    Mr, Rogers offered an amendant to Mr.Dockery's resolution providing for the ap-pointment of special committee of fivmembers to inquire into the facts and circumstances connected with silver pools inwhich senators and representatives arealleged to be interested ; also to the alleg-ed purchase and sale of silver prior to andafter the passage of the act of July 14,1890, and the names of persons purchas-ing or selling the same, and who are theowners of the 12,000,000 ounces of silverbullion which the United states is nowasked to purchase.

    Mr.. Rogers' amendment was agreed to,and the resolution as amended wasadopted.

    There are 1 ,800,000 head of horned cattlein New Mexico, the value of which is notfar from $25,000,000 and the representativemen of this great industry yesterdayafternoon completed their organizationwhich is to be of such very general goodto all stock interests. Ia union there istrength, and acting upon this principlethe cattle raisers have been at workhere since Monday last. The objectsand aims of this association are best setforth in its articles of association and by-laws which the New Mexican herewithpublishes in full, at the request of the as-sociation, whose members realize and ap-preciate the extensive circulation thisjournal enjoys among the stock growersof the southwest.

    PREAMBLE.

    Article 1. This association shall beknown as "The Cattle Growers' Associa-tion of New Mexico."

    Art. 2. The objects of this associationis to advance and protect the interests ofcattle growers in the territory of NewMexico, to recommend and urge the cas- -sage of any good and ust law or endeavorto prevent the repeal of any such lawaffecting the interests of cattle growersand to aid ia the enforcement of all lawsfor the protection of the cattle interests ofthe territory.

    Art. 3. This association shall consistof all individuals, firms and corporationslegitimately engaged in tne raising otcattle within the territory that may jointne tame.

    Section 1. The officers of this associa'tion shall consist of a president, a secre-tary, who shall act as treasurer, and anexecutive board of one member fromeach judicial district of the territory, andthe members of the sanitary board ofNew Mexico, provided that the judicialdistricts wherein any member of tne sani-tary board may live shall not be entitledto any other member upon the executiveboard.

    Sec. 2. Any three members of thecommittee shall constitute a quorum forthe transaction of business.

    tion, correspond and transmit to themembers all matters of interest to cattlegrowers. He shall also act as secretaryof the executive committee.

    Sec. 8. He shall deliver to his suc-cessor all books, papers, moneys andother property in his possession belonging to the association and shall periormsuch other duties as may be required bythe laws and regulations ot the associa-tion.

    Sec. 9. Tho secretary and treasurer ofhe association shall receive ali moneys

    belonging to the same and pay out theme onlv upjn the order of the presi

    dent.Sec. 10. He shall keep a correct

    of all moneys received and paid out.He shall make a report at each annualmeeting of the association and at suchother times as the association may directif all the transactions of his olhce,

    therewith vouchers for all moneyspaid out. He shall give bond to the association in such sum and with suretiesas may be required by the executive com-mittee, conditioned that he will faithfullyperform all acts and things required ofhim iu this section.

    Sec. 11. The executive committeeshall meet immediately after their elec-tion and appoint a chairman of said com-mittee.

    Sec. 12. This committee shall haveentire control of all the business of theassociation during its adjournment.

    Sec. 10. Annual meetings of this association shall be held at such place andat such time as may be appointed by theexecutive committee of which propernotice shall be given.

    Sec. 17. Speciul meetings may be calledat any time by the president or a majority ot the executive committee.

There shall be no assessmentupon members of this association torfunds except annual dues.jmd the an-nual dues shall be for ruinJul.--s owningless than 2,000 cattle, $5 per annum ; formembers owning more than 2,000and less than 10,000, $15 perannum; and for members owningmore than 10,000, $25 per annum. Suchdues shall be due and payable at the timeof joining the association and cn thebeginning of each calendar year there'after.

    Sec. 19. Any individual, resident ofthe territory, and owning cattle shall beeligible to membership; also llrms anacorporal ions owniDg cattle shall be eligible to one membership in the name ofthe nrm or corporation as the case maybe.

    Sec. 20. Any application for membershipafter February 1. 1891, from those made eligible by section 19, shall be endorsed bythree members In good standing from thecounty in which the applicant lives or inthe event of there not being three mem-bers in the county in which the applicantlives then the applicant shall be endorsedbv three members from the counties adjoining the one in which applicant lives,and that tne applicant snail not oe con-sidered a member of the association untilhis application has been accepted by theexecutive committee.

    Sec. 21. No salary shall be paid bythe association to anv of its officers except to the secretary, and his ealary shallbe fixed by the executive committee.The expenses of members of the executive committee, while engaged in tneperformance of duties connected withtheir office (when not paid by the sani-tary board) Bhall be paid by the associa-tion, provided there are any associationfunds on hand.

    Sec. 22. Any member not present atany meeting shall have the rinht to voteand be represented at said meeting byproxy given in writing to any other mem-ber.

    Sec. 23. The order of business at allmeetings shall be, first, calling the rob ;second, reading the minutes of the !a4meeting; third, unuufluished businessand the reports of committees; fourth,reports of officers; filth, payment of duesand signing of articles of association;sixth, election of officers and executivecommittee; eight, general business.

    Sec. 24. The executive committeeshall adopt such a seal and device there-on as to the committee shall seemnroner.

    8ec. 25. The secretary of this association shall be a member of the assciation and a bona fide cattle owner.

    ing boards, and representative govern-ment becomes a hollow sham. It is amatter of surprise that men so sensibleas the majority of the committee, Messrs.Fall and I'aulin, have allowed partyexigency to thrust them into a positionso utterly ridiculous. But the subterfugewas accepted, Head and Mayo were firedou the third day of the session, andGable and Easley seated. Late telegramsstate that at a later date the samedisposition was made in the Taoscase, II. J. Young being seated in theplace of John H. Young. Thelatter had a clear majority of all the votes

    cast; but from one precinct the judgeshad sent the poll book outside the ballotbox, (just as was done by the judges ofthree precincts in San Juan county, oneof them Mr. Paulin's), and the judgesrefused to count, thereby giving the cer-tificate to the minority candidate, and

    giving it in the face of an injunctionfrom the district court. The positionthat has been made to stick by these

    proceedings is that a canvassing boardmay go back of the returns bofore it, buta legislature may not a position directlyopposed to all the authorities on elections.
