NOMINATIONS TO THE SALPN COUNCIL

In 2016, there are three Member-At-Large positions that are

up for election in Zones 1, 3 and 5.

How do you determine which zone you are in? Your electoral

zone is based on your principal place of employment, not

your place of residence.

Zones 1, 3 and 5 are defined as follows:

ZONE 1 - WEST

All health agencies within the Heartland, Cypress and Five

Hills Health Region

ZONE 3 – SASKATOON CITY

All health agencies within the Saskatoon city limits

ZONE 5 – EAST

All health agencies within the Sunrise, Sun Country

and Regina Qu’Appelle Health Region (excluding the

city of Regina)

What will be expected of you as a member of the

SALPN Council?

LENGTH OF TERM:

Each Member-At-Large is elected to a three year term and

represents one of five electoral zones. A Member-At-Large

can run for two consecutive terms of three years each.

COMMITMENTS:

• Attends Council meetings (2 day meetings 5 times

per year)

• Sits on SALPN Committees (2 to 6 meetings per year)

• Attends the SALPN AGM)

• May be involved in external activities

• Prepares for meetings and activities (2 to 10 hours

per month).

ROLES AND RESPONSIBILITIES

• Makes decisions in the best interests of the public

• Develops a good understanding of the profession and all

the SALPN’s documents

• Brings a strong voice at the Council table

• Represents and complies with Council decisions

• Conducts oneself in a professional manner

• Is a positive ambassador for the SALPN

• Represents the highest standards of the profession.

NURSES CALL FOR RESOLUTIONS

2016 ANNUAL GENERAL MEETING

1. Submission of Resolutions

The SALPN Executive Director must receive all resolutions

for presentation at the Annual General Meeting before

February 15, 2016. This allows sufficient time for review of

the Resolutions and for publicizing them to chapters and

individual members through the Annual Report.

You can submit a resolution by going to the SALPN website

at www.salpn.com. Please click the link on the home page.

2. Procedure at Annual Meeting

In compliance with the Licensed Practical Nurses Act,

2000, Section 28(1) the procedures at all meetings of the

Association and of the Council shall be governed by the

procedures contained in Appendix B and in most cases not

provided for, by the Rules set out in Procedures for Meetings

and Organizations, third edition, M. Kay Kerr and Hubert

W. King, (Toronto, Canada: Carswell, 1996.) Each resolution

is read aloud from the Chair and the name of the member

who submitted the resolution is stated. The Chair will then

call for a mover and a seconder for the proposed resolution.

The person moving the resolution will also be called upon to

speak to it.

RESPECTFUL WORKPLACE

- Strategies for a Healthy Environment

Regina: February 19, 2016

This workshop explores the components of respect and addresses

individual responsibilities within the work environment. Participants

will learn how to voice their expectations as well as initiate and

respond to difficult conversations about disrespectful behaviour.

MANAGEMENT AND SUPERVISION

- The Crucial Skills

Saskatoon: March 15, 2016; Regina: March 17, 2016

This workshop presents the crucial skills for managing employment

relationships from beginning to end, with particular focus on hiring and

performance management. Both new and existing supervisors and

managers will find this workshop useful for skill development in managing

people.

DIFFICULT CONVERSATIONS

Saskatoon: March 16, 2016; Regina: March 18, 2016

This workshop presents the key elements of preparing for, conducting

and concluding difficult conversations. Participants will leave with a

set of tools to help ensure that difficult conversations are productive,

professional and respectful for all involved.

DIVERSITY AND CULTURE

- Strategies for Working with Differences

Saskatoon: March 31, 2016

This workshop helps participants examine the dynamics of diversity

and inclusion as they relate to culture, identity, and experiences of

discrimination. Tools and strategies will be reviewed to assist workplaces

to experience the many benefits of diversity at work.

COACHING STRATEGIES FOR LEADERS

- Conflict, Performance, Change

Saskatoon: April 12, 2016; Regina: April 13, 2016

This workshop provides leaders with a set of coaching tools to bring

out the best in the people they lead. Participants will learn a coaching

model for working with their employees to enable changes in behaviour,

promote skill development and resolve conflict.

