course. Generally, there should not be more than one section under controlled speed and/or set

pace per phase of the course, and never in the final phase.

Article 801 - THE COURSE/’Field of Play` 801.1 The Technical Delegate (TD) and FEI Course designer (when appointed) shall consult

with the Organising Committee (OC) to assist in creating a technically challenging course across

country within the limits provided by the terrain and weather conditions, to include changes in

the footing, that will test the stamina and riding skills of the combination, but not compromise

the welfare of the horse.

801.2 The course should include naturally occurring or manmade features such as (but not

exclusive to) tracks, ditches, steep climbs, descents and water crossings that implements

technically challenging factors including but not limited to: footing, terrain, altitude, direction

and speed.

801.8 The finish must be long and wide enough to enable several horses to finish at speed

without interfering with each other, and must provide sufficient run-out to allow Athletes to

safely come to a stop after crossing the finishing line in any potential sprint or gallop. It must be

situated as close to the Vet Gate as possible.

801.9 The ‘field of play’ is defined as; the defined course (loops or phases), the defined crewing

areas on course or within the vet gate, the vet examination area and the hold area at or within the

vet gate. For Championships, there will be restricted access to the field of play as defined in the

schedule.

Article 807 – COMPETITION & FAIR PLAY 807.1 An Athlete may lead or follow their horse on course, but must be mounted to pass through

the start of any day and the finish line of the day’s final phase under penalty of disqualification.

807.2 An Athlete who does not respect any given time limits will be deemed to have failed to

qualify for the next phase or final classification.

807.3 On the course, no other person may lead or ride the horse once the combination has started

under penalty of disqualification.

807.4 Willful obstruction of an overtaking combination by a slower combination is penalised by

disqualification. This is not to prevent competition between Athletes on course for placing, but is

intended to apply in situations where the slower combination is being lapped or passed due to

travelling at a significantly slower pace or because of other problems of refusal or equipment

issues.

807.5 A combination who fails to qualify for the next phase of competition or is disqualified for

any reason must leave the course at once and has no right to continue unless there is no viable

alternative and only after being approved by a member of the GJ or, if not available, a Steward.

807.6 Permitted Assistance During Event or On Course:

807.6.1 The Event Schedule shall specify where assistance (crewing) is allowed both within vet

gates and on course during an event.

807.6.2 Competitions must have access to water on course at least every 10 kms.

807.6.3 In any case including while on course, for example after a fall or if the Athlete is

separated from their horse, or in the case of loose or lost horseshoes, a combination may be

assisted.

807.6.4 For other Permitted Assistance that is allowed please see Endurance Notes for Guidance.

The Event Schedule shall be determinative for each event.

807.7 Forbidden Assistance: The following types of activities are forbidden, subjecting

offending Athletes to a warning, the receipt of yellow card warning(s) or disqualification at the

discretion of the GJ, including but not limited to:

807.7.1 Being followed, preceded or accompanied on any part of the course by any bicycle,

pedestrian or an Athlete not in the competition.

807.7.2 Providing aid on any part of the course not specifically designated for such aid.

807.7.3 Accepting aid on any part of the course by someone not authorised to provide it.

807.7.4 Being followed, preceded or accompanied on any part of the course or immediate

adjacent access track as defined (see notes for guidance) by any vehicle (notwithstanding art.

807.6.1).

807.7.5 A third party encouraging a horse to trot in a vet gate.

807.7.6 Someone on course encouraging the horse(s) by any means whatsoever.

807.7.7 Cutting wire fences, or altering a part of an enclosure on or within the course so as to

clear a way or to cut down trees or eliminate challenges or alter technical aspects of the course.

807.7.8 Accepting any intervention by a third party, whether solicited or not, with the object of

giving advantage to the Athlete or their horse.

807.7.9 Conflict of Interest: Officials who may have a real or perceived Conflict of Interest

should notify the OC at the time of appointment or as soon as a conflict of interest arises prior to

the competition. If the declared conflict of interest, in the opinion of the President of Jury,

impairs or appears to impair the integrity of the judging of the competition, the official will have

to stand down. Conflicts of Interest should be declared at the pre-ride briefing of officials and

athletes.

