Mr Ivar Satero Airport Director said good morning Commissioners Christina could not make it this morning but we are so pleased to offer this resolution for Christina Shersquos had 37 years with the Airport and is now decided to retire An incredible career She started as one of our Clerkrsquos Stenographers back in 1981 and was promoted again and again to one of highest levels of Executive Secretary Executive Secretary II And has done tremendous work and supported so many different Chiefs and Deputies over the years and was key to the evolution on what is now our world class Communications and Marketing team and so wersquore so proud of the work shersquos done and pleased she can now move on to retirement And we recommend you approve this resolution

Commissioner Mazzola said we thank her very much for years here and wish her well

Mr Satero said and Diane is here this morning If I could ask Diane to come to the podium And shersquos accompanied by her husband Jeffrey Good to have you here this morning You know just another incredible career that wersquore so proud to recognize 29 years with the City and County of San Francisco 20 years as a Property Manager with the Airport and has been responsible for such key initiatives as managing the lease with United Airlines negotiating the agreement for the new Air Traffic Control Tower And such an important part of all of our Reaching for Number 1 committees just great success in her career And so wersquore going to miss Diane Wersquore glad shersquos coming back as Prop F but wersquore please we could recognize her and offer this for her retirement

Ms Diane Artz said good morning President Mazzola and Commissioners I want to thank you so much for the recognition The opportunity to work for the City has just been a wonderful experience for the many years of my life Beginning with the Port for nine years I had my first assignment was managing Fishermanrsquos Wharf which you know included really an interesting portfolio of not only Aliotorsquos and Scomarsquos but Pier 45 the commercial fishing shed Balclutha and all during the Loma Prieta earthquake So kind of an interesting time It was like a trial by fire But coming to the Airport for the 20 years has been also a really wonderful experience knowing the airlines having the opportunity to manage United which is also been a little bit like a trial by fire but not as much as Fishermanrsquos Wharf Itrsquos given me a view to so many industries that I would of not otherwise gotten so I do appreciate it I believe itrsquos lent some social worth to the City to my life allow the public to enjoy the waterfront and allow the public to travel thru SFO and see the world So I want to as such my professional life has been very well spent and I want to thank you for the opportunity

Commissioner Mazzola said again thank you I eat at all the restaurants so I thank you

3 Retirement Resolution for Ms Jean Caramatti

No 18-0180 Resolution thanking Ms Jean Caramatti for 45 years of service to the City and County of San Francisco

with 36 of those years at San Francisco International Airport

Commissioner Crayton commented I know this is going to be hard And on behalf of the Director of the San Francisco world class San Francisco International Airport and the gentleman that runs this Airport Mr Ivar Satero and his wonderful staff This is the day that we all hate it the least I did and all of the members of the Airport to announce to you the retirement of our own Jean Caramatti who has served this Airport Commission for yay so many years and shersquos young She started as a child They didnrsquot have labor laws Donrsquot get me Sheryl Bregman our Attorney you know However on behalf of the President of this great Commission Mr Mazzola the Members of the Commission Thatrsquos how you know I know her well Eleanor Johns Mr Guggenhime and Mr Stern they also share in this great sadness for us but great joy for her For she has been fearless I would tell you that as a new Commissioner she knows ethics she knows what our compliances are and we were given a gift and I liked the gift She followed me to my car to retain the gift lsquocause she didnrsquot want to get me in trouble and you canrsquot get away from her She knows what needs to be done Shersquos worked with them relentlessly Shersquos an original And you know this is the real thing right here you know this was her life I called her Ms St John Irsquove tried to follow her I cannot follow her otherwise Irsquod be in bankruptcy so I cannot do that But I truly honor her today for her integrity her ability to carry through and work successfully started when I started with John Martin and then as he retired Mr Satero took over and there was not a bump in the road throughout this session And so I stand before you today to present our retiree Someone that we honor and lift up today Ms Jean Caramatti

Commissioner Mazzola asked Jean if she would like to say a few words

Ms Jean Caramatti Commission Secretary replied yes I do For the first time and the many times I have stood before people and made remarks and given speeches this was the first time I could not find the words and I tried a half dozen of times to sit down and it would not come And finally at 6 orsquoclock this morning I knew what I needed to say And so if you would forgive me Irsquom going to read it because I havenrsquot managed to memorize it I have been inspired by three great directors Lou Turpin as I watched him in the 80s determined to claw us out of the world of mediocrity and onto the road to a world class Airport To John Martin who picked up that mantel and made us great and ensuring that the continuation of that greatness through his Reaching for Number 1 initiative and finally Ivar Satero who continues to inspire us through his Reaching for Number 1 and keeping us on that path and all awhile leading a $7 billion construction program Itrsquos quite amazing And finally my Commission Irsquom the envy of my counterparts in the City because of you You are supportive of everything the Airport does You trust the Staff which is the ultimate compliment and sadly not necessarily common among City departments boards and Commissions But that is not to suggest by any means that you do not question what you hear and what you see rather you embrace the concept of due diligence in the best possible way And that has made the Staff better And in the end itrsquos that collaboration collaborative environment that has helped to drive our success from the Commission and the Director to our senior leadership right on down to every single employee tenant airline and contractor In the Airport world it truly takes a village And Irsquom proud and grateful to have played a small part in it and Irsquom truly going to leave my heart

at the Airport And finally I am so pleased to be turning this over to Corina Monzon and I can only hope she will learn to love the Airport and play her unique role as much as I have

