Executive Director's Report Executive Director McKernan reported that the Volunteer Appreciation Party was held the last weekend at Surf Cup Sports Park. Awards were presented to the Volunteers of the Year. Supervisor Gaspar also awarded the Volunteers of the Year proclamations signed by Supervisors Gaspar and Jacob. The event was a combined celebration with the San Dieguito River Valley Conservancy. Over 100 people attended and the location was a hidden gem. The Del Mar Rotary Club volunteers came out earlier the same day to do a project of weed pulling and mulching mitigation sites near the Dust Devil Nature Trail. The Del Mar Rotary donated money to cover the cost of the mulch. A report was presented on the quotes received and the different vehicles researched before the decision was made to purchase a 2017 Chevrolet Silverado 1500 from a local dealer for the amount of $30,592. Executive Director McKernan introduced Ranger Felipe Franco. Felipe works half time at the Coast and half time inland. Currently the rangers are doing the annual task of weed clearing and making fire breaks. Felipe reported that he is always happy to work with different volunteer groups, boy scouts, and help with events held in the park; for example the Belgian Waffle Ride this weekend. Felipe has been with the River Park for almost 4 years. Felipe worked for the County of San Diego Parks Department for 7 years prior to coming to the River Park, and stated that he is honored to be here today. Executive Director McKernan introduced Senior Ranger David Hekel. David has been a Senior Ranger for 10 years, has been with the River Park for 18 years and volunteered prior to being hired for 7 years. David runs the events in the park (5ks, marathons, bike races and rides), and works with the volunteers. David leads the Mountain Bike Patrol consisting of 30 volunteers. David would love to see the Coast to Crest Trail to completion and has biked the 72 miles of trail in 6 hours. Executive Director McKernan provided the information considered, prior to making the decision to purchase a John Deere tractor from a local dealer for $36,630. Staff looked at the products of John Deer, Mahindra, and Kubota. Past experience was that John Deere outperformed Kubota. The Mahindra tractor was a higher cost to purchase with repairs and parts purchases inconvenient, due to location of dealer. Staff also looked into lease options and none were available. Boardmember Jacob arrived to the meeting at 11:10 am and Boardmember Diaz arrived to the meeting at 11:13 am. Public Comment – No Public Comment

ACTION AGENDA

1. Approve DESIGNATION OF APPLICANT’S AGENT RESOLUTION FOR NON-STATE AGENCIES for Potential FEMA/CAL OES Financial Assistance Related to River Park Storm Damage Recommend Board motion to authorize the attached resolution and designate the “Executive Director” as the JPA’s Authorized Agent. Executive Director presented the agenda items stating that a kick off meeting will be held the next week with FEMA/CAL OES personnel. The request is for the Board to authorize the resolution and designate the Executive Director as the JPA’s authorized agent to sign documents. The previous resolution from 2007 has expired. 2. Review Staff Letter to California Coastal Commission Regarding Support for the County ofSan Diego’s LCP/LUPExecutive Director McKernan reported that the JPA was approached by the County Parks andRecreation Department two weeks ago regarding the pending action by the Coastal Commissionto limit the multi use of the trail system in the coastal portion of the unincorporated County area,east of the cities of Encinitas and Solana Beach and north of the San Dieguito River Park JPA’sjurisdiction. A draft letter supporting the County of San Diego, stating that the JPA Board had notreviewed, was taken to the Citizens Advisory Committee where it was unanimously endorsed thestaff letter. The CAC members also sent comments from their individual organizations. The JPAreceived a letter from the Coastal Commission staff stating that the Coastal Commission wouldstrike the language in dispute, however wording was added stating that the amount of miles of trailsin that location would be capped. The letters in the agenda packet are for information purposes.County Park’s representative Deborah Mosley commented on the details of the issue. The reasonfor the California Coastal Commission concern is the impact in this sensitive area, two miles east ofInterstate 5. There are no wetlands in the County plan area. The County currently has four miles oftrails in the ESHA area and the Coastal Commission has allowed up to six miles of trails for any usein this area. The County staff are not happy with the cap requirement and the issue will go back tothe County Board of Supervisors. The boardmembers discussed the subject of this being a policyissue and setting a precedent. The issue came about due to the County attempting to streamline thepermit process in the Local Coastal Plan area. The importance is that the policy will be made inperpetuity and County staff would like it to work well with the policies in place.

