The Port of Singapore is the busiest port in the world in terms of vessel arrival tonnage, and is one of the world’s top bunkering hubs. To keep up with Singapore’s thriving maritime industry, the Certificate of Competency (Special Limit) Programme has been initiated to train seafarers in the fields of navigation and marine engineering in bunker tanker and passenger vessel operations, with the opportunity of securing employment even before their training commences. Ships plying the Special Limit sail up to 30 nautical miles off Singapore waters. With this flexibility of shorter voyages, seafarers can look forward to staying closer to home and their loved ones. Pre-Requisites • Singapore or Permanent Resident (PR)

• Be physically fit

• For males, must have completed National Service

• Good visual acuity of at least 6/60, with no colour blindness

Programme Introduction

The programme covers both theoretical and practical seamanship training, vessel/engine handling as well as survival techniques, to equip trainees with the necessary competencies to perform ship-handling duties Upon completing the programme, officers are qualified to operate on vessels which sail up to 30 nautical miles off Singapore waters as a: • Deck Officer (Special Limit) • Marine Engineer Officer (Special Limit)

Training Structure

Phase 1 Pre-sea training at SMA 4.5 months

Phase 2 OJT on ship (sea service) 13 months

Phase 3 Exam preparation at SMA 5.5 months

Phase 4 Specialisation training 1.5 months

Total 24.5 months

Duties & Responsibilities

• Safe navigation of ship

• Oversee and manage cargo operations

• Allocate duties for vessel maintenance

• Observe national and international codes of conduct in governing sea transportation

Deck Officer(Special Limit)

This programme targets applicants with at least GCE ‘N’ Level credits in Mathematics, Science and English (or the equivalent Workplace Literacy Level 5, WPL5)

Training Structure

Phase 1 Pre-sea training at SMA 6 months

Phase 2 OJT on ship (sea service) 6 months

Phase 3 Exam preparation at SMA 2 months

Total 14 months

Duties & Responsibilities

Operate and maintain all engineering equipment on vessel

Ensure smooth running of vessel systems

Determine consumables required for voyages

Marine Engineer (Special Limit)

This programme targets applicants with at least a NITEC in an Engineering field.
