Urban Farming 2013 Annual Report (1:07:42 PM)

Ms. Julie Peck-Dabling, Manager, Open Space and Urban Farming Program, delivered a PowerPoint presentation on the Salt Lake County Urban Farming Program. The presentation covered such topics as the growing interest in local food, regional distributors, the Farm to School program, community and school gardens, family food production, and urban farming partners. Since 2010, the County has taken underutilized land and leased it for commercial farming, and developed community gardens. The program has been very successful because Utah has a high interest in local food. The County currently has four community gardens

in Millcreek, Magna, South Salt Lake, and West Valley City. Cumulatively, they have produced about 4,700 pounds of produce, which is shared with the community and families.

Mr. Eric Peterson, Assistant Director, Environmental Health Division, stated the Environmental Health building located in Murray has had a community garden for five years. Most turf grass has been removed to make way for garden space on which to grow vegetables. The facility also has a composting operation. Children from the local elementary school plant and harvest the crops. Last year the garden yielded 104 pounds of produce, most of which went back to the students and their families. Cost saving measures undertaken include utilizing water shares on the property, installing LED lighting on the grounds, and using raptors for mice control rather than pesticides.

Ms. Supreet Gill, Farm to School Program Manager, updated the Council on the progress of the Farm to School program. The program received a grant from the Utah Department of Health to implement nutrition education in three schools in the Jordan School District. The County also created programs to facilitate relationships between local farmers and school districts. Some of the students had never tasted fresh fruit. The school principal was so impressed with the program, she asked that a similar program be developed for the parents.

Mr. Matt Dumont, Captain, Jail Programs Division, reviewed the following highlights from the jail gardening program:

Grew over 10,000 pounds of fresh produce from seed Provided public garden tours Prisoners provided over 40,000 hours of labor Participated in first ever Winter Farmers Market, sponsored by the Downtown Alliance Earned over $30,000 in revenue at the Downtown Farmers Market in Pioneer Park Grew and donated over 600 pumpkins for students at the Hartvigsen School, Utah

Schools for the Deaf and Blind, and the Family Support Center’s LifeStart Village Donated over 700 pounds of fresh produce to the Utah Food Bank Had 95 prisoners participate in the program, 89 of which completed the Excellence in

Gardening program

Ms. Gill stated the refugee gardening program, New Roots, provides 210 families access to community garden plots. It was incubated in Salt Lake County for three years, and transitioned to the International Rescue Committee (IRC) at the end of 2013. The IRC also operates the Micro-Training Farm program, which provides training, resources, and support to 35 individuals from 19 households to teach commercial farming in the U.S. The produce grown at the farm is sold at a farm stand, which caters predominately to low income and refugee clients, plus 10 restaurants. This program earned $23,000 in 2013.

Council Member Snelgrove stated the County will have several urban regional parks come online in the next few years. Planting low maintenance fruit trees would be another way to produce fresh food. It was a conceptual idea, but he wanted to know if the County could handle the distribution process.

Ms. Peck-Dabling stated yes. The County can go through a non-profit called Three Squares, which will get the produce to disadvantaged people.

Ms. Gill stated the County is also doing research on food hubs in order to help medium-sized producers with distribution.

Council Member Snelgrove stated he will pursue this concept with his Council colleagues to see if urban orchards, along with urban farms, are something the County could do.

Zoo, Arts & Parks Tier II Program Funding (9:09:02 AM)

Mr. Bill Applegarth, Chair, Zoo, Arts & Parks Tier II Advisory Board, stated the Zoo, Arts & Parks Tier II Advisory Board received 145 applications, requesting $2.7 million. Twenty-eight organizations applied for over $15,000, seven of which were new applicants. Then, five groups withdrew their applications, and there were no appeals. One organization moved from Tier I to Tier II. He reviewed the following recommendations of the Zoo, Arts & Parks Tier II Advisory Board for ZAP funding:

The Board recommended denial of the applications from Disaster Safety Museum, Madeleine Choir School, and Olive Osmond Hearing Fund.

If revenues do not meet projections and come in less than the total recommended, each awardee would be decreased a prorated amount.

Council Member Snelgrove stated the ZAP dollars are generated by taxpayers in Salt Lake County. He asked why organizations not located in Salt Lake County were receiving ZAP funds.

Ms. Victoria Panella Bourns, Program Manager, Zoo, Arts and Parks (ZAP), stated the organizations receiving funds must spend those funds in the County. The Board looks at what an organization is doing to benefit Salt Lake County.

Council Member Jensen asked what organization came down from Tier I.

Ms. Bourns stated Kingsbury Hall came down from Tier I and Art Access went up to Tier I.

Salt Lake County Health Department

Requests an interim budget adjustment in order to combine two Office Specialist FTE positions to form a new Chronic Disease Epidemiologist position. This will decrease the budget by $907.

During the October 28, 2014, Committee of the Whole meeting, Mayor Ben McAdams recommended the following 2015 employee compensation and benefits:

Compensation- Overall merit increase of 2.75 percent for those meeting expectations

Benefits- Retirement rate proposed by State- 20 percent discount card

Medical- 5 percent increase for medical

Mr. David Delquadro, Chief Financial Manager, Council Officer, stated in 2013 the Council adopted a policy to create a common evaluation date for all merit employees. All merit increases will be effective January 1, 2015, not on the employees’ anniversary dates. There are approximately 48 employees who are red-lined and 110 sworn officers who will not be eligible for the merit increase. He then introduced the employee groups.

Utah Public Employees Association (UPEA) (1:44:04 PM )

Ms. Christine House, Utah Public Employees Association (UPEA), stated UPEA supports the Mayor’s proposal of a 2.75 percent merit increase. She looks forward to working with Human Resources on the compensation survey, which will be available for the next budget cycle.

Fraternal Order of Police (FOP) (1:45:07 PM)

Mr. Matt Thompson, Trustee, Fraternal Order of Police (FOP), stated the FOP supports the Mayor’s proposal. Sworn officers have not moved through the Sworn Pay Plan since 2009, which has caused compression issues. A request of a one-half percent in the Sheriff’s budget will help recover the functionality of the Sworn Pay Plan.

Utah Alliance of Government Employees (UAGE) (1:59:04 PM)

Mr. Gerald Haskell, Associate Director, Utah Alliance of Government Employees (UAGE), stated UAGE is supportive of the Mayor’s proposal; however, they are recommending the following:

- A 2.75 percent merit increase and a 1 percent Cost-of-Living Adjustment (COLA) for all employees, including those who are red-lined and those receiving less than a score of three on performance evaluations.

- Remove the proposed increase on traditional insurance plans where members pay 100 percent of pharmacy costs until a deductible is met. If the increase is necessary, provide adequate notice to all employees and begin it in 2016.

- Additional funding for Manager/Supervisor training

Ms. Lori Bays, Director, Human Services Department, delivered a PowerPoint presentation. She reviewed the 2015 budget overview, the 2015 fund sources, history of FTEs, and the 2014 accomplishment highlights within the Human Services Department. She also presented the proposed budget for each of the divisions as follows:

Ms. Bays stated there are no new requests in this budget; however, a true-up adjustment of $178,000 is needed from outside revenues. Also, a senior center usage fee is being proposed, which would take effect on January 1, 2015. She will present detailed information on this proposal at a later date. The Council reviewed the recommendation of the Contribution Review Committee for the following community contributions to be appropriated from the Mayor’s 2014 budget:
