My name is Ruud Wouters and I was born on December 09, 1978 in the city of Eindhoven, the Netherlands. I lived in the small Dutch town of Gerwen with my mother Truus, father Peter, and brother Frank. My primary education was at the local public school in Gerwen -St Clements primary school. Most of my time was spent playing soccer with my friends at the local soccer club RKGSV and spending time with my family. On Saturday mornings and school holidays I usually could be found working in the family business Smulders Staalwerken (Smulders Steel construction) doing various jobs and helping out wherever I was needed. After successfully completing my primary education, I moved on to get my secondary education at the Eckart College in Eindhoven. I graduated from here on June 22, 1995. I continued my post-secondary education at the MAS (Agricultural College) in Boxtel, where I took Environmental studies. After one year I decided to pursue a different career path. I enrolled in a Dutch government sponsored program to learn the basics skills needed for the Electrical trade in the Netherlands. After being enrolled in this program for one year, I passed the final exam on November 30, 1998. I obtained a job as an apprentice electrician at Contact Electrotechniek in Lieshout, the Netherlands on January 01, 1998. I continued to educate myself on the subject of Electrical Installations and enrolled in ROC Continued Studies in Eindhoven and passed my first Course on October 08, 1999 with an Assistant Electrician New Structure Installation certificate. While continuing to work at Contact, focusing on Industrial, agricultural, commercial and residential installation, I also studied at ROC in Eindhoven for the next 2 years. I passed my second Course and became an Electrician Heavy Duty Power Installations. My role at Contact during this period changed from being an Apprentice to a Lead Electrician. I worked independently installing and maintaining light and power installations for Industrial, Agricultural, Commercial and Residential. As well as supervising apprentice electricians, I continued my studies at ROC and passed my Master Electricians Heavy Duty Installations on January 21, 2003 I continued to work at Contact Elecktrotheniek and educate myself in the Electrical Technician Course. Regrettably, I did not complete this course due to the opportunity for me to move Canada in August 2005 I arrived in Canada on a travel and work visa and started working at Darlington’s Wiring and Plumbing in Wycome, Ontario. My role was an apprentice electrician concentrating on Residential and Agricultural installations. I worked for Darington’s for almost 2 years from August 2005 to August 2007. In this period I also passed my CFQ and received my red seal Electrical license. In September of 2007, I was ready for a new challenge and was given the opportunity to start working for Tiltran Services. This was a company in Tillsonburg, ON that specialized in installing and maintaining High Voltage Electrical Installations for Commercial Industrial and Utilities. At this company, I started out as an apprentice and worked my way up to becoming a Lead Electrician. Tiltran Services eventually became Ascent Solutions Inc. Due to the scale of projects that Ascent Solutions Inc., the company grew. As a result, I received the new position of Site Supervisor on July 08, 2013. Ascent’s business focus shifted and became more geared to the renewable industry as it was becoming a major player in the Ontario market. My position within the company changed to Manager of Site Supervisors on May 12, 2014. Unfortunately the nature of the renewable work puts a strain on family life, as you are constantly travelling. Therefore, in order to spent more time with my Spouse Melissa and my 2 boys Liam and

Introduction:

I would like to take the opportunity to introduce

myself.

My name is Ruud Wouters and I was born on

December 09, 1978 in the city of Eindhoven, the

Netherlands.

I lived in the small Dutch town of Gerwen with my

mother Truus, father Peter, and brother Frank.

My primary education was at the local public school

in Gerwen -St Clements primary school. Most of my

time was spent playing soccer with my friends at

the local soccer club RKGSV and spending time with

my family. On Saturday mornings and school

holidays I usually could be found working in the

family business Smulders Staalwerken (Smulders

Steel construction) doing various jobs and helping

out wherever I was needed.

After successfully completing my primary

education, I moved on to get my secondary

education at the Eckart College in Eindhoven. I

graduated from here on June 22, 1995.

I continued my post-secondary education at the

MAS (Agricultural College) in Boxtel, where I took

Environmental studies. After one year I decided to

pursue a different career path.