ASSERTIVE COMMUNICATION

Saskatoon: May 11, 2016; Regina: May 12, 2016

This workshop shows how to express ideas and feelings in clear and

direct ways. Participants build an awareness of their communication

patterns and learn to deal confidently with people around them. This

training is highly effective to improve communication awareness and

skills.

EMOTIONAL INTELLIGENCE

- Strategies for a Healthy Environment

Saskatoon: May 12, 2016; Regina: May 13, 2016

Participants in this workshop will learn to utilize emotional intelligence

more effectively through self-assessment and skill development

exercises, resulting in an increased ability to engage with others and

expand their influence in relationships.

DEALING WITH DIFFICULT PEOPLE

Saskatoon: June 7, 2016; Regina: June 9, 2016

Participants in this workshop will learn how to positively engage

others in discussions about behavioural patterns such as passive

aggressiveness and chronic resistance. This workshop gives

participants a straightforward approach that creates change with

people they find difficult.

MOTIVATING CHANGE

- Coaching Through Resistance

Regina: June 23, 2016

Drawing on psychological approaches, including Motivational

Interviewing, this workshop offers a new lens through which change

leaders might view personal resistance, and will provide them with tools

and strategies to allow them to coach their team members toward

engagement and success.

MEDIATION

- Facilitating Difficult Conversations

Saskatoon: July 19-20, 2016

This skills-based workshop is designed to give participants the

tools to work with disputing parties to clarify misunderstandings,

identify interests and work towards options for resolving the conflict.

Participants will work with case studies for skill development.

JOHN GORMLEY

John Gormley is a broadcaster, lawyer, columnist and best-selling author. He

hosts Saskatchewan’s top-rated radio talk show, heard weekday mornings on

CKOM Saskatoon and CJME Regina. A former Member of Parliament, John was

recognized several years ago by Saskatchewan Business Magazine as one of the

province’s most influential people.

His first book, “Left Out”, published in 2010, is a Canadian bestseller. His latest

book “The Gormley Papers” is a collection of his most popular weekly newspaper

columns from the Saskatoon Star Phoenix and Regina Leader Post.

As a lawyer, he is in-house counsel for Rawlco Radio and has been named Queen’s

Counsel. John is also an adjunct faculty member at the U of S College of Law.

He is involved in a number of charities involving mental health and men’s health.

JENNIFER JONES

Jennifer Jones is Canada’s most decorated and recognizable female curler. She won

an Olympic gold medal as skip of the Canadian team at the 2014 Olympic Games

in Sochi, just 18 months after having ACL surgery, and 15 months after becoming

a mother for the first time. Her team dominated the Olympic field, winning all

11 games, and in the process Jones became the first female skip in history to go

through the Games undefeated.

In this important talk, Jennifer explains the importance of effective and open

communication and developing team systems in order to be more efficient and

productive; developing a “safe” communication system to ensure any issues

are addressed immediately to avoid serious communication breakdowns and

problems; and developing a decision making process to ensure that all team

members feel “heard” and a part of the team.

STEVEN LEWIS

Steven Lewis is a health policy and research consultant based in Saskatoon, and

Adjunct Professor of Health Policy at Simon Fraser University, where he taught a

graduate course in health policy in the Faculty of Health Sciences in 2007. Prior

to resuming a full-time consulting practice he headed a health research granting

agency and spent 7 years as CEO of the Health Services Utilization and Research

Commission in Saskatchewan. He has served on various boards and committees,

including the National Forum on Health, the Governing Council of the Canadian

Institutes of Health Research, the Saskatchewan Health Quality Council, the

Health Council of Canada, and the editorial boards of several journals, including

the Journal of Health Services and Policy Research, and Healthcare Papers. He

writes and speaks frequently on topics such as the politics of health care, quality

improvement, and equity in health and health care.

JESSE MILLER

Jesse Miller (MA) is a respected national speaker on the topics of social media

awareness, social networking behaviour, and online content evaluation. Jesse has

been featured at a number of medical, dental, and healthcare conferences across

North America and provides a provocative vantage point to social media and

technology use with the healthcare workplace. Jesse is renowned for proactively

examining the challenges of social media, addressing the realities behind the

known concerns around social media, and prompting dialogue that reflects the

issues seen with new media influences. His presentation provides audiences with

the tools needed to better equip themselves for participating in the social media

world and extend the dialogue to reflect technology influences in the workplace

and home.