Article 812 – WEIGHTS 812.1 At all senior CEI4* Championship events, the minimum riding weight for Athletes must

be 75kg to include all riding equipment (Art.812.6).

812.6 Athletes must be weighed out and, where necessary, be weighed with all riding equipment

(excluding bridle). The Athlete must maintain the minimum riding weight at all times during the

riding phases under penalty of disqualification. It is the Athlete’s responsibility to weigh

immediately after crossing the finish line if requested to do so by an FEI Official.

812.7 Organisers must provide a reliable weighing machine with recalibration capability.

Article 813 – CLASSIFICATION 813.1 Individuals: In an endurance competition, the winner is the combination with the shortest

elapsed riding time who successfully passes or complies with all protocols and requirements,

including but not limited to the final veterinary examination. The schedule of the competition

must clearly define the method of classification.

813.2 Teams: The winning team is the team with the best time after adding the final

classification of the three highest placed combinations in the team. In the case of a tie, the

winning team will be the one whose third combination has the best time. In the event there are

fewer than 3 members of a team who are classified, such teams are not eligible for team placing.

813.4 Disqualification, Retirement or Failure to Qualify for the next Phase:

813.4.1 Disqualification: Occurs when an Athlete is penalized by the GJ and removed from

further competition for a violation of these Rules, the FEI General Regulations, the FEI

Veterinary Regulations, or the Schedule.

813.4.2 Failure to Qualify for the Next Phase: Results when a combination is removed from

competition for failure to successfully pass a veterinary inspection, to complete the full course as

required, or to meet all time requirements for presentation or completion.

813.4.3 Retirement: Results when an Athlete voluntarily withdraws from competition, but may

only be considered voluntary and a Retirement when: the combination has correctly finished all

phases to that point; the combination has completed its most recent phase by passing all required

veterinary inspections following that phase, including compulsory re-inspection or veterinary

requested re-inspection; and, Art. 813, herein, has not otherwise provided for removal from

competition.

Article 820 - VETERINARY CONTROL 820.1 The Veterinary Commission has absolute control on all matters concerning horse welfare.

820.2 The FEI Veterinary Regulations apply to all International Endurance Rides.

820.3 The series of examinations and inspections required by these Rules are established in the

interest of the health, safety and welfare of the horse in the competition.

820.4 The decision of the Ground Jury taken on the direct advice of the Official Veterinarians is

final and there can be no appeal against them. However, the Ground Jury is obliged in all cases

to provide the reasons for the elimination of any horses.

820.11 During this period, the horse may be inspected more than once if the Veterinary

Commission or Ground Jury so decides. However, before the scheduled presentation time has

elapsed, the horse must demonstrate its fitness to continue which is assessed upon three criteria:

heart rate recovery, metabolic stability and gait.

820.12 These inspections for heart rate recovery, metabolic stability and soundness must be

conducted at the same time and the horse must meet the minimum criteria for the Star level of

the event. If there is any alteration to how the inspections will be conducted, that must be

announced prior to the competition by the GJ or published in the Schedule.

820.13 Once a horse has successfully met the required heart rate parameters its timed hold,

starting from the moment the horse was presented to the Veterinary Commission, continues for

the stated period. During the timed hold, all the other aspects of the inspection, including trotting

the horse, will be carried out.

820.14 The Technical Delegate or the Ground Jury together with the Veterinary Commission can

decide to modify the length of timed holds according to extreme weather conditions or other

exceptional circumstances. Modifications must be announced to all Athletes and/or Chefs

d’Equipe before the start of the phase concerned.

820.15 The Organising Committee, the TD, the President of the Veterinary Commission, the

Foreign Vet Delegate and the PGJ are required to provide for appropriate aftercare and

veterinary treatment controls including arrangements with an equine referral facility with

surgical capabilities. For CEI 4 Star events and Championships, triage and emergency treatment

facilities must be provided on site. Such arrangements m

821.2 Horse Inspections: 821.2.1 First Inspection: In principle, it should take place on the day preceding the start of the

competition and is performed by the Veterinary Commission, together with the Ground Jury. It

will be conducted according to the standards for all inspections, as outlined below, to include:

Heart Rate, Respiratory System, General Condition and Metabolic Status, Gait Evaluation,

Soreness, Lacerations, Wounds, Range of Motion and other matters and items which from time

to time may be added to the Veterinary Card.

