Letter from the Rectory

Moving On!

I can’t believe that eleven years have passed since I was ordained in Canterbury Cathedral by the then Archbishop George Carey in 2001. Many changes have taken place in our benefice since then. Eleven years ago Fred Arvidsson was the Rector and the benefice consisted of only the two parishes of Kingsdown and Ringwould. In 2004 we were joined by Ripple and Sutton and Adrian Fallows and I were

licenced on the same day by Bishop Michael Turnbull at a service on March 14th in Ripple church to serve in these parishes too.

In August this year I will reach the age of 70, the age when clergy are obliged to retire. My last Sunday as a licenced minister in the four parishes will be Trinity Sunday June 3rd when there will be a united morning service in Ringwould church at 10am. After a gap of 6 months I anticipate that the bishop will grant me Permission To Officiate, a more general licence which will enable me to take services once again where needed. I have very much enjoyed my ministry in our four parishes and it has been a great joy and a privilege to get to know so many of you and in particular to share both the happy and the sorrowful moments through the numerous baptisms, weddings and funerals along with the weekly round of Sunday services.

During this time I have discovered how different our four parishes are from each other. Each has its own unique history and traditions, held dear by many for whom our village churches have been a spiritual home for so long; myself included. Whilst this is something to celebrate we cannot hang on to the past at all costs. We live in ever changing times, and whilst Christ’s message of love, forgiveness and salvation does not change we have to seek to present this powerful message afresh to every succeeding generation.

For this reason our churches must change. Of course we don’t want to throw the baby out with the bath water, but we have to think of new ways of conveying Christ’s message to an ever more secular and less ‘Christian’ society. Our church buildings stand, as they always have, as proud icons of the faith, but they are there for everybody and we have to also find ways of making them more user friendly and opening them up for use by the wider community. As a small family of churches we must move on, become more united in our efforts to present this message by sharing with each other what we each do best, by pooling our skills and working together.

I will never forget the love and support you have all shown to both myself and Jean during these years and leave you with my blessing and good wishes for the future prosperity of our benefice. John.

We were all beguiled by the storyteller Tony Cooper’s tales of buccaneers, mermaids and fishermen on Deal beach at our March meeting! It is amazing that such events go on right there on our local seashore! There are several visits to look forward to, the East Kent Annual Meeting, a Group Meeting, and a trip to the Marlowe Theatre to see Yes, Prime Minister, preceded by lunch of course! A summer outing is being discussed; Hever Castle seems to have the popular vote…watch this space! We now have forty nine members and this number seems to increase monthly. Do join us! On April 1st, Amy Brown, 16, (and her dad, Robert, 50) of Clim Down, Kingsdown, will be cycling from Manston airfield to RAF Scampton in Lincolnshire to raise money for the Jon Egging Trust. They plan to arrive in Scampton on April 6th, a ride of about 280 miles. Jon Egging flew with the Red Arrows during 2011 but sadly lost his life at Bournemouth Airshow last August when his Hawk came down at the end of the display. The Red Arrows have a long history with TG Aviation at Manston and are frequent visitors to the airfield during the summer and are often seen flying over Deal. The Jon Egging Trust was set up to inspire young people to achieve their potential, particularly those from disadvantaged backgrounds. Amy was inspired to undertake something remarkable and the sponsored cycle ride is all her idea. Her goal is to raise £10,000. Jubilee. The Parish Council has received a kind donation of £200 from KCC via Councillor Steve Manion towards its marking of the jubilee. At the Parish Council meeting in March it was agreed that: The Kingsdown Street Party and the Ringwould bring and share picnic would each receive a grant donation of £250 The Parish Council would develop a design for a village signboard for each village and also is looking into tree planting/and or planters Unrelated to the jubilee, the Parish Council also agreed a grant of £600 towards the production of Rural Roundup. Two dates for your diary in April. Sunday 15th April, an afternoon’s walk around the boundary of the Parish Council. The Parish Council has organised this walk which will start and end on Ringwould Village Green. The route takes walkers through woodland, across fields, along the cliff top to Kingsdown and then returns to Ringwould along footpaths, walking alongside Ripple windmill to reach the village centre again. Thanks to East Valley Farm for allowing the walk to go along field edges bordering Dover Rd. All those intending to walk must be aware that the terrain is mixed, with some very rough ground in places with hills and stiles to climb along the way. In addition the Dover Road will be crossed twice and there is some roadside walking involved. Anyone participating in the walk must wear appropriate walking footwear and please also carry waterproof clothing (should the weather look dubious) and carry water for warm weather. In the event of very poor weather the walk will be postponed, please check the Parish Council website on the morning of the walk, a postponement notice will be placed in news items if needed. Dogs under close control and children are welcome but please take account of the length of this walk and the nature of the terrain and ensure that this is within children’s capacity, as at times you will be some distance away from any road. In total the walk is a little over 8 miles in length the walk and has some great views of the countryside and coast around us. If you would like to walk a lesser distance, and can organise the necessary transport then the walk from Ringwould towards Kingsdown (which is just over half the distance has some of the best views. It has been an extremely busy last few weeks at Kingsdown & Ringwould CEP School. We started with ‘World Book Day’, when children and staff came dressed as their favourite book characters. During the day books were shared and a book swap took place. Over £180 was raised during the day which will be spent on books for class libraries chosen by the children. Many of our sports teams have been in action recently, including the boys and girls football teams, the KS1 multi skills

