Thekwe – who bought a piece of land worth R350 000 in the Gelhoupark Extension 6 area – is having nightmares as she cannot proceed to construct the home of her dreams. Apparently, she says the land is not fit for such construction processes as it fails to meet the environmental standards expected of residential areas. “Last year, in January I appointed a contractor to build on the land. There is waste on the land and there are plastics and bottles so the contractor informed me that they cannot proceed with the construction process,” Thekwe told Leseding News. She purchased the residential land – number 2025 in Fairybell Cresecent – from its previous owner in April 2008. This was after the previous owner had purchased the land from the Rustenburg municipality. “They [the contractors] were only able to go two meters deep. They did not find natural soil. Instead they found waste products, metals and other projects that make it impossible to carry on with the building of the house. “I feel cheated because I was not made aware that the land was in such a state. If I had known I would not have made the purchase,” she explained. Last year, Thekwe raised her concerns to the municipality in a letter directed to Jan Pieters, Director: Planning and Human Settlement. “My family, and I are all under chronic medication and I am situated next to a (Medical Waste) contaminated site,” Thekwe wrote in a letter dated 30 April 2013. “I kindly request the whole site to be cleaned up or to be removed from the area, relocated to a new area which is convenient to me and my needs. “The RLM must embark on a contaminated site risk assessment, to quantify potential Human Health and Environmental Risks associated with the contaminated site and ensure the site is safe for proposed and existing use,” she added. Bogadi Thekwe (34) is pleading with the Rustenburg Local Municipality to resolve a long standing case that is now threatening to ruin her dreams of building her own house. The Baphalane chieftainship dispute, which has divided seven villages situated in the Moses Kotane Local Municipality for many years now, could be resolved by a ruling from the national structures of the ANC.On 6 May, high ranking provincial officials from local government and the ANC met with the elders and community members of the Baphalane tribe in Ramokoka Village in the latest effort to bring to finality this long-standing dispute. The meeting was attended by North West MEC for Local Government and Traditional Affairs, Manketsi Tlhape, Moses Kotane Local Municipality Mayor, Fetsang Mokati-Thebe, ANC chairperson in the North West Supra Mahumapelo. During the meeting, Kgosi Bosman Noah Ramokoka said a ruling on the dispute would be delivered by the national structures of the ANC. “There was a commission that was tasked to deal with this dispute and we have given our statement to the ANC leadership in the North West,” he said. “We must now all wait for a ruling to be delivered

by the ANC national structures to determine who the real boss (chief) is. This decision must be respected by all of us,” he said. In our 26 March edition, Leseding News reported how some sections of the Baphalane community members threaten to boycott this year’s elections over “the failure” by the North West leadership to resolve a traditional dispute regarding the heir to the chieftainship in the area. In an attempt to resolve the dispute, which has dragged on for around 20 years, the Mafeka commission was established by the North West government to conduct a probe.In February 2013, the commission closed its findings and ruled that Bosman Noah Ramokoka – who they claim is the rightful heir – be reinstated as chief of the tribe.Bosman was enthroned chief of the Baphalane in 1980 by the then Boputhatswana homeland government after the recommendations of the Van Zyl commission. However another commission (the Mabiletsa commission) was established shortly after 1994 to conduct yet another investigation into the

chieftainship dispute after some community members had raised their misgivings. This commission ruled against the Van Zyl commission, declaring August Rammalane Ramokoka, the son of Saltin Rammalane Ramokoka, as the rightful chief. Bosman was dethroned and there has been instability in the area since this decision was implemented. Efforts by the North West government to resolve the issue and bring normalcy to the area did not yield any fruit.

the area,” the municipality wrote to Thekwe, in a letter dated 10 May 2013. “The term contamination is a technical term, in this context it does not mean that the area contains medical it means that it contains material which is not supposed to be found in such an area (refuse). “It is clear from the reports that the area contains refuse which means that such refuse was dumped and buried there. “It is also clear that the affected areas are only affecting garage and servants’ rooms.” “…The municipality has offered to rehabilitate the area as per the engineers report and we see no reason for your proposed relocation. Kindly note that the area will be rehabilitated from as per the engineers report and no relocation will be entrained,” concludes the letter. However, the Bojanala District Municipality conceded that Thekwe’s rights were being violated – after a thorough assessment of the case. A memo from the District Municipality to Dr. Kido Mako [the then Rustenburg Municipal Manager] noted the “various types of waste materials inclusive of broken bottles, plastic, papers, boxes and many others were found to exist throughout the foundation area.” “Section 24 of the Constitution states that ‘every person has a right to have his environment protected for the benefit of present and future generations’ through reasonable legislative and other measures,” noted the memo. The matter is now being dealt with internally at the Rustenburg Local Municipality. “During the last meeting I had with officials from the Rustenburg Local Municipality on 5 April, I was informed that my case will be resolved after they had completed their internal processes,” Thekwe told Leseding News.

