2018-2019 marked the fifth year that SAY Lands has been operational and the first year of Kwaw Kwaw

Apilt becoming operational. The SAY Lands office manages lands on behalf of Skowkale, Aitchelitz,

Yakweakwioose and Kwaw Kwaw Apilt First Nation. Having a Land Code not only returns the

management of land back to the First Nations from the Government, it grants the authority to the

communities to govern through Land Laws. In this document, you will note the SAY lands achievements in

2018-2019 fiscal year. In March 2019 Kwaw Kwaw Apilt First Nation decided to separate from the SAY

Lands Office.

Since Skowkale, Aitchelitz and Yakweakwioosemembers passed our Land Code in 2014 and KwawKwaw Apilt passed Land Code in 2018, we havebeen working with the Lands Advisory Committee,Council and the community to develop new laws.The idea is to replace the old Indian Act sectionswith land laws that work better for Skowakle,Aitchelitz and Yakweakwioose members,developers and for the citizens who live on ourlands. Under the SAY Land Codes, Council is authorized topass various laws under section 3 and laws relatingto enforcement under various sections including11.6 of the Code. All laws created and enforced by SAY First Nationsapply to all residents living on the Lands—bothmembers and non-members (i.e. those living in theleased developments). The SAY Laws supersede anybylaws that may have been established by theHomeowners Associations.

What is Land Code?

It is the basic land law of the FN and replaces the IndianAct sections pertaining to land management.The 4 First Nations now have full jurisdiction and controlof land management on their Reserves.Skowkale, Aitchelitz , Yakweakwioose and Kwaw KwawApilt can now create and enforce our own land lawssimilar to a municipality.The Indian Act sections that pertain to lands no longerapplies, approximately 1/3 of the Indian Act.AANDC (the Fed Gov’t) no longer has any involvementwith land management for the 4 FNs.

��� ������ ��� ������� �����IIn 2018, Skowkale began the design work for a health center. As the SAY communities were alsoplanning to build a joint administration building, this began at the same time. The building will be locatedon Skowkale IR#10 near where it borders Yakweakwioose. A joint committee was struck for the designphase and they meet monthly to do so. Preload is expected in the Summer of 2019 and construction onthe building is tentatively set to start in January 2020.

�������� � ��������First Nation Community Watch Enforcement Inc. can be contacted to report any violations of the SAY Communities Laws. It is their role to investigate, notify and provide warnings to violators and to report to the SAY Lands Office. For Security concerns in the community Allegiance 1 is the company that monitors, observes and reports concerns.

���� ��������SAY did a report on solid waste collection for the four communities. The four communities do not fallunder the jurisdiction of the City, however recent changes to the City of Chilliwack recycling programand organics (including all food waste and yard waste collection curbside) had influenced materials accepted and banned in the landfills. These changes affect Skowkale, Aitchelitz, Yakweakwioose andKwaw Kwaw Apilt who are currently disposing waste at the Cit of Chilliwack facilities. Currently the four communities have no limits to the amount of garbage they can dispose. Dillonconsulting was retained to assist the four communities with a comparison of options on waste collection,transfer and disposal from occupied residence. SAY and KKAP need to plan for the changes to the COC waste management services and what willultimately be accepted at their waste/recycling facilities. An 'Open House" has been hosted forresidential input on collection options and educate members to the waste diversion requirements.

����� ���The SAY Communities participated in Earth Day. On April 22nd there was a community clean up. Community memberscame together and picked up waste around the reserves. Earth day fell on Easter Monday this year, so following theCommunity clean up; the 3 SAY communities joined together for lunch and easter egg hunt.

�� ����� �� ��������� The SAY Lands Office honoured the 2018 Graduates from the three communities. The graduates varied from High School,post-secondary and Master Degrees. The SAY Lands Office wanted to cover and give the Graduate recognition for all oftheur hard work in school and to continue striving in school.

��� ������������ �� �� ��� ������In 2018/2019 there was funding opportunity through the Ministry of Children and Family Development to supportprevention and family support services in First Nation Communities across BC. Our office applied for and received fundingon behalf of the three communities to start a collaborative project named the S.A.Y Strengthening Families Project. OurS.A.Y Families – children, youth, young adults, parents and grandparents - are looking to leadership for protection from theinfluences of drugs, alcohol and the damages to families that come along with it. They are looking for a protection plan thatincludes community responses to issues that impact families in a negative manner that put them at risk. They also lookingfor pre-teen self-esteem workshops that will provide youth skills the need to prevent them from being at risk youngparents. S.A.Y. Strengthening Families Project offered numerous events including Halq’eméylem - Language Classes, Drum Making, Weaving, Movie day and family day trips to the Camping, Great Wolf Lodge, Waterslide, Science World andManning Park. Activities will continue this year.