Commissioner Mazzola said so well thank you You know I only served 24 years with you Well but itrsquos really been an honor and you helped me you know tremendously and I really appreciate it So thank you for your kind words

Commissioner Johns said I canrsquot count the years but I know that you came into my orbit in 1996 through the Mayorrsquos office And then got to know you so much better when I was appointed to the Airport Commission and all I can say is Jean you are an institution and you have made your mark and we have gained a friend forever And so I appreciate all of your hard work and your integrity and I look forward to getting to have a different relationship with you And we just appreciate everything you have done personally and professionally And Corina you have a great model to follow We certainly are very happy to have you on board and canrsquot wait to work with you And Jean we will miss you tremendously

Ms Caramatti thanked Commissioner Johns

Commissioner Guggenhime said I think itrsquos either twelve thirteen or fourteen years Irsquove had the privilege working with Jean Shersquos always there for us and not only does she help the Commission but she does so many things in the non-profit arena outside what the Commission does to help the City to help the under privileged get better and I am personally very grateful too for that I know at San Francisco General shersquos been very supportive and for the Police Athletic League I believe and other entities But she will be missed and hope our friendship remains as close as itrsquos been

Commissioner Stern said this is my eighth year on the Commission Itrsquos been an absolute pleasure to work with you [inaudible due to microphone proximity]leadershipprofessionalismorganization

Ms Caramatti said thank you so much

Mr Satero asked if I may Commissioner And itrsquos for 24 years is my tenure at the Airport and Jean someone Irsquove admired from afar for the first decade of my career at the Airport But there was this picture when you go up to the 5th floor Commission offices and it was a picture of the senior team Jean certainly stood out at the picture with the senior team Mara Rosales Lou Turpin and it just showed so much professionalism and so much elegance And I just said hopefully someday I could be part of that picture Irsquove been so proud to be part of your picture over the past number of years And I think about the legacy you lead and you leave related to our mission and service to our communities and no one at this Airport has done more in service to our communities particularly those communities in need than you have Jean So we thank you for that legacy and wish you well and we hope to stay in contact Thanks Jean

E ACTION ITEMS RELATING TO ADMINISTRATION OPERATIONS amp MAINTENANCE Item No 4 was approved unanimously upon a motion by Commissioner Crayton with a second by Commissioner Guggenhime 4 Approval of Phase D of Contract No 876866 - Design-Build Services for the

Airport Hotel Project - Webcor Construction LP dba Webcor Builders -$35544200

No 18-0181 Resolution approving Phase D of Contract No 876866 Design-Build Services for the Airport Hotel Project with Webcor Construction LP dba Webcor Builders to increase the contract amount by $35544200 for a new contract amount of $226934284 and to increase the contract duration by 120 calendar days for a total of 1346 consecutive calendar days and authorizing a decrease to the contingency amount by $10688926 for a new contingency amount of $3665331

Mr Geoff Neumayr Chief Development Officer said good morning Commissioners This request is for our approval for Phase D No scope revisions or changes to the Webcor contract for the design build services for the new Airport Hotel project This will increase the contract amount by $355 million to establish a new contract amount of $2269 million with a corresponding amount of contingency authorization and to increase the contract duration to 1346 days This contract provides for design build services for the design and construction of the Airport Hotel The Airport Hotel will be a 350-room hotel that will include meeting spaces ballrooms dining facilities and amenities such as a fitness center This Phase D approval provides for the final cost components for unawarded base scope additional scope trends allowances for trades and trade package reserves and establishes the final GMP for this contract The approved budget for this contract is $2306 million The current contract forecast is $2366 million and remains within the budget with appropriate levels of contingency This project is funded by the Airportrsquos five year capital program The Cityrsquos Contract Monitoring Division has approved a 20 LBE sub-consultant goal for design services and 25 subcontracting goal for construction services and Webcor is committed to meeting these goals We recommend your approval and Irsquod be happy to answer any questions you might have

5 Award of Contract No 1106866 - Design-Build Services for the Energy Management Control System Project - Suffolk Construction Company Inc -$10948093

No 18-0182 Resolution awarding Contract No 1106866 Design-Build Services for the Energy Management Control System Project to Suffolk Construction Company Inc in an initial contract capacity amount of $10948093 and with a contract duration of 1518 consecutive calendar days and with a corresponding amount in contingency authorization