2015 SALPN MEMBERSHIP SURVEY

HIGHLIGHTS

In the fall of 2015, the SALPN conducted its membership survey, in

which Saskatchewan LPNs were given the opportunity to discuss

their thoughts and feelings regarding the state of LPN practice

within the province.

1098 LPNs completed the survey, which represents 29.7% of the

Saskatchewan LPN population. The SALPN thanks all individuals for

their time in completing the survey.

Highlights:

LPN UTILIZATION/CLARITY

• 26.3% of respondents Strongly Agreed with the

statement: “Compared to five years ago, my patients/

clients in my primary workplace have an increased

understanding of the role of a Licensed Practical Nurse

as a member of the health care provider team”. This

level of agreement was statistically unchanged from

the 2014 SALPN Membership Survey, but a decrease of

12.7% from the 2012 SALPN Membership Survey

• 35% of respondents Strongly Agreed with the

statement: “Compared to five years ago, other health

care professionals in my primary workplace have an

increased understanding of the role of a Licensed

Practical Nurse as a member of the health care provider

team”. This represents a decrease of 4% from the 2014

SALPN Membership Survey, and a decrease of 17% since

the 2012 SALPN Membership Survey

• Only 27.1% of respondents feels their employer

always fully utilizes their professional skills and training

as a Licensed Practical Nurse. This represents a decrease

of 5.4% from the 2014 SALPN Membership Survey,

and a decrease of 15.9% from the 2012 SALPN

Membership Survey.

• 34.9% of respondents say they have been impacted

in their health care workplace by the recent SRNA

Training Directive

• 45% of respondents Strongly Agreed with the statement:

“In my primary workplace, I personally feel valued

as a professional nurse”. This level of agreement was

statistically unchanged from

• 78% of respondents say the Nursing Process is Very

Important to their everyday practice, an increase of

4.4% from the 2014 SALPN Membership Survey

PUBLIC VISIBILITY • 41% of respondents say they Always wear a Name Tag in

their health care workplace. This represents an increase

of 10.6% from the 2014 SALPN Membership Survey

• 33.4% of respondents say they Always Introduce

themselves to their patients, clients or their families as a

Licensed Practical Nurse. This represents an increase of

2.7% from 2014

• Only 8% of respondents say they Always explain their

Role as a Licensed Practical Nurse to their patients,

clients or their families. This is statistically unchanged

from the 2014 SALPN Membership Survey

SALPN MANDATE/PERFORMANCE • 47.3% of respondents Strongly Agreed with the

statement: “The SALPN Continuing Education

Portfolio enhances my ability to provide professional

nursing service to my patients/clients”. This level of

agreement was unchanged from the 2014 SALPN

Membership Survey

• 54.7% of respondents said they are Highly Satisfied (8-10

Rating) with the SALPN Website, an increase of 4.7%

from the 2012 SALPN Membership Survey (last time this

issue was tested)

MESSAGE FROM SALPN EXECUTIVE DIRECTOR

LYNSAY NAIR

An early prediction for 2016

is a year that will see a lot of

positive changes for the SALPN

and the LPN membership. With

a renewed spirit, the SALPN

Council and Staff are busy at

work preparing and completing

many ongoing projects.

Beginning in early 2016, the

SALPN will be conducting a

revision of its “Competency

Profile”. In June of 2015, the

College of Licensed Practical

Nurses of Alberta released

their latest version of its

Competency Profile. CLPNA engaged in a comprehensive

and robust development process to which we will be

modeling our process. This will begin with intense work

with our Practical Nursing Educators, followed by Licensed

Practical Nurses of Saskatchewan and concluded by LPN

employers. We are very excited for this process and cannot

stress how pivotal and valuable your participation will be

to the success of the project. We have already had many

LPNs register for the two day competency “deep dives”

throughout the province, but there is space available and

would encourage anyone interested to sign up. We thank

you in advance for your participation.

The SALPN has also been working towards improving the

continuing education point program and have modeled the

program as described by the wants and concerns of the

membership. We are asking for LPN feedback on the current

CEP draft. Anyone who is interested in reviewing the current

drafts can please contact the SALPN for a current version.