I enrolled in a Dutch government sponsored

program to learn the basics skills needed for the

Electrical trade in the Netherlands. After being

enrolled in this program for one year, I passed the

final exam on November 30, 1998.

I obtained a job as an apprentice electrician at

Contact Electrotechniek in Lieshout, the

Netherlands on January 01, 1998.

I continued to educate myself on the subject of

Electrical Installations and enrolled in ROC

Continued Studies in Eindhoven and passed my first

Course on October 08, 1999 with an Assistant

Electrician New Structure Installation certificate.

While continuing to work at Contact, focusing on

Industrial, agricultural, commercial and residential

installation, I also studied at ROC in Eindhoven for

the next 2 years. I passed my second Course and

became an Electrician Heavy Duty Power

Installations.

My role at Contact during this period changed from

being an Apprentice to a Lead Electrician. I worked

independently installing and maintaining light and

power installations for Industrial, Agricultural,

Commercial and Residential. As well as supervising

apprentice electricians, I continued my studies at

ROC and passed my Master Electricians Heavy Duty

Installations on January 21, 2003

I continued to work at Contact Elecktrotheniek and

educate myself in the Electrical Technician Course.

Regrettably, I did not complete this course due to

the opportunity for me to move Canada in August

2005

I arrived in Canada on a travel and work visa and

started working at Darlington’s Wiring and

Plumbing in Wycome, Ontario. My role was an

apprentice electrician concentrating on Residential

and Agricultural installations. I worked for

Darington’s for almost 2 years from August 2005 to

August 2007. In this period I also passed my CFQ

and received my red seal Electrical license.

In September of 2007, I was ready for a new

challenge and was given the opportunity to start

working for Tiltran Services. This was a company in

Tillsonburg, ON that specialized in installing and

maintaining High Voltage Electrical Installations for

Commercial Industrial and Utilities. At this

company, I started out as an apprentice and

worked my way up to becoming a Lead Electrician.

Tiltran Services eventually became Ascent Solutions

Inc.

Due to the scale of projects that Ascent Solutions

Inc., the company grew. As a result, I received the

new position of Site Supervisor on July 08, 2013.

Ascent’s business focus shifted and became more

geared to the renewable industry as it was

becoming a major player in the Ontario market.

My position within the company changed to

Manager of Site Supervisors on May 12, 2014.

Unfortunately the nature of the renewable work

puts a strain on family life, as you are constantly

travelling. Therefore, in order to spent more time

with my Spouse Melissa and my 2 boys Liam and

Reid I shifted my career focus. I decided to pursue

a career in Project Management.

That’s when I decided to enrolled in a 6 month

accelerated Project Management course at

Western University Continued Studies. I passed the

course in June 03, 2014 and had the opportunity to

move into a Project Manager role at Ascent

Solutions Inc. (formerly know at Tiltran Services).

In 2015, Ascent decided to shift their focus from the

renewable sector to their core competencies. This

meant that my position within the company

changed from Project Manager to Manager

Operations, Construction which is the position I

currently hold. In an effort to improve on my skills,

I feel that I need to continue my studies at Western

and pursue a CIM designation as a certified

manager. Consequently, I have been enrolled in all

of the courses to date and will continue with the

courses until I have completed all requisites.

are build out of brick and concrete.

That means that all the electrical

conduits for the second floor have to

be install in the floor before its being

poured. All electrical wiring is

installed in conduit.

is de Van Eerd Familie who owns a

super market chain know by the name of Jumbo.

Most of their store are located in the southern part in Holland.

As an electrician working for Contact

we were responsible of ensuring that

their electrical systems where in order and respond to electrical problems.

In 2001 Jumbo stared actively

expanding their reach through the rest

of Holland.

And we as electricians where

responsible for bring the acquired locations up to their electrical standards

These picture show the importance of the display lighting.

3-5-2 Lederland: (Leather Land)

Lederland Is a chain of stores that specializes in high-end leather furniture.