Mr Neumayr said so this proposed resolution provides for the authorization for the award of the design build services contract for the Energy Management Control System project to Suffolk Construction in an initial contract capacity of $109 million with a contract duration of 1518 days The Engineering team partner for this contract is WPS The Energy Management Control System project will upgrade the Airportrsquos stand alone building management energy and water systems to a single inter-connected Airport wide system The energy management system will meter usage energy and water and analyze operations and cognitively learn and implement corrective actions to increase energy efficiencies throughout the Airport The design build services contract will provide for the design of the system and implement required software and infrastructure as well as procure and install all of the required computer and infrastructure needed to complete a functional system The Airport did receive three proposals in response to this RFP A four member selection panel was assembled All proposers were invited to the oral interview The price proposals were then combined with the oral interview scores and a final ranking was established The Honeywell International team was determined to be the highest ranking proposer Staff did negotiate with Honeywell but were unsuccessful negotiations over terms within the contract Staff then proceeded with the 2nd ranked firm Suffolk Construction and was able to successfully negotiate the contract Staff has negotiated the scope of services along with the contract terms and conditions for this contract and recommends this award for design build services to Suffolk Construction The forecast total value of this contract is $665 million Staff will return to the Commission for updating the contract for approval of design services and all trade packages following the programming phase The Cityrsquos Contract Monitoring Division has approved a 20 LBE goal for design services and a 20 LBE goal for construction services Suffolk Construction is committed to meeting this goal We recommend your approval and I can answer any questions you might have

Commissioner Crayton said I know as you indicated to Honeywell was the winner of the bid and looks like therersquos a hundred and some points which is significant I guess my concern is in terms of the terms Honeywell I know has done other types of jobs they wouldnrsquot of bidded on this particular job Are there some issues that we could of averted or this seems unusual particularly in the scoring that Honeywell you could not come to terms with them so

Mr Neumar replied correct It was it was a challenged situation I think the difference here is that wersquore particularly work with different times of primes that are use to be in the prime role Typically Honeywell is a subcontract to the prime and they were not they were uncomfortable trying to sign all of the requirements that were required the labor requirements of the contract They essentially

demanded that we revise the contract and that really was not negotiable And we we decided that was you know we asked them quite blank we have to stay and they refused to sign the contract as it was The other part is too is that we require during this submission of the RFP if they wish to have any changes made to the contract theyrsquore suppose to submit them in advance They brought this up during the negotiations And it really is something thatrsquos extremely important to us Labor is an incredibly important part of the Airport And the fact we would have to compromise this for Honeywell It just seem like if this service to the people that we are here to represent and and take care of

Commissioner Crayton said oh okay I understand that Honeywell has worked with us previously havenrsquot they

Mr Neumayr replied as a subcontract

Commissioner Crayton said yes never as a prime Okay alright Thank you

Mr TG Mason Suffolk Construction said yes sir good morning Commissioners How are you Irsquom the Project Manager for this program and on behalf of our company and my boss Mike DeNapoli whorsquos with me here today Wersquore very pleased to be before you and I would like to add to Geoffrsquos discussion on the project that prior to the price component of this project we were actually ranked higher than the rest of the components as far as technical expertise in the staff the great team wersquove put together And I just want to thank you for this opportunity Wersquore very excited about the program Irsquove had a 25 plus year career in aviation now My first job being a Denver Stapleton And Irsquove been had this on my bucket list to work at SFO for about the last eight years So finally I have the opportunity and looking very forward to it We all are excited on behalf of my entire team and look forward to working with SFO and hope you give us the opportunity Thank you again

SITA Information Networking Computing USA Inc - $8122395

Resolution awarding Contract No 1121144 for Terminal Management System Upgrade to Modernize Airportrsquos Common Use Passenger Processing System and Services to SITA Information Networking Computing USA Inc In the amount of $8122395

Ms Eva Cheong Operations amp Security said good morning Commissioners Today we seek your approval to award Contract No 1121144 which is to upgrade


and modernize the Airportrsquos current common use passenger processing system to SITA Information Networking Computing USA Inc in an amount not to exceed $8122 million The term of this contract will commence on July 1 2018 and will expire five years after the date of final system acceptance of the on premise solution While the Airport has relied upon a common use system for many years in the International Terminal The contract for those services was controlled by SFO Tech SFO Tech is a terminal management company thatrsquos governed by a consortium of the international carriers at this time It has not been selected through a competitive process As we are now building Terminal 1 and expanding into having swing gates which will be both used domestically and internationally itrsquos important for us to have a common use system that branches throughout the terminals and all the boarding areas that can be used either domestic or international So for those reasons we determined that best to separate the components covered under the current SFO Tech contract and separate those of which this is one of those the passenger processing system so that we can meet the needs of the technology advancements of the domestic carriers as well as the international Wersquore seeking to provide a new and modernized common use passenger processing systems that will serve us well into the future and be able to adapt On September 5 2017 this Commission approved for Airport staff to issue an RFP and enter into negotiations with the highest ranked proposer for these services We held a pre-proposal conference in October 2017 was attended by interested parties either in person via conference call and on November 3 2017 we received three proposals One from Amadeus Airport IT Americas Inc one from ARINC and one from SITA All three proposers met the minimum qualifications so staff convened a four member panel to review and score the proposals The panel consisted of four subject matter experts two external to the Airport and two internal SITA was the highest ranked and responsive proposer and staff has successfully negotiated the scope of work billing rates and fees with SITA A notice of intent to award was issued to all proposers on June 4th and we did receive a protest on June 11th The protest was reviewed by staff and consultation with the Cityrsquos Attorney Office and it was deemed to have no merit Therefore we recommend your approval to award this contract to SITA With that I would be happy to answer questions

Commissioner Johns said so Irsquom just curious about a couple of things With this new common use passenger processing system is this new hardware and software and is it going to be done just for SFO or is this system that is used by other airpots more background

Ms Cheong said yeah sure So it will be a combination We expected the current proposers to utilize our newly upgraded equipment We just upgraded equipment last year in the last 18 months So all of the three proposers were required to use that equipment until its end of life but Terminal 1 will need new equipment So therersquos a combination of them recommending new equipment and also utilizing the old equipment that we already have in the International Terminal So therersquos a combination of that but it will the system the software system will support some new technologies that some of the airlines are using such as remote printing from a tablet or a phone and some new technologies that comes with that


Commissioner Johns asked so some of these new contractorsa whole system but theyrsquore using existing Irsquom just not clear

Ms Cheong said well itrsquos a software system So like you can run Windows on different sets of computers throughout the Airport Thatrsquos what it is We have workstations at the gates and at the ticket counter where this software will run through

Commissioner Johnsupgrading it

Ms Cheong said this will be new software because itrsquos a new company So this software the on-premise solution is similar to what we have today with some benefits to it By early next year SITA will be implementing a new virtual system which is what we want for the Domestic Terminals and the carriers so itrsquos easier for them to make technology changes throughout the platforms than it has been in recent years for this And this is a system that will be used across multiple airports So the idea is the carriers can have a similar system at different airports and not have to invest in every airport that they go to

Commissioner Johns said that was my next question Is this system being used at other airports

Ms Cheong replied yeah In building up to get to this RFP for the Airport we engaged all of the airline professionals in a forum to make sure that we got feedback from them and what worked for them and what didnrsquot work for them And where this needed to go for the future and then worked with the companies

Commissioner Johns asked are there any deadlines in this contract as to when they have to have up and running or

Ms Cheong replied that will be determined in the design in the beginning For that reason we commenced five years after final system acceptance that we we deemed that itrsquos accepted And there are some deadlines in there but wersquove got to do the design first to determine that

Commissioner Crayton said okay my question is in terms of technology so that Irsquom really clear are you in charge of Information and Technology at the Airport now

Ms Cheong replied I am not I am with Terminal Systems

Commissioner Crayton asked so who is that who is that person

Ms Cheong replied ITT is Ian Law still

Commissioner Crayton said okay so thatrsquos you Okay I just want to make sure And the question that I have then is when I read this it seems like therersquos a lot of specifics that are not included You know and thatrsquos whatrsquos getting me I donrsquot really understand what Irsquom approving because I donrsquot have any details Thatrsquos where I am


Ms Cheong said okay

Commissioner Crayton said if I understand correctly is the general concept of moving with the SITA system that all of the other airports are using for commonality so wersquore starting there first And then wersquore going to work through all of the particulars or the modifications or refinements to that technology system Is that what yoursquore saying

Ms Cheong said yes So this system provides a mechanism for airlines to use their own reservation systems and check-in systems at a common terminal sort of speak so instead of having to put what they call their proprietary equipment at a station that requires then that only that airline can use it because itrsquos their proprietary equipment This is a workstation that the software from all three of these companies that are throughout the United States helps each carrier go to that computer at that workstation and run their program

Commissioner Crayton said okay I still donrsquot have it but thatrsquos okay

Commissioner Stern said so this is a question around and maybe a question for Ian thinking about deploying on premise system for over a year and moving on a virtual system Or are we better off just waiting for a virtual system vs going through the full

Ms Cheong replied we maybe at this point close enough to that that we could be but the on-premise solution was part of the the bids so we move forward with moving that to be able to accommodate where SFO Techrsquos current contract ends with their provider so we donrsquot have to negotiate longer into there Wersquo were concerned we wouldnrsquot be ready with the new system and tested with all of the carriers Theyrsquore in testing on this new platform