The SALPN will be presenting the CEP revisions at the SALPN

Annual General Meeting on April 20th at the Saskatoon Inn,

Saskatoon.

If you have never attended our AGM and Educational

Conference, this will be the year to do so. Headlining the

conference is Jennifer Jones, Olympic gold medalist and five

time “Scotties Tournament of Hearts” curling champion. We

also proudly present one of Saskatchewan’s most prolific

political voices, Saskatoon’s own John Gormley.

I would also like to provide an update regarding the SALPN

bylaws. The Saskatchewan Association of Licensed Practical

Nurses (SALPN) is pleased to announce that on December

17, 2015, the Minister of Health approved the Proposed

SALPN Regulatory Bylaws pertaining to the three areas of

specialized practice of "Advanced Orthopedics",

"Hemodialysis" and "Perioperative" care. These bylaws will

be published in the Saskatchewan Gazette on Friday,

January 15, 2016 and will not be effective until such time.

The Membership can expect further information from the

SALPN including the updated practice standards for the

areas of specialized practice and the processes for

implementation in the very near future.

The SALPN continues to work with our collaborative partners

at the RPNAS and the SRNA in the development of the

decision making framework. The framework is intended

to provide clarity to the three nursing professionals and

to assist employers with staff mix decisions. The SALPN

recognizes the true integrity of the document will lie in its

interpretation. A misinterpretation of a document such as

this is equally or more detrimental as not having a document

at all. A document of this nature can only serve as a

resource or tool and cannot be enforced by any regulator.

A regulator cannot regulate the health care system or the

hiring practices of employers. It is indeed the responsibility

of the regulator to set and enforce standards of practice

in the interest of public safety. We also recognize a

disruption in access to health care services caused by

unjustifiably restricting a profession is also not in the

interest of public safety.

As a busy 2016 begins, the SALPN wants to thank all of the

hard work, dedication and professionalism shown by LPNs

over the past year. While 2015 had been turbulent at

times, the SALPN feels its current path is a step in the right

direction in providing clarity to its members and the public.

I wish everyone the best in 2016 and look forward to

growing the LPN profession together.

COMPETENCY PROFILE REVIEW

LPN CONSULTATION

We are seeking engaged and committed LPNs to take part in

Focus Groups throughout Saskatchewan.

The Saskatchewan Association of Licensed Practical Nurses

(SALPN) is undergoing a comprehensive review of the

Competency Profile for LPNs (2005, 2nd Edition). This review

will entail consultation with LPNs, employers, educators and

other relevant stakeholders.

The Competency Profile details the competencies of LPN

practice and includes the knowledge, skills, behaviors,

and attitudes required by a Licensed Practical Nurse in

Saskatchewan. It is the most valuable tool we have to help

define the role and scope of practice of the LPN.

Competencies cannot be enriched without the grassroot

voices of those who hold the competencies, and that is YOU

– the LPNs of Saskatchewan.

Please contribute to the future of the LPN Profession by

joining Lynsay Nair, Executive Director of SALPN and Teresa

Bateman, Director of Professional Practice from the College

of Licensed Practical Nurses of Alberta (CLPNA) as they

guide you through a discussion, where you will have the

opportunity to share updates related to your practice, role,

and continuing education.

Focus Groups will be held for 2 full days in each of the

following locations: Regina, Saskatoon and Prince Albert.

There are also several webinar sessions planned for those in

outlying areas (more details will be provided at a later date).

• Participants will be selected to represent a wide range of

practice experience

• Lunch and Refreshments will be provided.

• Continuing Education Portfolio Point Certificates will be

issued at the completion of the Focus Group (3 points).

Competency discussion is very interesting and enlightening,

and provides much excitement about the opportunities

within the profession. Sessions are expected to fill up quickly.

CHALLENGING BEHAVIOURS INYOUTH -Strategies for Intervention Saskatoon: April 26, 2016

This workshop will review challenging behaviours related to aggression, non-compliance and attention-seeking, and will provide a framework for intervening. Participants will analyze the effectiveness of their current approach and be provided with a coaching model to bring out the best in youth who exhibit challenging behaviour.