821.2.2 Inspections Generally: There are no differences between the Veterinarians

responsibilities to evaluate a horse at all inspections. The same standards apply to judging fitness

to continue both metabolically, heart rate and in terms of gait evaluation.

821.2.4 Compulsory Re-Inspections: The Veterinary Commission, in consultation with the

Ground Jury, will establish at which Vet Gates they will require horses to be presented for a

compulsory re-inspection, no earlier than 15 minutes before that Athlete’s scheduled departure

time from that Vet Gate.

821.2.5 Requested Re-Inspections: The examining veterinarian may ask an Athlete to present

their horse for re-inspection during its hold time and no earlier than 15 minutes prior to departure

if after passing the horse, the veterinarian retains concerns about the horse’s continuing stability.

This rule is in place to provide the benefit of the doubt for the opportunity to continue to the

horse.

Article 823 - VETERINARY TREATMENT DURING COMPETITION

Veterinary treatment may not be administered to a horse during the competition without the

written approval of the Veterinary Commission. Authorised treatment does not affect

classification of the horse. (see FEI Veterinary Regulations)

MOUNTED POLICE EVENTS

The following events will be held for the Mounted Police Events:

12(1) MEDLEY RELAY EVENT:

Three riders will participate in the event, which will comprise of the following tests to be done

separately by each rider in the team:

The team for this event will comprise of three riders and horses each and a rider can be a

part of one team only.

I.Competition - The Competition will be run in three legs.

a) Pole bending

b) Jumping

c) Tent Pegging

II. Method - All three competitors will report at the starting point together. The rider No.

1 going for Leg A (pole bending) will stay at the starting point while the next two will position

themselves in the "Changeover Zones" at each leg. The rider will be carrying a baton from the

start. On getting the starting signal, he win go through the course of II “Pole Bending" and hand

over the baton to No.2 rider inside the changeover zone, No.2 rider will then go over the course

of Jumping and at the end, hand over the baton to No.3 rider in the next Changeover zone. No.3

rider will then go for the “Peg” on the Tent Pegging strip and over the finishing line. No.3 rider

may carry his lance from the beginning.

Missing out any part of the test will result in elimination.

III. Condition: The riders must carry the baton from start to finish. In case a rider drops

the baton, he must himself pickup the baton and continues his course again from that point only.

The exchange of batons must be done while both the riders are mounted within the exchange

zone. The batons will be provided by organizers to all the teams.. Failure to comply with any of

the conditions will result in elimination.

IV Change Over Zone: The changeover zones will be demarcated with flags and shall

not exceed 20 mtrs. square

V Scoring: The scoring shall be done in terms of time taken by each team in completing

the three legs of the competition. Penalties as per the chart given in the following para will also

be incurred in time and will be added to the actual time taken by a team. The team with the

lowest “Total Time” shall be the winner.

VI. Penalties:

Leg “A” - Pole bending

(i) Knocking down or displacing a pole 4 seconds

(ii) Missing a pole will result in elimination.

Leg “B” - Jumping

(i) Knocking down any jump or part of it --------5 Seconds

(ii) Knocking down complete jump -10 seconds

[Note: If the complete jump is knocked down the rider will proceed to the next

jump and not wait for re-building of the jump]

(ii) Missing out any jump -----------Elimination

(iii) Exchange baton outside changeover zone ---------------- Elimination

Leg “C" - Tent Pegging

(i) Dropping the peg within 10mtr. of its place 2 seconds

(ii) Only striking the peg 4 Sec.

(iii) Missing the peg 6 Sec.

(iv) Not crossing the finishing line Elimination

(v) Dropping of lance, with or without a strike on the peg or its uprooting, before

crossing the finishing line will be regarded as no strike and result in 6 time

penalties.