Mr Dennis Callahan said good morning and along with my colleague Pat Meagher We represent ARINC Inc the protestor of this notice award Our protest is about fairness in the integrity of the Airport procurement process Itrsquos a fundamental tenant of public procurement law that when a procuring agencyrsquos requirements materially change the solicitation must be amended and offers must be afforded an opportunity to revise their proposals Here the TMSU RFP contain technological and schedule assumptions relied upon by the offers that proved faults Specifically the RFP told offers to assume that a novel and complex data integration platform the Airport Information Integration System or (AIIS) would be fully developed and ready for use by the TMSU contractor by June 2018 to perform the integration work required by the RFPrsquos scope of work So rather than the existing software that interfaces and connects to different systems at the Airport realtime flight information gate management baggage handling a number of others the TMSU contractor will have to write new software code to interface with all of these different systems So instead of having an out of the box tested system that would integrate with those different sub-systems there is suppose to be this platform this AIIS with which the contractorrsquos information or


contractorrsquos system solution would integrate with That doesnrsquot exist right now So yet even though the aircraftrsquos staff knew that the platform assumptions were wrong months before it announced the proposed award to SITA the Airport did not amend the RFP and asked offers to revise our proposals Rather the Airport entered into negotiations with the single contractor single vendor SITA So in response to the RFPrsquos indications that solutions would be integrated through the platform described in the AIIS RFP that platform that all the different systems would integrate with ARINC made certain decisions about itrsquos proposed systems in terms of solutions staffing timeline those kind of things and those decisions increased ARINCrsquos price and likely affected itrsquos oral and technological scores ARINC believes that the platform that the protestrsquos response claims the Airport has developed using in house resources is in fact a scale down integration platform from the one called for in the AIIS RFP which the TMSU offers were instructed to assume would exists by June 2018 Admitted in the protest response by the City Attorney the platform set forth in the AIIS RFP would require resources that the Airport was unwilling to pay for The City Attorneyrsquos letter states that every proposal in response to the AIIS RFP quote ldquoIncluded excessive staffing plans did not align with the Airportrsquos AIIS goals and was too costlyrdquo The platform solicitation the AIIS solicitation meant one thing to all of those offers and to ARINC and all the TMSU RFP offers as well and something different and much less to the Airport A fair question for the Commission to ask the Airportrsquos staff is whether the integration platform developed in house would meet the performance specifications set forth in the AIIS RFP If not a major premise of the TMSU offers of the TMSU is defeated And no award would be proper under the TMSU RFP because it no longer reflects the Airportrsquos actual needs

Ms Patricia Meagher said President Mazzola and members of the Commission The second issue that we ask the Commission to review is what is the status of this AIIS platform that Mr Callahan referred to In January of this year the Airportrsquos staff rejected with the Commissionrsquos permission rejected all the AIIS proposals that were submitted by the Accentures of the world to create this AIIS system according to the Airportrsquos specifications The bids came in well over budget higher staffing than the Airport has expected etc So after that point and time the Airport took back the work and decided to do it in house But we donrsquot know the status of the AIIS platform development now as itrsquos being done by the Airport and this TMSU this new contractor SITA suppose to start working on July 1st We have in the RFP that it was suppose to be developed by June 2018 Here we are June 2018 itrsquos not developed The RFP was never amended We had anticipated that an in house effort would do it at some point and time In response to our bid protest letter the staff said that oh it has been developed twice They said it in their letter it has been developed But a week before that in response to a QampA on


a different procurement the information display system procurement The Airport said that the AIIS platform would not be available until the end of 2018 So what is it what is the status of the AIIS platform and how can you award a contract to a contractor thatrsquos suppose to integrate their systems Their upgrade using this new platform that is not developed yet So thatrsquos a fair question I think for the Commissioners to ask the staff directly What is the status of the AIIS platform If itrsquos still under development you shouldnrsquot award this contract When is this contract going to start up July 1st without the platform being in place From a legal standpoint therersquos a difference between the RFP the bid that was solicited competitively and what the Airport staff is suppose to award now Theyrsquore apples and oranges The circumstances have changed Itrsquos an issue of fairness ARINC should of had the opportunity to propose based on the Airportrsquos current circumstances Not what they hoped to have in place not what the future may give but what it is that is currently in place

Ms Meagher said wersquore here asking the Commission not to approve the award of the contract to SITA To ask that a new RFP or an amended RFP be issued by the Airport staff reflecting their current circumstances and that this be distributed for bids to the other bidders

Commissioner Guggenhime asked about the City Attorneyrsquos review of the protest

Sheryl Bregman replied thatrsquos correct And staff provided a lot of the information because of the bases for the protest was fairly technical but there was deemed to have no merit to the protest And we issued a response rejecting the protest

Commissioner Johns said I know I asked questions in the beginning describe this system I didnrsquot feel I knew quite enough about it I knew there was a protest I appreciate some of the comments that were brought to us in the public comment period I do I kind of agree with Commissioner Crayton that I would like to know a little more about this before I commit to an $8 million contract So I would vote not to accept it today

Commissioner Mazzola asked so what does it do for a time frame put this offer two weeks for our next meeting

Mr Satero said Eva if I can ask you our schedule for implementation does this throw off any milestones for us


