Newsletter on Station Development
Dear Patrons,
‘Transformation of Indian Railways’ is a case study in itself. It includes modification in policies, processes, structures and culture with an aim to make it more people-centric. Indian Railways is one of the very
important engine of economic growth of our country. Indian Railway is set to progress towards a modern,
efficient, digitized network and also world class railway stations. IRSDC is spearheading the task of
upgradation of existing/new railway stations into par excellence city centre rail malls having best of passenger
amenities.
September month had highlights which made the ‘Station Re/development Program’ much more robust. In view of the priority accorded by the GoI to Station Redevelopment program, Hon’ble Minister for Railways reviewed the progress and way forward in Station Redevelopment on September 10, 2020 and shared his
vision for expediting the progress. Hon’ble MR appreciated the efforts made by IRSDC for the progress made in the projects.
With regard to CSMT redevelopment project, a Joint International Press Conference was held at National
Media Centre, PIB, New Delhi and was chaired by Chairman & CEO, Railway Board and CEO, Niti Aayog on 17
September 2020. Media organizations attended in virtual mode also. A Pre-bid meeting regarding CSMT
redevelopment was held on 25 September 2020 and the same was chaired by Chairman & CEO, Railway
Board and CEO, Niti Aayog. In total 43 prospective bidders attended the Pre-bid, which included JKB
Infrastructure, Tata Projects, Developer Group, Thoth Infrastructure, Adani Group, Bharti Reality, Larsen
&Tubro, Essel Group, Mitsui & Co. etc.
In another positive development, Delhi Development Authority (DDA) and IRSDC join hands to formulate a
policy for Master Plan of Delhi 2021 to operationalize TOD Policy for MRTS stations in Delhi. All the three
agencies dealing with the MRTS i.e., Railways, DMRC and NCRTC including Transport Department of Delhi
Government have shared their views on making it a comprehensive policy. This issue covers part of the report
with few case studies by DMRC on Metro Stations, NCRTC on RRTS and IRSDC on Railway Stations.
IRSDC also undertook many outreach activities wherein we interacted with the industry stakeholders and
apprised them about the current and upcoming station redevelopment projects and our area of expertise.

CHHATRAPATI SHIVAJI MAHARAJ TERMINUS (CSMT)
Pre-bid Meeting conducted regarding CSMT Railway Station redevelopment project
CEO, Niti Aayog and Chairman & CEO, Railway Board chaired the Pre-bid meeting of CSMT
project on 25 September, 2020 via digital platform. Member (Infrastructure), Railway Board,
GM, Central Railway and GM, Northern Railways also attended the virtual meeting. The Pre-
bid meeting held today received huge response from industry representatives, developers &
fund houses and lot of queries were answered regarding this one of a kind investment
opportunity.
The Pre-bid meeting was attended by about 43 prospective bidders, including developers
namely Adani Group, Tata Projects Ltd., Eldeco, GMR Group, JKB Infrastructure Pvt. Ltd, SNCF
Hubs & Connexions, I Squared Capital, Kalpataru Power Transmission Ltd., Ace Urban
developers, GR Infrastructure, Essel Group, Larsen & Toubro; architects namely BDP
Singapore, Hafeez Contractor, AECOM; Fund houses namely Anchorage Infrastructure
Investment Holdings Ltd., Brookfield and consultancy firms namely JLL, Boston Consultancy
Group, KPMG, PwC India, EY and embassies namely British High Commission. Invest India set
up by DPIIT which is the National Investment Promotion and Facilitation Agency that helps
investors looking for investment opportunities and options in India also attended.

Pre-bid Meeting conducted regarding CSMT Railway Station redevelopment project
CSMT is a historic and UNESCO World Heritage site located in the heart of Mumbai city. The
redevelopment plan encapsulates integration of various modes to make this railway station a
multimodal transport hub as per the vision of Hon’ble PM of India. It will include segregation of arrival and departure, divyang friendly station, better level of services for passengers,
energy efficient building and restoring the heritage site as per its 1930 levels. The CSMT
railway station will function like a city centre rail mall where in addition to a passenger’s transportation needs, his daily needs are also fulfilled, like- Retail, F&B, Entertainment,
Souvenir shopping. The aim is that most of his daily needs are catered to by visiting the
railway station thus avoiding unnecessary travel within the city.
The infrastructure at the redeveloped station is envisaged in such a manner that it promotes
seamless integration from one mode to another mode. Upon redevelopment, it will provide
multiple access points to passengers for easy commute and also a direct linkage between
suburban railway, harbour line, long distance, Metro rail and commercial development. This
will help in reducing the congestion while enjoying the enhanced heritage structure. Efforts
would also be made to integrate the last mile connectivity so that passengers can be
provided end-to-end solutions.
Request for Qualification (RFQ) for redevelopment of Chhatrapati Shivaji Maharaj Terminus
(Mumbai) on PPP has been invited by IRSDC vide NIT published on 20.08.2020. The RFQ
document can be accessed on: http://irsdc.enivida.com/. The Applications due date is
19.11.2020. During the Pre-bid meeting, it was highlighted that at the RFQ stage the
applicants would need to fulfil only the financial criteria that is minimum net worth (for
developers) or minimum ACI (for funds) and the technical eligibility criteria has been
dispensed with.
The CSMT project cost is of Rs. 1642 crore and the cost of Real estate is Rs. 1433 crores. The
total real estate BUA is 25 lac sq. ft. at CSMT, Wadi Bunder and Byculla. The construction
period is of 4 years. The selected bidder at the RFP stage shall take up the redevelopment of
the Railway station and commercial development of the surrounding railway land on
leasehold basis for 60 years for commercial development and upto 99 years for residential
development on selected plots, along with operation and maintenance of the station for 60
years on concession basis.