teams and our basketball team played in the county finals. Finally our Year 6 athletics team won an Olympic schools cup hosted by Walmer Science College. Last week we welcomed two special guests to Kingsdown – athletes Todd Bennett and Vicki Barr. Vicki is a 400m silver medallist runner who hopes to be chosen to run in this summer’s Olympics. Todd and Vicki were at school to help run a ‘sponsored sports event’, raising money for the school and future Olympians. There was also a question and answer session with Vicki and a chance to see some of her medals.

I have been spending a glorious day in the garden breaking in a new pair of Wellingtons. What a difference the sun makes. It lifts your spirits and if you are like me, one wants to do every job that you can think of in such a short space of time. All aches and pains can be forgotten whilst pottering around moving plants and sowing seeds. But we

really must not get too ahead of ourselves as there could still be a frost or even snow. I remember when we moved house at the end of May whilst living in Leices-tershire many years ago, so that we could have some Runner Beans to eat during the summer I sowed lots of seeds in pots and they were duly moved on the big day. Would you believe it! There was a late frost that night which was not forecast and I lost the lot. As you can imagine I was not very happy and had to start all over again. Today seeds bought at Thomas Jefferson's house in USA were sown and hopefully I will be able to tell you a bit more about them at a later date. The next meeting is on Monday 30th April when John Harvey will come to talk to us about 'The Woodland Trust'. I do hope that you will be able to join us as the information he gives us is very interesting and yes, I have heard him speak before! The Plant Sale takes place in the Kingsdown and Ringwold School car park on Saturday 19th May. All the plants are grown by members who have to cope with the chalky soil. They are always in great demand and good value. So please come and see what bargains you can purchase when we open the gate to the public at 9a.m. The schedules for the Village Show are now on sale in the PO in Upper Street or from one of the committee. Tea and Chat in Ripple - Tea and Chat held their monthly

meeting on March 12th, where members were given a

presentation by Hayden Powlter of Kent County Council on the

introduction of digital television and what steps needed to be

taken to convert to digital reception. The next meeting will be held on

Monday, April 16th at 2.00pm in Ripple Village Hall and will be a Celebration

of Easter.

The Church of St. Mary the Virgin, Ripple - The Lent Course for Ringwould and Ripple has started at Fairmead, Ripple, and is being followed with interest. It is held on Wednesdays at 7.30pm, concluding on March 28th.. The theme is ‘Spiritual Essentials for Real Life’. The Annual Parochial Church Meetings will take place in the Village Hall on

Wednesday, April 18th, commencing with the Vestry Meeting at 7.00pm.

Ripple Parish Council - The Annual Parish Council Meeting will be held on Thursday, April 12th in Ripple Village Hall, starting at 8.00pm. Please come along and take the opportunity to meet your councillors. Kent County Council is trying to encourage people to register their demand

for better broadband. Before broadband providers will invest in improving the

network, they need evidence to show that this is what people want. Sign up

Ripple Village Hall - The Trustees are continuing to consider any further

We are seeing a lot more parishioners at our meetings now thanks to our last report in the Rural Roundup. I note that there is a £200 grant to our Local Councils to help with Dia-mond Jubilee Celebrations. Although no one has come forward to arrange a party for our Parish, it is not too late, so someone out there, come on!!!!!! We have had a stroke of luck with regard to our playing field in that a lady from Studdal has come forward with a lot of experience in dealing with grants etc. to fund such projects. We hope that at our Annual Parish Meeting in May (date to be an-nounced) we have a good turn out of parishioners to discuss what they would like with regard to play equipment at the playing field. We are rather concerned at the lack of white-lining at road junctions in the Parish. Many of the junctions have not been painted for many years and this causes confusion and frustration. We now have a Tree Warden in the Parish who will keep an eye on the trees and report back to the P.C. if there are any problems. We ask drivers to be even more diligent when on our roads as we are now into the lambing season and there will be a lot of movement around the Parish. Our next Parish Council Meeting is on Tuesday April 3rd at 19.30. it will be preceded by our A.G.M. Don't forget you are welcome to our meetings. and though we never really discussed it we loved the village which had so much charm and

character. Thirty years later I am now sitting on the Parish Council’s Planning Committee. I and

other members of the Committee are often asked by Dover District Council for our views as to the

merits or otherwise of different planning applications. Considering each application is not always

easy and it is clear ‘you cannot please all of the people all of the time’. In simple terms it’s a

balancing act, protecting the character of our villages and in particular its conservation areas, its

flora and fauna, supporting business and supporting development that will not detract from any

particular area within the village.