Ms Cheong replied this will postpone us and possibly put in jeopardy the T1 purchase of equipment to expand into common use into Terminal 1 because wersquore getting to those time frames It is six to nine month implementation of without the for the on premise solution The new virtual solution that wersquore working towards Wersquore working towards the opening of Southwest next June Having that up and available in the Domestic Terminal So delay for from today without being able to proceed in July will postpone us

Commissioner Crayton said okay so you know I guess my concern is if this is this important why are we being given it at the last hour and havenrsquot had no opportunity to go through any of this And normally you would have had some sort of a some sort of a you know where we would of met together and gone over this So yoursquore saying two weeks will put us into mortal danger or jeopardy if we donrsquot approve it

Ms Cheong said if itrsquos only two weeks no We would be okay with that It could push us out a little bit further where itrsquos going to make it tough

Commissioner Crayton said I certainly want more information I want to know what Irsquom voting for and why and have an understanding Irsquom sorry I donrsquot have that understanding today and so Irsquod like to get that Yoursquove always given it before Itrsquos not that Irsquom not in support of what yoursquore trying to do I am But I need to vote intelligently and understand what Irsquom saying yes to So thank you so much Irsquom so sorry

Mr Kevin Kone Finance said good morning Commissioners Irsquom here this morning to request your authorization to enter into a contribution agreement with and to accept $6250000 from United Airlines for a project to install 10 400Hz Ground Power Converter Units and Pre-Conditioned Air Units systems at Plots 40 and 41 A 400Hz ground power converter uses electricity to power the aircraftrsquos special electronics systems while parked Without 400Hz ground power an aircraft is required to operate its auxiliary power unit inside the aircraft or to plug into a ground power generator when parked for maintenance The auxiliary power unit uses jet fuel to power it and a ground powered unit uses diesel fuel Both emitting pollution into the atmosphere while the aircrafts are being maintained So this project will reduce the amount of emissions from the power units by reducing jet fuel burn and diesel fuel burn for these power units The project represents a three-way partnership with United Airlines the FAA and the Airport The total project cost is estimated to be $25 million to be funded from United Airlines the $6250000 an FAA voluntary low emission grant of $10577500 and the Airportrsquos contribution of $8172500 The contribution agreement before you with United Airlines specifies the partyrsquos roles and responsibilities related to the project and it ensures that the grant terms and conditions are met The contribution agreement will be in place for 25 years which is expected to be the useful life of the 400Hz power units If you approve this agreement today wersquoll need to seek Board of Supervisors approval as well Irsquod be happy to answer any questions you might have

Mr John Allen St Maryrsquos President said good morning Commissioners When we met a couple of weeks ago I provided some commentary to you regarding the dedication and teamwork of the folks who support and operate the Airport Clinic I know they were a number of questions and perhaps some elements of confusion arising out of that discussion In response to that we at St Maryrsquos penned a letter addressed it to President Mazzola and the other Commissioners in an attempt to clarify not only our ability to continue to serve the Airport community but also addressing the depth and breadth of resources that St Maryrsquos can offer within the budget parameters as outlined within the RFP process The purpose of my visit to


you today is really twofold 1) To answer any remaining questions that may exists stemming out of that discussion 2) To simply affirm or support for the recommendation made this morning and to ask the Commission to please make a decision relative to the RFP process Thank you

Dr Steven Gest Founding Physician of Emeryville Occupational Medical Center said Commissioners Thank you for allowing us to speak Irsquom here with David Schutt our HR Director Mr Schutt is EOMCrsquos HR Director and hersquos a prior HR Representative of St Maryrsquos and had the responsibility for the Airport Clinic personnel and hersquos now working with our group The last time we were here the Board asked us that we meet with the existing staff to adjust concerns regarding continue employeesrsquo status and benefits And Mr Schutt is here to report on those meetings

Mr David Schutt said good morning Commissioners In March 2018 we learned that many of the Clinicrsquos staff were represented by either SEIU or CNA by the union Unfortunately EOMC was not allowed to speak with either the employees or the union until April 24th of this year When the Commission asked the EOMC work with the two unions to find a way to work together Since that time EOMC has engaged in four hours of face to face meetings with employees and union members where EOMC agreed to create a contract with SEIU and CNA on behalf of the represented employees EOMC has agreed to waive the need to petition the NLRB or collect cards agreeing to immediately work on contract language We had multiple email exchanges and three conference calls with John Mill Member Rep for CNA where there was agreement to move forward with an initial MOU (Memorandum of Understanding) and then work on language for contract Registered Nurses CNA supplied their current contract language which EOMC reviewed and marked up EOMC suggested ways to bridge any issues with substitute language or new approaches There was general agreement that EOMC and CNA could come together on terms on a contract but Mr Mill indicated that employees might not be interested The last conversation with Mr Mill was June 5th 2018 Email and voicemail from EOMC since that time has gone unreturned by John Mill or CNA EOMC has engaged in multiple email exchanges on at least seven phone calls and 1 frac12 hr meeting which I personally went to SEIU Headquarters to visit with Donna Map and Ryn Schneider to discuss creation of an SEIU contract with EOMC on behalf of SFO Clinic members There was agreement that EOMC and SEIU were willing to work towards an agreement EOMC has repeatedly said in phone calls meetings and in writing that we are willing to enter into agreement but we need to see contract language so that we can work together to make necessary adjustments so that we can reflect a clinic type of a contract vs a hospital contract EOMC has asked for contract language to view seven times with no response Emails and phone calls to SEIU on May 31 2018 and June 12 2018 have gone unresponded EOMC has made an extraordinary effort to work with unions and employees to create a smooth


