4. Minutes of the September 14, 2016 Joint TOS Oversight Committee and

Safe on 17 Meeting were reviewed and accepted with the condition to add Angela Gile to the list of meeting participants.

5. Received Information Items - Ginger Dykaar discussed Measure D passing in

Santa Cruz County election in November 2016. Some of the funds from Measure D will be used for projects on Hwy 17, for example, $5 million for wildlife crossing under Hwy 17 near Laurel Curve, matching funds for Freeway Service Patrol (FSP), and Cruz511 traveler information. Ginger Dykaar stated that the RTC SAFE approved entering into an agreement with Ladd’s Towing for FSP service on Highway 1 and Highway 17 for the next contract period from July 8, 2017 – June 30, 2021. During winter of 2016-2017, the traffic on the RTC traveler information website “Cruz511.org” increased significantly to provide real-time traveler information, including information about traffic conditions, road closures, detour routes, highway maintenance activities, carpool options and more.

6. Received Update on California Highway Patrol Safe on 17 Program Statistics and Public Information Efforts – Lt Lance Hedrick from San Jose CHP stated that there was a fatality in August 2016. The month to month collision data was not available yet because of a change in how CHP and the RTC will be tracking the data in the future. The number of regular citations increased from last year and the over time citations were consistent with previous years. Sergeant Grant Boles from Santa Cruz CHP stated that the total number of collisions on the Santa Cruz County side has increased from previous years as shown in the handout provided at the meeting. Kelly McClendon discussed that motorists have expressed appreciation for efforts from Caltrans and CHP during the many emergencies this past winter.

7. Emergency Repair Work on Hwy 17 – Devin Porr from Caltrans presented

information on the Highway 17 emergency work on the District 5 (Santa Cruz County) side. The majority of emergency work took place north of Vine Hill Rd at the “Jarvis” slide where mudslides repeatedly occurred over the period of January 9 – February 10. Lanes on Highway 17 were closed on and off through February 21. Downed trees also closed lanes on Hwy 17 in a number of locations. Additional road repair will need to be done over the next few months which may cause some lane closures. Hwy 1, 9, 35, 129 and 152 were all affected by severe weather this winter.

Marshall Ballard discussed the running water on Hwy 17 near Moody Curve. Caltrans plans to improve the drainage to keep water off the road.

8. Automated Speed Enforcement (ASE) – Laura Wells, Deputy Director of

Transportation from City of San Jose presented the benefits of automated speed

enforcement to reduce the increase in fatalities that has been occurring in San Jose and elsewhere. Other areas that allow ASE have seen significant improvements in safety. The City of San Jose and San Francisco are working together to pass legislation (AB 342) that would allow automated speed enforcement to be used in these cities as a pilot program. CHP expressed concerns over ASE stating that police enforcement is much more comprehensive and concerned that funds would be diverted from CHP to automated speed enforcement programs.

9. Santa Clara County Fire Department’s Redwood Station Engages

Caltrans – Responder/Public Improvements on Santa Clara County portion of Hwy 17 – Kevin Korth from FHWA discussed how 80% of Santa Clara County Fire Dept work is responding to incidents on Hwy 17. There are a number of projects recommended for the Santa Clara County side to improve safety including edge line rumble strips, intersection and curve illuminations, curve warning signs, route markers, extended guardrail and high friction surface treatments at a few locations.

10. Received Caltrans District 5 Highway 17 Project Update - Devin Porr

from CT D5 discussed the Hwy 17 Shoulder Widening and Concrete Guardrail project near Scotts Valley. The project runs from 0.4 miles south of Sugarloaf to 0.1 mile south of Laurel Rd. The project is planned to be completed by Summer 2017. Caltrans has a project to construct storm water mitigation improvements south of Sims Rd that is scheduled to be completed in Spring 2017. Caltrans also plans to grind and repave all of Highway 17 in 2 to 3 years but this may take longer due to all the weather related work this winter.

11. Received Caltrans District 4 Highway 17 Project Update - There are no significant projects for construction in D4. Maintenance will be performing vegetation control, removing downed trees and earthen debris.

12. Received Traffic Operations Systems Updates - Traffic Management Center (TMC) Update - Ramin Bolourchian stated that if anyone sees any problems with the changeable message signs (CMSs), to please contact the TMC. Jacques van Zeventer discussed the work of D5 to keep QuickMaps accurate. He also mentioned that there was a traffic camera not operating near Freedom Blvd.