Vice-Chair Gaspar left the meeting at 11:35 am.

Boardmember Worden made the motion to ratify the JPA staff letter to the California Coastal Commission and send the letter with a cover note expressing our concern of a trail cap, suggesting that a better way would be to address trails on a case by case basis and mitigate their impacts and hope that they will work with the County to come to a compromise along this line. 3. Project Status Updates

a. Founders TributeExecutive Director McKernan reported that the Founders Tribute committee is moving forward, with funding from the County of San Diego grant. An artist has been contracted. The concept will be brought to the CAC and JPA at a later date. The founders have been identified as nine individuals who had a vision of the River Park.

b. Pamo Valley Trail Executive Director McKernan reported that JPA staff has all of the permits and are looking forward to breaking ground this summer. He also thanked the City and County staff for their help in working through the complex permitting process.

c. W19 Executive Director McKernan reported that the public comment period has closed on the Environmental Impact Report. The team is working through the comments received. JPA staff will bring the document to the Board for certification at a future meeting.

Lagoon Day event that will be held at the Birdwing tomorrow morning, beginning at 8:30 am.

5. Jurisdictional Status Reports Boardmember Fuller reported that the SOL restoration project is going well with a mid June completion date and a ribbon cutting/trail opening celebration planned for mid July. The update on the Horsepark trail is that Coastal Commission staff will not support an amendment to the permit allowing restoration of the bank that was damaged in the winter storm. Boardmember Fuller stated that it may be a good idea to submit the amendment and see what happens and to pursue the bridge option. Boardmember Fuller also reported on the issue of predator control at the Least Tern nesting sites and asked the Board for thoughts and ideas on the subject. The 22nd DAA has spent 8 years and almost $1 million dollars and has nothing to show for the effort. Boardmember Fuller asked what is appropriate and asked for the subject to be added to the JPA agenda. Boardmember Worden is looking into how to get the Coast to Crest Trail from Interstate 5 to the beach at Del Mar. He will bring the issue to the Board at a future date and will also take the plan to the City of Del Mar. Chair Grosch reported that the City of Poway is working with FEMA to seek reimbursement for winter storm damage around Lake Poway. Boardmember Jacob reported on the Santa Ysabel Nature Preserve. The County Board of Supervisors approved the design on May 3rd. All planning is scheduled to be done the Summer of 2018 with project completion in the Fall of 2019. 6. Communications Executive Director McKernan thanked Jacqueline Winterer for her donation for beverages for the Volunteer Appreciation Party. He also acknowledged that Freda Reid gave the JPA a donation of $20,000 for the expansion of trails, or to acquire land, or whatever need the JPA has.

BACKGROUND:

The JPA’s fiscal year budget for 2016/2017 (FY16/17) ended June 30, 2017. The Operating Fund for FY16/17 projected revenues and expenses balanced at $1,157,780 respectively, which included a Board-approved mid-year adjustment of an additional $39,997 appropriated from a prior year budget surplus. With all known revenues received and expenses accounted for at the end of FY16/17, there was revenue in excess of the amount budgeted due to special projects, grants and donations in the amount of $32,047. There were also expenditures in excess of that originally budgeted of $38,640 due to special projects being included within the Operating Fund budget throughout the year. This resulted in an overall deficit in the Operations Fund of ($6,093), which represents a 0.5% budget overrun (Attachment 1).

The SDRP accounts at the County Treasury all remain at positive levels with adequate reserves to close out the year and bridge any short-term gap while member agencies are submitting their assessments for FY17/18 (Attachment 2).

The Coast Budget runs on a calendar year and is being reported as mid-year status. Revenues and expenses are on target as of 6/30/2017 (Attachment 1).