transition but to no avail I understand the Commission is considering cancelling the RFP and Irsquom very disappointed to hear that because I actually joined EOMC so that I could continue actually being the HR Representative for the same group of employees that I represented before when I worked for St Maryrsquos And I guess finally one thing I would like to say is that in my experience working at Kaiser Permanente Alameda County Health System Stanford University Medical Center and then Dignity Health I have never seen any organization take the steps that EOMC has to try to come to an agreement with a union In most cases organizations want to back off the other way this organization wersquove actually this is the first time in my history of 30 years in HR that I have gone to SEIU Headquarters and sat down for a very cordial and comprehensive meeting So I just feel wersquove made so many efforts to try to pull this together

Commissioner Mazzola said alright thank you Thank you for your statements

Dr Gest said your comments and thank you for your time San Francisco is about innovation and fairness in contracting EOMC the recommended vendor by the Airport Commission staff is the highest quality most innovative and most cost effective solution in front of the Board today While others have misrepresented our reputation in this public forum EOMC continues to supply best in class medical services to the State of California and the 55000 employees in this Department of Corrections as well as Oakland Airport and hundreds of other government and private clients including Dignity Health and Dominican Hospital which is part of the Dignity Group EOMC was chosen for this bid after a fair and impartial process and is able and willing to begin services I see no reason to overturn the staffrsquos recommendation and to restart the evaluation process Thank you for your time

Ms Cheryl Nashir Director Revenue Development amp Management replied sure So this is for a retail store in Terminal 1 Small store and we had no proposers after doing outreach particularly talking to our former Pop-Up retail tenants We thought this would be a great next step Wersquore also doing other standard outreach we do out in the community and then all the mailings and so on that we do We just didnrsquot have proposers and we thought perhaps by taking off the SBE requirement and also expanding it from being a regional gift store to just a specialty retail store Itrsquos an expanded use that we might just get more proposers on this Honestly this is the most difficult concept that we lease We have you know a much broader audience for food and beverage newsstand book stores or so on Specialty retail is the probably the last dollar spent in the terminals by our passengers Itrsquos really a very much an impulse by and retails you know is getting tougher and tougher with all the on line purchasing

Commissioner Crayton asked is it the amount that they need to bring forward Do you think thatrsquos the deterrent

Ms Nashir said I think it is related to the capital investment the initial capital investment is quite high you know the construction cost right now are

Commissioner Crayton asked the capital investment is

Ms Nashir replied itrsquos a requirement thatrsquos at least $650 per sq ft

Ms Nashir said which is quite a bit and the cost can come in up to a $1000 right now so itrsquos a couple hundred thousand dollars to build a store at the Airport at this point Thatrsquos why we like our Pop-Up program quite a bit and will be expanding that because we build the space and let me people come in for shorter terms

Commissioner Crayton asked so basically yoursquore just removing the

Mr David Pilpel said good morning Irsquom sorry I wasnrsquot here earlier I just wanted to add my thoughts to Jeanrsquos retirement Although I donrsquot get down to this Commission very often at all I do follow lots of City Boards and Commissions and Jean is an exemplary Commission Secretary Anytime I have a question about anything shersquos very responsive Shersquos the most put together person in the City and really is a star

Ms Smith said my name is Lida Smith and I work at LSG Sky Chef I was been disappointed we are not on the Agenda We are here to talk about the healthcare I myself have a difficulty of paying my health insurance out of my own pocket It cost a lot of money for a check for a little check that I got every single month it doesnrsquot cover my medication I pay $300 for just one medication itself and I cannot afford that I donrsquot


have any health insurance right now and my wage is not even enough to pay for my own medication My I need to survive I need to pay my rent to eat to go to work and pay the transportation Please help me to get what we need for the healthcare that we were asking for We ask the LSG to give us or make the healthcare free for all the workers of LSG Thank you very much for your support

Mr Romeo Balagat said good morning Commissioner Irsquom also worker from Sky Chef Same like my coworkers saying to you that we need your we need the health insurance assistance Because what I know all the workers from the Airport they are receiving $900 per hour for this health insurance Why why we donrsquot have We are also a part of this industries in the even we are working on the lowest part but we are also a part of this airline industries So we are here because we know that this is the only time that we can talk to you This is the only chance that we can say our message to you So please help the coworkers from down and give assistance from us Thank you very much

