All courses in this programme are free to attend for

Council staff and most partner agencies in the borough

(please check with your manager if you are unsure

whether you will be charged).

However if you book a place and do not attend or

if you cancel your place with less than ten working

days notice a charge of £150 per day pro rata will

be applied. Please note that your manager will be

notified of any cancellation or non-attendance. The late

cancellation fee will not be charged if your department

provides an alternative suitable delegate.

Who is it for?All staff who work with adults in the Royal Borough and have not yet attended a course on safeguarding adults.

This includes staff from local authority social care services, health, the police, housing, voluntary, independent sector,

advice agencies, managers and deputies of supported people housing.

If you have attended this course within the last two years and would like a refresher, please look at the half-day refresher

course on the next page.

AimsThis one-day course will give staff working in a wide variety of settings the opportunity to come together and:

• develop skills in recognising the abuse of vulnerable adults

• learn about the City of Westminster and the Royal Borough of Kensington and Chelsea Multi-Agency Policy

and Procedures to Safeguard Vulnerable Adults.

Course objectivesAt the end of the training you will:

• be able to define abuse and identify a vulnerable adult

• be able to identify that a vulnerable adult is being abused or exploited

• know what to do and who to talk to if you have a concern

• examine the difficulties in reporting and issues around whistle blowing

• understand the legislative framework relating to safeguarding vulnerable adults, affecting choice, capacity

and decision making

• understand the roles and responsibilities within the investigation process

• understand in what circumstances they may be requested to carry out an investigation and their reporting

Previous training requiredAll attendees must have previously completed the Awareness, Recognition and Referral course (or a comparable full-day course on recognising abuse) within the last two years. We would also recommend that attendees complete Safeguarding Adults: Assessing the Alert before taking this course.

AimsThere is no specific piece of safeguarding adults’ legislation that provides a framework for taking action to protect vulnerable adults from abuse. The law is fragmented and difficult to use. Applicable legal avenues are contained in a wide range of legislation including criminal law, civil law and legislation that define duties, powers or obligations on authorities for the assessment and provision of services to vulnerable adults.

Course objectivesThe course will enable participants to:

• gain a legal perspective on their work in safeguarding adults in order to enhance understanding of their role• consider the range of law relevant to safeguarding adults

The course will provide an overview of

• Department of Health policy• community care legislation• decision making capacity• interventions including the Mental Health Act 1983 and the National Assistance Act 1948• criminal justice and vulnerable adults• civil torts• restraint and physical interventions• human rights issues

Who is it for? This advanced course is aimed at professionals who are likely to have a deeper involvement in an investigation, whether

criminal or non-criminal and therefore require a better understanding of the more complex processes and legislation

involved with their professional role.

Previous training requiredAll attendees must have previously completed the Awareness, Recognition and Referral course (or a comparable

full-day course on recognising abuse) within the last two years. We would also recommend that attendees complete

Safeguarding Adults: Assessing the Alert and Safeguarding Adults from Financial and Material Abuse (Introductory)

before taking this course.

AimsTo enable staff who are likely to be involved in criminal/non-criminal investigations to feel more confident and

empowered in their response to concerns and reports of financial/material abuse within the context of the Multi-Agency

Safeguarding Adults Protection Protocol.

Course objectivesBy the end of the course participants will:

• be able to competently identify where appropriate legislation and procedures can be utilised to respond appropriately

to financial/material abuse concerns

• understand the principles and terminology that apply to issues of capacity, consent and competency at all stages

within a multi-agency investigation

• have explored and understood ways to investigate financial/material abuse to a more satisfactory conclusion

• be more empowered and confident in the use of the safeguarding procedures particularly when investigating

financial/material abuse concerns and/or allegations

Who is it for? This course is for social workers, senior social workers and team managers employed by the Royal Borough of Kensington and Chelsea, and Central and North West London NHS Foundation Trust (CNWL) and senior staff working in health.

Previous training requiredAll attendees must have previously completed the Awareness, Recognition and Referral (or a comparable full-day course on recognising abuse) within the last two years. We would also recommend that attendees complete Safeguarding Adults: Assessing the Alert before taking this course.

AimsTo enable participants to develop their skills in conducting investigations into allegation or suspicions of adult abuse. The course will address multi-agency investigations addressing both when the alleged victim has capacity or lacks capacity around issues of the alleged abuse.

The course will focus on developing interviewing skills and learners will be expected to participate in role play in small groups.

Course objectivesBy the end of the course participants will have:

AimsTo provide a one-day course focusing on the outcomes of safeguarding investigations and the impact this will have

on alleged victims of abuse.

Course objectivesBy the end of the course participants will have:

• an understanding of the interface between risk assessment and protection plans

• knowledge of what resources are available to support victims of abuse locally

• an understanding of the importance of the service user contributing to their protection plan

• an understanding of the importance of the partnership working between investigators and the contract

or commissioning unit

• clarity about what should be included in the protection plan

• an understanding of the importance of reviewing protection plans

Safeguarding Adults: Assessing the Alert before taking this course.