MINDFULNESSCOUNSELLINGSTRATEGIES -ActivatingCompassion and Regulation Regina: May 5-6, 2016

This workshop is designed to teach participants how to facilitate development of these skills with their clients and develop their own capacity for using mindfulness-based strategies in their counselling work. Participants will practice mindfulness, regulation and activation strategies meant to promote self-awareness and emotional balance.

DE-ESCALATING POTENTIALLYVIOLENTSITUATIONS™ Saskatoon: May 17, 2016; Regina: May 19, 2016

This workshop is designed to teach people to de-escalate potentially violent situations through assertiveness and interpersonal communication. Participants will develop a clear understanding of how to assess the potential for violence and respond with a diverse set of tools and strategies designed to defuse potentially violent situations.

CRITICAL INCIDENTGROUP DEBRIEFING Saskatoon: May 18, 2016

This training will focus on how to organize effectively and quickly after a critical incident so that groups are better prepared to respond to the emotional needs of those affected by a tragedy.A key component of the training is review of aCrisis ResponseChecklist, an important tool when managing the complexities of a critical incident.

TRAUMA-Strategies for Resolving the Impact of Post-TraumaticStress Regina: June 1-2, 2016

CEP POINTS AND LICENSURE RENEWAL

Each year at renewal time,

the SALPN receives an increase

in the amount of

inquiries regarding CEP points and

practicing vs. non

practicing status.

According to the SALPN Regulatory

Bylaws,a licensed practical nurse

who is eligible for licensure but is

not currently employed or

practising as a licensed practical

nurse in Saskatchewan or working

in licensed practical nurse

activities may obtain a non-

practising certificate. Non-

practising certification is a short term option for the SALPN’s

members to allow for absences in practise due to maternity/

paternity leave, disability, or leaves due to illness, etc.

However, the only time that you can change from practicing

to non-practicing is at RENEWAL TIME. If you hold a

practicing license and go on maternity leave, disability

leave, etc. you still MUST obtain five Continuing Education

Portfolio (CEP) Points. At renewal time, practicing members

are asked to declare that they have obtained the following:

1250 registered working hours in licensed practical nursing

activities during the previous five years, 5 CEP points,

and have not been charged with or convicted of a

criminal offence.

Compliance is monitored through an audit process which

began in January 2016. Upon annual licensure renewal,

SALPN Members declare that they have obtained the

required CEPs and if they have been charged or convicted

of a criminal offence since the date of their last renewal.

The annual audit ensures that SALPN Members are

answering the declarations on their renewal truthfully.

SALPN Members who have falsified their declaration(s)

may be found guilty of professional misconduct as such

conduct is harmful to the interests of the public as defined

in Section 24 of the LPN Act, 2000

Members should retain all relevant documentation to

support the information provided to the SALPN on the

licensure renewal application relating to CEP points, as an

absence of necessary documentation could result in

discipline.

PRE-AUTHORIZED PAYMENT PLAN

Registration for the Pre-Authorized Payment Plan (PPP) is

now open. The PPP is a pre-payment option that allows

SALPN members the opportunity to pay the 2017 licensure

fee in 8 equal monthly payments. Subscribers to the

program will have $51.00 automatically withdrawn monthly

from their personal bank account. Withdrawals will begin

March 15th and will conclude October 15th. Once the final

October payment is processed, subscribers are eligible to

renew their 2017 license online. The SALPN’s database will

recognize subscriber enrollment and payment during the

renewal process. Please note that there is an additional

$1.00 per month processing fee that is added to each

transaction.

Please note, members are required to renew their pre-

authorized payment plan annual. The deadline to renew or

apply to PPP is February 29th, 2016.

ANNUAL LICENSURE AUDIT REMINDER

Each year the SALPN conducts Licensure Audits of the membership. The purpose of the annual licensure audit is to verify

information provided at the time of renewal as well as for compliance with the requirements related to registration and

licensure. Members who are selected for audit will be notified with an initial letter and by email.

The following information may be requested as part of the audit:

• Continuing Education Portfolio Points – proof of completion

• Actual Hours of Work

• Criminal Record Check (CRC)

The SALPN members selected for the CRC audit will be reimbursed the cost of a “satisfactory” check, provided the original

receipt of payment is supplied. The annual licensure audit will begin January 4, 2016.