13. Received Additional Items – Jeff Bates from Redwood Estates asked CHP if

the bumper stickers that are provided to mountain residents could provide more benefit when emergencies occur on Highway 17. CHP responded that the emergencies this winter were so challenging, it was hard to assess how they could better help the mountain residents in these situations. Jeff Bates also expressed concern over motorists using the private roads at Redwood Estates as an alternate route to avoid traffic on Hwy 17.

Receive the attached 2016 Annual Report for the Safe on 17 Safety Corridor Program.

____________________________________________________________________ BACKGROUND In 1998, the California Highway Patrol (CHP) initiated the Safe on 17 Program with the aid of a grant from the California Office of Traffic Safety (OTS). The OTS grant was available from March 1999 to March 2002. During that period, injury and fatal collisions were reduced by 34% on Highway 17 from a pre-program average of 249 to 165 through a combination of CHP enforcement, roadway improvements, and a public information campaign. The Safe on 17 program is still active today due to the interest of multiple agencies to continue to improve safety on Highway 17. RTC SAFE provides $50,000 per year for extra CHP enforcement on the Santa Cruz County side of Hwy 17 and the Metropolitan Transportation Commission SAFE provides $50,000 per year for extra CHP enforcement on the Santa Clara County side of Hwy 17. In addition to the extra enforcement, Caltrans has spent tens of millions of dollars on numerous projects to improve safety on the Highway 17 corridor. The CHP compiles collision and citation statistics, and RTC SAFE continues to convene the Safe on 17 Task Force. The goal of the current program is to maintain the reduced collision rate achieved on Highway 17 during the OTS grant period. DISCUSSION

2016 Safe on 17 Annual Report

The 2016 Safe on 17 Annual Report reviews the work done by the CHP, Caltrans, RTC and other stakeholders to continue to improve safety on Highway 17. The annual report was prepared by RTC staff, with input from Caltrans and CHP staff. The 2016 Safe on 17 Program includes: extra enforcement, collision and citation rate monitoring, Safe on 17 Task Force Meetings, public information and outreach, and highway safety improvements. Below is a description of the 2016 Safe on 17 accomplishments. More detailed information regarding these activities is available in the attached 2016 Annual Report.

Collisions: There were two fatal collisions and two hundred and sixty six injury collisions reported in 2016. The fatal and injury collisions for 2016 were 3% higher than the preprogram average of 249. This translates into 19 more fatal and injury collisions and 185 more property damage only collisions on the Highway 17 Safety Corridor for 2016 compared to the preprogram average. The total number of collisions for 2016 is 989. The reasons for the increase in collisions on Highway 17 over the last few years are likely a combination of factors. Speeding, tailgating and unsafe lane changes are considered to be the most frequent factors leading to collisions on Highway 17 but distracted driving is also a growing threat to road safety. Increased traffic volumes and more wet weather events may have also influenced the number of collisions in 2016. The most recent three-year annual average of 208 does not meet the goal of the Task Force of maintaining the reduced collision rate three-year average achieved during the OTS grant period of 165 injury and fatal collisions. The 2016 Annual Report: Attachment 2 breaks-out annual collisions by type since 1996 and 2016 Annual Report: Attachment 3 includes 2016 monthly collision data for Highway 17 compared to historical monthly averages. Extra CHP Enforcement: Increased CHP visibility and increases in the number of citations being issued on Highway 17 provides a deterrent to motorists who practice unsafe driving behavior. In 2016, there was a total of 1080 hours of extra CHP enforcement. Due to the increase in collisions on Highway 17 over the last few years, CHP has targeted their extra enforcement hours for times of day when collisions are more likely to occur. CHP has also increased their motorcycle enforcement and are considering speed enforcement by aircraft although the tree cover along Highway 17 poses a challenge. CHP is committed to working to improve safety on this vital link “over the hill” for commuters and visitors alike. Citations: In 2016, 9,057 citations were issued on Highway 17. Approximately 26% of these citations were issued during Safe on 17 extra CHP enforcement hours. Primary collision factors, including unsafe speed, improper turning and improper lane changes account for approximately 80% of all citations. Safe on 17 Task Force Meetings: In 2016, the Task Force discussed the outcomes of the CHP’s extra enforcement efforts, provided input on current Caltrans’ Highway 17 projects and maintenance activities, and provided input on potential Highway 17 traffic operation improvements. Task Force members include CHP, Caltrans Districts 4 and 5, MTC SAFE, RTC SAFE, local legislators, local media and local police. Public Information: Public information educates motorists about safety on Highway 17. In 2016, CHP included information about safe driving on Highway 17 at CHP sponsored events including new driver education programs held at high schools and motorcycle and community events. In response to the increase in collisions on Highway 17, RTC, CHP and Caltrans will increase efforts to inform and educate the public on driving safely on Highway 17. message signs and social media will be used to get the message out about the dangers of speeding, distracted driving and other potential driving hazards. Highway 17 Safety Improvements: Highway improvements are developed, coordinated and implemented by Caltrans, with input from the Safe on 17 Task Force. Caltrans has a comprehensive process for evaluating and constructing the projects that provide the greatest benefit to the motoring public. In 2016, Caltrans advanced or completed several important safety projects on Highway 17 including the Highway 17 Shoulder Widening and Concrete Guardrail Project north of Scotts Valley, the Highway 1/17 Merge Lane Extension Project, and the Highway 17 Access Management Plan. Details about these projects are available in the 2016 Safe on 17 Annual Report.