Lederland was also aggressively growing there business

in the time I was working for Contact electrotechniek

with opening a various new store throughout Holland.

Because Lederland is in the retail business there’s a high emphasize on display lighting.

Our jobs included bring the existing locations of

Lederland up to Dutch electrical code and maintain the electrical systems.

At new locations work with the designer and costumers

to install the electrical systems to their specifications

The Area in Holland where I grew up

is the southern part this area is very

5: My Career in Canada

5-1: Darlingtons Wiring and Plumbing

In January of 2005 my paperwork from the Embassy of Canada in Germany came in what gave me the opportunity to move to Canada on a Travel and work visa.

I moved to Canada August 2005 to

live with my than girlfriend and find

work in the Electrical Industry.

I was hired by Darlington wiring and

Plumbing out of Wyecombe a small town in Norfolk County.

I started out as an apprentice and

started working on obtaining my Red

Seal designation Darlington’s

primary focus is on Residential, new

construction with in Norfolk County

Delhi, Simcoe, Waterford and Tillsonburg.

Also would we do work for locale farmers primarily Tabaco farms.

I enjoyed working at Darlington

because it was my first introduction

to how electricity is install in Canada

and I quickly found out that there

are significant differences between

what I was used to and how electricity is installed in Canada.

During this period I also obtained my

permeated resident status for

Canada and obtained my Read Seal

and became a licensed electrician

within Canada.

After a period of two year I decided that I wanted to move on to more interesting work and in the hope to move up on the cooperate ladder.

I applied for a job at Tiltran Services in Tillsonburg, a company that specializes in High voltage electrical installations.

7-1 Tilltran services/ Ascent Sollutions Inc.

7-1-1 Electrician I started working at Tilltran services in September 0f 2007 is was hired as a licensed electrician my duties were:

- Constructing and maintaining costumer owned electrical substations

- Working independely or supervising others primarily apprentices

- Read and understand electrical and construction drawings.

- Communicate with the project manager on the status of the projects

- Completing projects on time and on schedule

- Be a point of contact for costumers, subcontractors and local utilities - Ensuring that the work is done safely and to Tilltran standards

The first year at Tiltran I mainly traveled with experience lead electricians to get an idea what the jobs intail and get experience.

High Voltage electricity installations are completely different from Low voltage installations

The first job I did on my own was: Arthur wind Farm

This job was the installation of 5 wind turbines just out site of the town of Arthur.

Tilltran job scope:

- Install the 44 kV substation to feed into the Hydro one grid

- Install the concrete pads for the LV outdoor switch gear

- Install the vaults for Transformers

- Install and commission the LV switch gear

- Install and commission the Transformers

- Install the HV Cables Between Transformers and substation

- Install the HV cables between Costumer owned substation and Hydro one grid

- Install LV cables between LV gear and Main breaker in the turbine

7-1-2 Site Supervisor As Tiltran started to gear itself more to the renewable sector it got bought out by the city of st Thomas and the name changed to Ascent Solutions Inc.

Ascent decided to take on the biggest job they ever did together with Borea called the Varna wind project.

Ascent was to build three substations and the transmission lines that were needed to connect to the

Hydro one grid for Borea one of them being the biggest privately owned in Canada.

Due to the scope of work my title changed from Electrician to Site supervisor and was in charge of the Bluewater substation and Seaford switchyard

Scope:

To supply all the labour products, tools, machinery and construction equipment required for

the complete execution of the 115 kV Collection Station (Substation) and Sw itchyard and

115kV single line Transmission line for the above-captioned project.

Work. w ill be performed in accordance w ith all the w ork, requirements, specif ications prepared by

NextEra Energy and their consultants w ithout exclusion and not limited to the follow ing sections:

• All discrepancies betw een the RFP and the BOP agreement, the BOP agreement w ill govern.

• Work shall be performed in accordance w ith the w ork, requirements

and specif ications described in the RFP documents w ithout exclusion

unless there is a specif ic mention in this letter.