Born and raised in the GG area of Tlhabane, just outside the Rustenburg CBD, Thapelo is now a shining example to the other youths in the area that hard work pays off. After completing his matric at President Mangope Technical High School, Thapelo continued his studies at Orbit FET College. “During this time, I was already known for my dance skills. I was also a choreographer for Kwasa Kwasa Dancers, a dance group,” he revealed. Later, as he started maturing in the industry, Thapelo formed a live band that is becoming more and more popular because of their unique, Afro jazz fusion. The band’s debut album – “Mme Matswale” – was released in 2013, a culmination of a three-year project. “I have performed at a number of intimate events and clubs together with the band. Our first album was released through my own label, LMM Artistic Solutions,” he said. Thapelo and his band have performed at a number of intimate events and clubs around Tlhabane and other areas of the North West. South Africa’s attempts to drive down healthcare costs are unlikely to succeed in the short term due to the high number of referrals to specialists and hospitalisation which are a key cost driver for conditions like pneumonia and gastroenteritis. This is according to Dr Bobby Ramasia, Chief Principal Officer of Bonitas Medical Fund. The latest annual report published by the Council for Medical Schemes highlights hospital and specialist services as the two primary costs drivers. Payments for hospital services accounted for 36,7% of the total benefits paid to healthcare providers during 2012 while specialist fees accounted for a further 23,3%. Together payments to hospitals and specialists accounted for 60% of the total paid to healthcare providers and these costs are escalating at a rate of between 11% and 12% annually. Dr Ramasia was speaking at the inaugural Bonitas Medical Academy seminar held in Rustenburg last weekend. Attended by over 50 doctors, the two day session included practice sessions with peers as well as discussion on treatment innovations in gastroenteritis, pneumonia, anaphylactic shock, dislocated joints, circumcisions and other conditions. The seminar also held policy discussions around NHI and healthcare reforms and how they impact practice environments. “This is a perfect opportunity to bring together all the stakeholders in a partnership to benefit the community. The combined efforts between doctors and private healthcare service providers will provide much needed and holistic medical care in an appropriate setting for members of the community.”Private healthcare service providers including medical schemes have been blamed for the rocketing medical costs. Government’s ambitious intervention in the form of NHI is commendable

and already test sites have been established. The roll out is expected to be completed by 2025. Private healthcare providers and medical schemes in particular have moved in very quickly to identify areas where costs can be significantly reduced without compromising care delivery. “Adequate primary care through GPs is key to managing healthcare costs. The up-skilling of general practitioners so that they are equipped to perform relatively minor procedures in their rooms rather than referring these cases to specialists and hospitals will therefore have a significant impact on reducing health costs,” explained Dr Ramasia. Briefing the medical fraternity at the inaugural seminar, Dr Ramasia said, “A review of Bonitas’ claims data has shown that a large proportion of Bonitas’ hospital costs result from overnight admissions. Admissions for pneumonia and gastroenteritis in particular feature in the scheme’s top five admission categories and represent the top cost drivers.“These admissions could be avoided if GPs were educated on clinical guidelines and care pathways for the management of these conditions as outpatients,” he said. The need for additional clinical skills to deliver cost savings and improvements in the quality of care being provided by GPs has been highlighted by independent practitioner associations and healthcare professionals

Tebogo MagampaTo a person who does not know him, Tebogo Magampa just looks like any other ordinary person you would meet regularly in Tlhabane. Once you get to talk to him, however, you realize how the man has influenced the lives of some of the most prominent people in Rustenburg through his line of work. Tebogo is a mechanic who has made a name for himself in Tlhabane. Despite not owning a garage or conventional workshop, the man is proof that through hard work and sheer determination an individual can rise and conquer some of the toughest challenges that life can present. “I started fixing people’s cars around 14 years ago,” Tebogo told Leseding News. He operates on an area along Sechele Street, one of the busiest roads in Tlhabane. “I was taught to fix cars by Dilaza – an old man who has since passed on. All the knowledge that I have of fixing cars was gained through the experience that I have gained throughout all these years,” he revealed. “I enjoy my work. I can fix all types of cars,” he said, making a gesture with one of his spanners. Over the years, Tebogo has repaired the vehicles of some very influential people in Rustenburg. “I once fixed a taxi belonging to Matthews Wolmarans