Funding for the Safe on 17 Program

The SCCRTC SAFE funds are generated from a $1 fee per year on all vehicles registered in Santa Cruz County and are used to pay for the extra CHP enforcement on Highway 17 as well as other SAFE Programs. The SCCRTC SAFE has approved funding in the amount of $50,000 per year for extra CHP enforcement on the Santa Cruz County side of Highway 17 through June 30, 2018. Although the cost per hour of CHP service has increased, funding levels for this program have remained constant due to flat SAFE fund revenues, and funding uncertainties associated with other programs, which also rely on SAFE funds, namely the Santa Cruz County Freeway Service Patrol Program. SUMMARY The 2016 Safe on 17 Annual Report reviews the work done by the CHP, Caltrans, RTC and other stakeholders to improve safety on Highway 17. The 2016 Safe on 17 Program includes: CHP extra enforcement, collision and citation rate monitoring, Safe on 17 Task Force Meetings, public information and outreach, and highway safety improvements. The increase in collisions on Highway 17 over the last few years is likely due to increased driver distraction, more severe wet weather events and increases in traffic volume. RTC, CHP and Caltrans will be working to reduce the number of collisions through increased public education efforts and more targeted CHP enforcement.

FROM: Amy Naranjo, Transportation Planner RE: Freeway Service Patrol Update RECOMMENDATIONS Receive an update on the Freeway Service Patrol Program. BACKGROUND The Santa Cruz County Regional Transportation Commission (RTC) operates the Freeway Service Patrol (FSP) program in Santa Cruz County. This program consists of two tow trucks patrolling Highway 1 from Highway 9 to State Park Drive and Highway 17 from Mount Herman Road to the Santa Clara County Line. Both highway segments are patrolled during weekday commute periods. Traditionally, the Highway 17 segment is also patrolled on Sundays from 1:00 pm to 7:00 pm all year round and Saturdays from 1:00 pm to 7:00 pm during the summer. For the past few summers, Hwy 1 has also been patrolled from 1:00 to 7:00 pm on most Saturdays and Sundays. FSP tow trucks remove disabled vehicles from the highway at no cost to the motorists. The FSP program is designed to reduce congestion, improve safety, and reduce fuel consumption and auto emissions by minimizing the congestion associated with collisions and other incidents. As the SAFE, the SCCRTC levies a $1 annual fee on all registered vehicles in Santa Cruz County. The funds raised are used to help fund all SAFE projects including FSP. The FSP project also receives funds from Caltrans with the RTC matching at least 25% of the allocation. Matching fund sources from recent years include the Santa Cruz County’s regional share of State Transportation Improvement Program (STIP) funds, Service Authority for Freeway Emergency (SAFE) funds, and Regional Surface Transportation Program (RSTP) funds. More funds are available in FY17/18 through Measure D and State Bill1. DISCUSSION FSP Assists and Benefits In 2016/17, the Freeway Service Patrol assisted more than 1,300 motorists on Highway 1 and Highway 17. The most common problems FSP drivers assisted motorists with were mechanical issues (19%), collisions (18%), and flat tires (11%). FSP drivers spent 11 minutes, on average, assisting motorists. More than 2/3rd of all assists did not require tow service. Drivers averaged 0.4 assists per hour or 1 assist every 2.71 hours. Over 90% of motorists assisted by the FSP rate the program as good or excellent.