VII. Timing - Time shall be clocked from the moment the No. I rider crosses the starting

line for Leg “A” up to the moment the No.3 rider crosses the finishing line at the end of Leg “C”

VIII. Course - Leg “A” (Pole Bending) will comprise of 10-12 poles placed about 10

meters apart. These will have to be passed alternatively on right and left sides. Leg B

(Jumping) will comprise of a course of 10-12 single jumps, which will be duly marked. Leg C

(Tent Pegging) will comprise of a single peg 6x2 5x3.5m 17.5cms out at 60 degree on a strip

about 100m long.

IX. Ties - In case of a tie the team with minimum time shall be the winner. In the

eventuality of any other fault not covered in the above rules, the

decision on them will be arrived as per the EFI/FEI Rules. One horse can participate in

one event only.

12 (2) POLICE HORSE TEST

The Event will be restricted to serving police officers. The objective of the test is a check

on the ability of the horse and the rider to perform normal police duties. The test will be carried

out as under. A rider can enter on one mount only.

a) Dressage:

Rules for the dressage event will be laid out in the FEI Rules for the event. Test at

Appendix V.

b) Urban Area Test:

Obedience and Courage of the horse to face obstacles that horse is expected to

face in urban area viz- violent crowd, crackers, Heavy-traffic, Dead bodies on the

road etc.

Pace - Must be in Walk

Penalties - Horse is expected to pass through particular passage, which is marked

by Red & White flags. Penalty zone is 5 mtrs. Before approach of the obstacle.

First and second refusals are penalized as time wasted in top score jumping event.

But third refusal leads to elimination. Resistance for more than 60 seconds leads

to elimination. Continuing in any other pace except walk in urban area leads to

elimination. Speed - l00 mtrs per minute.

c) Rural Area: The obstacles here are similar to cross country obstacles of one-day

event. But height of the obstacles shall not exceed 0.90mtrs.

Fall of the horse or rider or both either in urban or rural area leads to elimination.

In case of ties, competitor with faster time in rural area shall be the winner.

i. The marks for the Dressage Test to be as per Appendix. V

ii) THE GOOD marks from 0 to 10 awarded by each judge to a rider for each

numbered movement of the School Work Test together with the collective marks are

added together deducting any error of course or test. The percentage of maximum

possible good marks obtainable is then calculated. (Percentage is obtained dividing

total good marks of the judge (minus any error of course or test) by maximum

possible good marks obtainable and then multiplying by 100 and rounding the result

to two decimal digits. The AVERAGE PERCENTAGE for the rider is obtained by

adding together the percentage for each judge and dividing by the number of judges

always rounding the result to two decimal digits.

ii) IN ORDER to convert average percentage into penalty points, this must be

subtracted from 100 and multiplied by 1.5, with the resulting figure being rounded

to one decimal digit. The result is the score in penalty points for the test

b) Part II Rural and Urban Test.(Article 532 of FEI Rules)

Faults at Obstacles will be calculated as per Article 532 of the FEI Rules, which is given

Notes: KNOCK DOWN ARTICLE 217-FEI Rules

1. An obstacle is considered to have been knocked down when, through a mistake of the

Horse or Athlete:

1.1. the whole or any upper part of the same vertical plane of it falls, even if the part

which falls is arrested in its fall by any other part of the obstacle (see JRs Art. 218.1);

1.2. at least one of its ends no longer rests on any part of its support.

2. Touches and displacements of any part of an obstacle or its flags, in whatever

direction, while in the act of jumping, do not count as a knock down. If in doubt the

Ground Jury should decide in favour of the Athlete. The knock down or displacement of

an obstacle and/or a flag as a result of a Disobedience is penalised as a Refusal only.

In the event of the displacement of any part of an obstacle (except the flags) as a result of

a Disobedience, the bell will be rung and the clock stopped while the displacement is re-

adjusted. This does not count as a knock down and is only penalised as a Disobedience

and corrected by time in accordance with JRs Art. 232.

3. Penalties for knocking down an obstacle are those provided for under Tables A and C

(see JRs Art. 236 and 239).

4. If any part of an obstacle, which has been knocked down is likely to impede an Athlete

in jumping another obstacle, the bell must be rung and the clock stopped while this part is

picked up and the way is cleared.