DDA and IRSDC join hands to formulate a policy for Master Plan of Delhi 2021
to operationalize TOD policy for MRTS stations
DDA formulated a group under the Convenor-ship of MD & CEO, IRSDC with Chief
Architects of DMRC and NCRTC as Members to draw a draft policy/guideline to
operationalise the TOD Policy for MRTS Stations based on 2-3 case-studies by DMRC and
NCRTC.

The Group has drafted its recommendations suggesting the amendments/additions only
to the paras/clauses of Master Plan for Delhi 2021,which are not in compliance with
provisions of Central Govt. Acts, approvals of Union Cabinet and Central Government
Policies.
Summary of recommendations of Committee:
Different TOD frameworks have to be applied to Railways and MRTS/ RRTS even though
both are rail-based infrastructure projects. Entire development in Railway land would be
covered under the Railways Act’ 1989 whereas commercial development in RRTS/ MRTS projects would be under the local by-laws but with certain special considerations/
relaxations.
RRTS and Metro stations are mostly elevated/ underground with a minimum possible
footprint on the ground and having a ground coverage of 90-100% for the operational
structure itself. Property development for RRTS/ MRTS Stations/ depots has to be viewed
entirely differently from other land owning entities, as they are essentially generating
land above ground/below ground for property development.

Development Controls for Metro / RRTS Stations/ Terminals/ Depots:
Metro/RRTS Stations/ Terminals/ Depots along with property development (composite
development) up to a maximum area of 3.0 ha shall be permitted in all Use zones, except in
Regional Park/ Ridge Use Zone, Lutyens’ Bungalow Zone and Heritage Zones. This enabling provision of property development would have the following broad development controls:
• Mixed-use development up to 200 FAR with zero setbacks on ROW >15m with public pedestrian passages at every 100m c/c on the length of plot, shall be applicable on the
entire MRTS/RRTS station/Terminal/ depot land with no height restrictions, and subject
to approval of the statutory bodies such as ASI, Airport Authority, DUAC etc.
• Full plot area (including entire Metro/RRTS station area land/depot land) to be considered for the calculation of total FAR permissible.
• Operational structures as defined (by MOHUA) under para 12.17 of MPD-2021, shall not be counted towards FAR consumed.
• Construction of structure above the platform over the footprint of the Metro/RRTS station shall also be treated as part of the operational structure of the Metro/RRTS
station.

• For all Metro Railway/ RRTS stations/ Terminals/ depot lands having standalone development on area of more than 3 Ha, the policies and guidelines issued by the Central
Government w.r.t. TOD and adoption of VCF framework are to be adhered to and
DMRC/NCRTC shall obtain approval of all the concerned local bodies/ agencies.
• For all Metro/ RRTS stations/ Terminals, the provisions for Multi-modal Integration (MMI) are to be made, and the same shall be counted towards the parking requirement
of 0.75 ECS per 100 sq.m. for the commercial development.( To be Continued)

MOU signing between IRSDC and CII-IGBC (Indian Green Building Council)
The MOU will facilitate implementation of ‘Green concepts’ at all new railway stations & also the existing ones under redevelopment. It also entails capacity building of IRSDC staff on
green building norms.
Development of ‘Unique Rating System’ for Station Redevelopment Projects aligned with Government of India’s initiatives - ‘Aatmanirbhar Bharat’ and ‘Make in India’ is another objective of the MOU.

KSR Bengaluru Railway Station becomes ISO 14001:2015 certified. The certification puts on
record that the environmental management system is in place at the station. It helps
organizations improve their environmental performance through more efficient use of
resources and reduction of waste, gaining a competitive advantage and the trust of
stakeholders.