The character of a village is rarely defined by one aspect alone; it is built up of a myriad of

things, some tangible, some not; but it is a fact that character can be enhanced, developed or

destroyed. The character of a village is readily recognised by its layout, its open spaces, its

particular flora and the design, construction and age of its buildings. Density too plays its part; in

Kingsdown there is the tight cluster of homes around the shops in the centre of the village, the

regular lines of the old fishermen’s cottages in the conservation area and the more open design of

the Edwardian houses on the cliff top. In addition there are the more modern designs at the outer

edges of the village. Similar traits can be seen in Ringwould.

So, in examining a planning application your Parish Council has to decide: is the design

and density of the application going to affect the character and location of that particular part of

the village? In addition, of course, how will it affect the villagers themselves, will they be

overlooked, will light be blocked, will the application detract from their property? Your Parish

Council also has to take regard of national and local planning policy. It is not easy, and as I said, a

balancing act.

This Coalition Government is set to change the planning system through its flagship

Localism Bill. It is intending to devolve decision making down to the lowest possible level of

government, the Parish Council. This will be done through an update of previous local planning

with more rigorous procedure and is called the Neighbourhood Plan.

One typical problem for our villages recently has been the process known as ‘garden

grabbing’. This is where new houses are squeezed onto land that was once garden, thus increasing

density and destroying habitat and having a major impact on the character of a village if not

checked. Encouragingly a government minister has stated that,

‘The wishes of local people have been ignored as the character of neighbourhoods and gardens

have been destroyed, robbing communities of vital green space’.

So maybe, just maybe, this is an insidious practice that will be phased out.

Your Parish Council is, I believe, open and transparent in dealing with planning

applications. Your committee is receptive to your views but only if you make your views known

and remember ,if needs be, hold us to account..

If you are not content, however, engage with your councillors, hold them to account - they

Last year Rural Roundup published articles about the interesting history of previous occupants of Morning Glory and Pinewood House. Today, there are still people in the village who have memories of life here in days gone by that would be fascinating for the rest of us to hear. With this in mind Kingsdown Conservation Group is hoping to make recordings of these reminiscences into a CD. However, this needs some help from you. We need to know of elderly relatives and friends who would be willing to share their experiences of life in the village and how it has changed over the dec-ades. TO THE LIGHTHOUSE One of the most exhilarating memories of my childhood was a visit to the Smalls lighthouse off the Pembrokeshire coast. There was a terrifying leap from boat to rock which was pounded by fierce waves even on a calm day. Then, a climb that went on forever, up the circular stairway to the breath-taking lantern, followed by mugs of sweet tea to put strength back into our legs. How fortunate we are to have within a gentle walking distance our own South Foreland Lighthouse. This historic building is looked after by The National Trust who, in the coming season, will be showing some exciting new displays, as well as opening Mrs Knott’s tearoom, named after the local family who for gen-erations manned the lighthouse - so after your walk you too will be able to get your strength back. The National Trust has asked the Kingsdown Conservation Group to canvas our local community for volunteers to help with these exciting developments. Facts & figures for groyne repair

at Kingsdown

The beach groyne repair works is carried out on an annual basis as this particular groyne field is getting close to

the end of its life span and we have to maintain more frequently as a consequence. The cost of these repairs for this financial year has arrived at 16K. Consequently the beach has changed significantly since the groynes were constructed in the early 60s and DDC are currently working with Halcrows (consultants) to produce a Project Appraisal Report, which is due to be completed this April and delivered to the Environment Agency. Furthermore, this will be submitted into the EA's Medium Term Plan for approval and providing the outcome measure is high enough, DDC may have a successful chance in obtaining further grant funding to help improve the coastline defence to Kingsdown. The report has identified the need for a new groyne field to be re-aligned and an extensive beach re-charge carried out from offshore.

The beach recycling works being carried out at the moment are part of a five year beach management plan in Kingsdown, whereby five lots of 120K have been approved to be allocated on a biannual basis. The last remaining batch of this funding is therefore due to be completed in the financial year of 2014/15, hence the need for this new PAR study to be delivered as previously stated. DDC actively monitor all its coastline and can carry out emergency repairs funded by the EA providing the works are protecting from the risk of coastal flooding.

KINGSDOWN CONSERVATION GROUP Some of you may remember a lecture last November about the flora and fauna of our local beach. Before that I had never realised there was so much biodiversity in such a small area. Kingsdown Conservation Group is now sug-gesting that an illustrated booklet on the local flora and fauna would be a great resource for families in the village and also for those who visit for holidays and weekends. Is there anyone willing to help gather and edit such material

with our advice and support? I know from my dog walking that there are plenty of keen birders out there, but if you think you are unable to write anything about your hobby, I commend to you any book on bird watching by Simon Barnes to get you started. It is obvious from the covers of Rural Roundup that there are many photogra-phers who could contribute some really exciting pictures and I am sure that families having fun in the rock pools could also make a contribution with their observations. Perhaps the school could help too. So to get started, we need people who enjoy the natural world to put forward their ideas and to indicate what special interest they may have to get the project moving. This could be the beginning of something really exciting – Kingsdown’s first coffee table publication!