5. If an Athlete jumps an obstacle correctly which has been improperly rebuilt, he incurs

no Penalty; but if he knocks down this obstacle he will be penalised in accordance with

the table in use for the Competition.

c) Time Faults; The Total time will be calculated for the Rural portion and the urban

portion at the speed prescribed for each part. The total time of the rider will be started at

the Rural test and will end on completion of the urban test.

The following will be the time penalty:

ii. The Distance for the Rural Test shall not exceed 1000 meters and that for the Urban

test will be limited to 200 mtrs.

iii. The Test for Rural portion may be done in Trot/Canter/Gallop but the Urban portion

will have to be done at a Walk. A special changing zone between the Urban Test

and Rural Test of a distance not exceeding 15 meters is to be provided for the horse

to change into Walk.

iv. The penalties for changing from Walk to Trot/Canter in the Urban test at each obstacle

will be 10 penalties for the first change, 20 for the second time and on the third

change, the participant will stand eliminated.

v. There will be no necessity for taking separate timings for the Rural and Urban

portions of the test. The following will be the speed for each part of the rural and

urban test:

a. Rural portion – 500m/minute

b. Urban portion- 100m/minute

vi. The total time for both the tests will be taken and time penalties awarded

accordingly.

vii. White line marking must be provided near each obstacle in the Urban area. If the

horse retreats beyond that point or steps back or turns about and runs, it would be

treated as refusal and points deducted accordingly.

12 (3) TEST FOR FARRIERS

The test will be carried out in two parts:

a) Part I- Practical Test which will comprise of use of a Farrier tools, Naalbandi etc

b) Part II- Will be an oral or a written objective type test on various aspects of the duties of

a Farrier.

c) The Test will be carried out in the following format:

12 (5) QUADRILLE CONTEST

a) Teams - Any four members of a Competing Unit may form a team.

b) Dress - Unit approved ceremonial mounted dress. No working dress is permitted for

this event. Test at Appendix IV.

c) Saddlery - As for dressage event.

d) Plan of the Course & Arena Details - of the movement to be performed by each

team are given in Appendix – IV & VI.

e) Scoring - The allotment of marks will be as given for each movement in the " Plan

of Course" while marking, Judges will pay particular attention not only to the

correct execution of movements by individual members but also the performance of

the team as a whole. Harmony, co-ordination and timing are most important in this

event and would be very material in the marking.

f) Awards of scores: While Dressage is the systematic development of horse and

rider, resulting in a balanced, harmonious team. The Quadrille Test is the most

basic stages of dressage by a team of four riders who, during the test, perform the

different movements in a balanced and coordinated manner and the communication

between the riders is so subtle that the team seems to be performing on its own

without any signal/direction from any of the riders.

Unlike judging in a Dressage tests, where the movements are judged in the manner

in which the rider is able to show off the horse's abilities and evaluate the level of

training of the horse, Judging in a Quadrille test is to see the uniformity of the

movements, coordination between each of the riders as member of a team

What will be observed by the Judge in Quadrille test are:

i. Impressions on the Dress of the Four Riders;

ii. Uniformity in the saddlery and bridle of the horses;

iii. Uniformity of the colour of the horses;

iv. The first three gaits, walk, trot and canter, should be forward and consistent. The

Comfort and fluidity with which the four riders as a team make the horse feel

confident travelling at all three gaits of walk, trot and canter in all movements

must be kept in mind by the team;

v. The horses should have smooth, forward transitions, both upward and downward.

transitions should be mainly ridden off the leg and seat, with minimal hand.

vi. Transitions should also be prompt and occur at the exact moment by the four

riders where they wish to change the gait.

vii. All the horses have the predecessor to collection, willingness to accept contact

and stretch into the bridle.

viii. The four riders must have utmost control, timing and coordination, in different

movements which are formed by individual horses and riders, in two's, four's at

the trot and at the canter.

ix. The uniformity in the Simple Change of Lead – if the horse is brought back to a

walk immediately asked to show a few clearly defined walks strides and then

asked to depart in canter using the opposite leading leg.