AimsThis one-day course will enable participants to develop their skills in managing the safeguarding adults’ investigation

process and develop skills in chairing safeguarding strategy meetings and case conferences.

Course objectives By the end of the course participants will have:

• an understanding of the legal context of the safeguarding adults work

• knowledge about the purpose of a strategy meeting and case conference

• learnt how to prepare information and oneself for a strategy meeting and case conference

• learnt how to support workers attending strategy meetings and case conferences

• considered the issues surrounding information sharing and confidentiality

• understood the importance of engaging service users in case conferences

• understood how to prepare services to engage in case conferences

• a clear understanding about how to chair a strategy meeting and case conference

• considered the importance of risk assessment at the case conference and protection plan

Who is it for? This course is for social workers, senior social workers and team managers in the Royal Borough and health, and social

provision settings.

Previous training requiredAll attendees must have previously completed the Awareness, Recognition and Referral course (or a comparable

full-day course on recognising abuse) within the last two years. Attendees should also have attended Safeguarding

Adults: Assessing the Alert, Safeguarding Adults: Investigating Adult Abuse and Safeguarding Adults Managers course

and will have a sound knowledge of the issues of safeguarding vulnerable adults.

AimsTo provide a one-day course which, will enable participants to develop their skills in chairing safeguarding meetings

in line with Kensington and Chelsea Multi-Agency Policy and Procedures.

This is a very practice-based course so learners will be expected to engage in group discussion, practical exercises

(to be carried out in pairs and small groups) and may include some role play.

Abuse is a very emotive issue and some participants may find the subject matter difficult. Ground rules will be set

to help learners feel safe and supported.

Course objectivesBy the end of the course participants will have:

• knowledge about the purpose of a strategy meeting and case conference

• knowledge about what information is needed for those meetings

• learnt how to prepare information and oneself when chairing

• considered the issues surrounding information sharing and confidentiality

• understood the importance of engaging service users in case conferences

Who is it for? This course is suitable for all managers and senior staff from service providers providing a service within the Royal

Borough.

Previous training requiredAll attendees must have previously completed the Awareness, Recognition and Referral course (or a comparable

full-day course on recognising abuse) within the last two years. We would also recommend that attendees complete

Safeguarding Adults: Assessing the Alert before taking this course.

AimsRecognising, reporting and recording are a very important part of safeguarding adults. It is crucial that staff are able to

recognise suspected abuse, record accurately what they have heard, seen or suspect and complete witness statements.

Managers of provider services need to be aware of their legal and regulatory responsibilities in line with the Multi-

Agency Safeguarding Adult procedures and be clear when and how to report to the appropriate team as the responsible

individual.

Course objectivesBy the end of the course participants will have:

• a clear understanding of their responsibilities as employers under the Vulnerable Group Act 2006

• an update in the piecemeal legislation used to safeguard vulnerable adults

• become familiar with local authority interagency policy for safeguarding vulnerable adults

• a good working knowledge of what constitutes good practice including ensuring clear witness statements are

taken from the alerter

• a clear understanding of their role in the interagency policy and procedures for safeguarding vulnerable adults.

Facilitator profiles

Annie Zlotnick, Independent TrainerAnnie has trained extensively in the area of adult abuse and has a background in both field and residential settings.

She has specialised in areas of abuse, protection, law and mental incapacity.

Lin Cross, Independent Consultant/Trainer MA Disability StudiesLin is a national consultant and trainer in safeguarding adults. She designs and delivers multi-agency training in child

and vulnerable adult abuse with the police, social care services, care standards, CPS lawyers and managers. She also

acts as a consultant for complex cases and legislation. She works as a consultant for multi-agency adult protection

policies and is a speaker at international and national law enforcement conferences.

Belinda Oates, Independent TrainerBelinda has managed multi-disciplinary assessment and review teams and has taken a lead on safeguarding adults

development and practice. She presents a number of different levels of safeguarding courses from the basic awareness

to the more complicated chairing and investigating, and provides advice and support to organisations in their

development within this area of work.

While Belinda’s main passion and expertise lies in safeguarding adults work, her years of experience as a local authority

manager mean her skills and abilities are a mixture of direct experience, theoretical understanding and consultancy

expertise in the field of social care practice.

Michael Mandelstam, Independent Legal TrainerMichael provides training to local authorities on legal aspects of safeguarding adults. He also provides legal training

on areas such as community care, personalisation and risk, community equipment and home adaptations and

manual handling. He has been providing such training for 12 years. Previous to that he worked in the Social Services

Inspectorate at the Department of Health, and, before that, at the Disabled Living Foundation.

He has written a number of legal books including Safeguarding Vulnerable Adults and the Law (2008) and Community Care Practice and the Law (4th edition, 2008).