Ms Stella Aroun said I am from Sky Chef and I am standing here to say the reason why I donrsquot have health insurance right now is because I went for a physical Just a simple physical check and after that they charged me $250 And I donrsquot have the money Irsquom still owing them And I cannot pay my bills so because of that reason I have to cut off the health insurance Right now Irsquom living without health insurance which is very very hard So thank you very much

Commissioner Guggenhime asked for further clarification about the issue

Mr Satero started to answer then a member of public said that we are here to ask for change the QSP to make minimum wage $17 and include at least $750 an hour for the health care to force Sky Chef and others as part of the QSP to contribute to health care They are currently paying less than $2 per hour for health care

Commissioner Crayton asked where are they workers Are they people that are putting food on the plane

Member of public who did not state his name responded that these are airline catering workers that work at Sky Chef and Gate Gourmet inside the refrigerators preparing food for the flight

Commissioner Mazzola asked if this issue was suppose to go before the Board of Supervisors

Commissioner Mazzola asked what the current status is at the Board of Supervisors

Member of the public who did not provide his name stated that the Board has not done it yet and is not sure if its still before them

Mr Satero stated that there are two issues Wages and health care Health care is governed by under the QSP it references the cityrsquos Health Care Accountability Ordinance (HCAO) so that is what is relied upon These workers were added to the QSP about 3 years ago to get them covered under QSP so that they would get the premium wage So there is the issue of health care which is governed by HCAO and there is the issue of wages which is with the MCO in the budget in the Board of Supervisors offices currently

Commissioner Crayton asked if those decisions are going to be made at the Board

Mr Satero stated that we are hopeful that the Board would move this forward and authorize that legislation to increase the MCO wage that would then benefit these folks

Commissioner Mazzola asked what can we do if its before the Board

Mr Satero stated that our support and that we are also looking if we can do something ourselves We donrsquot have any determination on that yet but we are hopeful that the Board would take this up and approve this legislation

Commissioner Johns asked if Sky Chef has a contract with us or with the airlines

Mr Satero stated with the airlines various airlines contract with Sky Chef They are QSP covered employees

Commissioner Clayton stated that we an say that we are in support but itrsquos the Board that it going to take that action

Mr Satero stated that we are working on a recommendation for the Commission potentially depending on what the Board does or doesnrsquot do and consulting with the new leadership in the Mayorrsquos Office

Commissioner Johns asked about where Sky Chef is housed and Director Satero explained that Sky Chef is off airport and that Gate Gourmet is on airport in the leasehold by United Airlines

My name is Wilford Davis I work at Gate Gourmet and I live in San Francisco Irsquod like to try to increase the minimum wage because rent is very expensive here and increase health care for us because I have to pay for myself and for kids and for family members Thank you for your time

My name is Mayanne I am working at Gate Gourmet I am a single mom and I got accident at work and I have to pay my own insurance and medicine I have to work that is how you do it for living I hope you give us a chance to have a good medical for the future and for the kids

My name is Jian Ying Pan I have worked at Sky Chef for two years I am here to tell what is our workerrsquos voice Every year I pay $6500 for my family members Just three family members I have to pay $1700 for my rent Not including utilities After I pay the rent the cost of living I have nothing left to pay my kids extra activities so I am very sad And also I can not buy the good quality for my family I want you to drop all the health care costs If I was sick I really worry about seeing doctor because I am really scared to pay extra money from my pocket Thank you

Good morning members of the Commission my name is Uziel Erazo I work at Gate Gourmet for over two years and I am here to speak on behalf of all my coworkers I am a father of two girls and its too hard for me to take time off because I need to work two jobs to bring food and other expenses to my family But one thing that is very important to my family is health insurance and I cannot afford it because the cost is too high I really need a better health plan We need QSP and health insurance Thank you honorable members of the commission and have a good day

Commissioner Mazzola stated thank you for your comments We know your problem and we are watching the Board of Supervisors on what they do with the minimum wage and we are looking to see if we can do something on our own here Thank you for your comments

Good morning commissioners Tariq Mehmood taxi driver When we got a problem we come to you asking you for help This been going on at the airport for many many years And last year they suspended 1000 taxi drivers The question is when you suspend somebody do you give them due process Do you ask them what did you do wrong And if you donrsquot ask them in which country this is don3e This is the only country where you just suspend without asking a question You tell them you are suspended for 24 hours for 48 hours I have been asking this airport director through emails that we want a high level meeting with him and try to find a solution And he is just ignoring it As I mentioned about 30 minute delay at the airport please


come one night and see the line backed up all the way towards the freeway Why It is solvable in two minutes Why this gentleman do not understand This tells you of the gross failure of this management Can we sit down at the table and talk Can he understand whatrsquos the problem I came here last meeting I sent him several emails I am coming again 5000 taxi drivers are immigrants and asylum seekers These kind of people They donrsquot have the quality to be fighting for their rights They just take the suspension go home and cry So please look into this issue seriously We need your help Thank you