x. Execution of Movement at Certain Point. In a movement which must be carried

out at a certain point of the arena, it should be done at the moment when the team

is on or in close proximity of this point, except in transitions where the Team

approaches the letter from a diagonal or perpendicular to the point where the

letters are positioned. In this case, the transitions must be done when the Team

reaches the track at the letter so that the Team is straight in the transition.

g) Beginning/End of Test. A test begins with the entry at A and ends after the salute at the

end of the test, as soon as the Team moves forward. Any incidents before the beginning

or after the end of the test have no effect on the marks. The Team should leave the arena

in the way that is prescribed in the text of the test.

h) Music - The Organizers will try and provide band music while the teams are

performing. CDs will be brought by the participating teams.

i) Time - Although no time limit is being set for this event. Judges will take due note

of a very sluggish or rushed performance and deduct marks in general impression.

Smoothness of performance will be duly rewarded.

j) Signals & Commands - No words of command or whistle signal shall be

permitted.

k) Ties -In case of a tie, the team scoring the highest marks in the “GENERAL

IMPRESSION” will be the winner.

12 (6) MENTAL HAZARD-SPECIAL RULES

(i) Since a Horse in a Mounted Police Unit is required to clear different natural

obstacles, while on duty, this test is for testing the knowledge, skill and training

capabilities and a precise knowledge of his horse's ability and of the horse, a degree of

general competence resulting from intelligent and rational training for performance of

Mounted duties.

(ii) Objective: The test is to prove the speed, endurance and jumping ability of a

Mounted Police horse, when it is well trained and brought to peak condition. At the same

time, it demonstrates the Riders knowledge of pace and the use of his horse.

(iii) Type of obstacles:

(a) The obstacle should be natural obstacles that are normally found in urban and

rural areas.( example - motor-cycle, bicycles, Cot (Charpoy), ditches, water

jump, stacked baskets, crates, cage with birds/chicken etc).

(b)The obstacles must be imposing in shape and appearance. Where necessary,

they should be fixed. Where necessary, natural jumps should be reinforced so that

they remain in the same state throughout the test. All reasonable precautions must

be taken to prevent the possibility of a competitor being able to pass mounted

under an obstacle.

(c) The cross country obstacle at which a horse, on falling, is likely to be trapped

or to injure itself, must be built in such a way that part of the obstacle can be

quickly dismantled and can be quickly rebuilt exactly as before.

(d) In all water crossings, the bottom should be firm and consistent;

(iv) Dimensions: The dimensions of obstacle must be within the limits shown below.

The fixed and solid part of an obstacle may not exceed the specified height or spread at

any of the points at which a competitor might reasonably attempt to negotiate the

obstacle;

Width of the obstacles: The minimum width of each obstacle should be 2.5 Metres.

Wings: The wings are to show clearly to the horse the extremities of the fence. They

should be carefully placed slightly in front of the fence, to encourage the horse towards

the centre of the fence. All gaps must be blocked out with pillars of shrubs.

The following special and simplified rules apply to Jumping (Mental Hazard)

(a) The course will be taken at an average speed of 325 meters per minute.

(b) "Time Allowed" will be calculated on the basis of prescribed speed and

the length of the course lay out.

(c) "Time limit" shall be double of "Time allowed" and shall be compulsorily

imposed.

(d) Method of jumping :

(i) The sequence in which the jumps are to be taken will be shown on

the plan of the course and also by placing clearly visible jump numbers on

the right of each jump.

(ii) Each rider must follow this sequence of jumps. TWO attempts will

be permitted for each jump. If the horse does not go over the jump in these

attempts the rider must proceed and attempt the next jump, and so on. The

next jump shall not be attempted without two attempts being made at one

jump.

(e) Elimination will be incurred by:-

(i) Exceeding Time limit.

(ii) Leaving arena without completing the course, i.e. without attempting

all the jumps or not going over the "finishing line".

(iii) Entering arena and starting the course without going over the

"Starting line"

(iv) Taking the jump, in wrong sequence, or without correcting a

deviation of the course.

(v) Attempting a jump THREE times or more.

(vi) Proceeding to next jump without completing TWO attempts at one

jump.

(vii) Stopping at a jump and showing it to the horse.

(viii) After the first refusal, a rider will be provided one more attempt to

clear the jump. The second refusal on any of the subsequent jumps will

lead to elimination of the rider.