(former mayor of Rustenburg). I have also attended to Mpho Khunou’s cars (current mayor of Rustenburg). “I do not see this as an achievement because I always strive to do my best, it does not matter who my customer is. However, it makes me happy that some of our leaders see the value of my work,” Tebogo explained. Tebogo said one of the challenges he is facing today – compared to the time he began his work – is a decline in the number of customers. “I used to have many clients, especially when I was in Morudi Street. These days, the situation has changed. Maybe things are getting tougher for people economically, I really do not know.” Born in Tlhabane, Tebogo encourages young people to stay away from activities that can destroy their future. “Drinking too much alcohol and taking drugs is never good, especially for young people. Young people should focus on positive activities that will build their lives,” he said. Tebogo is aiming towards owning a fully equipped workshop to enable him to service a larger number of clients. “I would like to own a workshop so that I can be more professional in my approach. This is my wish and something that I will strive to achieve,” he concluded.

Well done to Mrs Thea Steyn, who won a brand new Suzuki Alto during one of the highlights of the hugely successful Easter Golden Egg Hunt held at the Waterfall Mall. A huge number of people heeded government’s call to cast their vote by turning out in large numbers at various polling stations in Rustenburg and Brits. The offices of the Rustenburg Local Municipality in the area witnessed a very high turnout as people woke up early to exercise their right to vote.At some polling stations, however, there was a low turnout. Nkukise Primary School – located in the Fox Lake area – witnessed very few voters with a number of people choosing to stay at home. People interviewed by Leseding News said they did not experience any hassles or inconveniences during the voting process. “For me, the whole process lasted less then 15 minutes,” Emmanuel Solomon said, after casting his vote. “I am very happy. There was no problem. I live in Tlhabane and I have been voting since 1994,” he added.In Freedom Park, there was also a high turnout of voters with people turning up early and waiting patiently at the various polling stations for an opportunity to cast their vote. Among the scores of people who exercised their right to vote in this area were the Speaker of the Rustenburg Local Municipality, Boipelo Marekoa- Kodongo. During the run up to the elections the Speaker’s house was burnt down in an incident that the police believe was politically motivated. However, the incident did not deter Marekoa-Kodongo and other residents from across the political divide from taking part in the electoral process. In Brits, long queues were also at the order of the day. Both the police and the IEC confirmed that the voting process in all these areas ran smoothly without any major incidents. In a statement released during the voting process, the IEC chairperson Advocate Pansy

Tlakula pointed out that there was a huge voter turnout throughout most areas of the country. “The most pressing challenge we are facing at the moment is an extremely high turnout at voting stations - especially those in urban and metro areas where long queues continue to be experienced at a number of voting stations,” she said. “It should be remembered that we have the highest number of voters registered in South

Africa's history for this national and provincial election - 25.39 million. This is about 2.2 million more than were registered for the 2009 elections.While we have increased the number of voting stations since 2009 by over 10%, many of the additional voting stations were introduced in rural areas to decrease the distance which voters were required to travel to vote,” she added.

It has been 20 years of freedom since the first elections held in South Africa.

At the dawn of democracy, South Africans poured out in numbers to cast their votes on 27 April 1994. Decisions were made and questions were asked as to who was going to represent the country as the president. President Nelson Mandela became the first black president of the country. After so many years of struggle, South Africa is celebrating 20 years of freedom together with a generation that is energetic and has the courage to speak out about their country’s leadership. One of the born frees who was excited about the elections spoke out about her views. “I am very happy to vote for the party that I like. I am not satisfied about the service I receive from the government,” Palesa Radebe (19) said. She also added: “I would like to encourage the South African youth to be part of the next elections as it seems that most of the youth are not interest in elections. “They complain about services like water and electricity. However, voting is not about promoting individual parties but moving South Africa forward towards a better life for all.”