Each time the FSP assists a motorist and removes a disabled vehicle from the roadway, the FSP is also helping all those motorists who are commuting on the highway at that time. The effectiveness of the FSP program is assessed by calculating the annual cost benefit (B/C) ratio of each FSP beat. The Santa Cruz County FSP program showed the following benefit cost ratios in 2015/161

Annual savings in incident delay, fuel consumption and air pollutant emissions due to FSP service are calculated based on the number of assists, beat geometries and traffic volumes. The savings are then translated into benefits using monetary values for delay ($18.00/vehicle-hour) and fuel consumption ($2.92/gallon). There are a number of additional benefits which are not quantified or assigned a dollar value in the studies and therefore are not included in the benefit cost ratio. These benefits include reduction of auto emissions, benefits to the assisted motorists, benefits to the CHP, benefits to freeway operators, improved safety and reduction of secondary collisions. FSP Funding Caltrans allocates funds to each FSP program based on a formula that includes population, freeway lane miles and congestion (daily vehicle-hours of delay). Santa Cruz County FSP is estimated to receive $166,187 in allocations for FY 17/18. The allocation requires a match of 25% from the administering agencies to support the FSP program. Historically, the FSP matching funds from Santa Cruz County has been approximately 40 to 50% and have been funded from a variety of sources including Santa Cruz County’s regional share of State Transportation Improvement Program (STIP) funds, Service Authority for Freeway Emergency (SAFE) funds, and Regional Surface Transportation Program (RSTP) funds. With the passage of Measure D in November 2016 and State Bill 1 in May 2017, additional funds are expected for use with the FSP program.

Q San Jose-Soquel Road is closed until they build a bridge replacement. Southbound commuters who were using Summit Road and San Jose-Soquel Road are now continuing on Highway 17 to Vine Hill Road, where there is a left-turn lane across north 17.

As a result, the pocket lane fills up during the evening commute. This backs up onto the through lane and creates a dangerous stop-and-slow situation. I have seen several accidents because of this. Please ask the gods at Caltrans and CHP to prohibit the left turn at Vine Hill between 3 p.m. and 7 p.m.

Or maybe your readers have a better solution. Robert Hull A Caltrans officials say they will not ban left turns, fearing that could make matters worse by catching drivers by surprise. They passed this onto the Highway Patrol to consider stepped-up enforcement when backups extend onto 17. Some day there will be an interchange here, but that is a long way off.

For now, state crews hope they can address most of the storm-related problems in two more months. But they are nervously watching predictions for more rain in the coming days.

Q Needless to say, we Santa Cruz Mountain residents have had our problems this year. Even with the sun out, there is still one problem that causes a daily accident, not just a fender-bender but cars on their sides and roofs. This takes place on southbound 17 at Big Moody Curve. Water is still coming down the hillside onto the highway. Why in the world has Caltrans not put up a sign that warns motorists of the wet pavement ahead? (Dan Coyro/Sentinel file) Traffic crashes on Highway 17 rose a staggering 34 percent last year to the highest level in at least 13 years, prompting the CHP to step up patrols on the scenic but treacherous road that serves as the primary link for thousands of commuters between Santa Cruz and the South Bay.

The 983 collisions in 2016 came during a winter of heavy rains and reduced enforcement, producing the highest tally since an intensive safety campaign kicked off in 2003 and the California Highway Patrol started tracking annual crashes, injuries and fatalities. And they were far higher than the 664 tallied in 2015.

“It’s not looking too good,” said Ginger Dykaar of the Safe on 17 committee, a coalition of three dozen traffic officials, police, firefighters and elected officials from Santa Cruz and Santa Clara counties that has pushed for safety upgrades for nearly two decades. “We need to come up with solutions.”

And fast.

Enter the CHP, which has six more officers who have just completed training and a couple ready to roll on 17 and adjacent routes. Since 2015, the CHP has had as few as two troopers working the four-lane highway from Scotts Valley to Los Gatos, though a half dozen had patrolled it before.