(f) Scoring

(i) For every obstacle jumped clear, TWO points shall be awarded.

(ii) For every obstacle knocked down or displaced a penalty of one

point shall be imposed.

(iii) No point shall be awarded for the obstacle, which is not jumped at

all.

(iv) A bonus of 1/4 point shall be awarded for every completed on

second saved from the Time Allowed.

(v) A penalty of 1/4 point shall be imposed for every commenced one

second taken over and above the Time allowed.

(g) General rules of jumping regarding disobedience, cruelty to animals,

etc. shall also apply to this event as far as practically applicable.

(h) Ties

In case of a tie on total points, the competitor with faster time over the

course shall be the winner.

(vii) Unauthorized assistance: Unauthorized assistance, as provided for in

Article 531 of the FEI Rules, will result in elimination of the rider.

(viii) The Course Plan: The course plan must be exhibited prior to the

commencement of the competition.

(ix) Inspection of the Course: Inspection of the Course as per FEI Rules

for jumping events will be allowed prior to the commencement of the

competition.

(x) Tabulation of scores: The competitor securing the highest points will

be declared the winner. In case of tie, the competitor with the better timing

will be declared the winner.

Dangerous Riding: [Extract of Rule 525 of the FEI Rules: Any Athlete who, at

any time during the Competition deliberately or unintentionally by incompetence

is exposing himself, his Horse or any third party to a higher risk than what is

strictly inherent to the nature of the Competition will be considered to have acted

dangerously and will be penalised accordingly to the severity of the infringement.

Such acts may include without limitation any of the following:

a) Riding out of control (Horse clearly not responding to the Athletes restraining

or driving aids).

b) Riding fences too fast or too slow.

c) Repeatedly standing off fences too far (pushing the Horse to the foot of the

fence, firing the Horse to the fence).

d) Repeatedly being ahead or behind the Horse movement when jumping.

e) Series of dangerous jumps.

Any individual member of the Ground Jury and the Technical Delegate have the

right and the duty to monitor possible cases of dangerous riding and, if

appropriate and practical, to stop and eliminate an Athlete on the course for

dangerous riding. If not directly witnessed by the Ground Jury, the incident must

be reported as soon as possible to the Ground Jury who will decide if and how to

penalise the Athlete. The President of the Ground Jury can in addition designate

one or more assistants (e.g. experienced Eventing Officials who are not in an

Official function at the Competition, experienced Athletes or/and trainers not

directly involved in the Competition) to help to monitor possible cases of

dangerous riding in the cross country. The President of the Ground Jury will

decide their specific role, authority and reporting procedure. It is recommended

that these additional Officials be grouped in pairs on the course.]

GENERAL INFORMATION

BORDER SECURITY FORCE ACADEMY,TEKANPUR GWALIOR (MP)

General

1. The BSF Academy is located at Tekanpur, Distt - Gwalior (MP) on National Highway-75

connecting Gwalior –Jhansi. It is about 32 kms from Gwalior and 12 Kms from Dabra,which are

the two nearest railway stations on the main Delhi- Mumbai line in North Central Railway

Division. All Mail and Express Trains halt at Gwalior. There are regular bus services from

these two places to Tekanpur.

2. The climate of Tekanpur is hot during summer (Apr to July) and very cold in winter (Dec

to Feb). The monsoon remains active from last week of June to Oct Ist week.

Recreational Facilities

3. The following recreational facilities are available in the Academy:-

(a) Cinema -The Academy has MahajdiScindiaAuditorium where Hindi and English

movies are screened every week.

(b) Library:The Academy has a well-stocked library known as the Tagore Library.

Besides professional literature, history and fiction books, a number of periodicals are

also available for reading/study.

(c) Gymnasium: The Academy has a well-equipped gymnasium.

(d) Swimming Pool:AnOlympic standard Swimming Pool is available in the

premises of the Academy.

(e) Golf: An 18 holes Eagle Golf Course exists besides a lake spread over 650 acres

area.

(f) Horse Riding: The Academy has a very good horse riding school.

(g) Water Sports:Water sports facilities also exist in the Academy.