The Correctional Services Department said a higher number of inmates exercised their democratic right to vote during the just completed national and provincial elections, as compared to the previous polls five years ago. In the Limpopo, Mpumalanga and North West Region, 3072 inmates and 868 officials voted. “The voting process ran smoothly and safely in all 243 correctional centres,” the Correctional Services Department said in a statement. “Altogether, 18 811 inmates voted in correctional centres during the national and provincial elections, which is a 29.7% increase from the previous election. Inmates demonstrated enthusiasm for voting,” added the statement. The department attributes this increase to the dynamic changes in the inmate population and the success of the campaign for families to bring identity documents of inmates to the centres prior to the elections.Minister Sibusiso Ndebele welcomed the manner in which the IEC and Correctional Services managed the voting process in correctional centres and the levels of inmate enthusiasm and participation.“South Africa's democracy has come of age," said Minister Ndebele. “We have demonstrated to the world that democracy is entrenched as the people of South Africa, including inmates, are guarding and protecting the hard earned freedom and democracy by turning out in numbers to vote,” he added. However, two offenders were wrongly reported to be deceased by the IEC scanning machine while they turned up in person to vote. Both cases were referred to the IEC for handling as those offenders could not cast their vote. The matter was reported to the police for investigation.Minister Ndebele praised the IEC and correctional officials for delivering the best ever election support in correctional centres since inmates were allowed to vote inside correctional centres in 2004.

Platinum Stars coach Allan Freese is already looking beyond the 2013/14 season.

The Dikwena coach was recently spotted having a look at some of the players who are currently playing in the country’s third-tier football league. Freese – who has already indicated that he will seriously consider bolstering his squad during the off-season – was one of the spectators at Olympia Park during a recent match between Orbit FEC College and University of North West. Lower league football is fast becoming a catchment area for many clubs in the topflight league and has produced a number of players who have gone

on to make a name for themselves – some beyond the borders of the country.Freese – who has led Platinum Stars to an impressive season that has seen him winning the Telkom Knockout and the MTN8 title – might lose a number of his standout players during the next transfer window. Already, midfielder Mogakolodi Ngele is being monitored by Orlando Pirates while the likes of Lindokuhle Mbatha and Tshepo Gumede have also attracted the interest of the country’s big clubs.It is against such a background of events that Freese could be looking at the lower league to sign new players.“The Platinum Stars coach usually comes to our matches. When he does this you know that he is looking at the possibility of signing new players,” Kabelo Sibiya told Leseding News. “Some of our players also regularly train with Platinum Stars so that they are exposed to that level of football and also to be assessed by the coaches,” he added. “We have established a good working relationship with the coach and with Platinum Stars,” he added.

The prospect of losing players to topflight clubs (something that Orbit FET and other lower league clubs are getting used to) does not worry Sibiya.“Look, if our players get the opportunity to play for other clubs then we will be happy for them. Besides, we have also identified the players that we would like to rope into our team. “This is all part of football,” the Orbit FET coach explained. Sibiya also pointed out that his club is always exploring the possibility of signing new players so that they are not caught wanting when their own players are poached by rival clubs.“We always give players a chance to prove themselves so anyone with the kind of skill they believe will benefit us is always free to attend our training sessions,” he said.

It will be a hive of activity at the second annual edition of the exciting FNB Platinum Trail Run, which will be held on 25 May at Buffelsport.

Anita O’Brien is hoping for a successful title defence when she takes on other competitors who have registered to take part in the event. “Coming first at the 2013 FNB Platinum Trail Run was just a bonus as I enjoyed everything about this race last year,” said. O’Brien. “I love the fact that I can enjoy the day with the entire family. The route has spectacular views, and a little bit of everything from technical sections to climbing sections and single track sections. The FNB Platinum Trail Run is one of my favourite races,” she added. “I will do it every year. I am looking forward to doing the things that I love most, running trail and spending time with my family. My

goal will be to run a comfortable pace from start to finish”. O’Brien will face tough competition from top trail running stars such as Megan Mackenzie and Takalani Ndandani. In the men’s race reigning champion Thabang Madiba is sure to be out in front setting the pace.According to Nicola Collins, Event Manager, the exclusivity and terrain of the Platinum Trail Run are what define this event. “Runners can expect to run on some of the best trails that the area has to offer, which consist of a wide variety of terrain and spectacular views. “Each entrant will receive an awesome goody bag that will include an event t-shirt.