The rising crash numbers come on top of the worst winter in decades for the highway’s commuters, as heavy rains spawned mudslides and repeated lane closures that left motorists idling for hours or forced them into lengthy detours.

There are several factors in play behind the rash of crashes, with people on cellphones and increased traffic being major contributors, according to the CHP. But driving too fast for the conditions is the biggest reason for the high crash rate.

“We need to really hammer speed enforcement on 17,” said CHP spokeswoman Trista Drake.

Budget cuts for officer overtime hampered enforcement on the highway in recent years, Drake said, but some of that money has since been restored.

SAFETY CAMPAIGN

High numbers of crashes and fatalities in the 1990s spurred a safety campaign that led to nearly $250 million in spending since 2003 on various roadway improvements, including median barriers, wider shoulders, anti-skid pavement, flashing warning signs and tree removal. It was spurred by a particularly bloody 1996 that saw 793 crashes, 151 injuries and nine deaths.

Advertisement Though the number of Highway 17 crashes soared even higher than that in 2016, injuries and fatalities have not risen accordingly. Since 2003, injuries have fluctuated from a high of 187 in 2015 to a low of 126 in 2011, with 160 last year. There were two fatalities in 2016, none the year before and no more than four in any year since 2003.

The spike in accidents has some looking into the possibility of legislation to legalize speed enforcement cameras on Highway 17, where the speed limit is 50 mph but many drivers hit 65 mph or more even when the pavement is wet.

“Fatalities and crashes are up across the nation and in California,” said Laura Wells of the San Jose Department of Transportation who last month told the Highway 17 group about the possibility of using speed cameras on streets with a speed limit of 50 mph or less in San Jose and San Francisco.

“These are preventable,” she said. “We can implement technological policies to prevent this.”

Later this year a paving project will begin on the Santa Cruz County side of the hill and in 2020 on the Santa Clara County side.

“If there is just a little water on it, this road is really dangerous,” said Kevin Korth, the California representative for the Federal Highway Administration.

There are long-range plans for a $450 million effort to ban left turns, make 32 roadside changes and build interchanges at places like Vine Hill Road. Some money from a higher gas tax could be considered for this work.

RAIN, MUDSLIDES

The recent hard rains and mudslides could make 2017 numbers even worse. At Big Moody Curve, some drivers say there seems to be a rollover or spin-out crash nearly every day.

“While a long-term fix is clearly needed, something needs to happen now,” said Angela Hedges of Redwood Estates. “Flashing lights, flares, signs, anything. How many more accidents need to happen here until something can be done?”

The CHP isn’t sold on cameras on 17. “We generally dislike automated enforcement,’ said Officer Ross Lee “because it does not allow any discretion that an officer would have based on traffic conditions, roadway configurations, and other extenuating circumstances that influence appropriate enforcement.”

Oh, come on, say drivers.

“Speeding is rampant because there is no enforcement,” said Karen Armstrong of San Jose. “Cameras are an obvious choice to curb the speeding.”

In addition, these drivers have to cross over the two-lane northbound traffic, which is extremely dangerous. Can Caltrans limit this left turn during commute hours? Joe Commuter A: Oh, brother. Q: I heard from a friend that Caltrans was considering blocking all turns across Highway 17 traffic, as it’s very dangerous. I would support this idea. It’s reached the point of insanity. Doug Lange A: It has indeed, with crashes on the rise. There are long-range plans — really long range, as in a couple of decades — to build several new interchanges and to ban nearly all left turns on the Santa Cruz County side. Alcohol was believed to be a factor in a fatal crash early Sunday that sent a car tumbling down a steep embankmentoff Highway 17 near Lexington Reservoir, authorities say.

According to the California Highway Patrol, a call shortly before 1 a.m. Sunday reported that a car had gone downthe hill off the northbound lanes of the highway north of Redwood Estates.

Officers found one person outside the car, not breathing, and another inside the vehicle with head injuries describedas minor.

The person outside the car is believed to have been thrown from the vehicle as it rolled 300 to 500 feet down thehillside, smashing through trees. That person, believed to have been the passenger, was pronounced dead at thescene.

The other occupant of the car, a female who is believed to be the driver, was taken to Valley Medical Center.

The identities of the people in the single-car crash were not immediately available.
